Tinubu vows to end reliance on loan

President Bola Tinubu has reiterated his commitment to end Nigeria’s over-reliance on borrowing to finance public spending.

Speaking at the inauguration of the presidential committee on fiscal policy and tax reforms on Tuesday, August 8, the president said the committee is in line with his promise to remove all barriers impeding business growth in Nigeria.

The committee which was set up on July 7, 2023, is chaired by Taiwo Oyedele, a tax and fiscal policy expert.

The committee, which comprises experts from both the private and public sectors, is responsible for the various aspects of tax law reform, fiscal policy design and coordination, harmonisation of taxes, and revenue administration.

Noting that the consequences of the ongoing failure of tax regime is real and significant, Tinubu vowed to raise Nigeria revenue.

The inability of the government to efficiently raise revenue has led directly to an overreliance on borrowing to finance public spending,” Tinubu said.

“A government that cannot properly fund itself will also lack the flexibility or fiscal scope to sensibly manage the economy or respond to external shocks.

“Instead, debt service begins to consume an ever greater portion of the government’s already meagre revenues.

“This traps the economy in a vicious cycle of borrowing simply to service previous debt and leaves almost no scope for socio-economic development.

“As President, I am determined to end this cycle. On the day of my inauguration, I promised that my administration would address all of the issues impeding investment and economic growth in Nigeria.

This promise is why I saw an end to the fuel subsidy.

It is the reason the Central Bank has called an end to its multiple exchange rate system under my watch.

“It is for the same reason we gather here today to inaugurate the Presidential Committee on Fiscal Policy and Tax Reforms

Why Akpabio left Keyamo’s screening for villa – Senate spokesperson

Yemi Adaramodu, the Senate spokesperson has revealed the reasons the Senate President, GodsWill Akpabio, on Monday, left for the Villa to see President Bola Tinubu during the screening of now-confirmed Festus Keyamo.

Speaking on Tuesday, August 8 on Channels Tv, Adaramodu stated that Akpabio had gone to the Villa to discuss issues on security as it relates to Niger Coup.

The motion to suspend the screening was initiated by Senator Darlington Nwokocha.

Accusing Keyamo of disrespecting the ninth National Assembly and leveling allegations of corruption against the previous administration, the deliberations resulted in a rowdy session after which Akpabio called for an executive session.

However, minutes later, the Senate President was spotted at the Villa.

Giving the reason for Akpabio’s presence at the Villa, Adaramodu explained that the (Senate) President stood up yesterday to go to the villa, not because of Festus Keyamo or any screening, there had been a prior invitation of the Senate President and the leadership of the Senate to the Villa based on the security situation, especially the coup d’etat in Niger Republic.

“There had been a meeting scheduled for 2:30 pm yesterday (Monday), but during the screening, we had already eaten into the time that the Senate President should have gone there.

“It was a security meeting. By the time he left around 3 pm to 3:30 pm, he could not come back until around 4 pm, but some people mistook it that he was summoned to the villa because of Festus Keyamo.

“Keyamo was just one out of 48 nominees that were screened, so one person cannot generate such a concern for the villa to be inviting the Senate (leadership) to the villa.

”Asked if the three nominees would still be confirmed, he said.

“The questions raised about them is an ongoing issue, so once the Senate is satisfied, if we need to invite them to the chamber for reconfirmation and screening, we will do that.”

When asked if the Senate would be satisfied to clear the nominees even if security (agencies) were not satisfied, Adaramodu said.

“If the security agencies are not satisfied, Senate cannot be satisfied. So, it depends on what security and the person that nominated them says.”

FG to Spend over N50bn in Maintaining President Tinubu’s Cabinet Members

The Federal Government is to spend over N5bn in the next four years maintaining the members of the cabinet of President Bola Tinubu, Leading reporters has learnt.

President Tinubu had set the record for the highest number of ministerial nominees in Nigeria’s Fourth Republic since 1999.

The 48 ministerial nominees appointed by Tinubu is six ministerial nominees more than the 42 appointed by former President Muhammadu Buhari in 2019.

During his first term in office, Buhari had appointed 36 ministers. In his second term, he increased the list of ministers to 42.

Two weeks ago, Tinubu had nominated 28 people that were cleared by the senate to be ministers in his cabinet.

Last Wednesday, the president also sent another list of 19 other nominee, making a total of 47 cabinet members. Few days ago, he replaced the name of a ministerial nominee from Kano state with another nominee and added Festus Keyamo to the list to make it 48.

Recall that in 2011, Jonathan appointed 33 ministers into his cabinet with nine of them inherited from the administration of the late President Umar Yar Adua.

Before then, Yar Adua had in 2007, created a 39-member cabinet which is made up if 32 men and seven women.

