Breaking News: New UK Prime Minister emerges as rival drops out

Rishi Sunak will be named Britain’s 57th Prime Minister later on Monday October 24, 2022 after rival Penny Mordaunt dropped out of the leadership race.

Mr Sunak won the support of an overwhelming majority of Tory MPs, enabling him to claim the keys to No10.

On the day of Diwali – the Hindu festival of lights – Mr Sunak will become Britain’s first PM of Indian heritage.

Ms Mordaunt dropped out of the contest at the last minute this afternoon after she failed to secure the support of 100 colleagues.

The ex-Chancellor took an early lead in the Tory leadership race, having lost the last one to Liz Truss just weeks ago.

Within hours of Ms Truss announcing her resignation last Thursday, MPs came out in droves to support Mr Sunak.

But his chances of moving to Downing Street were dramatically slashed when Boris Johnson informally launched a spectacular come back bid.

The ex-PM left his glamorous holiday in the Dominican Republic to fly back to London and shore up support.

Tory heavyweights split between two camps, with James Cleverly and Priti Patel going team Boris, and Grant Shapps and Kemi Badenoch waving the flag for Rishi.

Over the weekend Ms Mordaunt trailed behind the pair, with only around two dozen MPs backing her campaign.

On Sunday Mr Johnson made a late night exit from the race.

The former Prime Minster insisted he had the numbers to go to a vote of the Conservative membership.

But he threw in the towel as MPs broke for Mr Sunak at a rate of more than two to one.

Breaking; US Raises Alarm Over Planned Terrorist Attack in Abuja

The United States embassy in Nigeria has warned Americans in the country to be cautious of their movement in response to elevated risk of terror attacks in Nigeria, specifically in Abuja.

In a security alert issued on Sunday, the US advised its citizens to avoid all non-essential travel or movement, stay alert and avoid crowds.

The statement read “There is an elevated risk of terror attacks in Nigeria, specifically in Abuja.

Targets may include, but are not limited to, government buildings, places of worship, schools, markets, shopping malls, hotels, bars, restaurants, athletic gatherings, transport terminals, law enforcement facilities, and international organizations.

“The U.S. Embassy will offer reduced services until further notice. Actions to Take: Avoid all non-essential travel or movement. Stay alert. Avoid crowds.

“Review your personal security plans and keep your cell phone charged in case of emergency. Carry proper identification.”

There was tension in Abuja months ago when terrorists overran the Kuje Correctional Centre and set free 800 inmates, including all the Boko Haram suspects in detention.

After that, troops of the Presidential Guards Brigade were killed in an ambush within the nation’s capital.

The Inspector-General of Police, Usman Baba, had ordered a beef up of security in the Federal Capital Territory (FCT) in order to fortify the nation’s capital against terrorists.

There have been several leaked memos of intelligence agencies on the plots to attack the nation’s capital.

Electioneering: Will political appointees listen to Buhari?

The beauty of democracy is the order it brings to bear on governance. Unlike other forms of government, democracy institutionalizes freedom and charts a clear path for the establishment and conduct of government business. Although politicians perceive elections as the preeminent segment of democracy, the reality is that there are other aspects of the system, that are more important than the selection of persons to hold political offices. Indeed, there is a school of thought which insists that the sovereignty of the people on whose behalf government is run is the basic foundation of democracy. Nothing in essence can be more important in any venture than its ownership. Therefore, any system which seeks to convert the people of a nation into the object rather than the subject of governance is not true democracy.

Another crucial feature of democracy is the rule of law which provides for equality of all citizens before the law and which abhors impunity and dictatorial tendencies. Again, for democracy to be said to exist in a country, majority rule and the protection of minority rights must also be provided for in such a country. Above all, there is the rational understanding that the purpose of democracy is the development of society and the improvement of the living standards of the people. This cannot be achieved if as is done in Nigeria, governance is permanently displaced by electioneering. Watchers of Nigeria’s democracy cannot but agree that the nation’s political class is forever consumed by arrangements for the next set of elections immediately after one set ends; thereby stultifying the growth and development of the country. It was for this reason that some analysts may have hailed last week’s warning by President Muhammadu Buhari to his Ministers and other political appointees to not abandon their duties for electioneering.

