REA, NDDC partner to boost electricity in Niger Delta

The Rural Electrification Agency (REA) and the Niger Delta Development Commission (NDDC) have partnered to boost electricity in the Niger Delta region.

REA Managing Director/Chief Executive Officer (MD/CEO), Dr. Abba Aliyu, made the announcement on Wednesday via a post on his official X account, saying that “partnership is powerful but partnership backed by action is transformational”.

“Yesterday, the Rural Electrification Agency and the Niger Delta Development Commission formalised our collaboration with the signing of an MoU (Memorandum of Understanding), an important step toward closing the electricity access gap across the Niger Delta,” Aliyu said.

He stated that this is more than a document, calling the MoU a clear statement of readiness from the NDDC to move decisively in delivering reliable and sustainable power to communities that have waited too long for stable electricity.

According to him, the Niger Delta is central to Nigeria’s economic story, and its development must be supported by infrastructure that enables productivity, enterprise, and dignity.

Aliyu seized the opportunity to thank the Managing Director of NDDC, Chief Dr. Samuel Ogbuku, for his strong leadership and commitment in bringing this collaboration to life.

“His resolve to ensure that this partnership translates into real impact on the ground is commendable,” Aliyu said.

“This marks the beginning of sustained, coordinated action. Together, we will align resources, planning, and execution to ensure that communities in the Niger Delta are not just connected but empowered.”

NDDC, Ibom Air Seal Pact to Boost Regional Aviation Hub Prospects

Partnership between the Niger Delta Development Commission (NDDC) and the Ibom Air of Akwa Ibom State may lead to emergence of a regional aviation power in the Niger Delta.

It could help to boost the aircraft fleet in Ibom Air and maybe other emerging airlines in the oil region and help air patronage in travel and hire services, thus creating a strong hub in aviation in the region like in Lagos.

This as Samuel Ogbuku, managing director of the NDDC, has urged fleeing businesses and investments to head back to the oil region. He has also called on indigenes of the region to think of investing in the region first, regretting that the trend on ground is investing outside the region.

On collaboration, the NDDC re-emphasised the importance of strategic collaborations through the Public-Private Partnerships (PPP) arrangement to drive sustainable development in the Niger Delta region.

Ogbuku stated this during a meeting with the management of Ibom Air led by George Uriesi, the Chief Executive Officer, at their headquarters in Uyo, Akwa Ibom State.

Ogbuku led a delegation that included Victor Antai, the Executive Director (Projects), Ifedayo Abegunde, Executive Director (Corporate Services), Abasiandikan Nkono, the Akwa Ibom State Representative on the NDDC board, and other directors of the Commission.

The NDDC boss observed that the engagement was part of the Commission’s ongoing commitment to strengthening PPPs that pave the way for landmark infrastructure projects and boost investor confidence.

He stressed that collaboration would expedite the growth and development of the Niger Delta region, noting that the NDDC was partnering with the Delta State Government and Chevron Nigeria Limited on the 70.75 km Omadino-Okerenkoko-Escravos Road and bridges in the Warri North Local Government Area of Delta State.

Ogbuku recalled that the partnership between the Shell Petroleum Development Company of Nigeria Limited and the NDDC facilitated the construction of the 25.7 km Ogbia-Nembe Road.

He added that the Commission was currently collaborating with the Nigeria Liquefied Natural Gas (NLNG) on the construction of the Okrika-Borikiri Road and bridges project, the Kaa-Ataba Road and Bridge, and the Bonny Ring Road

NDDC urges IOCs to defray over $700m outstanding debt

The Niger Delta Development Commission (NDDC) has appealed to International Oil Companies (IOCs) to defray the $700 million debts they owe the commission.

The Managing Director of the commission, Samuel Ogbuku, made the appeal during a virtual media tour of the commission’s projects in the Niger Delta region and sensitisation engagement with media executives across the country.

Mr Ogbuku, represented by the commission’s Executive Director of Projects, Victor Antai, said the debt spanned more than 24 years.

He said that paying the debt would help the commission to tackle the enormous developmental challenges confronting the region.

He said that the present NDDC’s board and management were genuinely committed to changing the poor perception of the commission in the region.

