LUTH, Dr, Francisca Egube Disguises As Contractor, Corners 13 Contracts from Lagos Government Worth Over N600 Million

By the Nigerian Civil Service regulation, section 6 (b) of the Code of Conduct Bureau and Tribunal Act states that except where a civil servant is not employed on a full-time basis, he shall not engage or participate in the management or running of any private business, profession or trade; but nothing in this paragraph shall prevent a public officer from engaging in farming or participating in the management or running of any farm. But in sharp violation of this act, it has been discovered that a civil servant, Dr. Francisca Egube, of the Lagos University Teaching Hospital secured a total of 13 contracts from various government departments.

The contracts, worth N623,715,561.23, were awarded to Quevedo International Limited, a private organization owned and run by Egube, a doctor at the Lagos University Teaching Hospital. According to public procurement records obtained by Our reporters, Egube managed to secure these contracts by allegedly bypassing established procedures and manipulating the system. The contracts cover various projects, including medical equipment, renovation of schools, construction projects, and transportation-related services.

The first contract listed in the documents is titled “Provision of Lane Markings across the State LOT5” and was awarded by the Ministry of Transport. With a cost of ₦160,058,701.36, the project was assigned to Quevedo International Limited, the same company that secured the subsequent contracts investigated. The Ministry of Health also awarded multiple contracts to Quevedo International Limited for supplying and installing medical equipment in various hospitals across Lagos State.

These contracts include procuring hemodialysis equipment, oxygen concentrators, endoscopy machines, monophasic defibrillators, phototherapy machines, and radiology equipment, with a combined value of over ₦46 million. Furthermore, the State Universal Education Board entrusted Quevedo International Limited, once again facilitated by Egube, with a contract for the construction of a fence, gate, and gatehouse at Community Primary School in Ikotun, Alimosho LGEA, amounting to ₦15,826,121.15. Another contract involved the emergency renovation of Ewuntuntun Junior Grammar School in Mafoluku, Oshodi, costing ₦31,613,510.30

 Additionally, two contracts for the renovation of Apapa Senior High School and Araromi Junior Secondary School Apapa were awarded by the Special Committee on Rehabilitation of Public Schools, with a total worth of ₦99,896,137.86. The Office of Drainage Services & Water Resources assigned Quevedo International Limited to construct outfall channels along Ijede Road, amounting to ₦209,121,090.56.

While it is not uncommon for private organizations to win government contracts, the involvement of a civil servant in securing multiple contracts for the same company raises serious questions about the integrity of the procurement process. Civil service regulations are designed to ensure transparency, fairness, and competition in government contracts, and prevent conflicts of interest.

Exposing Waste and Corruption in Lagos State Blue Line Railway Project

In 2009, during the tenure of Governor Babatunde Fashola, the Lagos state government commenced the Blue Line railway project. On paper, the railway line is supposed to run from Okokomiko to inner Marina (CMS), a distance of 27 Kilometre, with 13 stations and an end-end journey time of 35 minutes. The project is costing the Lagos government 1.5 billion dollars

The reality however, is that the railway line runs from Miles 2 to CMS, a distance of 14.2 Kilometre. Also, it is light weight, having the ability to carry only passengers not cargo. Even with this lowered distance and quality, the railway line is yet to be completed till this very day.

The reason this rail line is yet to be complete for over 13 years is mainly due to corruption and waste by the Lagos government through successive governors from 2009 till date.

To put it in context, in 2011 the government of Ethiopia began the construction of a heavy railway line capable of carrying cargo and passengers from Addis Ababa to Djibouti, the capital of the republic of Djibouti.

That railway line is 759 Kilometres in distance and its main of objective was to connect Ethiopia to the sea ports of Djibouti. The cost for executing the project was 4.5 billion dollars.

That 759 Kilometres railway line was largely completed in 2016 when testing began. It was commissioned for operations by the President of Ethiopia in 2018.

When you divide the 4.5 billion dollars which the railway line cost Ethiopia by 759 Kilometre, it amounts to 5.2 million dollars per kilometre.

The government of Lagos on the other hand is spending over 54 million dollars per kilometre in constructing their railway line, yet till now it is still to be completed.

This goes to show how far inefficiency, corruption and waste can go in stalling a project whose completion otherwise would have been beneficial to the citizens of Lagos state.

