FG still owes over N90.1bn pension liabilities — PTAD

The Federal Government still owes over N90.1 billion pension inherited unfunded liabilities to redundant agencies and parastatals, the Pension Transitional Arrangement Directorate, PTAD, has said.

The Directorate disclosed this at the training workshop it organised for pension correspondents in Abuja.

Deputy Director of Parastatals, Pension Department, PaPD, of PTAD, Yusuf Umar, who disclosed this, said the outstanding revealed that the defunct Nigeria Telecommunications Nitel/Mtel had the largest with N73 billion unfunded liability, translating to 81 per cent.Umar said others were Delta Steel – N7. 9 billion, NICON Insurance – N4. 9 billion and New Nigeria Newspaper – N2. 9 billion, noting that “There are currently 92,373 pensioners drawn from 265 agencies under the PaPD.

According to him, the amount remained a concern for the Directorate, several engagements were ongoing to sort the funds and offset the liability, saying:

“This has continued to be an issue for the Directorate, further discussions are ongoing with the government. So far, a lot of progress has been made in this direction.”

On her part, the Deputy Director of Pension Support Services Department, PSSD, Mrs Amina Abdullahi, speaking on the I AM ALIVE CONFIRMATION, explained that the web-based solution is to confirm that pensioners are alive.According to her:

“The initiative is a web-based solution to confirm the “aliveness” of verified pensioners on PTAD Monthly Pension Payroll so that they can continue to receive a monthly pension.

“Web-based solution simply means that it can be accessed either with a computer or a phone.

Pensioners can access the I AM ALIVE CONFIRMATION application from their homes or residential locations, without the need to go to the PTAD office.”

Stating the benefits, she said that the application is convenient, easily accessible, secures authentication, takes short time, saves cost and allows PTAD periodically to update the pensioners’ database.

Meanwhile, PTAD said its recently launched web-based verification platform for retirees under the Defined Benefit Scheme, DBS, codenamed I Am Alive, has received over 7,000 hit attempts for verification, with 5,010 successful.

Also, the directorate said 55 per cent of those who were successful did so through facial recognition, while 45 per cent did it by fingerprint.

The use of the digital verification exercise was launched last month to ease the process of future validation of pensioners on our payroll and was still at the testing phase.

Earlier, the Executive Secretary of PTAD, Dr Chioma Ejikeme, urged journalists to continue with their credible reports on pension matters and urged them to do better, stressing the importance of media to the operations of PTAD.

Ejikeme, who was represented by Mr Abdallah Abubakar, said the workshop was to adequately inform the correspondents about the Act establishing PTAD, mandate and the different operational departments in the directorate.

According to her: “It is very important, as reporters, to understand where we are coming from, and what exactly we do, so you can fully appreciate where we are and report accurately.

“Pension management in Nigeria is a very sensitive issue, and PTAD has been at the forefront since inception, ensuring that the welfare of pensioners under the Defined Benefit Scheme remains a priority.

“As our partner in progress, we rely on the media, especially our reporters, to work with us to ensure that this mandate is fulfilled. It is our intention to foster the already robust relationship between PTAD and the Media, correct all misrepresentations and inform them of the next steps we intend to take as we work hard to ensure that the welfare of our pensioners is sustained.”

UK: Sikh Youth Threatens to ‘Assassinate’ Queen to avenge Jallianwala Bagh massacre, Arrested

The Metropolitan Police said the arrested has been detained under the UK’s Mental Health Act

A 19-year-old man has been arrested for threatening to assassinate Queen Elizabeth II in revenge for the 1919 Jallianwala Bagh massacre.

The accused, identified as Jaswant Singh Chail, was detained on December 25 on the premises of the royal’s Berkshire residence, days after a video went viral on Snapchat showing a man armed with a crossbow and wearing a mask and a black hoodie.

In the video, Chail detailed plans to kill the Queen to avenge the victims of the Amritsar massacre, according to the Sun newspaper.

