Fubara Fails to Return to Government House After Reinstatement

Rivers State Governor, Siminalayi Fubara, on Thursday failed to return to the Government House in Port Harcourt despite being reinstated following the lifting of the six-month emergency rule in the state.

The development came as thousands of supporters gathered at the gates of the Government House from as early as 6 a.m., expecting the return of the governor.

By midday, however, many of the supporters left for their homes as the governor’s whereabouts remained unknown.

Among those at the scene were sacked local government chairmen loyal to Fubara, including Chijoke Ihunwo of Obio/Akpor and Ezebunwo Itche-Mati of Port Harcourt City. Notably absent were allies of the Minister of the Federal Capital Territory, Nyesom Wike, and newly elected local government chairmen seen as loyal to him.

Fubara’s absence followed Wednesday’s declaration by President Bola Tinubu formally ending emergency rule in Rivers State, which had suspended the governor, his deputy Ngozi Nma Odu, and members of the House of Assembly. During the period, Rear Admiral Ibok-Ete Ibas (retd.) served as sole administrator.

Meanwhile, the Rivers State House of Assembly resumed plenary on Thursday at the legislative quarters conference hall, with Speaker Martins Amaewhule presiding.

State lawmakers have launched a probe into state finances under Ibas’s tenure and requested Governor Fubara to forward a list of commissioner-nominees for screening.

Tinubu Ends Emergency Rule in Rivers, Orders SIM, Assembly to Resume Tomorrow

President Bola Ahmed Tinubu has announced that effective midnight today, Mr. Siminalayi Fubara will return as Governor of Rivers state.

 

Below is the President’s full statement on the Matter;

 

“I am happy to address you today on the state of emergency declaration in Rivers State. You will recall that on 18th March, 2025, I proclaimed a state of emergency in the state. In my proclamation address, I highlighted the reasons for the declaration.”

 

“The summary of it for context is that there was a total paralysis of governance in Rivers State, which had led to the Governor of Rivers State and the House of Assembly being unable to work together. Critical economic assets of the State, including oil pipelines, were being vandalised. The State House of Assembly was crisis-ridden, such that members of the House were divided into two groups. Four members worked with the Governor, while 27 members opposed the Governor.”

 

“The latter group supported the Speaker. As a result, the Governor could not present any Appropriation Bill to the House, to enable him to access funds to run Rivers State’s affairs. That serious constitutional impasse brought governance in the State to a standstill. Even the Supreme Court, in one of its judgments in a series of cases filed by the Executive and the Legislative arms of Rivers State against each other, held that there was no government in Rivers State. My intervention and that of other well-meaning Nigerians to resolve the conflict proved abortive as both sides stuck rigidly to their positions to the detriment of peace and development of the State.”

 

“It therefore became painfully inevitable that to arrest the drift towards anarchy in Rivers State, I was obligated to invoke the powers conferred on me by Section 305 of the 1999 Constitution, as amended, to proclaim the state of emergency. The Offices of the Governor, Deputy Governor, and elected members of the State House of Assembly were suspended for six months in the first instance. The six months expire today, September 17th, 2025.”

 

“I thank the National Assembly, which, after critically evaluating the justification for the proclamation, took steps immediately, as required by the Constitution, to approve the declaration in the interest of peace and order in Rivers State. I also thank our traditional rulers and the good people of Rivers State for their support from the date of the declaration of the state of emergency until now.”

 

“I am not unaware that there were a few voices of dissent against the proclamation, which led to their instituting over 40 cases in the courts in Abuja, Port Harcourt, and Yenagoa, to invalidate the declaration. That is the way it should be in a democratic setting. Some cases are still pending in the courts as of today. But what needs to be said is that the power to declare a state of emergency is an inbuilt constitutional tool to address situations of actual or threatened breakdown of public order and public safety, which require extraordinary measures to return the State to peace, order and security.

 

Considered objectively, we had reached that situation of total breakdown of public order and public safety in Rivers State, as shown in the judgment of the Supreme Court on the disputes between the Executive and the Legislative arm of Rivers State. It would have been a colossal failure on my part as President not to have made that proclamation.”

 

“As a stakeholder in democratic governance, I believe that the need for a harmonious existence and relationship between the executive and the legislature is key to a successful government, whether at the state or national level. The people who voted us into power expect to reap the fruits of democracy. However, that expectation will remain unrealizable in an atmosphere of violence, anarchy, and insecurity borne by misguided political activism and Machiavellian manipulations among the stakeholders.”

 

“I am happy today that, from the intelligence available to me, there is a groundswell of a new spirit of understanding, a robust readiness, and potent enthusiasm on the part of all the stakeholders in Rivers State for an immediate return to democratic governance. This is undoubtedly a welcome development for me and a remarkable achievement for us. I therefore do not see why the state of emergency should exist a day longer than the six months I had pronounced at the beginning of it.”

 

“It therefore gives me great pleasure to declare that the emergency in Rivers State of Nigeria shall end with effect from midnight today. The Governor, His Excellency Siminalayi Fubara, the deputy governor, Her Excellency Ngozi Nma Odu, and members of the Rivers State House of Assembly and the speaker, Martins Amaewhule, will resume work in their offices from 18 September 2025.”

