Despite Security Challenges, Buhari Approves N134bn Security Allowance for Military Veterans

by Folarin Kehinde November 16, 2022
written by Folarin Kehinde

The President, Major General Muhammadu Buhari (retd.), has approved N134.7 billion for the payment of Security Debarment Allowance to all military veterans.

Buhari, who revealed this at the launch of the 2023 Armed Forces Remembrance Day Emblem and Appeal fund, announced the donation of N10 million to the Nigerian Legion, on behalf of the Federal Government.

The News Agency of Nigeria reports the inauguration of the Emblem Appeal fund preceded the meeting of the Federal Executive Council.

Buhari pledged the Federal Government’s commitment to the welfare of veterans by ensuring prompt payment of their pension and other entitlements, which had been demonstrated by his approval of the payment of SDA to veterans with effect from 2017.

“However, in order to capture all veterans hitherto excluded from the payment of the SDA, I have approved a review of the effective date of the Manual of Financial Administration for the Armed Forces of Nigeria 2017.

“Accordingly, I have also approved the sum of N134,749,953,243.69 only for that purpose,” he said.

President Buhari also expressed delight that the Defence Health Maintenance Limited was living up to expectation in providing healthcare services to the veterans, noting the expansion of the reach of their services through the establishment of Zonal and State offices.

He promised that government would continue to prioritise the provision of quality healthcare services to veterans and citizens at large.

The president also commended the efforts of the Nigerian Armed Forces in confronting banditry, kidnappings, molestations and killing of innocent citizens head-on, saying that these “vices alien to our culture” are on the decline.

According to him, normalcy is gradually returning to some affected parts of the country due to the methodical approach and increasing military campaign to decimate subversive elements involved in destructive activities, such as “in the insurgency in North East, militancy in the Niger Delta”.

He also lauded the efforts of the military in addressing ethnic and religious tensions in some communities.

He assured Nigerians that the federal government would continue to reposition and strengthen all security agencies to enable them surmount the security challenges in the country.

The president called on business enterprises to appreciate the sacrifice of servicemen and gallant troops by extending support to them in form of discounts and rebates upon purchases and services rendered.

This, he said, would act as a morale booster to members of the Armed Forces and assist them in carrying out their statutory responsibilities.

President Buhari reiterated that he would hand over ”a Nigeria that is free from insecurity to the next generation of leaders.”

He expressed confidence that with the gallantry and sacrifices exhibited by men and women of the Armed Forces in the campaign against insurgency and other Internal Security Operations, “the nation will be returned to normalcy as we continue to battle decisively, all the security challenges.”

The president commended Governors who are Patrons of Veterans in their respective states for their support of the Nigerian Legion.

Buhari urged government’s agencies at the Federal and State levels to continue to patronise the services of the Nigerian Legion Corps of Commissionaires in the provision of security and other administrative services.

Nigerian legislators in Canada: For what?

by Leading Reporters October 2, 2022
written by Leading Reporters

Nigerian politicians have in the last few months been preoccupied with arrangements to select flagbearers to represent their political parties in the 2023 general elections which are some 3months away.

As usual, rancorous party primaries tore the parties apart with governance placed on recess in both the executive and legislative arms of government.

But not many Nigerians would have imagined that in the heat of political contestations, some legislators would successfully arrange to give themselves a jamboree outside the shores of the country in what is popularly known as study tours where huge sums of money are expended.

But it happened as Speakers of State Houses of Assembly across the country took-off to Canada to gain some knowledge on the intricacies of lawmaking and general governance.

The tour has since ended and the delegates are back home but not without controversies.

Reading through one foreign newspaper the other week, I found a report on how the visiting Nigerian state legislators were engulfed in a scuffle with some Nigerians living in Canada.

The story was that one or two diaspora members had gone to the hotel where the legislators were lodged to hand-over to them a protest message to be delivered to President Muhammadu Buhari in Nigeria.