“I’m sorry. I’m sorry for what I’ve done and what I will do. I will attempt to assassinate Elizabeth, Queen of the Royal Family,” the masked man is seen saying in the video.

“This is revenge for those who have died in the 1919 Jallianwala Bagh massacre. It is also revenge for those who have been killed, humiliated and discriminated on because of their race. I’m an Indian Sikh, a Sikh. My name was Jaswant Singh Chail, my name is Darth Jones,” he says.

The Metropolitan Police said the arrested has been detained under the UK’s Mental Health Act after a mental health assessment and remains “in the care of medical professionals”.

Meanwhile, his father Jasbir Singh Chail said his son was of unsound mind.

“Something’s gone horribly wrong with our son, and we are trying to figure out what. We’ve not had a chance to speak to him but are trying to get him the help he needs,” the 57-year-old told MailOnline.

“From our perspective, we are going through a difficult time. We are trying to resolve this issue and it’s not easy,” he added.

The Jallianwala Bagh massacre took place in Amritsar in 1919 where hundreds of unarmed Indians were killed in an indiscriminate firing by the British colonial troops under the orders of General Reginald Dyer.

Much Ado About Nigeria’s Electoral Law

The dominant story in today’s Nigeria is the fate of the nation’s latest electoral bill. The decision of President Muhammadu Buhari to return the bill to the National Assembly un-assented to, on account of the provision on compulsory direct mode of party primaries, has continued to elicit diverse reactions.

While a few people are rationalizing the President’s reasoning, very many are quite upset by the high degree of political uncertainty which the subject has created for the country. At about the same time, there has been a spark in the level of vicious killings in different parts of the country particularly the Northern Region. Considering the primacy of the right to life among all freedoms, one would have thought that Nigerians would not bother much about the electoral act.

But that has not been the case because our politicians have over the years successfully made politics the main agenda of the nation; nothing else appears to matter. As a result, the electoral bill diverted attention from the more profound latest killings of 47 people in Kaduna, North-West, Nigeria among others.

The intriguing thing is that many Nigerians are bothered about elections even though they know that there is hardly any politician in the country that is sincerely interested in elections let alone those that are free and fair. They just want to get into office. Under the circumstance, what is the real value of our electoral law? Many of those in support of or against the President’s failure to assent to the electoral bill are merely motivated by self-interest.

As events have shown, the initial belief that state governors were against direct primaries can no longer be sustained in view of the posture of governors such as Kayode Fayemi (APC, Ekiti) and Samuel Ortom (PDP, Benue). Yet, many governors are vehemently opposed to direct primaries. As for law makers, the situation is the same. Although the bill emanated from the legislature, not all members are truly in support of direct primaries.

Those who saw it as an opportunity to reduce the power and influence of their governors and thereby led the support group have fizzled away within the twinkle of an eye. Indeed, the threat to collect signatures to override the President’s veto which on the first day of the threat reportedly rose above 70 was merely theoretical.

In truth, the problem with the electoral bill is not the mode of primary elections, the real fear as some people have observed has since 2015 remained the electronic transmission of election results. With it, rigging is made more difficult to achieve, hence whatever can be done to keep it away would be strongly canvassed or surreptitiously inserted in a law.

The argument that direct primaries would expand participation and give ownership of the voting process to the people is misconceived because the mode like its indirect counterpart, can be subjected to manipulation and used to achieve ignoble goals. As we saw in the recent Anambra governorship election, the mode was ‘used’ by the ruling All Progressive Congress APC, to select flag bearers for the contest which at the end produced contentious results that the judiciary has now invalidated.

It can therefore be argued that the last minute smuggling of a compulsory mode of direct primaries into the electoral bill was done with the understanding that its controversial nature will make it impossible for the bill to see the light of day. The schemers appeared to have done some deep forecasting. One of the arguments that direct primaries would be expensive to handle was expected to be countered by the explanation that no matter the cost, it is well if it is successfully rigged. It was however forgotten that it is the parties that would bear the cost.

