BREAKING: Senate, Reps Approve Direct, Indirect Primary In Electoral Bill

by Folarin Kehinde January 19, 2022
written by Folarin Kehinde

The House of Representatives on Wednesday approved direct and indirect primary clauses as a mode of electing candidates by political parties for general elections.

This is a return to the original provision as contained in the extant law, the Electoral Act of 2010 before the National Assembly expunged indirect primary mode.

The president rejected the bill when it was sent to him.

The rejection however compelled the House and the Senate to reconsider the bill and vote to include “direct and indirect primary” provision in the electoral bill.

The House relisted the bill and dissolved into executive session.

After returning, the House moved again into Committee of the Whole and unanimously passed the provision.

Meanwhile, the Senate has equally amended and passed its version of the bill after the Senators amended the section that compelled political parties to use only direct mode of primary for electing candidates for elections.

This came after President Buhari rejected the bill over reservations on Clause 87 which deals with the mode of primary election to be used by political parties.

Buhari had said he was prepared to sign the bill if the Clause was amended to include consensus candidates and indirect primary options to the mode of selecting a candidate for an election.

We Can’t Release 2023 Election Timetable Until Buhari Signs Electoral Bill – INEC

by Folarin Kehinde January 19, 2022
written by Folarin Kehinde

The Independent National Electoral Commission (INEC) has said that it will only release the 2023 general election timetable after the Electoral Act Amendment Bill is signed into law.

INEC Chairman, Mr Mahmood Yakubu, disclosed this Tuesday in Abuja during the commission’s first quarterly consultative meeting with political parties.

He said, “On the Electoral Amendment Bill currently before the National Assembly, the Commission is encouraged by the Senate President’s assurance to give priority attention to the Bill when the National Assembly reconvenes from its recess today, and the commitment by the President to assent to the Bill as soon as the issue of mode of primaries by political parties is resolved. We look forward to a speedy passage of the Bill, which is crucial to our preparations for future elections.

“As soon as it is signed into law, the Commission will quickly release the Timetable and Schedule of Activities for the 2023 General Election based on the new law”.

Both chambers of the National Assembly today said they will expedite actions on the bill, hinting on a possibility of expunging the controversial clause from the bill.

The controversial bill which President Muhammadu Buhari said would breed insecurity and cost relates to compelling political parties to adopt direct primaries as modes of electing their candidates for election.

Tertiary Institutions May Increase Fees As FG Asks Councils To Generate ‘More Revenue’

by Folarin Kehinde January 19, 2022
written by Folarin Kehinde

Federal tertiary institutions in Nigeria are likely to increase fees following an appeal to their governing councils to think outside the box and endeavor to generate more revenue.

The Minister of Education, Adamu Adamu, made the appeal while inaugurating the governing councils of 14 newly established tertiary institutions in Abuja on Tuesday.

Specifically, the Minister inaugurated eight new Federal Polytechnics and six new Colleges of Education.

“It is evident that government cannot provide all the funds required to run Federal Polytechnics and Colleges of Education, Councils should think out of the box and endeavour to generate more revenue, outside government allocations,” he said.

He also suggested that the governing councils could seek funding from philanthropic organizations or through endowments.

“In this regard, Councils should enlist the support of philanthropic organisations, individuals and other sources of revenue through endowment for additional funding of their institutions, he said.

The minister further warned that in the event that any of the councils are found to be corrupt or incompetent, the President would not hesitate to dissolve such a council.

The Minister urged members of the councils to imbibe best practices in carrying out their duties and congratulated them on their appointments.

Also speaking at the event, the Minister of State for Education, Chukwuemeka Nwajiuba, said the government approved the establishment of the tertiary institutions because the states where they are located previously had none.

“This government approved the establishment of additional Federal Polytechnics and Colleges of Education in State where there is none.

“Hopefully all states of the Federation and Federal Capital Territory will be covered by the end of this administration,” he said.

