Social Security: A Missing Link in Nigeria’s Search for Peace

by Nelson Ugwuagbo November 27, 2025
written by Nelson Ugwuagbo

Nigeria’s struggle with insecurity is often discussed in terms of guns, surveillance, and military deployments. Yet one powerful tool remains underused: social security. A nation cannot be peaceful when millions of its citizens live without basic protection against poverty, unemployment, illness, and economic shocks.

Social security simply means safety nets cash transfers, pensions, health insurance, and programmes that help people survive and thrive. In Nigeria, these tools are often viewed as welfare perks, but their impact on peace and stability is far greater.

Fighting Poverty, Reducing Anger

No society can be stable when the majority of its people struggle to meet basic needs. Poverty fuels resentment, protests, and conflict. Strong social protection reduces desperation and gives families breathing room, easing social tension.

A Shield Against Crime and Extremism

Many of Nigeria’s security problems kidnapping, banditry, militancy, and extremist recruitment—are rooted in economic hardship. When young people lack jobs or opportunities, criminal activity becomes more attractive. Social security programmes that provide income support, skills training, and employment reduce this vulnerability and keep young Nigerians on a productive path.

Rebuilding Trust in Government

Trust in institutions is essential for national unity. When citizens feel abandoned, they become alienated from the state. Social protection sends the opposite message: that the government cares. This strengthens the social contract, making communities more cooperative and more likely to support peace efforts.

Protecting the Vulnerable = Protecting Society

Support for the elderly, persons with disabilities, widows, children, and internally displaced persons contributes to a more humane society. When vulnerable groups are ignored, crime, exploitation, and social resentment grow. Protecting them strengthens our collective security.

Economic Stability Creates Social Stability

Social security helps households withstand crises such as job loss, inflation, or illness. This stability prevents social unrest during tough economic times. When families survive shocks, society becomes more resilient.

A Security Investment, Not a Charity

If Nigeria hopes to reduce violence and build a peaceful future, social security must be seen as part of national security strategy. Expanding and properly funding these programmes will address the root causes of insecurity far more sustainably than force alone.

A nation that protects its people protects its peace. Nigeria must invest in both.

“It’s now compulsory” Jigawa Govt mandates Hijab wear for female security operatives

by Folarin Kehinde April 16, 2025
written by Folarin Kehinde

The Jigawa State Government has made a significant decision regarding the attire of female security operatives in the state.

According to a recent announcement, the government has directed three private security firms operating in the state to allow their female workers to wear hijabs while on duty.

This was announced by the State Executive Council through the Commissioner of Information, Sagir Musa, while briefing newsmen on the resolutions of the Council’s meeting held on Tuesday evening at the Press Gallery, Government House, Dutse, the state capital.

He stated that the directive is part of the government’s efforts to provide an inclusive and enabling environment for all citizens, particularly women.

By allowing female security operatives to wear hijabs, the government is empowering them to practice their religious and cultural beliefs without restriction. This decision is expected to boost the morale and confidence of female security operatives in the state,” he noted.

The commissioner explained that the decision follows a report presented by the Council Committee on Schools, Hospital, and Court Security.

He stated, “These companies are to allow female security operatives among the 9,969 young people recruited to wear Hijabs while on duty, as a matter of religious and cultural accommodation.”

“This move reaffirms the administration’s support for respectful workplace policies that uphold modesty, inclusion, and dignity,” said the commissioner.

Additionally, Mr. Musa revealed that the directive is expected to impact female security operatives positively, allowing them to practice their religious and cultural beliefs while performing their duties.

Why Peter Obi-Datti Baba Ahmed Should Get Your Vote in 2023

by Leading Reporters July 23, 2022
written by Leading Reporters

I am not the typical politician or party man, but I love Nigeria very much to be deeply interested in her welfare, progress and future. It is from that perspective, unbiased and objective, that I put these thoughts forward.

I have been around enough to know that Nigeria has suffered from leadership deficit, and that many simple things have been left undone purely because of self-centered interests. I am also able to see that past leaders have failed woefully to unite Nigerians and erase such divisive tags as religion and ethnicity.

After over sixty years of independence, we are unable to birth a true Nigerian citizenship; rather, we have remained as Yorubas, Igbos, Hausa, Ijaws, Ibibios, Fulanis, Nupes, Idomas, etc. There is nothing wrong, as such, in coming from an ethnic stock, but there is everything wrong when ethnicity is promoted over and above nationhood, common brotherhood and sisterhood of humanity. The blame is squarely on the door steps of past political leadership.

