Breaking: Taliban Opens Fire On Civilians In Eastern Afghanistan; Killing Four Over National Flag

Information reaching LeadingReporters confirmed that the Taliban has murdered not less than four civilians in Eastern part of Afghanistan over the former’s insistence on changing the National Flag of Afghanistan in line with the new name and its Sharia-compliant stance.

A source who spoke to the Lead Investigation Editor of LeadingReporters from Eastern Afghanistan reported that tension began to brew when Taliban combatants besieged a city in Eastern part of the country and began to pull down the national flags and other national symbols. 

It was reported that they experienced a little resistance from the civilians who reminded them what they had promised during their press conferences.

The eyewitness said no sooner one of the protesters told them to leave the flag and other symbols than a Taliban combatant opened fire on the crowd, killing about four people on the spot and leaving countless others wounded.

Recall that the Taliban regime most recently seized power from a democratically elected President, Ashraf Ghani who reports says is currently in United Arab Emirate on exile, after he flee his country, following Taliban’s victorious entry into the Capital, Kabul.

Tension is mounting across the country over the extreme excesses of the group, despite their promises to be lenient and more tolerant of the opposition.

Taliban renames country Islamic Emirate of Afghanistan

The Taliban has renamed Afghanistan the ‘Islamic Emirate of Afghanistan’ after its fighters swept into the capital, Kabul, a bustling metropolis of six million that has turned into a male-dominated city without police or traffic controls.

Aljazeera reports that scores of Afghans ran alongside a US military plane as it taxied on the runway and several clung to the side as the jet took off with Senior US military officials confirming to Aljazeera that the chaos left seven dead, as well as several who fell from the flight.

According to AP, the Taliban, a militant group that ran the country in the late 1990s, have again taken control.

The US-led invasion of Afghanistan in 2001 ousted the insurgents from power, but they never left.

After they blitzed across the country in recent days, the Western-backed government that has run the country for 20 years collapsed.

CNN reports that hundreds of people poured onto the tarmac at Kabul’s international airport, desperately seeking a route out of Afghanistan on Monday after the Taliban’s sudden seizure of power sparked a chaotic Western withdrawal and brought to a crashing end the United States’ two-decade mission in the country.

Meanwhile, at a special session of the UN Security Council in New York, UN Secretary-General, Antonio Guterres, urged Taliban to show “the utmost restraint to protect lives” and demanded that anyone who wanted to leave the country must be able to do so.

US President Joe Biden also received a briefing by top security officials on the situation in Afghanistan, the White House said.

“This morning, the President was briefed by his national security team, including the Secretary of Defense and Chairman Milley, on the security situation at Hamid Karzai International Airport, and ongoing efforts to safely evacuate American citizens, US Embassy personnel and local staff, SIV (special immigrant visa) applicants and their families, and other vulnerable Afghans,” it said in a statement.

United Arab Emirates could soon be a visa-free experience for Ghanaians

Visiting Ghanaians cannot travel to the UAE visa free for now, but celebrations this past weekend were premature.

On Aug. 5, Ghana’s parliament ratified an agreement that will waive visa requirements for its citizens traveling to the oil-rich Arab nation that is a choice destination for African tourists and business people. The waiver will apply to people holding diplomatic, service, and ordinary passports, according to reports. It is a mutual exemption that grants Emirati visitors to Ghana in the same passport categories similar benefits.

The announcement was taken to mean that a visa-free regime was now in force, prompting a clarification by the west African country’s embassy in the UAE. “The Embassy urges the public to disregard all such publications and messages. Even though the agreement has been ratified by the Parliament of Ghana, the processes for its implementation have not been completed,” a statement by the Embassy confirmed by Quartz Africa said.

The Embassy said it would communicate new procedures “when the agreement comes into force.” It defers Ghanaian celebration but shows how eager Africans are for visas that ease access to global opportunities.

Powerful passports matter

African passports are among the weakest in the world, in terms of how many countries their holders can visit without a visa or with a visa on arrival. Seychelles and Mauritius continue to be the only countries in the top 50 of the Henley Passport Index, a UK advisory firm’s tracker of the world’s most powerful passports.

Besides the small island nations, South Africa is the only other African country whose passport holders can visit more than 100 countries visa-free. Nigeria, Africa’s largest economy, is ranked 101st (six places down from last year) with 46 destinations – 18 fewer than its neighbor, Ghana.

