Gabon New Leader Vows ‘Free’ Elections After Transition

General Brice Oligui Nguema, who led a coup last week that toppled Gabon’s 55-year-old ruling dynasty, took the oath of office as interim president on Monday, promising “free, transparent and credible elections” to restore civilian rule but without giving a timeframe.

He also vowed to amnesty political prisoners, in a speech in which he insisted the coup had saved Gabon from bloodshed after elections that were “obviously loaded.”

Oligui, head of the elite Republican Guard, last Wednesday led officers to detain President Ali Bongo Ondimba, scion of a family that had ruled the oil-rich central African nation since 1967.

The ousting came just moments after Bongo, 64, was proclaimed victor in presidential elections — a result branded a fraud by the opposition.

In a speech after taking the oath of office, Oligui said the promised elections would be the stepping stone to “handing power back to the civilians,” although he did not specify any date.

He said he was seeking the participation of all of Gabon’s “core groups” to draft a new constitution, which “will be adopted by referendum.”

Oligui, 48, wearing the red ceremonial costume of the Republican Guard, also said he would instruct “the future government… to consider ways of amnestying prisoners of conscience” and “facilitating the return of all exiles” from abroad.

BREAKING: Sanwo-Olu Resends Rejected Nominees’ Names To Lagos Assembly For Confirmation

Following the rejection of 17 cabinet nominees by the Lagos State House of Assembly, Governor Babajide Sanwo-Olu, has sent a fresh list to the House.

The Speaker of the House, Rt. Hon. Mudashiru Obasa, on Monday, called on the 12-man ad-hoc committee, which screened the previous nominees to take charge of the list and report back to the House by Thursday.

It was learnt that nominees earlier rejected by the state assembly, including the former Commissioner for Health, Prof. Akin Abayomi, and former Commissioner for Information and Strategy, Gbenga Omotosho, made the new list.

“Some of the nominees have their documents with you, and you can reach out to the new nominees. I want you to be thorough and do the needful while carrying out this exercise,” The Speaker of the House, Mudashiru Obasa, told the committee in charge of screening the nominees.

Shock! as Goat gives birth to half-human-half-kid in Kwara

A female goat (nanny) has reportedly delivered a half-human, half-goat (kid) at the Adigun-Oke community in the Ifelodun local government area of Kwara state.

The Tribune gathered that the incident happened last Wednesday evening as people rushed to catch a glimpse of the shocking discovery in the backyard of the house where the goat was delivered.

According to the wife of the owner of the female goat, Aishat Umar, who spoke in Hausa, the female goat actually gave birth to two kids, saying that one was a complete goat while the other was in human form, except for the ears and the hands.

Also speaking on the incident, one of the community leaders in Adigun-Oke village, Pa James Adeoye, said that people were just seen rushing to see the astounding discovery, adding that one of the creatures has hair all over the body just like a goat, while the second looks exactly like a human being, without hair but with teeth like a human being.

It was also gathered that the kid, who looked like a human, died just after it was delivered and was immediately buried by the owner, Umar, when he returned from his farm, while the nanny goat was busy taking care of the other kid.

The community leader, who said that the nanny goat had produced kids before the incident, added that it had never given birth to such a creature and that the people had never witnessed a human being mating with a goat that could lead to such an astonishing incident.

One of the residents of the area, Mr Lukman Onaade, said that the incident was surprising to every villager, as well as people from neighbouring communities, who, he said, thronged the Adigun-Oke community to witness the incident.

He said that those who had never known or visited the Adigun-Oke community before had come to the village since the incident happened to confirm whether it was true that a goat could give birth to a human being.

The nanny goat and the kid are still alive, while the one in human form has died and been buried.

NLC Strike: Bank Union orders Shutdown from Tuesday as Nationwide strike begins

The National Union of Banks, Insurance and Financial Institution Employees has directed a total shutdown of the financial sector for two days starting from Tuesday, September 5.

The directive is in compliance with the warning strike notice issued last week by the Nigerian Labour Congress.

In a notice issued by the NUBIFIE Secretary General, Mohammed Sheikh the Union directed all it’s zonal councils to comply with the directive of the NLC.

It reads, “In line with the communique issued after the meeting of National Executive Council (NEC) of the Nigeria Labour Congress (NLC) held on Thursday 31st August, 2023 that all affiliates should direct all its members to commence two days’ withdrawer of services from Tuesday & Wednesday the 5th & 6th September, 2023.

“The directives is imperative to get the needed attention of government and warn it of its new found love of meddling in the internal affairs of unions rather than address the punishing economic circumstances we find ourselves.