They and not INEC are the ones to select and secure venues, print ballot papers and other logistics while INEC is only to monitor the primaries. But why will legislators who are themselves politicians deliberately weaken their parties by dictating how they should be subverted? Does that not run counter to the wishes of the same politicians that parties should be allowed to manage their internal affairs? This contradiction suggests that many politicians are not really interested in any form of control or indeed, any electoral law. They only want to rig elections which explains why they always scheme to destabilize INEC.

Politicians have continued to give the impression that there is no law which empowers INEC to transmit results electronically; whereas, on March 26, 2015, President Goodluck Jonathan signed into law an amendment to the Electoral Act which stated that “Voting at an election under this Act shall be in accordance with the procedure determined by the Independent National Electoral Commission.”

What is the difference between this amendment by Jonathan and all the pretensions by legislators since 2015 of working on a bill that can empower INEC to transmit results in any particular manner? This is why we have argued that Nigerian legislators have always taken the Nigerian people for a ride without consequences. They do not even want an independent electoral commission that would handle an election as a game that is played by its rules. Our premise therefore is that, if the main contention in Nigeria today is transparency of the conduct of elections in which the votes of the electorate are allowed to count, we do not need any amendment to the 2015 provision stated above.

Besides, why should Nigerians continue to tolerate politicians who scheme to control the nation’s electoral body notwithstanding its constitutionally guaranteed independence? At first, the struggle was to foist on INEC, an election time table determined by the legislature. It failed. The next scheme which also failed was the attempt to subordinate INEC to some communication entity. Now that the people have overwhelmingly demanded the electronic transmission of results, the schemers are trying to kill the Electoral Act as a whole so that what they detest the most, does not survive.

There are at least two therapies here. First, there is nothing in the Nigerian Constitution which empowers anybody to supervise INEC. Consequently, any attempt to make a law purportedly for the good governance of the country but which in any way seeks to direct INEC is illegal. Second, the current INEC led by Professor Mahmood Yakubu has courageously declared, close to a dozen times this year, that nothing can stop her from electronic transmission of election results. Instead, Yakubu insists that INEC will “continue to deepen the use of technology in the conduct of elections, especially the electronic transmission of polls results and the Bimodal Voter Accreditation System (BVAS).”

The cost of handling the process INEC has designed for elections is quite high. Only a few days ago, the commission put her needs at N305 billion. Many people are already unhappy with expending such huge sums on elections. As observed by the South-West Zone D of the National Association of Nigerian Students NANS, “the country might not be able to manage the implications of such expenditure during a precarious economic climate.” Should we in all honesty push INEC to spend more to monitor primaries? If an election is a game such as football, is it the duty of the referee to guide a team to select its players?

Why are we looking forward to mature political parties that can effectively and efficiently handle their internal matters while at the same time insisting on directing them on how to select their flag bearers? Could it be that we are unable to depart from the military’s transition to civil rule political programme of old where the electoral body was made to draw up party manifestos and constitutions? If not, what is this game of allowing candidates whose elections were conducted by INEC into the legislature to later produce bogus instruments in the name of electoral law that obstructs free and fair elections? It is certainly time to talk less of electoral law in Nigeria.

Yuletide: Shiites Muslim group attends Christmas service, presents gift

A Muslim group, popularly called the Shiites, on Saturday attended a Christmas church service at HEKAN Church in Zaria, Kaduna State, as part of an effort to strengthen religious tolerance and peace in the state.

The Muslim group also presented a gift to the church as a sign of love.

Speaking in an interview with newsmen, shortly after the service, the leader of the team, Isa Mshelgaru, said the essence of attending the service was to promote love, tolerance and understanding among Nigerians.

He said: “We decided to attend this church service today because today is Christmas Day, a day that the birth of Jesus Christ is being celebrated over the globe and we feel that we also have our concern to share with them the feelings of the day Jesus was born.

“The coming of Jesus to this world is a blessing to everybody, so we wish that we should come and celebrate this glorious day with them.”