“We are presenting a new NDDC that is dedicated to implementing several interventions aimed at enhancing and transforming the lives of the Niger Delta people.

“The completion and inauguration of previously abandoned legacy projects are a demonstration of our determination to build on the successes of past NDDC boards and correct their mistakes.

“However, for us to realise our objective of transforming the Niger Delta, we require the support of all stakeholders, including the IOCs,” Mr Ogbuku said.

He also said that the NDDC board had adopted a triple ‘T’ (Transiting from Transaction to Transformation) strategy to actualise its regional mandate.

“We are very committed to ensuring that this time, NDDC truly makes a difference for the betterment of our people.

“The recent inauguration of five mega projects in Abia, Akwa Ibom, Bayelsa, Edo and Ondo States is a testimony of the new passion with which the commission is delivering on its mandate,” he further said.

Leading the media executives through a virtual tour of NDDC projects, Mr Antai, said that the commission constructed and rehabilitated 5,141.3 kilometres of roads across the region.

According to him, the commission has also built 42 bridges, 87 jetties and numerous hydraulic structures across the nine NDDC states.

“NDDC has also installed 3,806.15 kilometres of distribution lines and 527 transformers; deployed 56,786 solar streetlights and constructed and rehabilitated 678 water schemes in communities in the region.

“The commission has reclaimed 427.16 hectares of land for development; awarded 2,323 foreign postgraduate scholarships and constructed and rehabilitated 924 schools and 1,571 hostel rooms.

“On healthcare, NDDC has built 142 health centres and hospitals, equipped six with modern facilities; while in Agriculture we built a rice mill in Elele, Rivers, among others,” Mr Antai said.

He expressed the commission’s intention to undertake big-ticket projects in the region.

President Bola Tinubu has appointed board members and a management team for the Niger Delta Development Commission (NDDC).

According to a statement by Ajuri Ngelale, presidential spokesperson, on Tuesday, Chiedu Ebie was appointed the chairman of the board of the commission while Samuel Ogbuku is the managing director and chief executive officer (CEO).

FG orders NDDC to resume suspended scholarship scheme

The Minister of Niger Delta Affairs Umana Umana has ordered the Niger Delta Development Commission (NDDC) to resume the commission’s scholarship scheme suspended some years ago.

It was gathered that Umana gave the directive during a two-day retreat for senior staff of the NDDC and the Niger Delta Ministry, which ended in Abuja at the weekend.

An official of the ministry, who spoke in confidence, said Umana vehemently kicked against suggestions to scrap the scheme and insisted that it would be sustained, expanded and reviewed to eliminate all forms of corruption in the system.

The source said Umana wanted a scholarship scheme that would be home driven with a special focus on Nigerian universities.

“The idea is to retain the scheme and make it home-based instead of the usual practice of sending beneficiaries abroad to study courses offered in Nigerian universities.

“Foreign scholarship scheme will not be totally removed. But it will be de-emphasised. Niger Delta students will no longer be sent abroad to study courses offered in Nigerian universities.

“The commission can only sponsor interested scholars overseas
to study only special courses that are not found in our universities. Therefore, Umana has ordered the commission to review and relaunch the scholarship scheme.”

The source said other far-reaching decisions were taken at the retreat to reposition the NDDC in harmony with the recommendations of the forensic audit report.

He said it was resolved that NDDC would henceforth streamline its projects against the current practice of awarding many jobs in one fiscal year.

“Henceforth, the NDDC will work closely with the National Assembly to ensure that projects are streamlined. Projects that had been completed would be inaugurated and the commission will also stop issuing emergency contracts”, he said.

He said there was also hope for the contractors, who had finished their jobs but had yet to receive their money as a decision was reached that the commission should focus on clearing its debts.

The source said: “It was also agreed the NDDC should cancel all projects that had been awarded but the contractors refused to mobilise to their sites. The money for such projects will now be used to complete other abandoned projects.

“The forensic audit report is being implemented in phases. The area that concerned the National Assembly had been sent to the lawmakers. The areas that concern the anti-graft agency have also been directed to them.

“A staff audit has also been ordered to ensure proper placement of workers and retirement of those directors due for retirement. The Niger Delta stakeholders should expect a new NDDC that responds to their yearnings under the current minister”, he said.