During his tenure as Nigeria’s President, former President Olusegun Obasanjo appointed 42 ministers into his cabinet in 1999. However, he later did a review and reduced the number of ministers to 40.

An analysis indicate that on the implication of Tinubu’s decision to appoint 48 ministers and 20 Advisers showed that it will cost the Federal Government over N5bn to maintain them.

Based on the Remuneration Package for Political, Public and Judicial Office Holders obtained from the Revenue Mobilization, Allocation and Fiscal Commission, a minister’s monthly salary is fixed at N650,135.99. This translates into a total of N7.801,640 per annum.

A breakdown of this amount showed that the basic salary of a minister is pegged at N2,026,400 per annum, motor vehicle fueling N1,519,800, personal assistance N506,600, domestic staff N1,519,800, entertainment N911,880, utilities N607,920, monitoring N405,280 and newspapers N303,960.

The N7,801,640 annual salary for a minister does not include other allowances approved for them by the RMAFC.

These allowances are accommodation of N16.20m for four years, furniture N6.079m, severance gratuity N6.079m. leave allowance of N0.81m and motor vehicle allowance of N8.1m.

Speaking on the high governance cost, a developmental Economist, Afeez Balogun said there is need to reduce the members of the cabinet as this show that the government is willing to implementation the Stephen Oronsaye committee report.

He said, “There is need to reduce the size of the federal cabinet through amendment of the Constitution to ensure that federal ministers do not exceed 15 in number and also limit the number of assistants and advisers to the President to a reasonable number.”

He also urged the government to reduce the number of members on each of the governing boards or councils of all agencies, parastatals and commissions to not more than seven.

He said the membership and composition of boards and commissions should be based on merit and competence.

Job racketeering: former federal character commission’s staff admits taking bribe, indicts chairman

A former Integrated Payroll and Personnel Information System desk officer at the Federal Character Commission, Haruna Kolo, accused of collecting bribes from job seekers in exchange for employment has owned up to the allegation.

Noting that he received over N75m from desperate jobseekers on the instructions of the Chairman of the FCC, Kolo claimed that the FCC boss instructed him to transfer the money to his (Kolo) personal account and pay her in cash which he did a couple of times in her house

Disclosing the revelation at the ongoing investigative hearing by the House of Representatives ad hoc committee investigating federal ministries, departments and agencies, parastatals and tertiary institutions on mismanagement of the IPPIS, the ex-IPPIS desk officer told the lawmakers that he resigned from FCC on November 2, 2022 to join the Asset Management Corporation of Nigeria but ended up getting salaries twice from FCC.

He added that the anomaly was reported to the Human Resource Officer who told him that the issue would be addressed.

He said, “When she came to FCC as the Executive Chairman, she appointed me as a protocol officer and I carried out my duty diligently.

On the allegations of job racketeering, the FCC Chairman instructed me to liaise with one Mr Shehu, who is a personal driver and Personal Assistant to the Taraba State Commissioner. As a desk officer, I was responsible to take whoever was employed to IPPIS for capturing.

No one could go there without a letter from the Chairman or Human Resource Officer of the FCC.

“When she came, she wrote a letter to the Accountant General of the Federation, instructing that no letter from the FCC should be honoured except she signs the letter.

So, whenever there was new employment, she signs, gives to me and I take it to the Accountant General’s office for capturing.

“Shehu is the one that brought those who paid money to my account for job, some paid N1m, others N1.5m, all to my personal account, my Ecobank account. She asked me to give cash to her, which I did through POS. So, there is no evidence of transfer.

“On the allegation of working at seven places, I was never at any time involved in seven jobs. They are making the allegation based on assumption.” He stated.,

“The second allegation on my subsequent employment at AMCON was a result of her personal favour to me. We were four in number, and she gave the appointment letter to me, Kadijah, and Olushola.

“We all proceeded for an interview at AMCON headquarters in Abuja after which we were called upon for training on the 16th January 2023.

“After the training, Olushola and I were called to Lagos. Unfortunately, Kadijah, who is the chairman’s biological sister, was rejected. The Chairman accused me of being responsible for her rejection.

“I see no reason why (sic) the chairperson would make allegations of such magnitude against me. I have been threatened even at gunpoint and had to leave Abuja.

“Sir, I want this committee to know that after this sitting if anything happens to me, the FCC chairperson should be held responsible, ” Kolo added.

Responding, the chairman of the committee, Yusuf Gagdi, promised to do every possible to unravel the truth and make the same available to Nigerians.

“This committee will not sit down and watch taxpayers’ money being embezzled.

“I know why we were asking Kolo to give us evidence and we know why we were deferring this sitting for other witnesses alleged to have had financial dealings with the FCC.

“Kolo will appear here tomorrow (Tuesday). We are calling the other witnesses. We will allow you to do your work. Whoever is found wanting will answer his father’s name, including Kolo Haruna,” he said.