He said that as Muslims they considered Christians as their fellow brothers and sisters in humanity, stressing that they were at the church service to join them in celebrating and sharing the joy of this day with them.

“As they (Christians) attach importance to this day so also we attach so much importance to the day and that is why we came today to clear all the unnecessary imaginary boundaries that have been created between Muslims and Christians.

“This is important now that the country is facing multiple security challenges that require all hands to be on deck in other to overcome them,” he noted.

On his message to other Nigerians, Mr Mshelgaru advised that Nigerians must come together irrespective of religious, tribal or political divide to save the nation.

In his remarks, Hakila Darmah expressed his appreciation for the visit, adding that it is a milestone that would open a new beginning and would remain a memorable one for a very long time.

Shiite Members at the church service

He called for a sustained relationship to keep the spirit of brotherhood floating between the two religious.

“In fact, I am so excited that they can think of a thing like this to come and visit us on Christmas Day celebration like this,” he said.

Mr Darmah appealed to Nigerians to emulate the kind gesture of the Shiite group in order to further strengthen tolerance, understanding and brotherliness among Nigerians. (NAN)

4th Wave: FG Restricts Religious Gatherings to 50% Capacity at Cross Over Services

The annual crossover services held by religious organisations across the country is under threat as the Boss Mustapha led Presidential Steering Committee on COVID-19 declared that indoor religious gatherings should be limited to 50 per cent with full compliance to public health measures.

This was contained in a statement signed by the Secretary to the Government of the Federation, Boss Mustapha which was made available to journalists on Thursday in Abuja.

Crossover services are significant events held majorly in churches on the night of December 31 every year to usher in the New Year.

It is a time when religious organisations, especially Christians, gather to pray and worship their Maker for the gift of a New Year. Customarily, the services begin a few hours before midnight and end some minutes after, depending on the denomination.

Due to the number of attendees of such events across the country, the PSC explained that there has been reduced compliance to public health social measures which has led to increased COVID-19 cases in the country.

The committee, however, added that it may be forced to introduce more restrictions should there be an increase in cases.

The statement reads in part, “The Presidential Steering Committee on COVID-19 recognizes the importance of the Christmas and New Year celebrations for most Nigerians. As we prepare to celebrate with our families and loved ones, it is important that we do so safely by taking the necessary precautionary measures to stop the further spread of COVID-19 in our country.

“The PSC wishes to remind Nigerians that we are now experiencing the 4th wave COVID19 as new cases have continued to rise in the country. This is the result of a mix of very low vaccination coverage, increased travels and movements, reduced compliance to public health social measures and highly transmissible Omicron SARS-CoV-2 variant now circulating in the country.

The statement further reads, “Indoor religious congregation should be limited to 50% capacity with full compliance to public health social measures; face masks and hand sanitisers should be used at all times regardless of vaccination status while in public spaces.

“Families are advised to limit the number of visitors to their homes and put in place precautionary safety measures. Any gathering in the excess of 50 people should be done in open spaces with physical distancing.

“Avoid non-essential interstate travel at this period as this increases the risk of spreading infection from one place to another. People who intend to travel are encouraged to take a rapid COVID-19 test to confirm status as many infected persons are asymptomatic.

“Ensure that you have taken the full dose of COVID-19 vaccination including the booster dose to reduce your risk of severe infection and death in case of exposure to COVID-19.”

Immigration Raises Alarm Over Planned Terrorists Christmas Attack in Abuja

For the umpteenth time, the Nigerian Government has uncovered alleged plans by terrorists to launch coordinated attacks in the Federal Capital Territory, Abuja.

The latest makes it the fourth time in the last one year that Nigerian security forces and paramilitary agencies would be alerted about alleged plans by terrorists to wreak havoc in the federal capital.

The Nigeria Immigration Service, in a memo addressed to its sector commanders across 23 borders posts, said it received an urgent security report from the Presidency about the planned attacks.

The terrorists are planning to launch the attacks during the Christmas holidays “between 17th and 31st December, 2021,” said the memo dated December 23, 2021 and signed by Edirin Okoto, the NIS Land Border Patrol Commander.

