Customs to deploy drones at Seme border to curb Smuggling—Official

The Nigeria Customs Service says it will soon deploy drones at Seme for effective patrol in checking smuggling activities in the border area.

According to her, border management surveillance will be done electronically through the use of drones to ensure that there will be area overview of what is happening.

“Seme command visit is the end of my tour in Zone A and I must commend all the commands, they account for over 80 per cent revenue collection by the NCS and so they should keep up the good work.

“With the tour of all commands, I have seen that all the officers are doing well but they can still do better. And I am telling them that they should be expecting impromptu visits from the Zonal Coordinator, so they should not relax on the job.

“Also, e-customs’ N300 billion contract that is end-to-end automation that is about to kick-off is about Information and Communication Technology connectivity; when it comes on board, we are going to have electronic signature, drones patrolling the border,” she said.

She noted that the service was trying to minimize person-to-person contact to reduce human interaction and make the work faster and more efficient.

Aremu expressed satisfaction with the joint border post buildings that were commissioned on October 23, 2018, noting that it ushered in an era of coordinated border management.

“This is one-stop-shop and from what the comptroller has shown me, it is what is practised abroad; this is really commendable that what we see when we travel, we have it here in Nigeria,” she said.

She urged Seme Customs to keep abreast of all the Economic Community of West African States protocols in order to understand what was happening.

On enforcement activities, she urged the command to keep pushing as the nation at this point in time needed the service to properly secure its borders.

She expressed the hope that the scanner at the border would start functioning to help simplify processes as much as possible.

She urged the command to ensure proper compilation of case files and prosecution of arrested suspects to show the seriousness of the service in fighting smuggling.

Earlier, Seme Customs Comptroller, Bello Jibo, noted that enforcement activities were not affected by the border closure as the command made a remarkable interception of 1,244 suspected smuggled goods with a duty paid value of over N856 million.

He noted that despite unfriendly economic policies imposed on goods transiting through Benin Republic, the command was able to collect about N719 million as revenue and processed export volume of 635,149.23 metric tons with free on board value of N15.5 billion.

“The command has a very good understanding with host community and in cementing this relationship, the command built and handed over a modern toilet facility to the Badagry West Development Area and partnered with an NGO to equip the Badagry United Football Club.

“Some projects undergoing work or completed in the command are 16 classrooms for primary school, construction of 30-man rank and file quarters and others.

“The challenges faced has to do with ICT interconnectivity at the Joint Border Patrol, signing of bilateral agreement, connection of the barracks to the national grid and inadequate junior staff,” he said.

The Middle Belt Forum has expressed shock over the death of
former Deputy Governor of the Central Bank of Nigeria (CBN) at the University of Abuja Teaching Hospital Gwagwalada, Abuja.

National Publicity Secretary, Dr. Isuwa Dogo in a statement over the weekend described late Mailafia as someone who relentlessly participated in the activities of the Middle Belt Forum (MBF) and his untimely death has dealt a deadly blow on ethnic nationalities of not only the Middle Belt but the country at large.

Narrating, Dogo stated that “that Dr Mailafia arrived Abuja last Sunday September 12, 2021 from Akure and was received at the Nnamdi Azikiwe International Airport by his wife.

‘On arrival at home, the wife noticed he was not in the best of health conditions and seemed to be suffering from malaria. After three days of treatment without signs of improvement, he went to the CBN Hospital on Friday September 17, 2021 where he was shabily treated. It took the intervention of a senior medic who immediately placed him on oxygen and admitted him.

“Dr Mailafia’s was later given the option of choosing three hospitals: Gwagwalada Hospital, National Hospital and EHA Clinics. The wife opted for the third choice. On arrival at the EHA Clinics, the wife was subjected to yet another moment of anxiety as it took a direct order from the top management of the hospital to accept him.

“After few hours of treatment, the EHA Clinics told the wife that it was expedient to transfer the former CBN Deputy Governor to Gwagwalada as the clinic was not fully equipped to handle the case.

“The wife opposed the decision and insisted that she was opposed to the idea of taking her husband to Gwagwalada. Mailafia’s wife only succumbed when the consultant assured her that nothing bad will happen to her husband.