Buhari spoke last Tuesday at the closing session of the 2022 Ministerial Performance Review Retreat. He insisted and rightly too that the business of government must continue to receive the needed attention notwithstanding that the nation had entered the peak period of electioneering campaigns. Of course, the improvement of performance management as well as the coordination and implementation of presidential priorities for which the president signed Executive Order 012 on the occasion would be undermined if the attention of ministers is shared between governance and electioneering. In fact, ensuring that government business remains on course is crucial at this point because of the implication which a properly arranged performance has for the transition to another administration.
Although Buhari stated categorically that any breach of his warning would be viewed seriously, many believe that the warning was mere politics. Such cynics cannot be blamed because apart from the quiet dropping of two ministers – Mohammed Nanono and Saleh Mamman in charge of the Ministries of Agriculture/Rural Development and Power respectively in September 2021, the president is not known for sacking any minister or top political appointee. In another clime, many of Buhari’s ministers would hardly last beyond a year just as many citizens would have openly condemned governors particularly those of the ruling party who seem to cherish the excessive politicisation of their duties.

Surprisingly, President Buhari who is known for calling his party members to order whenever they derailed, did not halt the decision of his party to turn a governor who was elected to serve a state into the party’s national chairman. As we argued when it was done, the move was unconstitutional as governors were not expected to be distracted from running their states. Indeed, the reason our constitution provided for immunity for president and his vice as well as governors and their deputies was to stop Nigerians from using extreme litigation to distract them from governance. All the arguments about a political party having the power to ask any of its members to undertake certain assignments are in breach of the spirit of the constitution which requires governors to concentrate on societal development. As at today there is hardly any governor in any political party that is not engaged in such self-distraction for political consideration. It is in fact a major reason why governance is weak in Nigeria.

Against this backdrop, last week’s warning by the president to all his appointees to ensure that government business remained thriving is a step in the right direction though some analysts might see it as feeble because it was the third time this year that top political office holders have been so directed to remain dutiful. It will be recalled that some six months back, the federal government had formally directed those of them nursing political ambition to resign their appointments so to avoid divided loyalty. The Secretary to the Government of the Federation Boss Mustapha who issued the circular clarified that the directive affected “all ministers, heads and members of extra-ministerial departments, agencies and parastatals of government, ambassadors as well as other political appointees.” Again, when some ministers picked party nomination forms to run for elective offices, they were directed to stay in office or resign. The ministers of Science and Technology, Education (state) Niger Delta Affairs and Transportation duly resigned while others such as those in charge of Justice, Petroleum (state) and Labour stayed back.

If the real purpose of the occasional directives was to prioritize governance, it is difficult to see why any cabinet minister should be allowed to serve in the ruling party’s presidential campaign council when other members of cabinet such as vice president Yemi Osinbajo and SGF Boss Mustapha were rightly excluded from the list. Labour and Employment Minister (state), Festus Keyamo should similarly be excluded. If done it would offer ample time and opportunity for the president to use all (not some) of his appointees to assiduously supervise the completion of his legacy projects. In the case of Minister Keyamo in particular, the rising unemployment in the land clearly suggests that his schedule of engaging more hands in the special public works in our rural areas should be revived and expanded. The engagement of 774,000 Nigerians under the scheme should not be abandoned because it is a visible and worthy investment policy. Apart from the utility value of the digging and clearance of rural feeder roads and irrigation canals, the advantage of continuing to ensure that such a large number of citizens are gainfully engaged even on an ad hoc basis cannot be overemphasized.

In any case pulling out top political appointees to join the electioneering campaign team of the ruling party is not what should bother government at this point in time. Combative campaigns across the nation in the form of inter party attacks is a more problematic development that requires immediate action. The other day, the National Chairman of the Labour Party, Julius Abure, was forced to cry out over what he described as coordinated attacks on members of the party in Ebonyi, Enugu Lagos and some other states of the federation. At about the same time, the PDP claimed that her members were attacked by party thugs in Kaduna. INEC has since condemned the development and vowed to take up the matter with the leadership of the political parties.

Government should exercise greater control on law enforcement agencies that ought to prevent and or combat violent campaigns. The continued violence at campaign rallies and other political venues places a dark spot on law enforcement. The show of force exhibited at the Lekki toll gate last week to stop an otherwise peaceful protest which democracy permits would have made more sense if directed at political thugs. Instead law enforcement agents are habitually absent at venues of political violence making it appear that they had been compromised to look the other way during such lawlessness. It is time for government to sanction those in charge of law enforcement wherever violent campaigns occur.