Among other things, the protest message was said to have been informed by the long drawn-out strike by university teachers which had kept students at home for about 7months. The newspaper report had blamed the diaspora members for going to a hotel to harass guests adding that the police should have picked them up because the guests were entitled to their peace. Well, not much details could be gathered to make informed comments on how the so-called scuffle began and ended.

It is however important for public officials who expend tax payer’s money on foreign trips to be exceedingly tolerant of the bitter disposition of the diaspora. Such privileged tourists should find time to serve as representatives of government wherever they find themselves.

The ordinary citizen, usually with a huge sense of deprivation sees every public official as part of the oppressors, no matter how far away the official might be from the super occupants of the corridors of power.

In the instant case, the legislators should have included in their programme, a meeting for the exchange of ideas with some select members of the diaspora, at the Nigerian Embassy. For a well-publicized study tour of Nigerian legislators to begin and end without a plan to meet with Nigerians who are on ground at any foreign location can hardly go down well with citizens. Even if it was a private visit, there would still be the expectation that government officials have a duty to account to the people. In truth, it is not too much to warmly accept a protest letter for onward delivery to the appropriate authorities.

On the other hand, diaspora groups should desist from thinking that they have a right to assault any public official they find visiting the country where they live. However, the conflict between our tourist-speakers who went to Canada and some Nigerians they met there is really not the issue of interest to this column. A more important subject is the objective of the study tour which was arranged to hold at the tail end of the current legislative year. While it is conceded that every form of knowledge is useful, it is unfair to use public funds to seek personal pleasure under the guise of searching for knowledge. It is true that Canada is a leading commonwealth nation from where ample knowledge can be gained but the programme organized for our legislators in that country appeared pedestrian. It was not a study visit to legislative bodies in Canada but a workshop which did not involve real Canadian legislators. The resource persons were essentially some generalist-panellists.

Besides, the duration of the study was confusing. Whereas it was advertised to be a-7day programme, the disclosed agenda hardly filled more than 2 days. Indeed, the organizers titled it “the Institute on Governance’s two-day learning program for the Delegation of Nigerian Legislators to provide a learning opportunity on the legislative processes in government in Canada.” The first day, that is, September 19, 2022 was to focus on providing an overview of Canada’s Westminster Model of Government, Orders and Accountability while the second day was to cover what was described as flash lights on the Judicial System and Election Process in Canada. The social aspect of the programme was put at the end of the first day where a reception was to be used to recognize the Nigerian Delegation on its visit to Canada with officials from Global Affairs Canada and the office of the High Commissioner of Nigeria to Canada in attendance.

It would also appear that some effort was made to colour the tour with more value than it deserved. A message reportedly sent by Prime Minister Trudeau to the opening session referred to a 7-day programme for National and State legislators from Nigeria. But would such a message have come if Trudeau’s office was properly informed that the programme was for a group of speakers of state legislatures only? The answer would no doubt be in the negative because Trudeau is not likely to be pulled to address a conference of provincial legislatures. It would be worse if the office of the Canadian Prime Minister got to know the condescending personality of the average state legislator in Nigeria. In fact, if many Nigerians in Canada had heard of the programme, they would have publicly discredited it as a medium to attract dubious estacode earnings.

Against this background, not many analysts would be convinced that whatever our state speakers learnt in Canada can stop them from continuing to operate as stooges of their state governors – a view which some legislators themselves had opined in the past. For example, when in May 2015, the then Senate President, David Mark, was invited to address newly elected lawmakers at an induction course organized by the National Institute for Legislative Studies, his main point was that since 1999, “legislators at the state level had reduced themselves to mere stooges of governors.” In the days when Imo state legislators cherished impeaching their successive deputy governors, Mike Iheanetu, representing Aboh Mbaise admitted that his colleagues across the country were in a banana state in which they conscientiously serve as stooges to their respective governors. In Kogi state, legislators were probably in that mood when they still impeached their deputy governor after a panel set up by them found him not guilty of the charges he was accused of.