Next year’s presidential elections, therefore, present us a fresh opportunity to do a total rethink, call it re-jig and introspection. In that regard, so far, we have identified three major frontline political parties. The one is the ruling All Progressive Congress, the APC, having Senator Bola Tinubu and Kashim Shettima as flag bearers. The other is the Peoples Democratic Party, PDP, having Alhaji Atiku Abubakar and Governor Ifeanyi Okowa, as flag bearers.

Then the third is the Labour Party, having Peter Obi and Datti Baba-Ahmed as flag bearers. Apart from the names of the individuals in the first and second political parties, both APC and PDP are like Siamese twins. They are populated by the very same class of Nigerian politicians who have ruled Nigeria from 1999 till date; and who have crisscrossed effortlessly between the two parties. The results of their years of governance, like score cards, are on the table for every Nigerian to behold. It shows abysmal performance in all key sectors of human and public affairs.

Our security situation is in tatters, with various security agencies at the lowest ebb of their sense of devotion and patriotism. Fear of death, kidnap and payment of ransoms have become daily experiences for Nigerians when travelling, and even while in their homes. The economy has nose-dived to the point where government is said to now borrow to address recurrent expenditures, thereby totally abandoning capital projects. The result has been mind-shattering inflationary rates that have left every citizen living below acceptable levels of existence; while pushing many others into stealing and corrupt practices. Electricity supply challenges have been intractable. The educational sector has shamefully been in total comatose. Healthcare delivery is unaffordable, and nearly absent; yet the political elite prefer going on medical tourism abroad. In short, the citizens have been left wondering why nothing seems to work, and are daily seeking after greener pastures in other climes. Worst of all, the entire Nigerian brand, represented by our Flag, has suffered grave damages!

Then, here comes Peter Obi and Datti Baba-Ahmed; the duo with clear articulation of solutions to these myriads of challenges. They came from what you may call the political underdog class, but equipped with high moral and ethical dispositions never before seen in Nigeria’s political space. They seem like a dream reality for the Nigerian class of youthful voters. They also present the fresh hope for the many otherwise disenchanted adult voter population, all of whom have ‘seen it all’ with the crop of charlatans who have occupied the political space in the past twenty plus years in Nigeria.

In short, the Peter Obi- Datti Baba-Ahmed team has the following going for it:

  1. Clarity of understanding about the myriads of challenges facing Nigeria and Nigerians.
  2. Clarity of applicable solutions for each challenge.
  3. Background in private sector attainments that show grit, capability to generate wealth, integrity and passion to excel.
  4. Zero tolerance for the usual corrupt ways of acquisition of political power in Nigeria.
  5. Manifest show of love for the masses of Nigeria and determination to turn around the fortunes of the country through clearly articulated ideas and programmes.
  6. Uncommon show of simplicity and humility, conveying a sense of ‘not business as usual.’
  7. Transparent records about self, past achievements, attainments and associations.
  8. Impeccable academic and professional exposures that guarantee capacity to address the challenges of Nigeria.
  9. Uncommon ability and flair to clearly articulate believable road maps for deliverables.
  10. Detribalized approach to issues of national concerns, devoid of primordial sentiments such as religion and ethnicity.
  11. Finally, these two gentlemen have age and health in their favour, and have been able to effortlessly elicit revitalization of genuine hope and sense of patriotism, once more, among Nigerians, especially youths, who for many decades have remained aloof from politics and governance.

Even INEC has become a beneficiary, as new enthusiasm is being generated and galvanized by Peter Obi-Datti Baba-Ahmed towards electioneering processes in Nigeria.

It is for these reasons, and many more which space would not immediately permit me to state, that I highly recommend the flag bearers of the Labour Party, Peter Obi-Datti Baba-Ahmed to you. Be objective and remember that your vote for them amounts to birthing a new Nigeria.

A GENUINELY CONCERNED NIGERIAN.

Anambra Election and IGP Alkali’s Masterstroke

by Leading Reporters November 11, 2021
written by Leading Reporters

By Collins Mathew

When the Inspector General of Police, Usman Alkali Baba, declared the Police’s readiness for the November 6, 2021,

Anambra State governorship election and his commitment to ensure that the Police Force being responsible for internal security under his watch will act in the most professional and unbiased manner as tension and insecurity threaten even the conduct of the election, many thought he was making the usual rhetorical statement. Nigerians remained very skeptical that the usual practice of using security agencies in favour of a particular party, candidate or the other against the popular wish of the people would mar the election.