World Food Day: USAID, FMARD, others collaborate to ensure food security in Nigeria

The United States Agency for International Development, USAID in collaboration with the Federal Ministry of Agriculture and Rural Development, FMARD including other development partners have joined forces together toward boosting nutritious food and ensure food security in a view to reducing malnutrition in Nigeria.

USAID Technical Advisor, Advancing Nutrition Project, Mr. Michael Daniel Evashoyan, made this assertion on Thursday in Abuja at a training workshop organised by the FMARD, USAID and other donors to mark the 2022 World Food Day.

Daniel, who said the door is widely opened for other donors to support the advancement of food system for the purpose of enhancing food security and nutritious food in Nigeria, revealed that USAID Advancing Project has trained over 10,000 farmers in Bauchi, Kebbi and Sokoto states.

He also stated that they are currently generating data to support programming and intervention, adding that effort by some federal ministries, USAID Advancing Nutrition project and others are on the high gear to ensure that there is food security and nutrition foods for average Nigerians.

“USAID Advancing Nutrition project, is currently working in Kebbi, Sokoto and Bauchi states, we are trying to incorporate the Federal Capital Territory, FCT as well as Ebonyi state. The choice of these states is the function of nutrition data that is publicly being published by NDHS.

In his remark at the event, the Permanent Secretary, Federal Ministry of Agriculture and Rural Development, FMARD, Dr. Ernest Umakhihi, thanked the donor partners, especially USAID Advancing Nutrition, Global Alliance for Improved Nutrition, Harvest Fields, HarvestPlus and Eat Safe Project of USAID, for their relentless efforts and support to Nigeria with a view to making sure that Nigerians consume wholesome and nutritious meals for healthy living and increase productivity.

He said that the health and economic crises imposed by Covid-19 pandemic has exacerbated the tendencies for the vulnerable household to consume less nutritious foods leading to increased health burden of millions of vulnerable households during and after the pandemic.

The Permanent Secretary stated that in response to the United Nations Assembly calls on ensuring access to safe and nutritious food for all, the FMARD in collaboration with other key partners in the food system will continue to promote nutrition sensitive agriculture in order to address malnutrition in all ramifications.

He said, “To this effect, we are committed to taking necessary steps and actions to ensuring access to safe and nutricious food, boost nature-positive production and building resilience to vulnerabilities.”

Umakhihi asserted that the Federal Ministry of Agriculture and Rurul Development is also giving support to the vulnerable households to produce nutricious food at the household level.

He said this arrangment is aligns closely with the “Operation Feed Yourself Summit” adopted in the last UN Food System as a veritable tool and food safety tool, ensuring unfettered access to nutritious and safe food at both household and community levels.

“The World Food Day celebration provides another opportunity for participants to brainstorm and share their experiences on how best farmers can improve on their livelihoods and nutritional status as they produce and consume safe and nutritious meals.” he said.

Apostle Johnson Suleman Escapes Death As Gunmen Attack Convoy

Armed men on Friday attacked the convoy of the General Overseer of Omega Fire Ministries, Apostle Johnson Suleman with some members of his team reportedly killed.

The Cleric was said to have returned from a trip outside the country and was heading to Auchi in Edo State when his convoy was ambushed along the Sabingida, Warake area of the state.

According to reports, the attack claimed the lives of some police officers and others on the convoy.

Suleman was said to have escaped the attack with the help of an individual.

Meanwhile, the state’s police command has expressed move to ascertain the actual cause of the incident and brief the public on subsequent development.

This attack came about a month after speculations of the presence of the Islamic State in West African Province (ISWAP), swept the internet when a patrol vehicle belonging to security operatives was set ablaze.

But the police command refuted the claims, stating that the incident was a reprisal by irate youths against the police for killing their gang member.

2023: Miyetti Allah Endorses Atiku, Dumps Tinubu

As campaigns for the 2023 general elections continue to gain momentum, the Miyatti Allah Cattle Breeders Association of Nigeria (MACBAN), has declared their support for candidates of the Peoples Democratic Party (PDP) at all levels.