Big money flows from Dubai and Abu Dhabi

African visa-free travel to the UAE is particularly interesting. Its main cities—Abu Dhabi but especially Dubai— have been exalted over the last decade in African entertainment as the places to go for leisure, luxury shopping, and destination weddings. The cities’ popularity has positively impacted trade balance sheets too.

Non-oil trade between the UAE and Africa surpassed $40 billion in the first nine months of 2020, exceeding 2019 figures despite a pandemic. Since 2017, the number of Africa-focused businesses setting up shop in Dubai has increased by over 25% to stand at 21,000, according to Dubai’s Chamber of Commerce and Industry. 6% of all Dubai visitors in 2019 were Africans, helping to grow trade with Dubai from 3% in the early 2010s to 10% by 2018, according to Hamad Buami, the city’s president of the chamber of commerce, in an interview with African Business.

Africa-UAE trade has also been strong in Abu Dhabi. In May, the Abu Dhabi Export Office (ADEX) signed a $30 million agreement that grants loans to importers in east and southern Africa. The loans will be granted through the Eastern and Southern African Trade and Development Bank (TDB), the first such deal between the Abu Dhabi export finance organization and a foreign financial institution.

Dubai offers two visa regimes for most visiting Africans: short term for 30 days and another option for 90 days. Both are renewable but applications cost between $90 and $460. For now, the most privileged African passports when it comes to UAE travel are those from Seychelles and Mauritius that allow for 90 and 30 day visa-free visits respectively, according to Emirates, the Dubai government’s airline. The hope for Ghanaians is that they will soon join this elite class of African travelers to UAE once the agreement is implemented. Quartz Africa

Biden to continue Trump-era migrant expulsions

The Biden administration has said it will indefinitely extend a Trump-era pandemic policy that allows the US to swiftly expel undocumented migrants.

The policy known as Title 42 is aimed at preventing the spread of Covid-19 in holding facilities, officials say. Children and some families are exempt.

At least 940,000 people have been expelled since it was issued last year.

The decision comes as migrants continue to stream to the US border, including about 210,000 in July alone.

In a statement, the US Centers for Disease Control and Prevention (CDC) said that the policy will remain in effect until the spread of Covid by non-citizens stops being a “serious danger” to public health.

The CDC said it will review the situation every 60 days.

The announcement drew outrage from immigration advocacy groups who accused the Biden team of backing the hardline anti-immigration policies of Donald Trump.

Officers from Customs and Border Protection encountered an average of 6,779 individuals each day in July, including 616 unaccompanied children, Monday’s court filing said.

It added that the “record numbers” of migrants had “strained” operations at the Department of Homeland Security (DHS), according to David Shahoulian, the assistant secretary for border and immigration policy.

“These encounter rates have … caused border facilities to be filled beyond their normal operating capacity, impacting the ability to employ social distancing,” the filing quoted Mr Shahoulian as saying.

Additionally, Mr Shahoulian said that the department is experiencing “significantly increased rates” of positive Covid tests. It added that the dangers have increased because of the spread of the highly transmissible Delta variant.

The American Civil Liberties Union and several other advocacy groups have said they will return to court over President Biden’s use of Title 42.

His administration has repeatedly defended the Trump-era policy in courts, where the civil rights groups have sued to have the US asylum system continue processing claims.

While the Biden government has made immigration reform an important goal, the president has repeatedly called on migrants to not attempt the dangerous journey to the US.

“I can say quite clearly: don’t come over,” he said in an ABC News interview in March. “We’re in the process of getting set up. Don’t leave your town or community.”

France’s lower house approves anti-separatism bill to battle extremism

The French National Assembly on Friday approved a controversial “anti-separatism” bill despite strong criticisms from parliamentarians from the Left and the Right.

The government argued the legislation was needed to bolster France’s secular system, but critics say it breaches religious freedom.

After an acrimonious seven-month debate – with the text going back and forth between France’s lower house, the National Assembly, and the Senate – the anti-separatist bill was approved by 49 votes to 19. There were five abstentions.

In a fiery speech, far-left leader Jean-Luc Mélenchon on Friday railed against the “anti-Republican law”, which he said was “anti-Muslim”.

France’s main opposition parties, including the Socialists (PS) and the centre-right Les Républicains, along with the French Communist Party, voted against the bill for different reasons.

Only three parties in the National Assembly – the ruling La République en marche (LREM) party and its two allies – voted for the law.

The far-right National Rally, led by Marine Le Pen, abstained from the vote.