“Yesterday, Saturday September 18, 2021, Dr Obadiah was transfered to Gwagwalada. on arrival, the name of the doctor that was billed to attend to Dr Mailafia was not on duty. Even when an attempt was made by foreign health consultants to save the situation, the doctor on duty got angry and said he was not obligated to listen to any foreign consultants that had been brought into the matter with the sole purpose of ensuring nothing goes wrong”.

Narrating further, “Wife of the former CBN Deputy Governor was asked to pay the sum of N600’000 as deposit even when it was a referral case, with accruing medical bill to be settled by the CBN. At a point, Dr Mailafia complained over his breathing problems and pleaded with the doctors to place him in a ventilator. The doctors flatly refused.
Even after the doctors declared Dr. Mailafia dead, foreign consultants who were brought into the matter through Dr Mailafia’s son that is living abroad, had directed a family member who is a medical professional, with the wife of the CBN Deputy Governor, to mount pressure on the chest of Dr. Mailafia for resuscitation and thereafter place him on a life support.

“The doctors in Gwagwalada refused all entreaties by the family members of Dr Mailafia to follow the advice of the foreign consultants, insisting that they have already pronounced him dead. Even when the wife could feel the pulse of her husband, the doctor flatly declared there was nothing they could do since they had already pronounced him dead”.

Dogo asserted that while the above narration sums up the circumstances under which Dr Mailafia died, the forum still await the result of the actual cause of his death.

The forum further explained that as a nationalist and patriot that he was, Dr. Mailafia was completely dedicated to the emancipation of ethnic nationalities from the clutches of oppression.

“The economist was never afraid to speak truth to power just as he remained committed to the enthronement of justice and equity to all citizens across ethnic and religious divides”.

“In the twilight of his life, this consummate technocrat and global scholar of repute beamed his searchlight on the raging insecurity ravaging our country. He expressed regrets over government’s incapacity to rein in the activities of insurgents and criminal groups terrorising the nation”.

The Forum recalls his patriotic zeal in standing up for truth and justice. He was never a letdown in being at the forefront of showing the way for national greatness as he was willing to lay down his life for Nigeria.

The Forum is inspired by his altruistic disposition and contributions to national development remain proud of his footprints on the political, economic and social sands of our nation.

“In this period of grief, we extend our sympathy to his immediate family members and pray to the Almighty God to grant each and everyone of them the fortitude to bear the pain of this irreparable loss.

“The death of Dr Mailafia today represents a dark day for not only only the Middle Belt but also for all citizens who yearn for a new dawn for justice in Nigeria”. He added.

Misplaced Priority: Obaseki denies Unvaccinated Citizens Access to public facilities inspite Vaccine Shortage

Edo State Governor, Godwin Obaseki has been lampooned by the Nigerian Bar Association, Edo State Chapter over his refusal to grant unvaccinated citizens access to public facilities in the state.

Pius Oiwoh in a statement expressed with grave concern the enforcement of the directive by the governor on the restriction of access to public facilities to persons who have not been vaccinated against the COVID-19 pandemic.

According to Oiwoh, it is not in doubt that there is need to take the vaccine to protect members of the public from the effects of the pandemic and build herd immunity,
the government must be and indeed is duty-bound to also respect constituted authority.

He further explained that as officers in the temple of justice, they do not intend to delve into the substantive suit bothering on the legality or otherwise of the action of Government as same is sub judice.

“We shall however state that as a noble Profession under an umbrella body whose motto is ‘Promoting the Rule of Law’ and as the Peoples’ vanguard, the sanctity and integrity of the Judicial arm of Government must be respected. Accordingly, we release this statement for the following reasons which are of concern to the Bar”.

Corroborating, Oiwoh stated that Edo state is said to have a population of over 3 million people, the vaccines which have been sent to Edo state from publicly available information is at most 600,000 doses (this is a generous estimate). which most of these vaccines are double dose vaccines, which means that Edo State currently can vaccinate 300,000 persons assuming they take both doses.

“This, therefore, means that 2,700,000 persons will automatically be left behind even if they were all willing to take the vaccine.