Catholic Church Kicks Against Bill Legalizing Abortion in Lagos

The Catholic Church has called on the Governor of the Lagos State, Babajide Sanwo-Olu, to stop the implementation of the guidelines for the termination of pregnancy in the state.

It would be recalled that Lagos State Government through the Ministry of Health has unveiled a policy document on safe termination of pregnancy.

The 40-page policy document, tagged “Lagos State Guidelines on Safe Termination of Pregnancy for Legal Indications”, sets out guidelines for safe termination of pregnancy within the ambit of the criminal law of Lagos State.

However, the church said the argument by the Lagos State Ministry of Health for giving the guidelines was nothing but a means of legalising abortion through the backdoor.

The church said it was not only unjustifiable but also unacceptable, adding that the guidelines were nothing but ways of creating room for indiscriminate abortion.

Rejecting the guidelines, the Catholic Archbishop of Lagos, Most Rev. Adewale Martins, said it was untrue that all stakeholders were consulted in the guidelines’ preparation process.

Director of Social Communications, Lagos Archdiocese, Rev. Fr. Anthony Godonu, made this known in a statement on Sunday.

The statement quoted Martins as saying, “The Catholic Church and all ethically-minded people oppose all forms of abortion procedures whose direct purpose is to terminate the life of a baby in the womb.

Implications of attacking prospective Alaba voters

Last Thursday, some hoodlums reportedly attacked traders who had shut down their shops at the Alaba International Market, Ojo, Lagos to register to collect their permanent voters’ cards (PVC). According to reports, officials of the market had instructed that all shops be shut to allow their members ample time to get their PVCs at the INEC office in the Igbede area of Ojo.

Following this directive, there was massive turnout of traders, mostly of Igbo extraction at the registration point. But while the exercise was ongoing, thugs armed with machetes, sticks and clubs allegedly stormed the venue to disrupt the process and also made moves to cart away INEC machines. Luckily, the traders were able to stop the thugs from having their way.
 
The incident immediately sent disturbing signals nationwide particularly because the traders were said to have earlier given notice to the electoral body on their plans. While many condemned the attacks, some blamed the traders for mobilizing mammoth crowds capable of overwhelming the available INEC logistics on ground. There are a few reasons why the condemnation is feeble. First, until the period of registration expires, INEC ought to be fully ready for any person or group that comes up for registration, no matter how small or large. Second, after making several appeals to Nigerians to be patriotic enough to perform their civic duty of determining the country’s new political office holders at all levels, it would be unfair to blame certain large groups for presenting themselves for registration. The argument that the traders would have been better treated if they didn’t constitute a large crowd, may have a point but it cannot criminalize large crowds seeking to register as voters especially if all those in the group were qualified to be registered
 
Those who deserve blame are thugs who attack persons seeking to be registered. As usual, the recent discussion has been about the large crowd and how members of the group recognized as mostly Igbo traders ought not to have waited till now before wanting to register. But who were the thugs that attacked the prospective voters? Have they been apprehended? If so, how has the case been handled? In addition, what was the motivation for the attacks and for whose sake did the thugs engage in such illegal behaviour?  Except steps have since been taken to penalize such thugs and their sponsors, no one should pretend to be surprise if they repeat the same behaviour during the forthcoming general elections. After all, although pictures of previous attacks on certain voting centres which had many Igbo voters during the 2019 general elections were in the public domain, the perpetrators were not apprehended. Indeed, there was public belief at the time that the thugs had official backing because armed security officials present at the affected centres merely looked the other way.
 
The idea of preventing some Nigerians from collecting their PVCs so as to make it impossible for them to vote or other efforts at rendering the votes of others invalid through thuggery must be discouraged. If not, some shrewd politicians would be emboldened to impose on the voting process, an electoral malpractice known as gerrymandering. This is a term used to describe the carving out of fake electoral wards as well as ‘dilution’ which means to subtract from the voting capacity of a targeted population. Lagos politicians are known to have always done this over the years by disrupting locations where their opponents are popular. It is therefore not irrational to imagine that last Thursday’s thugs were strategically organized to disenfranchise persons they assumed may not vote for their preferred parties/candidates. The practice of seeking to put some parties at an advantage well before voting day should be discouraged if we are really interested in strengthening Nigeria’s democracy
 
A major reason why this caution must be well sounded now is to avoid violence which may arise from reprisal attacks by those shortchanged by official or ‘unknown’ thugs in the 2023 election. In the case of the attack on the Alaba market traders which is the main concern of this piece, their plan to present themselves before INEC last Thursday had been made public since the beginning of the week. There was thus enough time for the police to mobilize to ensure peace at the event in view of the numerical strength of the traders. The inability of the police to do anything until a clash occurred was poor forecasting. If it had been youths or students who similarly got together to protest certain societal ills, the police would have stopped the meeting ‘with immediate alacrity’ as if democracy abhors protests. Perhaps there is need to inform our law enforcement agencies that election security is not just a voting day affair but an all-time surveillance strategy all through the process.
         