Tension in Anambra prior to November 6 was very high while voters were generally scared due to the threat of IPOB to disrupt the election and attack voters. With the support of President Muhammadu Buhari, as he earlier promised to improve the credibility of Nigeria’s election even if against the interest of his own political party, Alkali applied the stick and carrot approach and reached out to as many stakeholders as possible on the need to collectively work on peace and to ensure fairness for all parties as the only solution that could prevent the disruption of law and order and douse the tension that was threatening to consume the fragile peace in the state. His orders to the police personnel in Anambra was clear and unambiguous; that any officer that became compromised for whatever reason to anybody would be sanctioned appropriately.

The IGP ensured that he led by example by resisting pressure from all the stakeholders of the contending political parties.

The political gladiators were hitherto hoping to use the insecurity challenges to either disrupt the election or manipulate it against the popular wish of the people. The IGP first confronted squarely the threat of IPOB and succeeded without losing a drop of blood in containing their initial threat to disrupt the election.

IPOB, at the end, had to even issue a statement that technically endorsed the conduct of the election, which also succeeded in removing the initial fear of voters to come out. Despite a few cases of reported irregularities by the contending political parties during ballot casting, the security and credibility of the election unlike previous elections have been unprecedented and have not been compromised by the police, courtesy of the resilience and resolve of Alkali to carry out the mandate given to him by President Buhari to the letter and without fear of or favour for any side. This was even as the IGP was said to be under attack by all the politicians and by all the political parties with threats of blackmail. He stood his grounds.

With the glaring threats from IPOB and other armed groups, coupled with the culture of do or die politics in Nigeria where every contender, every political party wants to win by all means and even against the popular wish of the majority, many never believed the assurances given by Alkali. To many, it was going to be another theatre of war. In fact, some persons never agreed that the election would even hold while transparency and fairness were the least they expected from the police with the primary role of ensuring a level-playing ground for all parties.

However, Alkali, with his high cutting edge policing technology and integrating intelligence-led policing practices to core policing functions, with a view to strengthening police capacity to stabilise the internal security order and restore public confidence in the Force, did the magic in Anambra.

Today, the election has been adjudged the best and most peaceful in the country in recent years, all thanks to Alkali’s behind the scene policing strategies that played.

Now there is full hope that with the Anambra poll gone, the coming elections in Osun and Ekiti, as well as the 2023 general election, will no doubt have no issues, as they will follow the same pattern with the current leadership of the police in charge.

But what did IGP Alkali do? What magic did he employ to achieve this Herculean task?

The IGP’s readiness began with his deploying 34,587 officers, Special Forces and three helicopters towards ensuring a peaceful, free, and fair conduct of elections in Anambra State.

Speaking at a meeting with Deputy Inspectors General of Police, Assistant Inspectors General of Police and Command Commissioners of Police in Abuja, he noted that based on an election aecurity threat analysis conducted by the Force Intelligence Bureau, Force Headquarters had developed a “Strategic Election Security Operation Order” which would involve the mobilisation and deployment of a total of 34,587 police personnel.

He said: “This will comprise of conventional police officers, Police Mobile Force (PMF), Counter Terrorism Unit (CTU), Special Forces personnel, Explosives Ordinance Unit (EOD), Force Intelligence Bureau (FIB), INTERPOL, Special Protection Unit (SPU) as well as Police Medical Teams.

“We will also be deploying three police helicopters for aerial surveillance as well as detachments of Marine Police operatives, specially trained Force animals, and our unique Technical Intelligence capability towards guaranteeing a safe, secure, and credible electoral process in the state.

“Drawing on our previous election security operations, we have also put in place adequate forward and reverse logistics arrangements for a seamless police operation and have also made requisite arrangements to address the welfare needs of all personnel being deployed for the operation.”

In assuring law-abiding citizens and stakeholders of their safety during the elections, he said, “Let me warn subversive elements who are bent on employing violence to attempt to threaten our democratic values, as well as any political actors who may want to adopt undemocratic and illegal means to achieve their aspirations to bury such thoughts now or be prepared to face the consequences, as they will be identified, isolated and made to face the wrath of the law no matter how highly or lowly placed they may be.”

In order to re-strategize and give the election and the electorate the needed protection and security they deserved, the IGP, in a major overhaul of the security landscape in Anambra, appointed Deputy Inspector General of Police (DIG) Joseph Egbunike as the coordinator of the security component for the election. Egbunike was saddled with the responsibility of overseeing the implementation of the Operation Order evolved from the Election Security Threat Assessment and ensure a peaceful environment devoid of violence and conducive enough to guarantee that law-abiding citizens freely performed their civic responsibilities without molestation or intimidation.