“We hereby direct all our organs to comply with this directive by ensuring all our members stay off duties for the two days.Your corporation in this regard will be appreciated.”

The NLC had last week declared a two-day warning strike over the hardship faces by Nigerians following the fuel subsidy removal.

The fuel subsidy was removed on May 29 during the inauguration of President Bola Tinubu.

The Congress had on August 2 staged a nationwide protest over the subsidy removal.

The Union had also warned that it would embark on a nationwide strike if the Federal Government does not revert to the old fuel price.

This will be the first strike to be embarked upon by the union three months after fuel subsidy was removed.

Ambrose Alli University ban SUG for protesting against 75% tuition fee increase

The Ambrose Alli University, Ekpoma, Edo State has dissolved the Student Union body over a protest staged by the students against a 75 per cent fee hike.

The school said that by staging the protest, the students violated the school rules and regulations.

The University management therefore directed that the Student Union Officials submit “all union properties in their possession to the Security Division within 48 hours,” announcing that the union is hereby banned.

The student had staged a peaceful protest staged at the school entrance over a 75 per cent school fee increment on Thursday and Friday which the school alleged disturbed school activities.

The management revealed this in an internal memorandum issued on Friday, September 1, 2023, ordering the immediate dissolution of the students’ union for allegedly flouting the school’s provision of Section 19, subsections (h) and (I) rules and regulations enshrined in the Student Information Handbook.

Explaining that it is not out of place for students to stage a protest by exercising their right, however; “it is paramount to emphasise that there are laid down procedures to be adopted, which are clearly defined in the Student Information Handbook.”

The Union said, flouted the provision under subsection (1) of the provision, which states that “without any form of ambiguity, the organisers of demonstration must ensure that there is no disruption or obstruction of educational and other activities of the University including administration, lecture, tutorial and other related events.”

The University management, according to the memorandum, noted that the union officials illegally shut down the University main gate, causing a halt in academic activities, creating security tension in addition to disrupting the service organised in remembrance of Late Rev. Professor Moses Isunu Ailemen “which had been scheduled to take place at the International/Students Conference Center on 1st September 2023.”

The statement read partly, “To this end, the Student Union, Ambrose Alli University, Ekpoma has completely flouted the provisions of Section 19, subsections (h) and (i) of the rules and regulations enshrined in the Student Information Handbook. Under subsection (1), it is clearly stated, without any form of ambiguity, that the organisers of the demonstration must ensure that there is no disruption or obstruction of educational and other activities of the University including administration, lecture, tutorial, and other related events.

“Consequent on the above, the entire Student Union, Ambrose Alli University, Ekpoma is hereby dissolved and stands dissolved.

“The Student Union officials should return all union properties in their possession to the Security Division within 48 hours.”

SERAP Sues Tinubu Over Ban Of 25 Journalists From Covering Presidential Villa

Socio-Economic Rights and Accountability Project (SERAP), has sued President Bola Ahmed Tinubu for “the unlawful ban and withdrawal of the accreditations of 25 journalists and media houses from covering the Presidential Villa.”

The Federal Government allegedly recently revoked the accreditations of some 25 journalists who had been covering events in the Presidential Villa in Abuja.

LEADING REPORTERS understands that the affected journalists were instructed to turn in their accreditation tags at the Presidential Villa’s main gate.

In the lawsuit, the Federal High Court in Lagos under the case number FHC/L/CS/1766/23, SERAP asked for “an order to direct and compel President Tinubu to reverse the revocation of the accreditations and ban on 25 journalists and media houses from covering the Presidential Villa.”

SERAP is seeking: “an order of perpetual injunction to restrain President Tinubu or any other authority, person or group of persons from arbitrarily and unilaterally revoking the accreditations of any journalists and media houses from covering the Presidential Villa.

“a declaration that the withdrawal and revocation of accreditation tags and ban on the journalists and media houses from covering the Presidential Villa without any lawful justifications is inconsistent with the rights to freedom of expression, access to information, participation, and media freedom.”

In the suit, SERAP is arguing that: “If not reversed, the arbitrary ban on the journalists from covering the Presidential Villa would open the door to other cases of arbitrariness and would restrict people’s right to freedom of expression, access to information, participation, and media freedom.

“The withdrawal of the accreditations of the journalists is without any lawful justifications. It is inconsistent and incompatible with plurality of voices, diversity of voices, non-discrimination, and just demands of a democratic society, as well as the public interest.”

“The ban on the journalists from covering the Presidential Villa fails to meet the requirements of legality, necessity, and proportionality.

The media plays an essential role as a vehicle or instrument for the exercise of freedom of expression and access to information – in its individual and collective aspects – in a democratic society.