The committee adjourned sitting till Tuesday, August 8.

BREAKING: El-Rufai, Danladi missing as Senate confirms 45 nominees

The name of the immediate past governor of Kaduna State, Nasir el-Rufai was on Monday missing from the list of the ministerial nominees confirmed by the Senate.

Also missing on the list was the name of Senator Abubakar Danlandi from Taraba State and former Nexim Bank, MD, Stella Oketette (Delta State).

The Senate after the screening exercise which took place about them a week approved and confirmed a total of 45 out of the 48 nominees sent by President Bola Tinubu.

There were couple of petitions including those sent by Senator Sunday Karimi (APC, Kogi West) were presented against the former governor during the screening.

The lawmaker representing Kogi West, during the ministerial screening, moved against the former Kaduna State governor.

Karimi, after El-Rufai’s presentations, stood up and told the chamber that he had a petition written against the former governor over the issue of insecurity in Southern Kaduna.

He said, “Your performance in any office you find yourself in the country has been outstanding. In the bureau of public enterprises, your record is there, in FCT as a minister, your record is there, and as two-time governor of Kaduna state, you did well.”

Raising a brown envelope, Karimi further stated, “But, I have a very strong petition against you that borders on security, unity, and cohesiveness of the Nigerian nation.

“And I think that the petition has to be considered in this screening exercise.”

Karimi then proceeded to lay the petition before Jibrin Barau, the deputy senate president, who was presiding over the screening exercise at the time.

Barau in response said, “I don’t know if you followed the normal process, but this is the opportunity for nominees to explain and showcase themselves, later we will come to confirmation and approval.”

Other senators commended el-Rufai, noting that the former governor is competent enough to be a minister.

Also, the lawmaker representing Kaduna North, Ibrahim Kalid, said he and his two colleagues from the state, as well as all the residents, are in support of el-Rufai’s nomination as minister.

Meanwhile, after making his presentation, the Senate President at the plenary refused to take the petition, leveled against the former governor and said a number of petitions were submitted against a number of the ministerial nominees.

Akpabio said, “This is not the place to consider petitions, we will sit with the petitions later and refer them to relevant authorities.
“Please, take a bow, my brother.”

FG withdraws suit against labour, NLC may suspend strike

The Federal Government has backtracked and withdrawn its contempt suit filed against leaders of the Nigeria Labour Congress and the Trade Union Congress for organising a nationwide anti-subsidy protests on August 2, 2023.

The development came on Monday,August 7 after the Federal Ministry of Justice sued the organised labour leaders for allegedly disobeying a court order barring them from leading the nationwide protest.

The National Industry Court had stopped the organised labour from going on strike but human rights lawyer and counsel to the organised labour, Femi Falana, insisted the union could proceed on the protest.

On Wednesday evening, the organised labour met with President Bola Tinubu and reached an agreement to end the one-day protest.

This came with agreements that the Federal Government would approve labour awards and expedite the implementation of subsidy palliative.

Despite the agreement the Ministry of Justice sued the organised labour for court contempt, a development that angered labour leaders who later announced plans to begin a nationwide strike on August 14.

However, the Federal Ministry of Justice on Monday said the government had backtracked from going ahead with the contempt suitThe ministry, in a letter dated August 7,2023, and addressed to the Nigeria Labour Congress through their counsel, Femi Falana SAN, said the contempt proceedings filed against the congress for embarking on a nationwide protest last Wednesday was no longer valid.

The letter, signed by the Permanent Secretary, Beatrice Jeddy-Agba, stated that the ministry filed the contempt proceedings before the interventions of the President and the National Assembly.

The letter, addressed to NLC’s counsel, Femi Falana read, “ The attention of the Federal Ministry of Justice has been drawn to the Communique issued by the Nigeria Labour Congress on 3 August 2023 wherein NC announced the suspension of its nationwide protests and criticised the contempt summons issued by the National Industrial Court (*Court”), amongst other issues.“

Kindly recall the exchange of correspondence between the Ministry and your Office on the need for compliance with the extant court orders, restraining industrial action of any kind on the part of the Nigeria Labour Congress and Trade Union Congress.

The position of the Ministry was informed by the need to safeguard the integrity of the court and prevent avoidable service disruption or damages to public facilities.

“However, despite these exchanges/interventions, the labour unions on 2nd August 2023 proceeded with the industrial action through public protests which led to disruption of work and the eventual pulling down of the gate of the National Assembly. The foregoing prompted the Ministry to initiate contempt proceedings by filing Form 48 on the same 2nd August 2023 in accordance with Section 72 of the Sheriffs and Civil Process Act and Order 9 Rule 13 of the Judgment (Enforcement) Rules.”The letter further read, “

Upon the intervention of His Excellency, President Bola Ahmed Tinubu and the decision of the labour unions to call-off their industrial action after meetings with the President and leadership of the National Assembly, this Ministry did not proceed further with the contempt proceedings, which would have required the issuance of Form 49 within two days of the issuance of Form 48.