Not surprisingly, the police issued a statement that hardly diffused public apprehension. They said nothing about whether or not the thugs were apprehended and held to account. Instead, they observed that the crowd was too large adding that registration in phases would have been better. The typical police statement read as follows: “One of the people who came for registration made trouble and was challenged by those around. Going by simple probability, the attacker or the attacked is very likely to be Igbo. They were simply large in number. However, giving this incident ethnic coloration would not help matters. The entire episode lasted a few minutes. Sadly, recordings from those few minutes are still traveling far and wide. Normalcy has since returned and the Divisional Police Officer there is fully in charge of the security situation.”
 
But at the Tafawa Balewa Square in the Lagos Island area of the state, INEC recorded hundreds of youths who besieged the centre to register for their PVCs on the same Thursday. During the exercise, it was observed that security agents including the army, police and private security personnel had to arrange the youths in batches to control the crowd.  What this suggests is that the Alaba traders were differently handled perhaps because it was suspected that they may massively vote against the ruling party. In a democracy everyone should be allowed to decide whether to vote for the old or new order. Fortunately, reliable sources at INEC have revealed that more registration machines would be available this new week to seamlessly register the traders and other qualified Nigerians.  
 
However, it is important to call on the leaders of the traders to appropriately organize their members to for once, take one or two days off from trading to understand the electoral process which they are now seeking to participate in. First, they need to know that no one is allowed to register more than once. So, those of them who registered before should not get into a fresh registration process because it is a punishable crime. Any person who for instance has lost his or her PVC should merely seek a replacement for that. But more importantly, it is unwise for the traders to register around their shops which they may not be able to access on voting day because of the usual restrictions to movement.  
 
In the last couple of years, the Nigerian nation has gone through a low era – one of insurgency, weak economy and high prices that have combined to make life in the country unbearable. In the recent past also, events have shown that there is hardly any difference between the major political parties who have virtually shortchanged the people. This is therefore not a time for voting for candidates on political party basis. All Nigerians are thus enjoined to convince themselves that their preferred candidates are quite capable of altering the nation’s precarious circumstances. For this to happen, all citizens who are qualified to vote should endeavour to use their ballots wisely. Accordingly, no one should stand in the way of those seeking to get their PVCs for purposeful and informed decisions.

Chrisland Sex Video:Lagos Govt Shun Investigations, Re-open Schools

The Lagos State Government has ordered the reopening of all Chrisland Schools shut down over controversies that surrounded an immoral act engaged in by some students of the school.

This was contained in a press statement by the Lagos State Commissioner of Education, Mrs Folasade Adefisayo, made available to The PUNCH early Saturday morning.

It would be reported that the state government had shut down all Chrisland Schools in Lagos State on April 18, 2022.

Some pupils from the elite private school located in Victoria Garden City embarked on a trip to Dubai to participate in the World School Games between March 10 and 13, 2022 when the immoral act happened.

Following the incident, the school authorities suspended a female student indefinitely, stating that she was “a major actor” in an “immoral act”.

The government said the school’s Parent Teachers Association would be working on scheduled psychosocial support for the students involved in the immoral act.

The statement read, “The Lagos State Ministry of Education has directed that all Chrisland Schools shut for alleged misconduct of some students in Dubai be reopened from Monday, April 25th, 2022.

The directive follows a review of the ongoing administrative investigation into the incident. Besides, it is to ensure that students are not denied access to learning when the new term begins on Monday 25th April 2022.

Chisland Schools Conducted Pregnancy Test on my Child, threatened to Kill her – Mother

Following a leaked sex video clip of two pupils of Chrisland schools engaged in ‘sexual misconduct’ shared on Twitter by an unidentified user which surfaced online on Sunday, Parent of the victim has said that the school conducted a pregnancy test on her child without her consent and threatened to kill if she make any comment.