In a veiled attempt to rationalize the behaviour of state legislators, Efa Esua, who represents Calabar Municipality in the Cross River State House of Assembly had argued that neither the legislature nor the Judiciary has autonomy and independence. In his words, “when you don’t have autonomy, why won’t you be seen as a rubber stamp? Even to drink water you will wait and depend on the executive. We largely depend on the executive arm of government to get money and survive.” But can pursuing doubtful foreign programmes redress the situation? Is it not better for state legislators to focus more on introspection for reforms so as to come out strongly as the nation grows democratically?

Honestly, our legislators must shelve their propensity to be undemocratic. They need to know that whereas democracy is a game of numbers in which the majority would always have its way, they ought not to clamp down heavily on the minority for exercising the freedom to have a say. It was therefore wrong for the Bauchi state house of Assembly to have in 2012 suspended Rifkatu Samson Danna representing Bogoro Constituency of the state for voicing out her peoples’ opposition to the ‘unconstitutional’ transfer of the headquarters of Tafawa Balewa Local Government Area from Tafawa Balewa town. The Kwara state legislature was similarly wrong last year to have suspended, Jimoh Agboola, the only member of the opposition in the 24-member House over comments deemed critical of Governor AbdulRazaq-led administration. These narratives can be stopped without visiting Canada.

Group raises alarm over plans to ‘empty’ the National treasury by serving political office holders

by Leading Reporters September 2, 2022
written by Leading Reporters

A group, League of Patriots has raised alarm over what it described as plans by public office holders serving under President Muhammadu Buhari-led government to empty the treasury through fictitious expenses.

The group said it has information that most serving ministers, director generals and other political appointees have perfected plans to sweep the treasury using newly floated companies as well as that of their proxies.

According to information exclusively obtained by LeadingReporters, top management officers of NNPC, Ministry of Finance, Ministry of Interior, Ministry of Humanitarian Affairs and Ministry of Foreign Affairs and agencies under them have been fingered in these accusation.

The group, according to its spokesman said that they have been following events and information in all the MDAs as it relates to the activities of the top management staff and they have information which greatly suggests an impending financial disaster that would be occasioned by last minutes looting of the treasury by outgoing political office holders.

Rising from a meeting in  Austin Texas, the group spokesman Andrew Madaki said that membership of the league are drawn from patriotic Nigerians mostly within the ICT industry.  Madaki said they have placed surveillance on some companies, some financial institutions and individuals who are mostly likely going to serve as a conduit for this illegal transfers and unpatriotic act.

The group says they have alerted Interpol, Financial Action Task Force FAFI,  USA Department of the Treasury,  and other local and international anti-laundering organizations and agencies.

After Spending over 100 Days in Kidnappers Den, Freed abductee Pledged Support for Buhari

by Folarin Kehinde August 6, 2022
written by Folarin Kehinde

One of the released abductees from the Abuja-Kaduna train attack, Hassan Usman, has maintained that he is still a strong supporter of the president, Major General Muhammadu Buhari (retd.).

Before his release on July 25, Usman, a lawyer and his wife, Amina were among the passengers abducted during the attack on March 28, 2022.

Usman, who spent over 100 days in captivity was among the kidnap victims seen in a viral video where they were tortured by the terrorists.

Speaking with ICIR, Usman admitted that though he was still a supporter of Buhari, his administration has scored “below average” in terms of security.

He said, “I am still a strong supporter of Buhari but in terms of security, I can score this government below average.

Because one of their major responsibilities is to see that the lives and property of citizens are being guaranteed by the government.

“But as it is now, I can say that the government has failed woefully in that area. Despite the huge resources allocated for security in Nigeria, there is nothing to write home about.”

Speaking about his experience, Usman said, “It has been a bitter experience I must say. Since when we were captured, we had to walk long miles for almost three days before we reached a camp where we were detained for close to four months and being there is a bitter experience actually.”