Making their positions known in Sokoto, the state Chairman of MACBAN, Alhaji Muhammadu Magaji Gabuwa Silame said their decision was premised on the failure of the APC led federal government.

Mahammadu Magaji who spoke through his deputy, Alhaji Umaru Abdullahi Wababe assured that they will mobilize their members across Sokoto and Nigeria to ensure victory for PDP candidates.

Wababe spoke during a brief ceremony to receive members of Miyatti Allah from Wurno Local Government Area, who defected from APC to the PDP

Collaborating the position of Wababe, the Chairman of Miyatti Allah Cattle Breeders Association, Wurno Local Government Chapter, Ardo Shehu Suleiman said they had previously voted APC out of ignorance, adding that they have realized their mistakes hence decamping to PDP in order to vote APC out of office.

A statement by the Publicity Secretary of Sokoto’s PDP, Hassan Sahabi Sanyinnawal, said the association further commended Governor Aminu Waziri Tambuwal for his numerous people oriented projects and programmes.

Receiving the decampees, PDP state chairman, Hon. Bello Aliyu Goronyo, assured them of equal treatment. The state PDP chairman further appealed to Miyetti Allah members to use their wealth of experience and embark on door-to- door campaigns towards ensuring that all the Fulani herdsmen and women vote for PDP candidates at all levels.

Dignitaries, who also witnessed the defection in Sokoto include,
Commissioner of Commerce and Industries, Alhaji Bashir Gidado, Wurno Local government Council Chairman, Hon. Abubakar Arzika and PDP Chairman Wurno Local Government, Hon. Yusuf Marafa Wurno, among others.

Kogi State & Dangote Impasse: Stakeholders calls for Dialogue, Amendment of Mining Act

Stakeholders under the auspices of the Federation of Nigerian Mining Host Communities (FNMHC) has call for a meaningful dialogue, understanding and peaceful resolution of the conflict currently brewing between Kogi State Government and Dangote Cement Company Ltd.

FNMHC in a joint statement on thursday noted that It is imperative that peace reigns even if for the fact that it is the host communities and not any of these two giants
that will suffer a conflict of such magnitude if it were left to continue.

Explaining, FNMHC stated that they have watched with dismay the repeated violations of the rights of mining host communities and have repeatedly advocated a more comprehensive and totally robust approach to the way the mining of solid minerals is
conducted in the country with the imperative to put the needs, wishes and aspirations of the mining communities foremost with the aim of strengthening sustainable mining host communities in Nigeria.

According to them, they believe that the recent events have served as a reminder once again, that where there are
mining companies (manufacturing companies) in any community, it is necessary to keep possible
conflicts at a minimum.

Similarly, FNMHC stated that the amendment of the mining act which is long overdue when amended would reduce the conflict as some safeguards against conflicts are strongly worded in the Nigeria Minerals and Mining Act (NMMA), which they agree is long overdue for review but is nonetheless very relevant today.

“It is our fervent request that it does its utmost best to have the amendment of the Act concluded and
effected before this Government leaves the leadership saddle”.

Continuing, they said while private companies are encouraged to explore commercial exploitation
activities in host communities, there must be honest and diligent scrutiny of;
A. Environmental Impact Assessment (EIA) activities and ensure that these companies
actually carry out this EIA as a prerequisite to obtaining operational mining licenses.

Also, Community Development Agreements, (CDAs) and whether it is drafted in the best
interests of the host communities is key; it becomes imperative to the sector
regulators to ensure that the letters of the CDAs are being strictly adhered to.

“We wish to call on stakeholders in the mining industry to set up a template for arriving at people-centric CDAs and give room for a wide spectrum of stakeholders per community, to determine and negotiate what is best for them instead of allowing a
few individuals to pocket the destinies of the unborn generations coming behind them”.

They however assured of the commitment of the Federation of Nigerian Mining Host Communities, (FNMHC) to the ideals
expressed herein is total and unwavering and shall continue to be at the vanguard of our collective citizenry.

God responsible for floods across Nigeria, not Cameroon: FG

The Minister of Water Resources, Suleiman Adamu, said that God is responsible for floods that have submerged various parts of the country, plunging communities into unparalleled devastation for the third week continued.

Speaking at his ministry’s budget defence conference on Wednesday, Mr Adamu said rainfall constitutes 80 per cent of the flood crisis across the country and not the Lagdo dam in Cameroon as insinuated by some quarters.