“This represents more than 70 per cent of the Edo people. The mandate by the Edo State Government though “nobly-intended” is very premature for the simple reason that the vaccines are insufficient to go around. If and when the vaccines are abundant and available to go round, the vaccine mandates may therefore become logical”.

He however opined that the vaccine mandate be reconsidered for the above reasons. As a famous saying goes “a good intention is meaningless unless it is followed by a good action.”

Also, the decision not to obey the said court order will be tantamount to flagrant disregard of the rule of law and the Constitution which the Government operates.

“We further submit that Public health and safety cannot overide the fundamental rights of citizens especially when it tends to alienate and subjugate a valid order of a court of competent jurisdiction whether rightly or wrongly given which enforces such right.

“The present action of Government will no doubt affect, limit and restrict members and citizens access to justice in the circumstances”. He added.

Even DNA test will not stop Infidelity – Nigerians Speaks

The issue of infidelity in relationships/marriages has eaten deep in the fabrics of our society with no apologies to personality, tribe, religion or class.

Nigerians are known to be highly love-sick with each other in respect to nationality irrespective of our numerous challenges, with over-average percentage of the population highly sociable and full of vibes to enjoy life, every weekend is always associated with one parties or the other, “Owanbe” , weddings especially.

Despite the glitz and glamour of weddings, the honor, pride and respect that comes with marriages, Nigeria still records the highest number of divorce yearly due to one reasons or the other.

Sadly, the initial feeling of getting married and living happily ever after is gradually turning sour as the paternity of offspring are now being questioned, and as such the need for a DNA test.

DNA tests in recent times has brought about many revelations in marriages, causing or generating controversies and chaos globally Nigeria inclusive.

This trend, apart from its psychological, economic, mental and socio-cultural imbalance that it brings has turned many marriages into a nightmare.

This is mostly common in Nigeria among celebrities, social media influencers and even leaders of religious centres.

LEADING REPORTERS in a vox-pop over the weekend sort the views of well meaning Nigerians who outrightly concluded that DNA test is not a panacea to infidelity.

National Coordinator, Wellbeing Foundation Africa, Dr Otun Wale opined that Paternity DNA Test will/can never be solution to curbing infidelity.

According to Dr. Wale, Cheating in relationships/marriage is a matter of individual choice which definitely comes with consequences to the party involve even the innocent child resulting from such act.

Explaining further, he said the test only exposes women who have cheated to the point of pregnant and birthing for another man, many women engage in infidelity and are careful/lucky enough not to get pregnant, some get pregnant but abort the pregnancy.

“The high rate of infidelity in our society is simply a reflection of the religio-sociocultural decadence, and so, until these elements are fixed, the problem is no where near reducing or ending”. Dr Wale asserted.

Miss Oyeyinka Oluwayemisi on her part noted that DNA test doesn’t solve the above problems’ rather it serves as evidence or proof of infidelity.

Oluwayemisi noted that DNA isn’t the solution’ it only serve as a threat to family’s commitment.

She however highlighted solutions to infidelity in relationships/marriages such as Practicing gratitude, concentrate one each other’s feelings, Clarify your purpose and develop a deeper level of emotional intimacy. …

Others include doing things together, form a vision of the past and the future while Revisiting their beginning always cum couples’ therapy which can help address dissatisfaction in marriages

She added that therapy may also address negative feelings that may be suppressed. Cognitive behavioral therapy (CBT) could help you work through sex addiction. If you are tempted to engage in infidelity, it may help to be honest about it.

“In conclusion’ DNA isn’t the solution”. Oluwayemisi said.

Anyebe Victor in his own view stated that in a committed relationship, we agree to give certain parts of ourselves to our partner.

When we flirt, we’re giving sexual interest and attention that only our partner should get to someone else which leads to infidelity.

It is a betrayal that poisons our relationship. These forms of betrayal often seem like little things on the surface and many times we easily dismiss them and finally wake up to its tales and woes, thus, a need for a DNA test.

Victor opined that whether the test turns out to be negative or positive, it is left in the hands of individuals involved to decide what they want to do or how they want to handle it but truth to told it has broken a lot of marriages.

As part of solutions, he suggested that intending couple should pray and fast to get a clear confirmation from God before saying, “I do” to anyone as God cannot give one a wrong choice.