“Because since we arrived at that camp, we have been sleeping on bare ground for most of the time. Come rain, come sunshine, we have been there. Mosquitoes and reptiles and snakes were biting us for a very long time.

“We have killed more than 10 snakes and some other reptiles like scorpions or what have you.”

Buhari Seeks International collaboration to Tackle Insecurity

by Folarin Kehinde August 3, 2022
written by Folarin Kehinde

President Muhammadu Buhari on Tuesday in Abuja commended collective efforts of nations towards tackling security challenges across the globe, and within Nigeria, urging more collaboration to check terrorism, banditry and insurgency.

He spoke at the Presidential Villa while receiving Letters of Credence of Canadian High Commissioner to Nigeria, Ambassador James Kingston Christoff and Ambassador of Mexico to Nigeria, Juan Alfred Miranda Oritz.

Buhari told the diplomats that successes in taming insecurity had been recorded through collaboration across borders, and more could be achieved.

“The devastating effect of global insecurity, climate change and the post COVID-19 era has devastated global economies. Nations continue to struggle to recover from these multiple global challenges.

“The ongoing war between Russia and Ukraine has undermined the progress countries have achieved in tackling food security in the last decade. While, the political instability in Libya continues to fuel terrorism in the Sahel, as well as scuttle democratic sustenance in both West and Central African regions.

“Nigeria is not left out of the equation, as we are fighting to rid our country of banditry, kidnapping, herder/farmer crisis and insurgency. We are, however, making meaningful progress with the support of friendly countries like yours to sustain these fights until we overcome these challenges,’’ he said.

At the regional level, President Buhari said Nigeria had been working with other Member-States of ECOWAS and other regional blocs, to deal with the problems of terrorism, trans-border crimes, maritime crimes such as piracy and illegal fishing on our waters, illicit drug and human trafficking, banditry, as well as unconstitutional changes of government.

“I believe that matters of security have become the business of all nations as these challenges go beyond the abilities of any single country to effectively contain.

“The world must, therefore, work closely together and Nigeria counts on your support in cementing the relations between our countries at both bilateral and multilateral levels to surmount these global threats to civilization,’’ he stated.

The President urged diplomats to monitor political developments in the country, leading to the 2023 elections, but remain true to their professional ethics of non-interference.

He also noted that Nigeria was drawing closer to its national elections and candidates representing their parties at different levels were beginning to build consensus within their respective parties in preparations to the launching of campaigns across the country soon.

“As the drums of campaign begin to rise, I urge you to be guided by diplomatic practice to ensure that your activities remain within the limits of your profession as you monitor the build-up to the elections and the conduct of the general elections,” he said.

The President further advised the diplomats to focus on building on the successes of their predecessors.

“The task before you require you both to build on the successes of your predecessors and further make efforts in the expansion and advancement of the cordial bilateral relations and cooperation between Nigeria and your respective countries. These relations as you all know, span across political, socio-economic and cultural spheres, that have overtime benefitted our peoples.

“I am confident that, in carrying out your diplomatic responsibilities in the course of your tour of duties, you will spare time to appreciate the uniqueness and strength in our country’s cultural diversities, in terms of both human and natural resources, as well as the flora and fauna across the country,’’ he said.

According to him, the cultural diversity of Nigeria “represents our pride as a nation and identity as a people,’’ while urging the diplomats to also build friendship and acquaintances in the course of their stay in the country.

In his remarks, on behalf of the ambassadors, the Canadian High Commissioner thanked the President for the ceremony of accepting the Letters of Credence.

“Today marks formal beginning of our engagement with the government of the Federal Republic of Nigeria. We will work closely with ministers and officials to start a progressive relationship,’’ Christoff said.

Nigeria’s insecurity: One impeachment not enough

by Leading Reporters July 31, 2022
written by Leading Reporters

By Tonnie Iredia

Over 80 senators across political parties and a majority of House of Representatives members, have reportedly agreed to begin impeachment proceedings against President Muhammadu Buhari, if the growing insecurity across the nation persisted beyond the next six weeks. It was a rather stern ultimatum given by the federal legislators on the eve of their departure to a 2-month vacation. Anyone who thinks the legislators are ready for a hard time with the executive needs to take a second look at their subsisting posture which portrays them as members of a rubber stamp legislature.