“The existence of a free, independent, vigorous, pluralistic, and diverse media is essential for the proper functioning of a democratic society.

“The free circulation of ideas and news is not possible except in the context of a plurality of sources of information and media outlets. The lack of plurality in sources of information is a serious obstacle for the functioning of democracy.

“The exercise of the right to freedom of expression through the media is a guarantee that is fundamental for advancing the collective deliberative process on public and democratic issues.

“The strengthening of the guarantee of freedom of expression is a precondition for the exercise of other human rights, as well as a precondition to the right to participation to be informed and reasoned.

“Under the Nigerian Constitution 1999 [as amended] and human rights treaties to which Nigeria is a state party, freedom and diversity must be guiding principles in the measures to promote media freedom. The ban on the 25 journalists is entirely inconsistent and incompatible with these principles.

“The Federal Government should aspire to promote and expand the scope of media freedom, access to information, freedom of expression, and citizens’ participation, not restrict these fundamental freedoms.

“Barring these journalists and media houses from covering the Presidential Villa is to prevent them from carrying out their legitimate constitutional responsibility,” SERAP lawyers – Ebun-Olu Adegboruwa, Kolawole Oluwadare, and Valentina Adegoke, argued.

“The withdrawal of the accreditation tags of these journalists directly violates media freedom and human rights including access to information and the right to participation.

It would have a significant chilling effect on newsgathering and reporting functions, and may lead to self-censorship. The withdrawal of the accreditations of the journalists would construct barriers between Nigerians and certain information about the operations of their government, something which they have a constitutional right to receive.

“Media freedom, access to information and the right to participation are necessary for the maintenance of an open and accountable government. These freedoms are so fundamental in a democracy that they trump any vague grounds of ‘security concerns and overcrowding of the press gallery area.’

“According to reports, the Federal Government on 18 August 2023 withdrew the accreditation tags of some 25 journalists and media houses from covering activities at the Presidential Villa, Abuja.

“The banned journalists reportedly include those from Vanguard newspaper; Galaxy TV; Ben TV; MITV; ITV Abuja; PromptNews, ONTV, and Liberty. Other media personnel affected by the withdrawal are mostly reporters and cameramen from broadcast, print, and online media outlets.

“Under section 22 of the Nigerian Constitution, the mass media including ‘the press, radio, television and other agencies of the mass media shall at all times be free to uphold the fundamental objectives contained in this Chapter and uphold the responsibility and accountability of the Government to the people.’”

“Section 14(2)(c) of the Constitution provides that ‘the participation by the people in their government shall be ensured in accordance with the provisions of this Constitution.

“Similarly, Article 9 of the African Charter on Human and Peoples’ Rights provides that, ‘Every individual shall have the right to receive information. Every individual shall have the right to express and disseminate his opinions.

“Article 13 of the Charter also provides that, ‘Every citizen shall have the right to participate freely in the government of his country. Every citizen shall have the right of equal access to the public service of his country. Every individual shall have the right of access to public property and services.

“Articles 19 and 25 of the International Covenant on Civil and Political Rights contain similar provisions,” the suit added.

However, no date has been fixed for the hearing of the suit.

DSS uncovers politicians plotting to stage violent protest

The Department of State Services (DSS) has uncovered plans by some elements in parts of the country to stage violent protests to discredit the Federal Government and security agencies over sundry socio-economic matters.

A statement released on Monday, September 4 by the spokesperson of DSS, Peter Afunanya noted that intelligence reports have indicated that the plotters include certain politicians who are desperately mobilising unsuspecting student leaders, ethnic based associations, youth and disgruntled groups for the planned action.

Stressing that the service had identified the ring leaders of the plot, Afunanya said that DSS had sustained monitoring around them in order to deter them from plunging the country into anarchy.

“In view of this development, University Vice-Chancellors and Heads of Tertiary Institutions are advised to discourage their students from engaging in acts capable of derailing public peace.

DSS further urged parents and guardians to admonish their children and wards to shun the lure of participating in inimical behaviours or conducts against law and order.

“While the DSS is aware of Government’s efforts and determination to resolve some of the challenges confronting the nation, it warns those desirous of subverting national security to retrace their steps.

“This is more so that it will not hesitate to legally come against persons and groups behind the devious plans, the statement added.

Rivers government shuts down AIT, Raypower operations

Rivers State Government has shut down the Africa Independent Television, AIT, and Raypower FM operations in Port Harcourt.

The media organization on its official X on Sunday, announced that the State Government shut down its operations through contracted telecommunications engineers accompanied by armed security operatives.

