Shehu Sani, a former Kaduna Central Senator, on Thursday escaped death onboard a Kaduna-Abuja train.

Sani disclosed that the train he boarded ran into a portion damaged by explosives used by terrorists in attacking a Kaduna-Abuja train on Wednesday.

In a tweet, the former lawmaker alleged that terrorists had attacked a Kaduna-Abuja train on Wednesday with explosives.

He alleged that the terrorists also opened fire on the engine driver and tank of the train.

“Yesterday, terrorists attacked the Kaduna-Abuja railway with an explosive and opened fire on the train, targeting the engine driver and the tank.

“This morning, I was on board when our train ran over another explosive damaged rail track. It took a miracle for us to escape,” Sani tweeted.

COP26: Russia’s Vladimir Putin Backs out from Summit

by Folarin Kehinde October 21, 2021
written by Folarin Kehinde

Russia’s President Vladimir Putin will not attend the COP26 climate summit in Glasgow, the Kremlin said on Wednesday.

No reason was given for the decision not to attend, but a Kremlin spokesperson said climate change was an “important” priority for Russia.

COP26 takes place in Scotland’s largest city from 31 October to 12 November.

Russia’s decision is seen as a blow to efforts to get leaders to negotiate a new deal to stall rising global temperatures.

“Unfortunately, Putin will not fly to Glasgow,” Kremlin spokesman Dmitry Peskov told reporters, adding that climate change was “one of our foreign policy’s most important priorities”.

When asked about Mr Putin’s decision, a spokesman for Boris Johnson said the UK prime minister had previously strongly encouraged leaders to attend “given this is a very critical moment in terms of tackling climate change”.

More than 120 leaders had confirmed their attendance, the spokesman said.

Mr Putin has not commented on the announcement of his non-attendance. He had previously said he would take part, but it appears now that will be virtually.

Speaking at an international energy forum in Moscow on 13 October, Mr Putin said the coronavirus pandemic would be a factor in his decision to travel.

Russia has seen record levels of Covid-related deaths. On Wednesday, Mr Putin ordered a nationwide week-long paid holiday from 30 October to 7 November to try to reverse both the rising number of infections and vaccination hesitancy.

Chinese President Xi Jinping is also unlikely to attend COP26, though Chinese officials have reportedly not entirely ruled out a change of plans.

Earlier in October, Australian Prime Minister Scott Morrison attracted widespread criticism for suggesting he might skip the summit, but he later announced that he would indeed attend.

COP26 is the biggest climate change conference since landmark talks in Paris in 2015. Some 200 countries are being asked for their plans to cut greenhouse gas emissions, which cause global warming, by 2030.

Reducing global warming is essential to avoid the the worst consequences of climate change.

Many observers will be watching how Russia and other major fossil fuel producers will be willing to reduce their reliance on them.

President Putin’s decision to absent himself from COP26 adds to the list of key leaders who are either not coming or not yet confirmed.

It will be harder now for the UK to make the case that world leaders are fully engaged on the question when the head of the world’s fifth biggest carbon polluter fails to show up.

While Russia’s carbon cutting plans have been described as “critically insufficient” by the Climate Action Tracker there have been signs in recent days that the country was starting to take emission cuts more seriously.

President Putin recently outlined a net-zero target for 2060 saying that “the role of oil and coal will decrease.”

The Russians say they will still send a strong delegation and that climate change remains a priority for the country. But it will undoubtedly be a disappointment for the UK which had hoped that Putin would be open to making progress on a number of issues, including deforestation.

Adamu’s Candidate A PDP Proxy, Not Our Choice – APC Bauchi Stakeholders

by Folarin Kehinde October 19, 2021
written by Folarin Kehinde

It has become very apparent that part of the sentiment driving the strong rejection of Education Minister Adamu Adamu’s unilateral choice of State party Chairman Babayo Alim is his lifelong friendship with PDP Governor Bala Mohammed’s older brother and confidant- Yaya Adamu Mohammed. Alim is also a former PDP Local Government Chairman.

Curiously, Adamu Adamu’s younger brother Umar Adamu was up until four months ago Commissioner of Finance in PDP Governor Bala Mohammed’s cabinet.

Some PDP bigwigs and heavyweights continue to remain Minister Adamu Adamu’s close confidants, including former Bauchi Governor Isa Yuguda who recently joined the APC and has managed to slot in his political adviser Abdulmumini Kundak as a State Zonal Vice Chairman, Kaulaha Aliyu- a former PDP Board of Trustees member, and Musa Babayo Talba- a former PDP National Secretary.

Also according to the Forum of Aspirants, the imposed candidate attended only one out of the five meetings held in the run up to the elections.

The entire process reeks of not only an anti-party agenda, but seems to be a process willfully doing the agenda of the PDP, these are still the same factors that led to the failure of the party in 2019.

APC Stakeholders all over the country should not allow this travesty stand as it will amount to rubbishing the great effort put into building the party in Bauchi State.

Nigerian Senate Passes Climate Change Bill with key REDD+ and NCA provisions

by Folarin Kehinde October 17, 2021
written by Folarin Kehinde

The Nigerian Senate, on Wednesday, October 13, 2021, read for the second and third times, the Climate Change Bill, and passed it. The Bill had earlier been passed by the House of Representatives on July 8, 2021.

Passage of the Bill by the Senate means that all that is needed for Nigeria to have a Climate Change law is assent by President Muhammadu Buhari.

In a statement released shortly after passage of the Bill by the Senate, sponsor of the Bill and President of GLOBE Nigeria, Rep. Sam Onuigbo stressed that after the Promise of Paris, it is now time for concrete ambitious actions by governments and organizations.