They actually showed the turf they are made up of when in line with their feeble outlook, they allowed as long as six weeks for the presidency to make amends not withstanding that they had had cause more than once to show ample frustration over the prosecution of the fight against insurgency and every form of insecurity in the land.

Senator Call To Impeach President Buhari

No empirical reason was given for how the ultimatum of six weeks was arrived at; making it appear that it was influenced by their desire to avoid a disruption to their vacation. With the rash of attacks which led to several killings in the last few weeks, one would have expected the representatives of the people to put off their vacation for now so as to squarely face the severe issue of widespread fear and anxiety in the nation. It was an error of judgment that the legislators kept to their schedule of incessant vacations at this crucial point.

Time there was when Nigerian legislators cut short their vacation to deal with what they often called “urgent matters of national importance” even though such matters were essentially always about their welfare. So, not many people are able to comprehend why our legislators faithfully go on vacation as if it is one of their critical functions.  Besides, the same legislators do not only enjoy every public holiday, they usually go away for weeks before and after every holiday for which  other public officers enjoy no more than the two days officially declared for it

The National Assembly has a constitutional right to follow the impeachment process it is threatening to invoke and we are not anxious to dispute their power but if the recent tough talks end up only as half-hearted sermons, the legislature would merely place the nation in jeopardy. To start with, it is difficult to understand why the minority leader of the House of Representatives, Ndudi Elumelu was begging his colleagues to take advantage of their long holiday to stay away from what has become the highly unsafe Abuja. The plea no doubt unveils many posers.

First, was Elumelu encouraging legislators to abandon Nigerians who have no option but to stay in the location?  Second, bearing in mind that there is hardly any safe place today, where precisely would legislators who buy the plea head to? On at least two occasions, in the last couple of weeks, the city of Owo in Ondo state has been attacked twice. In Niger state, the media reported no fewer than 12 villagers abducted last Tuesday by suspected gunmen in Shaddadi village in the Mariga Local Government Area of the state.  Would legislators leave Abuja for any of these volatile areas or would those of them from Enugu state prefer to go home to nearby Ozalla town where the Actors Guild of Nigeria raised alarm the other day of the alleged kidnap of two veteran film stars who had gone missing after they left a movie location in the state?

If Elumelu’s plea to legislators is taken as a joke, from a leader not generally given to frivolity, many analysts would be on the same page with  Idris Wase, Deputy Speaker who accused the minority leader of playing politics with the lives of citizens. However, Wase’s sharp reaction is a sign that at the appropriate time, disagreements may as usual displace the seeming consensus of legislators on the nation’s grave insecurity.

Indeed, many of them would stay away from voting as they did during the crucial issue of the bill on electronic transmission of election results. Some other lawmakers might choose to pay lip service to the so called impeachment proceedings by supporting it during debates and rejecting it during voting as they did while considering the numerous pro-women bills. Already, in spite of the claim by Senator Smart Adeyemi that the impeachment threat was bipartisan, at least one member of the House of Representatives from Imo state, Chike Okafor has vowed that lawmakers of the ruling All Progressive Congress APC will resist any attempt to impeach the president by those he described to be grandstanding just to be noticed by their constituents

This unpredictable disposition of some legislators to the subject was already visible within the National Assembly on the day of the threat. Senate President Ahmad Lawan, was not comfortable with the subject and objected to its discussion on the floor of the senate. About seven other senators, that reportedly included Opeyemi Bamidele and Gabriel Suswam were also said to have shared Lawan’s sentiment. It was perhaps the unpredictable environment created by their ambivalence that influenced the reaction of the presidency to the impeachment that those behind the threat were merely “performative, babyish and playing to the gallery.” The reaction can hardly be dismissed as every wrong the legislators wish to blame Buhari for, exposes their own unquantifiable contributory negligence. A National Assembly whose leadership stated unequivocally from the beginning that they would approve whatever the president presented to them cannot be seen at this point to be isolating the same president. If impeachment is an option, it cannot affect only one side.