Religious organizations should include a clause for intending couples to always do a DNA test before every new born baby dedication during their counseling as this will keep the women in check all times.

And if infidelity happens, couples should first of all seek the counsel of the church before making any decisions.

Intending couple should always commit their marriage/relationship into the hands of God. Study and pray together, so there won’t be a any room for the devil. ” The family that prays together, stays together “. He concluded.

Owoseni Joshua stated that the mistrust (infidelity) that led to taking a test has proven that most home have this trust issues which he will strongly agree to.

“you have a wife, blessed with kids, you’re rarely at home, got to a point where infidelity sets in, you had a chat with your wife, you made the suggestion, she totally busted out ranting, you went ahead with it anyways, you got the result you wanted and there it is.”

“There are possibilities of two things which are: you’re either the father or not but any which way, but the constant factor is majority of couples taking the test is out of mistrust which will leave the infidelity gap in the marriage forever either the results came matching or not.

“I will conclude on this note: is DNA test really the solution knowing fully well going ahead with it will create a loop between the couples… that answer is yet to be decided.

Meanwhile, Nutrition Officer, Yemisi Adegoke posits “Yes, DNA is the best solution to avoid costly argument”.

What now comes to mind rhetorically is with DNA test now in vogue, will trust still exist in relationships/marriages?

The Nigerian Government, on Wednesday, said it was on the verge of lifting its ban on microblogging platform, Twitter.

The Minister of Information, Lai Mohammed, gave the assurance while speaking to State House correspondents after today’s Federal Executive Council meeting presided over by President Muhammadu Buhari.

It would be recall that the federal government had on June 4, 2021, directed telecommunications companies in the country to block access to Twitter after the company deleted a tweet by President Muhammadu Buhari on the grounds that it was in violation of its community guidelines.

But for the umpteenth time on Wednesday, Mohammed said the government would soon lift the twitter ban.

His words: “I think even Twitter itself two days ago gave what I will call a progress report on our talks with them. And I think if I want to quote them rightly, it has been productive and quite respectful.

“And as to how soon is soon, right? I want to assure you that between the time that Twitter operation has been suspended, and when it will be restored is by far, much, much shorter.

“In other words, if the operation has been suspended for about 100 days now, I can tell you that we’re just actually talking about a few, just a few more days now.

“I can assure us that we’re mindful of the anxiety of Nigerians and both parties are working very hard to put a closure on the matter.

“And like Twitter itself said, the changes have been very, very productive on both parties.”

The Chairman of Economic and Financial Crimes Commission (EFCC), Abdulrasheed Bawa, was rushed out of the Presidential Villa, Abuja, after slumping at a programme, on Thursday.

Bawa was giving his goodwill message at the National Identity Day celebration when he suddenly stopped speaking.

He was talking about a man the commission arrested in Ibadan, Oyo state, with 116 SIM cards when the incident happened.

Bawa had stopped talking and covered his face with his right palm, saying, “Please, excuse me, I can’t continue.”

He was assisted to his seat by the Minister of Communications and Digital Economy, Dr Isa Ali Pantami and other senior officials at the event, but the anti-graft officer slumped on his seat he was immediately rushed out of the seat of power.

The Master of Ceremony (MC) later announced that the Bawa’s condition was stable.

FG Takes COVID-19 Vaccination Exercise To Churches

The federal government on Tuesday announced its plan to take COVID-19 vaccination exercise to churches.

The Executive Director of the National Primary Healthcare Development Agency, Faisal Shuaib stated this during a meeting with the leaders of Christain Association of Nigeria in Abuja.

According to him, Christian leaders across the country have been formidable pillars of support in all primary health care interventions.

“I am aware that in the States and LGAs, representatives of the Christian Association of Nigeria are strong and committed members of the State and LGA Task Forces on Immunization.

“These ambassadors have contributed immensely to confidence building and trust in Government led public health programs, especially in the days of the Nigeria polio eradication program when we were battling with high rate of refusals to vaccination due to rumours and misinformation.

“I am glad to inform you that from this Phase 2 of the COVID-19 vaccine roll out, we have introduced Sunday Vaccination,” he said.

He added that, working with the state governments, arrangement have been made for corporate vaccination.