“All these stories I’ve been seeing on social media, I just laugh because they are misleading. The contribution of the Lagdo dam to flooding in this country is only one per cent. Sometimes they release the water without notice and when they do that, it has an impact on communities downstream.

“But it is not the main reason we have floods in this country — 80 per cent of the floods in this country is water that we are blessed with from God from the sky,” he said.

Although Mr Adamu said that Cameroonian authorities have not been entirely honest with the Nigerian side on the opening of the dam and release of water, he maintains that Cameroon cannot be blamed for the flood and that there is no feasible end in sight to the crisis.

“This year’s flood, I can assure you, we cannot blame it on Cameroon, to be sincere. We’ll continue to have floods on the river Niger and Benue basins. We signed the MOU with the Cameroonian authorities, but since then, every year, it is the Nigeria Hydrological Services Agency (NIHSA) that calls them, ‘what is your level in Lagdo?’ “Even this one when he called them, I was communicating with the DG NIHSA,

I said, ‘what’s happening in Cameroon?’ He said he has been calling them, and they said they had not released any water, but they said they would inform us. Finally, they said they would inform us tomorrow, they didn’t inform us; they informed us 24 hours after they had released the water.

“They did the same thing two years ago, I wrote to the minister of foreign affairs, and Nigeria had to write a protest letter to the Cameroonian authorities that they did not inform us. It was after our rains had gone down, suddenly we saw floods in Adamawa area, and we were asking them.

For two weeks, they were denying that they had opened the reservoir. Of course, it didn’t go to the confluence, it was limited to the areas of Adamawa state and Taraba. Because, as I said, the contribution to the flood by Lagdo dam is not so high.”

According to figures released by the National Emergency Management Agency (NEMA), more than two million people have been affected by the flood, with over 500 deaths. Several communities have also been cut off from trade and food supply due to a lack of access to their communities.

Breaking: Buhari Sacks NDDC Administrator

President Muhammadu Buhari has sacked Effiong Akwa as the sole administrator of the Niger Delta Development Commission (NDDC).

A statement issued on Thursday by the spokesperson of the Ministry of Niger Delta Affairs, Patricia Deworitshe, said Mr Akwa’s sack, which has been approved by Mr Buhari, takes effect from 20 October.

The ministry supervises the activities of the NDDC.

The statement said Mr Akwa was appointed interim administrator for the duration of the forensic audit into the operations of the commission and that the audit has been concluded, apparently justifying his removal.

“President Buhari has also approved the constitution of a new Management Team and Governing Board of the NDDC in line with Section 5(2) of the NDDC Act, 2000.

“The names of the nominees for the new management team and Governing Board are to be transmitted to the National Assembly for approval,” the statement said.

Army Arrest NIMC Officials Over Registration of Foreigners As Nigerians In Niger Republic

Nigerian troops have arrested two officials of the National Identity Management Commission (NIMC), who had visited the Gagamari Internally Displaced Persons (IDPs) camp in the Niger Republic to register non-Nigerians.

This was disclosed on Thursday by Major General Musa Danmadami, Director of Defence Media Operations, during the military’s bi-weekly press briefing at the Defence Headquarters in Abuja.

“On 13 October 2022, troops in conjunction with the Nigeria Police and NIS (Nigeria Immigration Service) operatives intercepted 2 suspected fake National Identity Management Commission (NIMC) officials. It was revealed that the suspects had visited Gagamari IDP camp in Niger Republic to register non-Nigerian in the IDP camp.

“Items recovered from the suspects include National Identification Number (NIN) registration machine, printing machine, laminating machine, a computer tracking machine and a generator set among other items,” Danmadami said.

He added that “during the weeks in focus, 31 suspected Boko Haram/Islamic State of West Africa Province members were neutralized, while 10 were arrested and 2 civilians rescued”.

“Furthermore, a total of 366 Boko Haram terrorists and their families comprising 23 adult males, 112 adult females and 231 children surrendered to troops at different locations within the theatre.

All recovered items, arrested terrorists, logistics suppliers and rescued civilians have been handed over to the appropriate authority for further action while the surrendered Boko Haram/Islamic State of West Africa Province terrorists and their families are being profiled for further action,” he added.