 

“I take this opportunity to remind the Governors and the Houses of Assembly of all the States of our country to continue to appreciate that it is only in an atmosphere of peace, order, and good government that we can deliver the dividends of democracy to our people. I implore all of you to let this realisation drive your actions at all times.”

 

“I thank you all.”

BREAKING: Tinubu Set to Reinstate Fubara, Bars Him from Seeking Re-Election

President Bola Tinubu has agreed to reinstate Siminalayi Fubara as Governor of Rivers State, but under the condition that Fubara must not seek re-election in 2027.

The decision followed a closed-door meeting held on Thursday night at the Presidential Villa, Abuja.

In attendance were FCT Minister Nyesom Wike, Governor Fubara, suspended Speaker of the Rivers State House of Assembly Martins Amaewhule, and several lawmakers.

It is understood that the agreement is part of a broader peace deal aimed at restoring political stability and democratic order in Rivers State.

Under the terms of the truce, Fubara will serve out his current four-year term but is barred from contesting for a second term.

“The arrangement is clear: no second term, no local government control, and peace will return,” a presidency source familiar with the negotiations said.

The deal also grants Wike political leverage. According to sources, the FCT Minister will nominate all local government chairpersons across the 23 Local Government Areas of Rivers State. This move is expected to restore grassroots control to Wike’s camp.

“The president made it clear that Rivers cannot afford a prolonged crisis. The deal is about restoring calm, but it comes at a steep cost for Fubara,” another source explained.

In addition, Fubara has agreed to pay all outstanding allowances and entitlements owed to the 27 lawmakers loyal to Wike, who were earlier suspended by the state assembly. In exchange, the lawmakers will refrain from pursuing any impeachment proceedings against him.

“Wike is the real winner here. By controlling the local government chairmen, he retains significant influence over the state’s political machinery, which will be crucial for 2027,” a source added.

Rivers crisis: What I told Fubara when he came begging – Wike

Minister of the Federal Capital Territory, FCT, Nyesom Wike, has revealed details of the conversation when his estranged political godson, Siminalayi Fubara, came to beg for reconciliation.

Wike had confirmed that the suspended governor visited him to plead for peace alongside two governors from the ruling All Progressives Congress, APC.

At a media briefing on Monday, Wike said he told the embattled governor that he (Fubara) does not have the capacity to make peace.

According to the minister, the governor cannot be making moves for peace while his supporters are doing otherwise.

“I told him (Fubara) I don’t think you have the capacity to really make this peace. It’s not easy; if you’re making peace, your people are demonstrating every day.

“If you are making peace, your people are busy on television insulting people,” Wike said.

LEADING REPORTERS gathered that Fubara had on Sunday cautioned his supporters to deviate from actions that could hinder the peace he is pursuing.

Senate Sets Up 18-Member Committee to Oversee Rivers Sole Administrator

The Nigerian Senate has constituted an 18-member committee to oversee the activities of the Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (rtd.).

According to the Senate, the move aims to enhance transparency and accountability in the governance of the state.

Senate Leader, Senator Opeyemi Bamidele, was appointed chairman of the committee. The announcement was made by Senate President, Senator Godswill Akpabio, during Tuesday’s plenary session.

Akpabio emphasized the importance of the committee’s mandate, describing it as crucial for ensuring effective legislative oversight in Rivers State. He also noted that the committee’s composition may be reviewed following further consultations.

Members of the committee include Senators Adamu Aliero, Osita Izunaso, Osita Ngwu, Kaka Shehu, Aminu Abass, Tokunbo Abiru, Adeniyi Adebire, Sani Musa, Simon Lalong, Asuquo Ekpeyong, Adams Oshiomhole, Ireti Kingibe, Onyekachi, Idiat Adebule, Ide Dafinone, and Mohammed, along with the Clerk of the Senate.

BREAKING: Rivers Sole Administrator Ibas summons Fubara to Govt House

Rivers State Sole Administrator, Vice Admiral (rtd.) Ibok-Ete Ekwe Ibas, has summoned suspended Governor Siminalayi Fubara and his deputy, Dr Ngozi Ordu, to appear before him at the Government House in Port Harcourt.

This was contained in a special announcement issued on Tuesday and signed by the Secretary to the State Government, Prof. Ibibia Lucky Worika.

Worika disclosed that the summons forms part of an official inquiry into appointments made during the Fubara administration over the past two years.

According to the statement, Fubara has been directed to present comprehensive documentation and records related to appointments made while in office.

This includes, among other things, the rationale and procedures that guided those decisions.

The full statement reads:
“RIVERS GOVERNMENT SPECIAL ANNOUNCEMENT
“The Sole Administrator, Vice Admiral (Rtd.) Ibok-Ete Ekwe Ibas, CFR, has formally summoned the suspended Governor of Rivers State, Sir Siminialayi Fubara, and his Deputy, Dr. Ngozi Ordu, to appear before him for an inquiry into the appointments made under their administration over the past two years.