Why Banditry Will Not End Soon In Zamfara State – Gov Matawalle

by Folarin Kehinde January 18, 2022
written by Folarin Kehinde

The Zamfara State governor, Bello Matawalle, on Monday said that banditry in his state will not end soon because of the caliber of individuals behind it.

Recall that the Federal Government recently christened bandits as terrorists after a federal high court designated it as so.

Speaking to State House correspondents after meeting with President Muhammadu Buhari at the presidential villa, Abuja, Governor Matawalle, said there will be a marked improvement in the security situation in the state by this week despite the effort of those fueling terrorism.

According to him, President Buhari’s determination to strengthen security activities in the state will bring changes in the situation from tomorrow (Wednesday).

He debunked reports that over 200 persons were killed in the recent attacks in Bukuyyum and Anka areas of the state, saying that the victims were 58.

The Governor said that banditry should have become a thing of the past in the state if not the activities of some individuals he described as political bandits who were fueling criminality in Zamfara.

He said that he visited the scenes of the recent attacks in the state even as he accused the “political bandits” as being behind the bandying of unverified figures.

Asked what can be done to bring a permanent solution to the insecurity in Zamfara, he stated: “Well, you know when I assume duty as a governor I used so many options to bring this insecurity to a minimal level. First of all, I initiated dialogue and reconciliation between the herders and farmers and during that dialogue, we spent more than nine months without any crisis in Zamfara State. It worked.

“But unfortunately, people use politics, because they have collaborators, of course. So, they went back to those bandits, telling them that the government is not serious about this dialogue, that we did not give them anything.

“So, the bandits decided to go back to their normal businesses. That’s why I backed out from the reconciliation programme. But definitely, it worked for over nine months. But because this is something that I inherited, that has been going on for almost eight years, and you don’t expect it to end within just two years of my administration. Because it is supposed to be ongoing process.

“So, after I realized that some of them had backed out of this dialogue, then I cut off the programme. I then initiated the cutting off communications, and some logistics that used to go to the bandits from August 2011 to December 2011. And it worked too.

“But sometimes those collaborators who are usually happy with what is happening, who even jubilates when people are killed, they went back and started again, saying that the government is not serious and instigating some of the public. In fact, they even dragged me to court.

“So you see with the kind of people who have in Zamfara State, I don’t think this issue of banditry will end very soon because, already, some people are behind it. Some people are using it.

“And all they need is at least to show Nigerians that both the federal and Zamfara state governments are not serious on the issue of insecurity, despite the fact that some of them are involved in the crisis of this insecurity. But we’re doing our best.”

The governor, who disputed the figures put out as those killed in the latest terrorist attacks in the state, said he was at the State House to brief the President on the security situation in Zamfara.

He said, “I briefed Mr. President on what happened and the next action that we should take and the government is doing everything possible to make sure that we bring sanity in state.

“All the action that we have taken, we have recorded successes within just three days. And you will bear me witness after that attack, there has not been any report any banditry activities in the state until today.”

On the number of people killed recently, Matawalle explained: “Yes, I have already cleared the air about the figures because I have seen some reporting that 200 people, 300 people, 500 people were killed. But I went to the community by myself and the security agencies.

“First we went to Bungudu and we confirmed from the Emir that it was only 36 people that have been killed and two communities were razed by thisbandits. And when we went to Anka, we met the Emir, at the time we met him he gave us a list of 22 people that have been killed, making the total numbers of 58 people killed.

But as I’ve been saying there are some political bandits who have been spreading lies, rumors so that they can achieve some political gain.

“But actually it is just 58 people that have just been killed. But some people will just go to social media and be writing some figures and I have informed Mr. President of some people who think that with this insecurity they can achieve something out of it.

“Because I wonder how people will just be writing figures without having genuine information from those communities. Someone will just call a media personnel and tell him that look so so number of people have been killed in so so place.