Coup: Niger Republic Gets Prime Minister

Nearly two weeks after the military took over power in Niger Republic, the coup plotters have named former economy minister Ali Mahaman Lamine Zeine as the country’s new prime minister.

A spokesman for the military junta made the announcement on television late on Monday night.

Lamine Zeine was formerly the minister of economy and finance for several years in the cabinet of then-president Mamadou Tandja, who was ousted in 2010, and most recently worked as an economist for the African Development Bank in Chad, according to a Nigerien media report.

At the end of July, the military ousted the democratically elected president Mohamed Bazoum and suspended the constitution in the country of 26 million inhabitants.

Under Bazoum, Niger had been one of the last strategic partners of the West in the fight against the advance of Islamist terrorists in the Sahel.

An ultimatum from the West African community of states ECOWAS to the coup plotters to reinstate Bazoum expired on the weekend.

Otherwise, ECOWAS would take measures that could include force, the ultimatum said.

The prime ministers of the ECOWAS member states will now meet in Nigeria’s capital Abuja on Thursday to discuss how to proceed.

EVP Gas at NNPCL foresees revenue surge through gas commercialization in Nigeria

Mohammed Ahmed, the Executive Vice President of Gas, Power and New Energy at the Nigerian National Petroleum Company Limited (NNPCL) has said that upcoming gas projects in the country will generate a lot of revenue for the government through taxes and royalties. 

He said this in an interview last week during the NNPCL program; Energy and You, airing weekly on the Nigerian Television Authority (NTA) Network. 

According to him, Nigeria is aiming for gas commercialization through various projects that will see the populace making use of gas for industrialization, cooking and auto use, as opposed to flaring it. 

He said the NNPCL is working to ensure that those who produce the gas will have visibility as to the revenue they will get from their investments and customers will also be sure that once they begin to use gas, there is affordability and sustainability.    

He said: 

  • “The gas, power and new energy directorate in the Nigerian National Petroleum Company Limited’s basic objective is to ensure the commercialization of our gas assets across the country and this is not only for the domestic market but for exports. 
  • “In doing that we also have the new energy attached to it, we look at renewables and hydrogen, and all these come together to form what we call the energy transition mix.  
  • “Our focus is to ensure that there is gas availability, sustainability and affordability across the country.”  

According to him, there are various projects that are expanding the horizon of gas supply in the country, through functioning infrastructure that will take more gas into the domestic market.  

He said: 

  • “The Ajaokuta-Kaduna-Kano (AKK) gas pipeline corridor for instance has three major power plants, the minimum of which is 900 megawatts (MW), these power plants are aimed at sucking up available gas, putting it into use and generating power. 
  • “This will go a long way to ensuring that industries and factories that are facing the challenge of energy availability, will be happy to suck up the energy from these power plants.”  

He also spoke about upcoming gas projects like the Assa North Ohaji gas project.

He said that the project has the capacity to produce Liquefied Petroleum Gas (LPG), thereby making firewood as cooking fuel a thing of the past in the country.  

He also said that the project will help to further commercialize the gas that is available in the domestic market. Note that in its latest clean cooking report, the International Energy Agency (IEA) stated that LPG as a cooking fuel in Africa has gained some ground in countries like Kenya, and Nigeria.  

However, a lack of natural gas storage and distribution systems in many urban areas in Africa, makes LPG a lower-cost solution than building new pipelines.    

During the interview, Mr. Ahmed said that the NNPCL has received several requests from developed and developing countries who wish to collaborate with NNPCL, to produce liquefied natural gas (LNG) in Nigeria. 

This is because Nigeria Liquefied Natural Gas Limited is incapable of converting all the country’s gas into LNG.  

According to him, several gas projects will help transition Nigeria from a petrol-dependent country to a gas-dependent country. 

Note that this has been the aim of the government from the administration of former president Muhammadu Buhari who signed off on the decade of gas initiative in 2021.

BREAKING: Senate okays the appointment of the 45 out of 48 ministerial nominees

The Senate has approved the appointment of 45 out of 48 ministerial nominees sent to the chamber by President Tinubu.

The nominees were screened and approved on Monday, August 7, 2023.

Among those whose nomination was approved are Olubunmi Tunji-Ojo (Ondo) and Nyesom Wike (Rivers).

The screening of the nominees began on July 27, 2023, when Tinubu sent the first list of 28 nominees to the Senate.

Six days later, the president forwarded an additional 20 names to make the total number of ministerial nominees 48.