All eyes on 2022 presidential election

Introduced by hardline French Interior Minister Gérald Darmanin, the bill contains a slew of measures on the neutrality of the civil service, the fight against online hatred, and the protection of civil servants such as teachers.

The bill was debated in a highly charged atmosphere in France after three attacks late last year by extremists including the beheading in October of teacher Samuel Paty, who had shown his pupils cartoons of the Prophet Mohammed during a civics class.

France, home to Europe’s largest Muslim community, is still shaken by the succession of massacres committed by Islamist militants from January 2015 that left hundreds dead.

Critics have however slammed the legislation as going contrary to the liberal values of the Republic that it seeks to protect.

A US envoy on religious freedom last year criticised the bill as “heavy-handed” and it has sparked unusually critical coverage in English-language media, even prompting French President Emmanuel Macron to write personally to the Financial Times to defend it.

Analysts have said Macron, who came to power in 2017 as a centrist reformer, has noticeably tacked to the right over the last months as he scents that his 2022 presidential reelection battle will come down to a run-off duel with the far-right Le Pen.

Nigerian govt to travellers from “South Africa Don’t come”

The Chairman of Presidential Steering Committee (PSC) on COVID-19 pandemic, and Secretary to Government of the Federation (SGF) Boss Mustapha, on Monday, announced the addition of South Africa to the list of countries from where travellers are banned because of the growing cases of COVID-19 in the country.

Mustapha made the announcement during a media briefing of the Committee in Abuja.

It could be recalled that the Federal Government had in May handed a similar ban on travellers from India, Brazil and Turkey over similar concerns.

He said: “A few weeks ago, we announced additional measures to be met by passengers arriving from Brazil, Turkey and India. This action was due to the prevalence of variants of concern and the dangers associated with the importation of the such virulent strain.

“The PSC has been reviewing these restrictions and is of the opinion that they should remain for another four weeks before it is further reviewed. South Africa, has, however, been added to this category once more.

“In addition to these three countries, the PSC has also shifted its focus on some African countries. South Africa, Zambia, Rwanda, Namibia and Uganda fall in this category.

“South Africa for example, recorded over 100, 000 cases in the last one week while 20,000 was recorded in the last 24 hours. The four major variants of concern are now classified as Alpha (UK), Beta (SA); Gamma (Brazil) and Delta (India).

“The Delta variant which has wreaked devastating havoc is not yet found in Nigeria hence the need to tighten our borders and be more vigilant.”

Concerning Emirates flights in and out of Nigeria, he noted that: “In all circumstances, however, conditions placed on such flights must conform with international civil aviation standards and must not be discriminatory and must respect our sovereignty.”

While noting that the PSC has escalated surveillance and risk communication, he added that it has similarly paid close attention to the issue of vaccination, especially matters relating to access and acquisition of vaccines.

The SGF urged members of the public not to lower their guards yet because of continued spikes in some countries (including African countries) and the emergence of variants of concern in several jurisdictions where the third wave has occurred.

Speaking on violators of COVID-19 travel protocol, he stated: “About six months ago, following the violation of protocols by some inbound passengers to Nigeria, travel documents were barred for a period of 6 months.

“We have received several appeals from those affected while we counselled on the importance of compliance with rules and regulations.

“The six-month period of ban for the first batch of 100 is almost complete and we use this opportunity to reassure Nigerians that sanctions will be imposed on violators of measures put in place to protect them and safeguard our nation.

“You will recall that Nigeria introduced the first international travel portal in September last year to facilitate the travel protocols. Following observations by users, the PSC took steps to improve the performance of the travel portal so as to ease the bottlenecks experienced by travellers.”

“Additional improvements have been recorded. The vaccination programme has progressed into the second phase for those who took the first jab. However, the sources and access to vaccines constitute major challenges given the developments in India, the attendant scarcity and the rise of vaccines nationalism.

“The PSC through the NPHCDA has continued to intensify efforts to acquire vaccines for the next phase.

“For over six months Federal Government employees on GL 12 and below have been observing work-from-home instructions. This restriction remains in place until further notice in order to avert a third wave.”

Western alliance: NATO to call out China’s behaviour as ‘systemic challenge’

NATO leaders warned on Monday that China presents “systemic challenges,” taking a forceful stance towards Beijing in a communique at Joe Biden’s first summit with an alliance that Donald Trump openly disparaged.

The new U.S. president has urged his fellow NATO leaders to stand up to China’s authoritarianism and growing military might, a change of focus for an alliance created to defend Europe from the Soviet Union during the Cold War.