According to the memo, an Algerian, Drahmane Ould Ali, otherwise known as Mohammed Ould Sidat, is leading the planned attack.

His accomplices were identified as one Zahid Aminon from Niger Republic and four Nigerians.

“The report indicates the duo are enroute Nigeria from Mali through Gan and Niger Republic, riding a white Toyota Hilux van with Reg. No- AG157EKY. That these two had four Nigerian accomplices who are already embedded in the country.

“It is further reported that Ali holds Algerian Diplomatic Passport with the name Najim Ould Ibrahim.

“Consequently, I am directed to request you to intensify alert levels, emplace necessary countermeasures at all our entry/exit points- Air, Land, Sea/Marine, including, but not limited to, surveillance, rigorous search on persons and vehicles, transhumance, to effectuate the immediate arrest of these terrorists/countervail this and any terrorist attacks in Abuja.”

It would be recalled that the Nigerian Customs Service (NCS) had similarly raised the alarm about plans by Boko Haram insurgents to carry out massive attacks in the FCT in 2020.

The NCS, in a memo dated September 4, 2020 with reference number NCS/ENF/ABJ/180/SI/VOL11, said that the terrorists had set up camps at fringes of the FCT to “attack some select targets within the territory.”

The Defence Headquarters had confirmed the alleged plan but assured “residents of FCT and other adjoining states that the Armed Forces of Nigeria and other security agencies have been on red alert to combat crime and ensure effective surveillance of the Federal Capital Territory and other states of the country.”

In May 2021, the Nigerian Police Force also alerted its officers about plans by Boko Haram to attack the FCT and Plateau State, amongst others.

An internal memo with reference number TB: O900/IGP.SEC/ABJ/VOLT1/47 and signed by the Force Principal Staff Officer, CP Idowu Owohunwa, had said: “Intelligence report at the disposal of the Inspector-General of Police has uncovered plans by Boko Haram Terrorists to attack major cities in the country, particularly in Jos, Plateau State and the FCT, Abuja.

“The proposed attacks would be coordinated by the duo of Muhammad Sani, a Boko Haram Commander, domiciled in Sambisa Forest and his Deputy, Suleman (fnu), hibernating around Lawan Musa Zango, Gashua, Yobe State.

“In light of the above, it is the directive of the Inspector-General of Police that you review your security architecture across all critical Government infrastructures and Police facilities in your jurisdiction with 4 view to checkmating the dastardly plans of this marauding terrorists”.

Nigeria Destroys Over 1 Million Doses Of Expired Astrazeneca Vaccines

The Federal Government on Wednesday destroyed over 1m doses of Astrazeneca vaccines donated to combat COVID-19.

The Executive Director, National Primary Health Care Development Agency (NPHCDA), Dr Faisal Shuaib, led the destruction at Gosa Dumpsite, about 2km from the Idu Railway Station, Abuja.

“We withdrew about 1,066,214, doses of expired AstraZeneca vaccines from across the country,” he said

Nigeria joined other African countries, like Malawi, South Sudan, Liberia, Mauritania, Gambia, Sierra Leone, Guinea, Comoros, and the Democratic Republic of Congo in destroying the expired COVID-19 vaccines.

“As you can see these vaccines have now been deposited by the Abuja Environmental Protection Agency.

“We have come through in our promise to all Nigerians to be transparent in our delivery of vaccines.

“These vaccines did not expire before we took the decision to withdraw them. Today is an opportunity for Nigerians to have further faith in our vaccination programme.

“We worked with our sister agency, the National Agency for Food and Drug Administration and Control (NAFDAC), who took that decision to destroy these vaccines at the point that they got expired.

“The work that we do is the work that requires trust. It is a sacred trust that has been bestowed on us by the generalizing generality of Nigerians and hold that trust to be true,” he added.

He noted that the heroes of today’s activity were actually the frontline health workers.