“In 2021, a little over five years after the Promise of Paris, Climate Change conversations have shifted to clear-cut verifiable and ambitious actions to tackle Climate Change,” Onuigbo stated in a statement released in Abuja.

The lawmaker hopes that the President will expeditiously assent to the Bill:

“Mr. President needs to assent to the Bill as quickly as possible, in view of COP26 which the President will be a part of. Nigeria participating in COP26 with a Climate Change Act will be the country’s loudest statement of ambition.”

Key aspects of the Bill include its provision for nature-based solutions such as REDD+ and environmental-economic accounting, and the push for a net zero emissions deadline for Nigeria.

In the context of REDD+ the Bill, in section 28, provides for the establishment of REDD+ registry at sub-national levels for “capturing REDD+ activities in Nigeria, including updates on Forest Reference Emission Level (FREL).”

It also makes provision for the National Council on Climate Change to provide fiscal support for REDD+ activities in Nigeria.

Also, in furtherance to its projection for sustainable development anchored on climate and biodiversity responsibilities, the Bill in Section 29 provides for the development of natural capital accounts by the National Bureau of Statistics and the use of the data from the accounts in making National Development Plans.

This is the first time that a legal text mentions REDD+ and environmental economic accounting in Nigeria. These provisions were results of engagements and provision of technical support in the review and redrafting of the Bill by GLOBE Nigeria.

The passages read:

PART VII
NATURE-BASED SOLUTIONS

  1. Nature-based solutions
The Council shall promote and adopt nature-based solutions to reducing GHG emissions and mitigating climate change issues in Nigeria.
  2. Establishment of the REDD+ Registry

(1) The Federal Ministry responsible for Environment shall set up a registry with sub-national nodes, for capturing REDD+ activities in Nigeria, including updates on Forest Reference Emission Level (FREL).

(2) In this section, “REDD+” means Reducing Emissions from Deforestation and Forest Degradation and the role of conservation, sustainable management of forests and the enhancement of forest carbon stocks.

(3) The Council may in fulfilment of Nigeria’s climate change obligations, provide fiscal support for REDD+ activities.

  1. Natural Capital Accounts and National Development Plans

(1) The Council shall collaborate with and equip the National Bureau of Statistics with developing Nigeria’s Natural Capital Accounts.

(2) The data from the Natural Capital Accounts shall be made available to MDAs, and used in policy formulation and development of Action Plans, in line with the carbon budget.

(3) The Ministry responsible for Finance, Budget, and National Planning shall ensure that the data referred to in subsection (2) of this section is captured in the National Development Plan and expenditure framework, as a means of measuring the impact of climate change on sustainable development.

Bauchi APC Rejects Adamu Imposed Candidate, Opt for Zonal Election

by Folarin Kehinde October 17, 2021
written by Folarin Kehinde

A heated meeting of Bauchi State All Progressives Congress party stakeholders yesterday adjourned with the decision to allow State party Chairmanship aspirants from the Central Senatorial zone to contest elections this Saturday, 16th October, 2021.

This followed a seeming attempt by the Minister of Education, Adamu Adamu to anoint his choice for the position, Babayo Alim, which was rejected by a majority of the stakeholders.

There appeared to have been a pre-emptive attempt to coral Federal and State legislators into endorsing the Minister’s preferred choice that was however thwarted. In the absence of an APC Governor in Bauchi, the Minister as the highest government office holder is presumed to be the “party leader”, albeit an un-elected one.

APC is set to hold its State party congresses tomorrow Saturday, amid controversies in several states including Kano that threatens its unity ahead of the 2023 general elections.

Bauchi was one of the states the APC lost in the 2019 elections due to internal disagreements and squabbles, leading to the victory of the People’s Democratic Party’s Bala Mohammed, a former Minister of the Federal Capital Territory, Abuja.

Edo: Inegbeniki cries for help over imminent Party collapse

by Folarin Kehinde October 16, 2021
written by Folarin Kehinde

Frontline aspirant for the Chairmanship position of the All Progressives Congress (APC), Chief Francis Inegbiniki has called on the leadership of the party, ably led by His Excellency, Mai Mala Buni to save Edo State APC from imminent collapse as a result of the few self centered individuals within the Party who have perfected their plans to truncate the State Congress slated for Saturday the 16th of October, 2021.

In a Press Release to Journalists in Benin City, Chief Inegbiniki said that, these individuals held a kangaroo meeting where they resolved to stage manage the Congress through Consensus which over eighty percent of the leaders of the Party have vehemently rejected.

He said that he was prepared to accept the outcome, if the Congress is properly conducted, but for few to take unpopular decision about the Congress is undemocratic and inimical for the growth of the Party.

He appealed to party members especially the delegates to dispel rumour that, he has stepped down or he has been asked to step down for such rumour is been peddled by those who want to foster a stooge on the party.

He appealed to them (delegates), to give him their votes and promised to breath life into the party, if he becomes the Chairman.

Another leader of the Party who does not want his name in print expressed disappointment over the uncivilized and undemocratic manner, some few individuals are going about the Congress. He challenged such people to prepare for the Congress if their candidate is really popular and acceptable.

In his words, “the contenders are members of the party, the outcome of the Congress will be more acceptable to members, if it is democratically conducted, to cut corners will be disastrous for the party, especially now that it is the opposition party in the State”.

“Those who want to destroy the party because of their future aspirations, should desist and allow a free, fair and credible Congress, because that is the only way we can have a party that we can call our own”.

Meanwhile, the hope for a full blown Congress is rising. Our Reporter gathered that the delegates from the one hundred and ninety two wards in the state have been invited to the Congress on Saturday.

This is a deviation from the stand of some few leaders who met earlier to push for consensus.