The language in the summit’s final communique, which will set the path for alliance policy, came a day after the Group of Seven (G7) rich nations issued a statement on human rights in China and Taiwan that Beijing said slandered its reputation.

“China’s stated ambitions and assertive behaviour present systemic challenges to the rules-based international order and to areas relevant to alliance security,” NATO leaders said in the communique.

Biden also told European allies that the alliance’s mutual defence pact was a “sacred obligation” for the United States – a marked shift in tone from his predecessor, Trump, who had threatened to withdraw from the alliance and accused Europeans of contributing too little to their own defence.

“I want all Europe to know that the United States is there,” said Biden. “NATO is critically important to us.”

Biden stopped at the NATO headquarters’ memorial to the Sept. 11, 2001, attacks on the United States by al Qaeda militants, when NATO triggered its Article 5 for the first and only time. Under the article, the alliance treats an attack on one member state as being an attack on all.

Later at a news conference, Biden, who will meet Russian President Vladimir Putin on Wednesday in Geneva, said China and Russia were trying to split the transatlantic alliance and that, while he was not seeking conflict with Russia, NATO would respond if Moscow “continued its harmful activities”.

He described Putin as tough and bright.

“Russia and China are both seeking to drive a wedge in our transatlantic solidarity,” Biden said. He also pledged to support Ukraine in its conflict with Moscow, although he was non-committal on whether Kyiv could one day join NATO.

“We are going to put Ukraine in a position that they will be able to maintain their physical security,” Biden said, without giving more details.

‘AMERICA IS BACK’

While there are still differences in strategies on how to deal with China across the West, Biden said NATO was united under U.S. leadership. “America is back,” he said, seeking to reassure Europeans that a Trump-like populist would not be back in the White House in four years.

“The leadership of the (U.S.) Republican Party is fractured and the Trump wing of the party is the bulk of the party, but it makes up a significant minority of the American people”.

German Chancellor Angela Merkel, at her last summit of the alliance before she steps down in September, described Biden’s arrival as the opening of a new chapter. She also said it was important to deal with China as a potential threat, while keeping it in perspective.

“If you look at the cyber threats and the hybrid threats, if you look at the cooperation between Russia and China, you cannot simply ignore China,” Merkel told reporters. “But one must not overrate it, either – we need to find the right balance.”

In NATO’s glass and steel headquarters on the outskirts of Brussels, Secretary-General Jens Stoltenberg said China’s growing military presence from the Baltics to Africa meant nuclear-armed NATO had to be prepared.

“China is coming closer to us. We see them in cyberspace, we see China in Africa, but we also see China investing heavily in our own critical infrastructure,” he said, a reference to ports and telecoms networks.

Stoltenberg also said the leaders had agreed to increase their contributions to the alliance’s common budget. The vast bulk of military spending in NATO is handled separately by member countries.

CHINA’S REPUTATION

G7 nations meeting in Britain over the weekend scolded China over human rights in its Xinjiang region, called for Hong Kong to keep a high degree of autonomy and demanded a full investigation of the origins of the coronavirus in China.

China’s embassy in London said it was resolutely opposed to mentions of Xinjiang, Hong Kong and Taiwan, which it said distorted the facts and exposed the “sinister intentions of a few countries such as the United States”.

“China’s reputation must not be slandered,” the embassy said on Monday.

British Prime Minister Boris Johnson said there were risks and rewards with Beijing. “I don’t think anybody around the table wants to descend into a new Cold War with China,” he said.

From China’s investments in European ports and plans to set up military bases in Africa to joint military exercises with Russia, NATO is now agreed that Beijing’s rise deserves a strong response, although envoys said that would be multi-faceted.

Allies are mindful of their economic links with China. Total German trade with China in 2020 was more than 212 billion euros ($257 billion), according to German government data. Total Chinese holdings of U.S. Treasuries as of March 2021 stood at $1.1 trillion, according to U.S. data, and total U.S. trade with China in 2020 was $559 billion.

Rwandair Declared Safest Airline in Covid Management in Africa

RwandAir on Wednesday May 26 became the first African airline to be awarded the top Diamond status rating for COVID-19 prevention measures – the highest attainable level.

The award comes from APEX Health Safety, sponsored by SimpliFlying, for the airline’s sustained work to ensure the highest standards of cleanliness and sanitisation for its customers and crew.

The Diamond rating positions RwandAir as the safest airline in Africa and comes after RwandAir was recently announced as the first African airline to vaccinate all staff.