“A few months ago, when these vaccines were offered to us, we knew that they had a short shelf life. But we were living in an environment where the supply of COVID-19 vaccines were very scarce.

“They were not available due to vaccine nationalism. Some developed countries that procured these vaccines, hoarded them in their stores,” he said.

He commended members of staff of the NPHCDA who worked Saturdays or Sundays on very extreme situations to make sure that Nigerians have access to vaccines.

“We were able to vaccinate over 10 million Nigerians.

“So, my heart and my pride go out to those frontline health workers that continue to work around the clock.

“We still have short shelf life vaccines in the country. They are still potent.

“They have not reached the end of use dates and the health workers are still going around every communities and settlement to ensure Nigerians are vaccinated.

“This decision has saved Nigeria over 40 million dollars,” he added.

Also speaking, the Director-General of NAFDAC, Dr. Mojisola Adeyeye, noted that Nigeria was the only country with a unique immunization programme.

“Nigeria has one of the best vaccination immunization program in the world. UNICEF mentioned this last year. But we started this journey months before the vaccines came.

“In terms of what we are witnessing today. It is a continuous unfolding of the fact that the best is for all Nigerians, because Nigerians deserve the best in terms of quality of medicines, vaccines,” she said.

Adeyeye added that this was the basis of the endless meetings between NPHCDA and NAFDAC. Noting that when NAFDAC approved a vaccine it means that what the agency had seen on paper was the package of the history of the vaccine development.

“We have been working night and day together. And what he said about the vaccines coming with short expiration dates pose a challenge to us as a country.

FG declares Monday 27, Tuesday 28 Dec and Jan 3 Public Holidays

The Federal Government has declared Monday 27th, Tuesday 28th December 2021 and Monday, 3rd January 2022 as public holidays to mark Christmas, Boxing Day and New Year’s Day celebrations respectively.

The declaration was contained in a statement issued Wednesday in Abuja and signed by the Permanent Secretary in the Ministry of Interior, Dr Shuaib Belgore.

“Minister of Interior, Ogbeni Rauf Aregbesola, who made the declaration on behalf of the Federal Government, felicitated with Christians and all Nigerians at home and in the Diaspora on this year’s Christmas and New Year celebrations”, he said.

Aregbesola enjoined Christians “to practise the doctrine of Christ, which includes but not limited to these – faith, hope and love.

“We must emulate the life of Jesus Christ in His practice and teachings on Humility, Service, Compassion, Patience, Peace and Righteousness, that His birth signifies. This will be the best way to portray Christ and celebrate his birth”, he added.

He emphasized that peace and security are two critical conditions for economic development and prosperity, urging Christians and Nigerians to make the best use of this festive period to pray for the total eradication of insecurity bedevilling our dear nation.

“Aregbesola also charged Nigerians not to be lulled into a false sense of security on COVID-19 pandemic but to note that it is increasingly assuming a very dangerous and harmful dimension with the emergence of a virulent variant, Omicron.

“This calls for deliberate responsibility and discipline on the part of all”, the Minister added.

He urged everyone to observe all the stipulated non-pharmaceutical protocols and guidelines such as wearing of facemasks, frequent washing of hands with soap and water, using of hand sanitizers and avoidance of large groups.

“Also, he urges quick report to medical authorities of any respiratory illness observed in self and others before, during and after the Yuletide.

“Speaking further, the Minister said this Yuletide calls for spartan discipline in order to prevent the spread of the virus in our community and the nation as a whole. Aregbesola says

“Moderately celebrate the festival without large groupings and observe all the protocols stipulated by medical authorities. Take it as a point of personal responsibility to prevent the spread of the virus”.

The Minister also assures that the Government has put in place effective measures for the security of lives and property and expects Nigerians to support the efforts of security agencies by providing useful information that will assist them in the performance of their duties.

“Aregbesola admonishes all citizens to remain focused and expresses confidence that the year 2022 would be a better year for us all. He wishes all Christians in particular a happy Christmas and all Nigerians a peaceful and prosperous New Year celebration”, the statement added.