“This is for eligible staff of Government Ministries, Departments, and Agencies (MDAs), Private/corporate organizations, including Faith-based organizations, their family members, dependants, and retirees to be vaccinated at their convenience. Please visit www.nphcda.gov.ng to access the registration portal,” he said.

In his remarks, the Executive Director of Nigerian Interfaith Action Association, Sunday Onuoha called on Christian leaders to partner with the government in promoting acceptance of the vaccine.

He noted that faith leaders were in position to address misinformation while enhancing public health impact.

“We are here because we know that faith leaders have the capacity and authority to effect a change of mind and drive acceptance of COVID-19 vaccines.

“The Church, and all faith community will partner with the federal government to make Nigerians smile, we succeeded with polio, malaria and we will succeed in this time of COVID-19,” he said.

Similarly, the Minister of state for health, Mamora Olorunnimbe urged the christian leaders to mobilize its members for vaccination.

He said that the only way Nigerians can reciprocate the efforts of the government in securing the health of the populace was to access the vaccines provided.

“The highly dreaded delta variants is here with us, hence we must mobilize our congregation to quickly take the vaccines, so that the government can get more.

“The vaccine are effective and safe, they have been certified by the world health organisation and NAFDAC.

“You all have the responsibility as leaders to protect the lives of your followers,” he said.

Cholera: Over 2000 dead as disease spreads across Nigeria

Nigeria has so far lost about 2,323 lives to cholera infection, as Nigeria Centre for Disease Control data shows that the country as of September 5, 2021, recorded a total of 69,925 suspected cases.

Cholera disease, which is often caused by consumption of food or drinking water contaminated with a bacterium called Vibrio cholerae, spread in communities with poor hygiene and unclean water supply.

According to the report, cholera infection has been prevalent in over 20 states including; Adamawa, Zamfara, Jigawa, Bayelsa, Benue, Cross River, Delta, Ekiti, Nasarawa, Borno, Gombe, Kaduna.

Others include;Enugu,, Katsina, Kebbi, Bauchi, Kogi, Kwara, Kano, Niger, Osun, Plateau, Sokoto, Taraba, Yobe, and FCT.

For the week ending 5 September, Nigeria recorded 1,667 suspected cases in 12 states of Bauchi 566 cases, Katsina 282, Sokoto 258, Yobe -183, Borno 179, Niger 94, Kaduna 66, Adamawa 34, Gombe 8, Kano 4, Kebbi 2, and Nasarawa 1.

According to the report, Bauchi recorded 566 cases, Katsina 282 cases and Sokoto with 258 cases account for 66.3 percent of 1,667 suspected cases reported in week 35.

Similarly, Bauchi, Kano, and Jigawa state account for 53 percent of all cumulative cases, with18,132 cases,10,187 cases, and 8,911 cases respectively.

Mrs. Stella Mubo, a wid­ow, took a turn for the worse on Wednesday, May 20, 2014, when she, still trying to make sense of the sudden death of her husband, Simon, a policeman, while in ac­tive service, when she was eject­ed from the Police barrack with her children while awaiting the benefits and other entitlements of the deceased who served for over 20 years

Hers was not the last as another widow, Mrs. Alice E. Bello, from Ogbadibo Local Government Area of Benue State, stated that before the death of her husband, the family lived at Block 1 Flat 7 Mopol 20 Barracks, from where the Police threw her proper­ties out after a two-day quit notice. Pleas for more time fell on deaf ears, even as she was still mourning her husband who died in an auto acci­dent.

For Mrs. Mary James, a native of Ika South Local Government of Del­ta State, and wife of late Inspector Aghedo James, to say life is unfair is an understatement, as not only was the family ejected from their official quarters after the death of their breadwinner, their case took a new twist when she lost some of the documents needed for the settlement of the deceased’s entitlements in the chaos that followed the incidence.

She narrated how she has gone through “hell” to get the late husband’s entitlements, a situ­ation she blamed on the flawed wel­fare system in the Nigerian Police.

Respondents agree that the Nigerian Police, no doubt is faced with several challenges, including nepotism, ethnicism, corruption, in­stitutional weaknesses, inadequate manpower—both in strength and expertise, insufficient education and training.