Opposition MP Phumzile Van Damme says Facebook with appear before the Communications and Digital Technologies Committee on 25 May 2021.

“Facebook’s agreement to the meeting is historic and a source of pride for South Africa as a first in Africa, and one of a few countries in the world to successfully secure a meeting with Facebook. We commend Facebook for agreeing to the meeting which we hope will be constructive,” Van Damme told Stuff. [Disclosure: I am Stuff’s publisher.]

In an article, vocal opposition parliamentarian Phumzile Van Damme stated that, “the aim of discussions with Facebook will be to ensure that the interests of the people of South Africa are protected as well as upholding their constitutional right to freedom of speech. We will stand in opposition to any proposals that would curtail the right of South Africans to share their thoughts and opinions that fall under protected freedom of speech”.

“The reason for inviting Facebook was with the view of ascertaining what steps the tech giant will be taking in tackling harmful misinformation, particularly as we inch towards the 2021 Local Government Election. Facebook often tailors plans for countries ahead of elections to guard against harmful misinformation. We would like to see the same done for South Africa,” she added.

Along with concerns over misinformation, it will focus on South African users’ personal data being protected and “the beginning of discussions regarding the social media platform paying South African media houses for carrying their content as was recently successfully implemented in Australia”.

In February Van Damme said she was “summoning” Facebook – which has an office in the economic capital of Johannesburg – to appear before South African lawmakers to ascertain “what steps the tech giant will be taking in tackling harmful misinformation”.

CEO Mark Zuckerberg in 2016 made a surprise trip to Lagos and Nairobi, where he said: “The thing that is striking is the entrepreneurial energy. This is where the future is going to be built”.

This week Van Damme said “the aim of discussions with Facebook will be to ensure that the interests of the people of South Africa are protected as well as upholding their constitutional right to freedom of speech. We will stand in opposition to any proposals that would curtail the right of South Africans to share their thoughts and opinions that fall under protected freedom of speech,” she said.

South Africa’s Constitution, which was implemented after Nelson Mandela was voted in as the country’s first democratic president in 1994, is considered one of the most progressive constitutions in the world. Current South African President Cyril Ramaphosa was the chief negotiator for the ruling African National Congress (ANC) in a landmark deal concluded with the Apartheid government, run by the then National Party.

Meanwhile, the South African Information Regulator recently announced that it was seeking legal advice to get Facebook owned messaging app WhatsApp to revise its privacy policy to the standard used in the EU as the country’s Protection of Personal Information Act (POPIA) has a similar privacy regime to the EU. It appears that citizens of the EU would receive significantly higher protection than South African citizens.

However, only 24 out of 53 countries in Africa have adopted #DataPrivacy #DataProtection laws!

Trump In Stormy Waters Again: His Organization Currently Under Criminal Probe

The New York state attorney general’s office has widened its probe into the Trump Organization to include an examination of potential criminal wrongdoing, according to the office’s spokesman.

Previously, the office was investigating former President Donald Trump’s namesake company in a solely civil matter with New York Attorney General Letitia James focusing on whether the company improperly valued its assets for loan and tax purposes.

However, now the state’s investigation has entered “a criminal capacity,” spokesman Fabien Levy confirmed to NPR late Tuesday.

“We have informed the Trump Organization that our investigation into the organization is no longer purely civil in nature,” Levy said in a statement. “We are now actively investigating the Trump Organization in a criminal capacity, along with the Manhattan DA.”

Levy said additional details couldn’t be shared at this time. It was not immediately clear whether the former president himself, or members of his family, were part of this latest criminal investigation. It’s also unclear when the attorney general notified the Trump Organization of the broadening scope of the probe

The expanded state case against the Trump Organization means the company and former president could face two criminal cases from separate prosecutors.

The Manhattan District Attorney’s Office is already in the middle of a wide-ranging fraud investigation. In February, following a protracted legal battle, Manhattan District Attorney Cyrus Vance Jr. obtained the former president’s tax returns. Prosecutors have focused on Trump’s business dealings and those of his associates, including his chief financial officer, Allen Weisselberg, and Weisselberg’s family.

Vance has said the statute of limitations for bringing charges against the company will soon expire. His term also ends on Dec. 31.

If one or both of the prosecutors believes there is enough evidence to charge the former president, his associates, or his company, an official complaint will likely be filed by the end of the year.

Trump, Weisselberg and the Trump Organization have denied any wrongdoing and have said the prosecutors are politically motivated.