It would be recalled that the school had denied allegations that a 10-year-old primary six pupil was raped during the school’s participation in the World School Games at Dubai, United Arab Emirates.

However, the student’s mother, in an 11-minute video clip released early Monday said the school management, during a meeting, only informed her that her daughter kissed a student.

In the video, the victim’s mother said after the meeting with the management, she did not hear anything from the school until after three weeks when a teacher sent her a Zoom link inviting her for another meeting.

“We had that meeting (involving) board of directors. One particularly said his name is Akin. He led the meeting and began by saying if there is no sin, there won’t be forgiveness and was speaking in parable.

“I had to ask what they were discussing and he said they just wanted to do a follow-up if I had withdrawn my daughter’s phone and to check how she was doing and I said she’s fine.

“But he made a comment that ‘when it happened,’ and I asked what happened, and he asked if she didn’t tell me and I said no she didn’t. So, I started screaming at them to tell me what happened and they said no.

“So, we finished the meeting. The next day, a parent called me and said she needed to see me urgently. I had to go to her house and she showed me the video and said all the parents are aware,” she added.

She said she immediately called one of the school teachers, who did not take her calls.

The distraught mother said when the teacher eventually picked up, she denied knowledge of the incident.

The woman said she then decided to discipline her daughter in order to force her to talk.

She said, “As we were beating her, she pleaded to talk to me and said a teacher threatened her not to speak out. She narrated how it happened, how they abandoned them in the hotel, how the school left them and how she got into this thing that is happening now.

“They have been having meetings, sending delegates from their headquarters to have meetings with my daughter without my consent.

Every day, when she is going to school, I will be forcing her to come outside. They took her to do a pregnancy test without us knowing and lied to us that they were taking her for a COVID test.

“Do they use blood samples or urine for COVID test? And I did not know until this thing came up. Because we started confronting them, they sent her a suspension letter.

“I am begging Nigerians to help me because Chrisland was trying to hide this issue and push us out of the way and my daughter was going psychologically insane.”

Meanwhile, the Lagos State Government has ordered an indefinite closure of the school till investigations are concluded.

‘The Youths Are Coming,’ Ambode Asks Youths To Get PVCs Ready for 2023.

The immediate past governor of Lagos State Akinwunmi Ambode after a long silence since leaving office in 2019, has asked Nigerian youths to register and get their Permanent Voter Cards (PVCs) to vote in the 2023 elections saying power is in their hands.

Ambode made this known in a post shared on his official Facebook, Instagram, and Twitter pages.

He also appreciated Lagosians for endorsing his contributions to the development of the state

“The youths are coming. The power is in their hands. Go and get your Permanent Voters Card (PVC) ready. Your future is NOW!

“After all we have been through, God has been faithful. Thank you for the overwhelming endorsement of our modest contributions to the growth of Lagos. It can only get better for Lagos, and indeed Nigeria,” Ambode said

Since he left office in 2019, Ambode has been missing at political functions. preferring the quiet ambiance.

Ambode served as the governor of Lagos State from 2015 to 2019 and lost his re-election to Babajide Sanwo-Olu at the All Progressives Congress (APC) primary.

He was the first governor of Lagos State to stay in office for four years since the return to democracy in 1999.

Before Ambode, the current Minister of Works and Housing, Babatunde Fashola, was Lagos governor between 2007 and 2015 while Tinubu was governor from 1999 to 2007.

Although Ambode has not announced his intention to contest any political office in 2023, he is constitutionally permitted to be in office for one more term of four years if the electorate so decides.

We Can’t Wait for Afcon to End – Lagos Wives

Some women in the Igando-Ikotun Local Government Development Council Area of Lagos State, on Sunday, wished for an end to the ongoing 2021 Africa Cup of Nations (AFCON) in Cameroon.

In separate interviews with the News Agency of Nigeria (NAN) in Lagos, some said that the control of who watches what on the television had made it impossible for them to watch their favourite television shows.

Nkechi Uba, a POS operator, told NAN that the Super Eagles performance at the tournament had made it impossible for her husband to ignore the tournament as he did before.

“My husband pays so much attention these days since the tournament started, most especially with Nigeria’s performance, he now takes pleasure in analysing the matches.

“I just can’t wait for it to end, after watching Nigeria’s match he still watches other countries’ matches, why? Where does his loyalty lie,” she said.