“Some people even swear with Holy Koran that thousands of people have been killed which is grossly misleading but we know all those kind of people do not want peace in the nation but God will prevail Inshallah.”

Asked to comment on the allegation emanating from the government circle that some powerful persons including some retired military officers were behind the insecurity in the state, he said that investigation to unravel those behind terrorism was ongoing.

He said, “Well, like I said, we are still investigating those that are involved in these activities and we’ll make the public know after the confirmation of the reality of all the information that we have at hand. Because, we are working to make sure that all those who have hand in this insecurity must be brought to justice.

“Therefore, once the investigation is concluded, we’ll inform the public of the result of the investigation of what the security is doing about it.”

On his interaction with the President Buhari, he said the president assured him on action that will be taken soon to address Zamfara insecurity.

He further explained: “You know I do initiate some actions to be taken and if I initiate some actions, I do inform Mr. President, and I’ve been getting support from him.

“So, now, I initiated another option which I informed him

You know, issues of security are not something that someone should be talking on the screen of television or on the pages of newspapers, but I assure the people Zamfara State that they will see changes very soon and Mr. President is committed to bringing down this issue of insecurity to barest level

“And I assure people that we have all it takes to fight these people and he has motivated me and when we go back on Wednesday, the people will see changes because I know what we discussed and I know what is going to happen within this period.

“So, my people would be happy with the action that the federal is going to take on the issue of insecurity very soon.”

Prices of Rice will Crash After Launch of over 1Million Bags of Paddy – RIFAN

by Folarin Kehinde January 17, 2022
written by Folarin Kehinde

The Rice Farmers Association of Nigeria (RIFAN) says plans have been concluded to launch the one million bags of rice paddy stacked as pyramids in Abuja on Tuesday.

Mr Shehu Muazu, Chairman Pyramid Sub Committee, RIFAN told the News Agency of Nigeria (NAN) that the rice pyramids show that local production of food is possible.

According to Muazu, immediately after the unveiling of the pyramids, the Central Bank of Nigeria and RIFAN will allocate the rice to processors.

RIFAN in collaboration with the Rice Millers Association of Nigeria will process the rice and sell at a discounted price.

“This will lead to drastic reduction in price once it starts rolling into the market.

Our collaboration with the millers association rests on the agreement that they will sell at a discounted price to Nigerians.

“Although, we cannot talk of price in isolation as far as prices all over the world is concerned because all over the world prices of food have gone up.

“But the good news is that rice will remain the cheapest commodity as far as food is concerned due to the success recorded through the scheme,’’ he said.

Muazu also noted that the Anchor Borrower’s Programme (ABP) which is designed to assist small scale farmers is a testament to the efforts of the Federal Government in tackling food security.

“We have over one million bags of paddy rice which was collected from the beneficiaries of the ABP under the business strategy partnership.

“Benefiting farmers who received the loan which came in the form of farm inputs and cash, repay with rice paddy of same value.

The significance of this rice pyramids is to showcase the achievement of government as far as agriculture is concerned and to call on Nigerian corporations to queue into investments in agriculture.

“If the poor Nigerian farmers can do this then the rich people can do more than this,’’ he said.

On his part, Mr Njack Kane, RIFAN Africa partner, commended the Federal Government for protecting local producers of rice by banning rice importation and setting measures against smuggling.

“The Federal Government has taken a very critical decision which is to put protection mechanisms on the local producers of rice and the ban on importation of rice.

“And more recently, government has put measures in place to fight smuggling so that locally produced rice can thrive.

“Nigeria is one of the successful game changers in massive rice production. This laudable initiative will set a revolution in Africa’s agricultural sector,’’ Kane said.

NAN reports that the building of the paddy rice pyramids at the Abuja Chamber of Commerce and Industries on Airport Road, started mid-December 2021 and has been a centre of attraction for passers-by.

The rice pyramids were built with one million bags of rice paddy planted and harvested from states across the country under the CBN Anchor Borrowers’ Programme.