To carry out the audacious role alongside Egbunike, Acting DIG Zaki Ahmed and five Assistant Inspectors General of Police (AIGs), 14 Commissioners of Police (CPs), 3 Deputy Commissioners of Police (DCPs) and 48 Assistant Commissioners of Police (ACPs), were appointed to coordinate human and other operational deployments in the three Senatorial Districts, 21 Local Government Areas and the 5,720 polling units in the state.

But in a rather surprise and bold move to ensure that even the Police under him are checked, Alkali played the masterstroke barely 24 hours before the polls. In a move that has never been witnessed before, he removed DIG Egbunike who is an indigene of Anambra and redeployed him. No cogent reason was given over the sudden deployment of the senior police officer.

The removal of DIG Egbunike came to many as a surprise but to IGP Usman Baba Alkali it was a masterstroke all in a bid to achieve the most free, fair and credible election in the state, an election that would now serve as a template for all future elections, especially the 2023 general election.

Some pundits believe that the redeployment of DIG Egbunike who is from Anambra state was indeed a masterstroke by the IGP as he saw what others didn’t see in terms of security of the election, which maybe firstly that DIG Egunike is from Anambra, secondly that it would be that since he is from Anambra, Egbunike might after all not be able to be free to do the role assigned to him well, and the IGP wanting neutrality decided to deploy him within 24 hours before the election, an act that paid well.

Commendation and credit goes to Alkali for conducting the freest, fair and credible election in the country in recent times. For his avowed stance on the Anambra election, the Inspector-General of Police had always called on the people of the state to come out en masse and exercise their franchise and that adequate security had been put in place to protect them before, during and after the election.

INEC couldn’t have performed a credible election in Anambra without the neutrality, resilience, commitment and the level playing ground provided by the Police.

He said, “People should go out and exercise their franchise. We have provided two types of security in Anambra State. One, we are policing the election process to make sure that citizens exercise their franchise without molestation.”

The above assertion was always the watchword in the lips of the IGP and at last he didn’t fail. He achieved it. Not even the ranting and noise of the IPOB, ESN and others, who didn’t want people to exercise their right, pushed him back or made him to deter. He stood his ground because he had his strategies as an astute police chief who knows what it takes to make a vibrant Police Force, especially when the security challenges stared him in the face.

The election has come and gone. However, it is on record that Nigerians have witnessed one of the most peaceful elections in recent times in the country and at a critical time when many have lost hope that the election may not even hold. Owing to the untireless efforts and close supervision of the police boss, coupled with the commitment of President Buhari to improve credibility of elections in Nigeria, the police did not witness any security breach during the election across the state while police officers for the first time were very careful in strictly following the instructions of their IGP without the usual allegations of bribery and instances of compromise that marred previous elections and conduct of security personnel.

The election was peaceful. There were no instances of violence, ballot snatching or fighting in any polling unit in the state. In fact, to put it in the right way, the Anambra election in terms of security was excellent.

Also, the credit of the success of the election is also given to the team work exhibited by all the security agencies in the state. The synergy with sister security agencies made the election incident-free. Long-time preparation for the election and the sincerity of the IGP finally paid off.

To many Nigerians, IGP Alkali and his team of dedicated police personnel deserve commendation.

More so, credit will also be given to President Muhammadu Buhari for ensuring a level-playing field to see that the governorship election was credible. The President it was who gave the Police Force and the Independent National Electoral Commission (INEC) the free hand to conduct the election without interference.

As his usual way, President Buhari has always insisted on allowing the people’s will to prevail and not the other way round. He tells anyone who cares to listen to allow the choice of the people to prevail and that is why APGA won even against the political party of the President, the APC, a situation that came as a surprise to many Nigerians and full of hope that with someone like IGP Alkali on ground the dream of President Buhari in ensuring credibility and fairness of elections in Nigeria will now be realised.

The assertion that President Buhari ordered for a free polls in Anambra State and warned security chiefs not to allow any politician, even from the ruling party or opposition, undermine the credibility of the elections was after all not a lie at last.

Buhari’s words to Governor Obiano that there would be no manipulation of polls was indeed true.

Tensions Rise With the GERD Water

by Leading Reporters May 4, 2021
written by Leading Reporters

Tensions are once again rising among Ethiopia, Egypt and Sudan, along with the water in the Grand Ethiopian Renaissance Dam (GERD). The annual rainy season is fast approaching. Ethiopia will almost certainly undertake a second filling of the 74 billion cubic metre capacity reservoir if there is no prior agreement otherwise among the three disputants.