Olamide Taiwo, a businesswoman who deals in children clothes, told NAN that her consolation was in the fact that she has to wait for a repeat of her programmes.

“If not that Zee World and Telemundo always repeat their shows, it would have been more painful, but at least I watch it again.

“I understand that it’s not all the time that my husband drags the remote with me, but DSTV has done it so that you can catch up on all the shows.

“Although I still can’t wait for it to end because most times my friends are calling and giving me spoilers, at least I get to watch it again,” Taiwo said.

All other women spoken to about the AFCON expressed the same feeling as they can’t wait for the competition to end.

The AFCON, which kicked off on January 9 would end on January 6 in Cameroon.

Kingsley Orji told NAN he doesn’t think that most men like to disturb their wives during such tournaments as they would rather watch with friends at a bar.

“Naturally, most men will rather watch at a joint, where they can drink and exchange banter with fellow men and have a good time, but these women will think you’re out doing something shady.

“So, if missing their shows is the price they have to pay then so be it because once you watch at home they are rest assured that you are not up to anything,” he said.

Jerad Okon, a taxi driver, told NAN that although he doesn’t mind watching at viewing centres, his wife makes it comfortable for him whenever he is home to watch the matches.

“She won’t even mind if I’m home, I am rarely home due to the nature of my job, and she makes it comfortable and ensured my beer was available.

“We don’t have to fight over who handles the remote, we understand each other that AFCON comes once in two years or so, she will do anything to make me watch at home, he said.

After their first two group matches, the Super Eagles’ next match in Group D against Guinea-Bissau comes up on Jan 19. (NAN)

Lagos Moves to Immortalise Sound Sultan

The Lagos State Government has announced plans to immortalise late Nigerian singer, Olanrewaju Abdul-Ganiu Fasasi aka Sound Sultan.

The Special Adviser to Lagos State Governor on Tourism, Arts and Culture, Solomon Bonu, said the state will celebrate Sound Sultan every December for four days in Lagos.

Bonu stated this at the just-concluded Festac Music Festival, which was initiated by the late singer and songwriter, to raise young talents.

Speaking at the third edition of the festival and the first held after the death of Jagbajantis crooner, Bonu said that the festival would henceforth enjoy the sponsorship of the State Government.

He added that the present administration saw the need to support the vision of Sound Sultan, through a company in which he has equity – Naija Ninja Production, to develop more creative minds and take interested youths off the streets.

“The Festac Music Festival was supported by the Ministry of Tourism, Arts and Culture to honour Sound Sultan, preserve his legacy, and appreciate his contributions to the music industry. Festac Music Festival will hold annually for four days every December,” Bonu said.

The Festival Director and Chief Executive of Naija Ninja Production, Dare Fasasi aka Baba Dee, who is the elder brother to late Sound Sultan, appreciated the State Government for the recognition.

Ahmed Bola Tinubu may not be supported by the Northern power brokers come 2023, but may be compensated in many other ‘juicy ways’, according to a Northern power broker who does not want his name in print. 

The source who spoke to LeadingReporters  General Investigation Editor during a friendly chat hinted that the power brokers from the Northern part of Nigeria have resolved to withdraw their support from Ahmed Bola Tinubu’s presidential quest come 2023.  He said however, that the North would not be ungrateful for the role Tinubu played in bringing President Muhammadu Buhari to power.

“I can tell you that the North would not support Tinubu’s presidential activities come 2023.  This is not out of ingratitude. We are grateful for his support for a Northern President in the last two general elections.  It is not because he is not loved.  It is simply because there would be a lot of rescheduling and balancing come 2023 and Tinubu is not found in that equation.

“We are a people who do not turn their back on friends.  We would ensure that our dear friend and ally, Ahmed Bola Tinubu gets a fair deal.  He would be handsomely rewarded for his perennial support for the region.  The reward would not come as support for his presidential ambition.  It may come in other irresistible ways.

When pressed for a hint on what the “juicy compensation” may look like, our source simply replied that it was going to be an irresistible compensation which, according to him, Bola Ahmed Tinubu would never resist.

Recall that President Muhammed Buhari in a recent media chat with Arise TV media broadcast has hinted that “nobody is just sitting in Lagos and asking them what to do”.  This statement was seen in many quarters as being targeted at Ahmed Bola Tinubu, an APC stalwart from Lagos, South West Nigeria.