Others, as observed include in­adequate equipment and poor con­ditions of service of the average policeman, poor public relations between subordinate and superior officers, lack of public cooperation, constitutional problem that put the Force under the Presidency, and most recently, the poor perception of police by both police officers and the public.

These problems have subsequent­ly, according to experts, hindered, to a very large extent, the ability of the Nigeria police to perform their func­tions effectively.

Several efforts has been made to reform the police and to address some of these problems, especially in areas of staff recruitment, pur­chase of equipment and provision of logistics particularly transportation and remuneration and their general welfare.

Due to some of these problems, the average policeman on the street lacks confidence, is inefficient and corrupt, hence the attempts to ad­dress the welfare of those in service and in retirement.

Recall that the then President Olusegun Obasanjo dragged the Nigeria Police into the contributory pension, which described as laughable by officers, men and even experts on security matters, considering the sacrifices they make to ensure the internal se­curity of the nation. So far, efforts by serving and retired police officers to make the National Assembly remove the police from the contributory pen­sion scheme like their colleagues in the military and secret service has been futile.

Investigation revealed that the highest retirement benefit of a Dep­uty Superintendent of Police under this “obnoxious pension scheme” is N2.5m, while that of an Assistant Superintendent of Police is N1.5m. Whereas, he continued, their equiva­lents in the Army (Captain) and DSS go home with N12.8m and N10.3m respectively.

Also said the take-home of retired police officers under this contributory pension scheme is un­imaginable.

The Inspector-General of Po­lice (IGP) goes home with N100,169 monthly; Deputy Inspector General (DIG) N89,300; Assistant Inspector General (AIG) N82,367; Commis­sioner of Police (CP) N70,269; Dep­uty Commissioner of Police (DCP) N61,526, Assistant Commission­er of Police (ACP) N49,300, CSP N42,563, Superintendent of Police (SP) N37,600, Deputy Superinten­dent (DSP) N31,600 when an Army Captain receives N180,000. The take-home of an ASP under the pension scheme is N28, 000 while an Army Lieutenant goes home with N150, 000,” he said.

“By the express provision of section 4 of the Police Act, the Ni­geria Police is charged amongst others with the responsibilities of performing such military duties within and outside Nigeria as may be required by the authority. By this provision, the Nigeria Police Force is the only paramilitary organisation in Nigeria recognised as such by law. They are exposed to danger day and night,” he lamented.

Pained by the poor welfare, a re­tired policeman recalled: “We were 380 that passed out from Police College Ka­duna, but only 120 of us made it to retirement; the rest had either been killed by armed robbers or terror­ists, while we lost a few others to nat­ural causes. In the whole world, it is only Nigeria government that treats retired police officers with disdain”.

As a result, many of the officers are mounting pressure on the au­thorities to stop deploying them to fight insurgents and terrorists such as Boko Haram and bandits, a situ­ation they blame on government’s neglect of their plight, unlike their counterparts in the military and oth­er paramilitary outfits.

They also alleged that they are dissatisfied with the administration of the police pension scheme, even as inves­tigations revealed that at retirement, it takes years for police officers and men to receive their terminal bene­fits, leaving them and their families in hunger and indebtedness, in the absence of monthly salaries.

Further investigations revealed that many of them besieged the var­ious state pension offices and even the force headquarters to commence the long process of getting their entitle­ments.

National Chairman of the Ac­tion Democratic Party (ADP) and the 2019 presidential candidate of the party, Yabagi Y Sani, on his part lamented the poor incentives and care for the Police in Nigeria, which is the cor­nerstone of every country as far as maintaining the internal security architecture.

“If there is an area we should address; it is that of the police. If the Police is well kitted, well paid and well taken care of, you can now begin to say that you have a safeguard for your security. If you do not care about your police, you cannot talk about your security. So with the high level of insecurity we have today, I don’t think we have to call the Army who is supposed to protect and preserve our territorial integrity to come and defend inter­nal security architecture. It is like taking the whole situation into to­tal anarchy because then you would have lost the focus you are supposed to have.