There is much for which the nation can justifiably blame the legislature concerning the worsening insecurity in our clime. More often than not, this column has had to berate our legislature for the simple reason that its power to check the executive is hardly done with the interest of the nation in mind. Huge sums of monies were appropriated for the military to combat insecurity with no evidence that the funds were used for the purposes for which they were approved. How come the relevant committees of the National Assembly were never able to use oversight to identify lapses in military spending? The former service chiefs under the leadership of General Gabriel Olonisakin were accused by many of misappropriation of funds, yet it was only after the team left office that legislators started summoning their successors to appear to brief them on the state of affairs. Even the opportunity our lawmakers had to interrogate the team during their screening for their new appointments as ambassadors was frittered away in pursuit of shadows.

The legislature also distracted the president many times especially in its passage of convoluted budgets. It became so much that at the signing of this year’s budget,, Buhari was constrained to openly condemn what he described as “worrisome changes” to the budget by the National Assembly. The changes amounted to N378.9 billion covering   460 duplicated items inserted in the budget – a figure that has 144 items more than the 316 items inserted in last year’s budget. To make matters worse, many of the projects were surreptitiously placed under MDAs that have no bearing with them. For example, the sum of N67.8 million for the construction of “Gun Armouries” was found in the budget of the Ministry of Environment which is not a security organization. Interestingly, the blame game is never extended to the unwholesome initiatives of those that have a final say in the preparation of the budget

It is true that Nigerians have endured enormous pains in the last few years. It is also true that as the overall boss of the nation, the president ought to take much of the blame on the basis of vicarious liability. But considering that much of what has gone wrong in Nigeria is criminal, no one can be held to account for the crime committed by others. This is why the current threat of impeachment of the president is too narrow. Nigerians should clamour for the removal of all conniving public office holders.

Tackle Insecurity Urgently Or We Will Impeach You: Senators To Buhari

by Folarin Kehinde July 28, 2022
written by Folarin Kehinde

Over 80 Senators yesterday have agreed to impeach President Muhammadu Buhari if nothing is done about the insecurity plaguing the nation lasts in Six weeks.

The Senators involved cut across multiple party lines and ethnicity. They were united in their anger about the rising insecurity in the nation which the President had tackled in a babyish manner.

According to the Senators, they have given the president all that he needed to tackle the security challenges but that the issue kept getting worse even in the Federal Capital Territory (FCT), the seat of power.

The decision was taken after their respective closed-sessions before the commencement of plenary, presided over by the Senate President, Ahmad Lawan, who also charged the security agencies to do more in order to stop the terrorists and the Deputy Speaker, Hon. Idris Wase.

After the closed-door meeting, the Senate President blocked move by the lawmakers to present their resolutions on the impeachment of Buhari over insecurity at plenary, a development which angered the Senators, who consequently staged a walkout to address the Senate Press Corps.

“At the closed session, we agreed to give him (Buhari) an ultimatum of six weeks after which we will impeach him. But the Senate President blocked us.

“Nowhere is safe in Nigeria, even Abuja. Urgent steps need to be taken and we left the chamber because we’ve given the President six weeks to resolve the issue or we impeach him.

“We’ve given all the appropriations, resolutions and the support he needs. Our next line of action is to impeach him,” the Senate Minority Leader, Senator Philip Aduda, told journalists on behalf of other Senators.

But the presidency last night reacted to the reported move by the Senate to commence impeachment moves against President Buhari, and advised the senators to stop playing to the gallery like their counterparts in the United States, otherwise, staging a walkout was performative and babyish.

At the same time, the federal government, has said it was currently working round the clock to bring the country’s security situation under control.