A deal seems remote, as there are no signs of even an imminent resumption of negotiations. The last round of African Union-led negotiations ended in Kinshasa on 5 April, without any glimpse of an accord on how to manage the huge dam Ethiopia is building on the Blue Nile, upstream of Egypt and Sudan, to generate 6.45 gigawatts of hydro-electric power.

Last week Egyptian Foreign Affairs Minister Sameh Shoukry travelled to six African countries – South Africa, Tunisia, Kenya, Senegal, the Democratic Republic of the Congo (DRC) and Comoros – to present Egypt’s case. Cairo is almost wholly dependent on the Nile for its fresh water and fears the GERD will significantly reduce its supply.

Egypt indicated before Shoukry’s tour that it might refer the dispute to the United Nations Security Council as it tried to do last July before South African President Cyril Ramaphosa intervened. As African Union (AU) chair at the time, he persuaded the parties to accept the AU as mediator. But Ramaphosa failed to clinch a deal in some six months of negotiations – and now his successor as AU chair, DRC President Félix Tshisekedi, has also failed.

The hints of Egypt’s intentions to try to go back to the Security Council included some sabre-rattling from President Abdel-Fattah el-Sisi, who warned Ethiopia not to ‘touch a drop of Egypt’s water, because all options are open.’ Another clue was a letter Shoukry wrote to the Security Council, urging it to persuade Ethiopia not to take any action on the dam before reaching a legally binding agreement with Egypt and Sudan.

He warned that failure to reach consensus would harm Egypt and Sudan’s water interests and security, increase tensions throughout East Africa and the Horn, and ‘constitute a serious threat to international peace and security.’ It is precisely the mandate of the Security Council to address such threats, so Shoukry appeared to be setting the stage to seek council intervention.

Sudan’s irrigation minister Yasser Abbas also mentioned referring the dispute to the Security Council if Ethiopia started a second filling of the dam without agreement among the three countries.

However at their meeting last week, Shoukry didn’t lobby Ramaphosa to support a Security Council referral. Instead he said Egypt would ask Tshisekedi to convene a special meeting of the AU Bureau to plot a path forward. There are no signs that such a meeting is imminent, despite the second filling’s looming deadline. Presumably, though, Egypt could still use the AU Bureau meeting to raise a request for the Security Council intervention.

Maybe that would provide the catalyst to kickstart the stalled negotiations. Or perhaps the parties should consider a different configuration. There seems little point in including the US and EU in a formal mediation role, but it might make sense to bring in the UN as co-chair with the AU. That could address Egypt’s apparent suspicion that the AU favours Ethiopia – while also addressing Ethiopia’s anxieties by keeping an AU hand in the process.

It’s hard to say where the standoff might end if no agreement is reached. El-Sisi’s sabre-rattling has been echoed by some Egyptian military analysts. They also point to recent joint military exercises between Egypt and Sudan as a warning that the two countries could resort to force if Ethiopia proceeds with the second filling.

Clearly the dispute is souring relations among three important African countries, and there is a danger of a flashpoint. This suggests the GERD dispute is a legitimate subject for Security Council attention, and that this option may be needed if negotiations don’t succeed soon.

Exposed: Pilots of Ill-fated Military plane Were Threatened with Detention for Refusing to Fly “A faulty plane”

by Leading Reporters March 19, 2021
written by Leading Reporters

Discrete information emerging, following the crashed military plane that took the lives of seven personnel, has it that the pilots of the ill-fated Nigeria Airforce Plane Code-named The King Air 350 vehemently refused to fly the plane,

insisting that it was faulty and might not reach target destination, a complain, LeadingReporters learnt was hushed down and branded “insubordination” by the higher authorities with a threat of detention of the officers, if they refused to fly the plane.

A source who spoke to LeadingReporters on condition of anonymity said that the officers have severally complained that the plane needed total overhauling and may pose a flying danger if deployed on any assignment.

The source said that when the position of the lead pilot was made known to the higher authorities in the Nigeria Airforce, an order to detain them in the officers’ mess was given.  Their genuine concerned were believed to mean insubordination.

“There were asked to choose between flying the plane on the errand they were sent to and being detained in the mess.  At first the officers accepted to be detained, knowing too well that it was a journey they may arrive alive or never arrive at all.

“It was after much persuasion from their colleagues that the officers grudgingly boarded the problematic plane that ended their young lives and career.

Recall that an aircraft that belonged to Nigeria Airforce, named The KingAir 350 heading to Minna, Niger State crashed moments it left the Nnamdi Azikiwe Airport over reported engine failure.

Nigerians are wondering where billions of Naira being voted for security are spent if the aircrafts owned by the military would be left in such condition that resulted in the deaths of its officers, seven promising young Nigerians.