“The contractors disconnected the wave guard from the antenna on the mast while riggers were seen dismantling the mast.

“Also, bulldozers were deployed to demolish the Transmitter Complex at DAAR Communications PLC Broadcast Centre,” it said.

The telecommunications’ contractor’s official told the organization that they were working on a directive from above to commence demolition on Sunday.

LEADING REPORTERS recalls that the State government had in March given 48-hours quit notice to DAAR Communication Plc, stating that the area has been mapped out for GRA phase 5 Ozuoba.

G-20 summit: Tinubu, ministers jet out for 6th time to woo investors in India

Bola Tinubu will depart Nigeria to attending the two-day summit on the special invitation of Indian Prime Minister, Narendra Modi.

In a statement signed by his Special Adviser on Media and Publicity, Ajuri Ngelale, released on Sunday, September 3, Ngelale revealed that the President aims to leverage the platform to attract global capital and promote increased foreign direct investments in key labour-intensive sectors of Nigeria’s economy for job creation and revenue expansion.

The statement was titled ‘President Tinubu set to attend G-20 Summit in India with investment attraction topping Nigeria’s agenda.’

According to Ajuri, “He will use this opportunity to highlight Nigeria’s attractiveness as an investment destination, specifically outlining his cross-sectoral reform plan as encapsulated by the Renewed Hope Agenda.

“Given the President’s renowned experience in attracting investment to Lagos State, leading industrialists have sought separate private engagements with him at the summit,” it read in part.

Stressing that President Tinubu will participate in and deliver keynote addresses at both the Nigeria-India Presidential Roundtable and the Nigeria-India Business Conference.The CEO Roundtable will be attended by leading industrialists in the Indian private sector, Nigerian industrialists, as well as senior government officials from both countries.

His itinerary will also feature bilateral meetings with a cross-section of world leaders from four different continents, representing both G-20 and non–G20 countries.

“These engagements are geared towards strengthening bilateral economic, trade, and investment partnerships for mutual benefit,” said Ngelale.

At the G20 Summit, the Nigerian leader is expected to share Nigeria’s perspective on the theme, “One Earth-One Family-One Future,” which speaks to the global unity required to address the challenges facing humanity and the planet.

Although Nigeria is not yet a member of the G-20 bloc founded in September 1999, the presidential aide said Tinubu’s participation at the summit is, in part, in furtherance of his objective to make the country a member of the bloc.

He noted that while Nigeria’s membership of the bloc is desirable, the Tinubu-led government has embarked on wide-ranging consultations to ascertain the benefits and risks of membership.

“This is consistent with the desire of the President to democratise foreign policy and articulate policy formulation and implementation through a Whole-of-Society and a Whole-of-Government approach that achieves the nation’s long-term strategic objectives.”

President Tinubu at the G-20 Summit in India is, in part, in furtherance of this objective.

Again, Falana demands Bawa’s release as remand order expires

A Human Rights Lawyer, Femi Falana, (SAN) has demanded for the immediate release of the detained Chairman of the Economic and Financial Crimes Commission, Abdulrasheed Bawa.

In a statement issued in Lagos Sunday, Falana said the remand order for Bawa had expired hence the Department of State Services had no legal backing to continue to detain him.

According to Falana, “In view of the fact that Mr. Abdulrasheed Bawa has not been charged with any criminal offence whatsoever, the State Security Service ought to have released him from custody. I am not unaware of the claim that Mr. Bawa is being detained on the basis of a remand order issued by a Magistrate Court in the Federal Capital Territory. It ought to be pointed out that the remand order has become spent, invalid, and illegal as no magistrate has the power under section 493 of the Administration of Criminal Justice Act, 2015 or section 35 of the Constitution of Nigeria to authorise the detention of a criminal suspect for 67 days without trial.

“Indeed, under the Administration of Criminal Justice Act, the cumulative lifespan of a remand order is 56 days. Therefore, having exceeded the detention period permitted by the Administration of Criminal Justice Act and the Constitution of Nigeria, the State Security Service should be directed to release Mr. Abdulrasheed Bawa from illegal custody without any further delay.

“The Federal Government should ensure that the rights of Messrs Emefiele and Bawa are respected by the State Security Service and the office of the Director of Public Prosecution in the Federal Ministry of Justice, even though the duo had a penchant for disobeying the orders of the courts when they were in office. The plight of both suspects should be a lesson for all public officers in Nigeria who always behave as if there will be no tomorrow. However, the Government which rules by law is under a legal obligation not to breach the fundamental rights of citizens except in a manner prescribed by the Constitution of Nigeria.”