It was Mistake Electing Buhari as President – NEF

by Folarin Kehinde January 17, 2022
written by Folarin Kehinde

Hakeem Baba-Ahmed, the Director, Publicity and Advocacy, Northern Elders Forum (NEF), has said that it was a big mistake done in the country by voting President Muhammadu Buhari in the first instance.

Hakeem Baba-Ahmed made the disclosure while fielding questions from newsmen in Kaduna on Saturday of the meeting of Northern Leaders of Thought.

The Director, Publicity and Advocacy of NEF explained that whoever would be voted into power in 2023, should have a team in place to hit the ground running once sworn-in.

According to him, Nigeria would be in for a ride if it takes six months for a President to name his team.

Hakeem Baba-Ahmed described as unpatriotic and undemocratic the calls by a group from the south, demanding that all political parties field only southern candidates ahead of the 2023 presidential polls.

He wondered how a region would be left out from the ballots, while such parties would be expecting votes from the North.

Congratulations, Chief James Ogwu Onoja

by Folarin Kehinde January 17, 2022
written by Folarin Kehinde

I have once mentioned to Comrade Austin Okai, when the topic of Chief James Ogwu Onoja, SAN came up at a certain conversation between us, that I love the man for two key things. These two are his humanitarian works and his affable nature. This piece will center on the two qualities. I do not want to derail.

In 2021, Chief Onoja had built a block of three ultra modern class rooms in my former secondary school , the Emomoka Community Secondary School, Adam Ogugu, free of charge. A few years back, he had built a gigantic bore hole in each of the communities making up his Ofante home town.

My paternal aunt lives in Ofante. That equips me to speak a little about the water problem of the community. Any time I visited my aunt, as a little boy, I’d have to go a long distance to get some not-too-clean water for her.

We could make several the trips to and from the stream to get a reasonable amount of water that’d last her a few days after we must have gone back to Ikem. Chief Onoja I haven’t ever met in person but his work I have seen. I have used the road he graded from to make the distance between Ogugu center and Ofante shorter and smoother.

These are community projects for which he makes to claims to any entitlement as politicians are wont to do. He is a technocrat, a leader in the legal profession. One on one, he has sponsored many on scholarships to all levels of education across Igala land without discrimination in gender, origin and other mundane considerations.

Recently, Dr Saidat Lammie, an icon of the Igala heritage, posted that chief Onoja had started a foundation for young men who want to marry but lack the funds.

Each about-to-be-married Igala young man would be assisted with a substantial sum of money in order to fulfil his conjugal desires. The erudite chief caught the attention of the Igala Royal Stool, occupied by the Atta of Igala Kingdom, with his generosity and patriotism.

He was crowned the Agenyi Attah by the 26th Attah of the Igala Kingdom, His Royal Majesty, Alhaji Aliyu Obaje. He is so prominent that when a son of does anything worthwhile, he would be proud to invite the erudite lawyer and unrivalled humanitarian to be part of it.

For instance, when Mr Sunday Atata built his hotel at Ofante in 2020, the Agenyi Attah was the person to commission it. His humanitarian deeds are just too numerous to mention in one write up. I believe that Ogugu and indeed the entire Igala land should feel honoured that the much talked about Chief Onoja is from their midst.

Let us close this discussion by discussing his humility. In the midst of all his humanitarian deeds that has dwarfed the impact of grandstanding politicians across Igala land, he has never for once said he wanted to be even a political office holder.

He has humbly remained in the background and doing what he knows best; putting smiles on the faces of the despondent people. Perhaps that is what endeared him to many people in the just concluded poll on the Kogi

Humanitarian of the Year Award which he won with a land slide. With all due respect to the other nominees, his name has never been mentioned in any controversy, he is a man who has pursued his legal career rigorously with candour, dignity and integrity. He does not walk the streets with cameras in tow, a true humanitarian.

The music producer further advised Nollywood to have better scripts, adding that everything is not “religion or juju”.