“Sir Fubara is directed to present all relevant documents and records pertaining to appointments, including justifications and procedures followed during his tenure. The session will also serve as an opportunity for the suspended Governor to provide a clear and detailed explanation as to why he believes he should be reinstated to office.

“Both parties are expected to appear in person as follows:

BREAKING: Rivers Sole Administrator, Ibas Appoints Administrators For 23 Rivers LGs

Rivers State Sole Administrator, Vice Admiral Ibok-Ete Ibas (retd.) has approved the appointment of administrators for the 23 Local Government Areas of the state.

This comes less that 24 hours after a Federal High Court sitting in Port Harcourt reportedly restrained him from appointing administrators to oversea the affairs of the local government councils.

The order was issued by Justice Adam Muhammed on Tuesday in suit no. FHC/PH/CS/46/2025 in the case filed by PILEX Centre for Civic Education Initiative led by Courage Msirimovu against the Sole Administrator in his official capacity.

However, Ibas also approved the constitution of some boards of agencies, commissions and parastatals which he had earlier suspended.

The approval was contained in a Special Government Announcement issued on Wednesday morning by the Secretary to the State Government, Prof. Ibibia Worika.

Though the names of the new appointees were not listed, the statement said the appointments takes immediate effect.

It reads, “His Excellency The Administrator of Rivers State, Vice Admiral (Rtd) Ibok-Ete Ekwe Ibas CFR, has approved the appointments of administrators for the 23 Local Government Areas of Rivers State.

“He has also approved the reconstitution of some boards of agencies, commissions, and parastatals, earlier suspended.

“All appointments take effect from Monday, the 7th of April 2025.”

Recall that last week, the sole administrator had suspended all heads of Ministries, Departments and Agencies in the state with immediate effect.

In a separate development, Ibas also cancelled all pending procurement and tender processes carried out by Ministries, Departments and Agencies in the state.

He said the cancellation became necessary following the Supreme Court judgment and the absence of an appropriation law within the period.

The sole administrator according to a previous statement also issued by the SSG, directed all MDAs that carried out such tender processes for projects in their respective offices to refund such fees to the respective contractors immediately.

BREAKING: Rivers State Government Dismisses All Political Appointees in Major Shake-Up

The Rivers State Government has suspended all political office holders and appointees across the state, effective immediately.

A statement issued on Wednesday by the Chief of Staff to the Administrator of Rivers State said that the suspension was in line with the powers conferred on the state’s Administrator, Retired Vice Admiral Ibok-Ete Ibas, by President Bola Tinubu.

The affected officials include:

The Secretary to the State Government (SSG)

The Chief of Staff

All Honourable Commissioners

Chairmen and members of boards, councils of agencies, commissions, institutions, and parastatals

All Special Advisers, Special Assistants, and Senior Special Assistants

The statement further directed the suspended officials to hand over to the Permanent Secretaries in their respective ministries, departments, and agencies (MDAs).

In cases where no Permanent Secretary is in place, the most senior Director or Head of Administration is to take over.

This directive takes effect from Wednesday, March 26, 2025.

“Na Your Mama Be This” – Students Disgrace Tinubu’s Wife, Remi, in Delta State

Students of the Delta State School of Nursing, Agbor, openly rejected an attempt to hail Nigeria’s First Lady, Senator Remi Tinubu, during her visit to the institution.

The incident occurred on Tuesday when Remi Tinubu visited Delta State as part of her advocacy for free treatment programs for HIV/AIDS patients across the country.

During her address to the Delta State Traditional Rulers Council in Asaba, she spoke about the impact of HIV/AIDS, particularly among young people. She urged traditional rulers to raise awareness and support health initiatives, including the fight against female genital mutilation.

However, a viral video from the event captured a moment when the Master of Ceremony (MC) tried to lead the audience in a song praising the First Lady.

He sang, “Na my mama be this o, we no get another one.”

In response, the students replied, “Na your mama be this ooooo.”

The incident has drawn attention online, with many linking it to growing dissatisfaction with the federal government.

President Bola Tinubu has faced criticism over economic policies such as the removal of fuel subsidy and the floating of the naira, which many believe have worsened economic hardship in the country.

Rivers: Police shot dead vandals attempting to bomb pipeline

The Nigeria Police Command in Rivers State on Tuesday confirmed the killing of an unspecified number of suspected vandals attempting to vandalize a pipeline in the Rumuekpe Aluu community.

CP Olugbenga Adepoju, the Commissioner of Police in Rivers, revealed this to newsmen in Port Harcourt, stating that the suspects died on the spot.

He reported that the operation was part of the ongoing joint effort with other security agencies to safeguard Rivers.

Adepoju said: “The joint security forces successfully thwarted an attempt by miscreants to vandalise a pipeline, leading to the death of the vandals who sought to detonate it.

“The failed detonation was due to the swift response of security personnel to the incident at Allu-Rumuekpe in Ikwerre Local Government Area, LGA, of Rivers on March 16.”

Adepoju also disclosed that following the success, security forces proceeded to Onelga LGA on March 19, where they stopped another potential bomb attack by criminals.

According to him, two suspects were arrested in possession of four dynamites during the operation.

He added that the police also detonated pods, and other Improvised Explosive Device, IED, components.