“I am not saying we should not invest in the army, but we must un­derstand the army is for external ag­gression. Theirs is to stop external aggression. The war is within us. It is not yet a war declared by another country against Nigeria, so whatever colouration it may have, it is still an internal disorder and it is the police that can effectively tackle that prob­lem. So there is nothing we do for the police that is too much especially now. So we should look into their welfare packages and anywhere we can give them incentives so that they will be able to perform at the level required by demand,” Sani enthused.

It is perhaps against the backdrop of these challenges that the Network On Police Reform In Nigeria (NO­PRIN) Foundation, and the Human Right Law Service (HURILAWS), re­cently called for improved account­ability and transparency on the Po­lice Trust Fund to ensure the welfare of officers and men of the force and enable them perform optimally. The two non-government organisations (NGOs) spoke in Lagos on Thursday during a media parley on increasing Accountability and Transparency on the Police Trust Fund.

Collins Okeke, Senior Pro­grammes Manager, HURILAWS, blames the under-capacity of the Nigerian Police on its being ill-equipped, as according to him, “the police is the first contact with the law. If you have very defective police or the police that does not have capacity or not well equipped, or don’t have trained personnel, we will continue to have challenges with our criminal justice system.”

He called on the government to take a second look at the Po­lice Trust Fund Act, and bring in more stakeholders, stressing that the “private sector need to be brought in, they should also strengthen the accountability framework for the Trust Fund so that people can have more confidence and be willing to put in their money.”

Mr. Ikule Emmanuel, Na­tional Coordinator, NOPRIN Foundation, speaking on the plights of the retired officers and of the deceased officers whose family experience diffi­culty in accessing their benefits years after retirement or death, described the development as unhealthy. Even the Holy Bible, he noted, declared that a labour­er deserves his wages, and that after serving the nation main­taining law and order, “it is mandatory that you are paid what you should settle down with, particularly now that it is contributory pension. When you contribute some money when you are in service, and that money is invested, the government should contribute its quota. It is very, very import­ant. But the issue you mention is a very sad one. We at the NOPRIN are working hard to ensure better police welfare.”

Also speaking, Fola Arthur– Worry, a Senior Advocate of Nigeria (SAN) bemoaned un­derfunding in the police, which he noted is a major reason for poor performance, a reason why since 2007, the Lagos State Government adopted the mod­el of Trust Fund to support the police in its domain. He howev­er noted that this could not ad­dress the worsening problems, calling for a national approach.

“So after many years of lob­bying, the National Assembly passed the Police Trust Bill, which is supposed to support the police in all material par­ticular in addition to its budget and other things and should make a difference if well im­plemented.”

Vandefan Tersoo James, a Chief Superintendent of Police and former Special An­ti-Robbery Squad (SARS) Com­mander, at the Federal Capital Territory, Abuja and Pioneer Head, Economic and Financial Crimes Commission (EFCC), Counter Terrorism Unit De­partment, recently expressed dismay over the lingering plight of the Nigeria Police.

Vandefan noted that unless the Police are reformed and the welfare of of­ficers given priority, the Police may not give their best in the fight against insecurity in the country. This is as he warned that the Police annual budget cannot sustain the Force ac­couterments, noting that the #EndSARS protest presented an opportunity for robust Police reforms, but all hopes were lost after the protest. He believes the government is not interested in strengthening the Force, be­cause “#EndSARS came with a lot of promises that the police thought it was going to help them, but since the protest end­ed, till date, no Policeman has not seen that promise reforms the government talked about. It has always been talks about re­forming the Police on paper, but nothing happened physically.”

On the changes he would like to see in the Nigeria Police, CSP Vandefan expressed total dismay at seeing Nigeria Police­men working with no sweater on night duty for 24 hours. “He is going to stay there with shirt, trouser and without food. He will not eat until he closes, then trek back to station and go back to his house; and then come back the next day.”

In addition to equipping the police, the spokesperson of the Nigerian Police Force, Delta State Command, DSP Bright Edafe told stated that the only way for the police to effective­ly curb crime in Nigeria is to engage in proactive policing amongst others.

“What the Command is do­ing based on the directive of the Commissioners of Police, Ali Muhammed Ari, is to engage in proactive policing. This system of policing is far better than re­active policing. Proactive polic­ing includes intensive stop and search and continuous raiding of criminal hideouts.”
