Senate Okays Bill Seeking To Make Abuja Landlords Collect Rent Monthly

The Senate has passed for second reading, a bill seeking to regulate rent payments in the Federal Capital Territory (FCT).

The Senate has passed for second reading, a bill seeking to regulate rent payments in the Federal Capital Territory (FCT).

The proposed legislation, sponsored by Senator Smart Adeyemi (APC, Kogi), specifically seeks to stop yearly advance payment of rents and compel house owners to collect rent monthly in arrears.

Adeyemi, in his lead debate, said the bill was to cushion the effect of outrageous rents on properties on residents in the nation’s capital.

He said many properties in Abuja were empty because of the outrageous rents placed on them.

“Many residents of FCT are finding it very difficult to cope with huge rent payment, the reason many of the houses built for such purpose are empty.”

He said some landlords always insist their tenants pay one year or two years rent.

“That is wrong. There are many tenants whose salaries are competing with their rents because they live in cities like Abuja,” he said.

Senator Aliyu Sabi Abdullahi (APC, Niger), described the proposed law as people-centred and urged his colleagues to support its passage.

“There’s no gain saying that many residents in FCT are groaning under this difficult system where tenants are asked to pay house rent yearly in advance,” Abdullahi said.

Senators Ibrahim Gobir (Sokoto) and Bala Ibn Na’Allah (APC, Kebbi) all threw their weights behind the bill.

Na’Allah said the system where tenants — many of whom receive meagre salaries — are forced to pay rent annually in advance encourages corruption.

“Where we operate a system that makes it difficult for people to survive, then we may not be able fight corruption notwithstanding the resources deployed for the purpose,” he said.

Only Senator Chimaroke Nnamani (PDP, Enugu) opposed the bill, saying rents are determined by market forces, like cost of acquiring land and building materials.

His position, however, did not stop the passage of the bill for second reading.

Over 40 Million Nigerians will Benefit from Presidential Power Initiative – FG

The Minister of Finance, Mrs Zainab Ahmed has said that the first phase of the Presidential Power Initiative will benefit over 40 Million Nigerians with 11,000 direct and indirect jobs.

Ahmed while speaking in Abuja on Monday at the Flag Off: Training on Network Development Studies noted the initiative will in turn improve the standard of living while providing homes and businesses with constant, reliable and affordable electricity supply.

Meanwhile, Ahmed noted that commissioning of the training is intended to deliver capacity development for engineers in network development using proprietary simulation software by Siemens.

“The strategy in training will enable students in our universities, staff in Distribution Companies and Transmission Company of Nigeria and other agencies of government learn or improve capacity in this area”.

Earlier, Minister of Power, Engr. Abubakar Aliyu, represented by Minister of State for Power, Goddy Agba noted that the training which will cover Power System Simulations and Network Development Studies is important because of the immediate to long-term impact it will have on the people-side of the electricity sector reform.

Aliyu explained that whilst the government is not resting on its oars to erase epileptic power supply in Nigeria once and for all, the project is expected to modernize, rehabilitate and expand the national grid by investing in the electricity value chain (generation, transmission, and distribution systems) of the power sector.

“The objective of the PPI is to increase the end-to-end grid operational capacity of the power system in Nigeria to 25GW but the focus in the next 18 months, it will deliver the first additional 2000 MW”.

He explained that the initiative will create a rapid transformation in the on-grid electricity value chain, spur economic growth, create jobs and opportunities for Nigerian Youth and Enterprises, drive local content development through training opportunities and capacity building in the sector.

He added that the training of sector engineers from today will empower Nigeria’s engineers with the tools to manage the infrastructure to be deployed and in turn enable improved service delivery to households and businesses across the country.

CBN slashes ATM Withdrawal, Inter-bank transfer charges

The Central Bank of Nigeria (CBN) has slashed charges for Automated Teller Machine (ATM) withdrawal and inter-bank transfers.

CBN’s review of the charges was contained in its revised guidelines to charges by banks, other financial institutions and non-bank financial institutions.

ATM withdrawals that attract a service charge of N65 will now be N35 after the third withdrawal within the same month, according to the CBN. It also slashed the interbank transfers to a maximum of N50 per transaction from N300.

CBN has also amended guidelines to charges by banks, other financial institutions (OFIs), and non-bank financial institutions, the CBN has downward reviewed charges for electronic banking transactions and electronic banking transactions.

Chibuzor Efobi, the Director, Financial Policy and Regulation Department, in a circular, said the review was in response to “further evolution in the financial industry in the last few years.”

CBN said the reviewed guidelines include a review of other bank charges to comply with market changes.

The new guideline also contains sections of accountability, responsibility, and sanction regime to directly address instances of excessive unapproved, (arbitrary) charges, CBN said.

CBN notes that the Standing Order charge for intra-bank will be free instead of the N300 contained in the 2017 guideline.

Bills Payment (including bills payment through other e-channels) is negotiable subject to a maximum of N500 per beneficiary payable by sender, a review from the N1,200, or 0.75 percent for a biller or merchant to pay.

Electronic funds transfer has also been reviewed downwards to N10 charge for a transaction below N5000; N26 for the transaction of N5001 to N50,000 while transactions above N50,000 will be charged N50.

Withdrawals on other banks’ ATMs have been reduced from N65 to N35 after the third withdrawal within the same month.

The CBN also reduced ATM bill payments from N100 to N50. Debit card maintenance charges that were N100/month have been removed in the new guideline.

FGN Power Company to add 2000 Megawatts to National Grid

The Managing Director/CEO FGN Power Company Mr. Kenny Anuwe has said that FGN Power Company would increase electricity access across network by 2000 megawatts in addition to national grid.

Anuwe while speaking in Abuja on Monday at the Flag Off: Training on Network Development Studies noted that the additional 2000 megawatts will significantly improve lives of Nigerians and boost the economy.

“The grid capacity is about 5000megawatt and we are going to be adding another 2000 megawatts in the first phase of the Presidential Power Initiative (PPI), in the second phase we are going to be improving it with additional 4000 megawatts down to 25000 megawatts in the subsequent encounter phases of the PPI”.

Anuwe explained that is important because the benefits of constant and reliable electricity will boost economic activities; improve the lives of small, medium and micro enterprises across and deliver the much-needed power supply across the country.

He noted that the project is in line with the FGN Power Company’s mandate and Federal Government’s Next Level agenda to resolve the existing bottlenecks in transmission and distribution networks which will increase electricity access across Nigeria.

“We are looking at end to end issues, how to improve on the capacities to ensure that where we have darks and deficiencies in the transmission and distribution currently and meet up with the current constraints, we are addressing those immediately”.

Meanwhile, Anuwe said the training of the engineers aimed at ensuring that our national grid develops by design and not by reactionary means to issues that are observed or anticipated.

“The most important thing is for the training to happen to enable our engineers in a coherent manner work together to ensure the development of the sector happens in a way that is sustainable”.

“We don’t want a situation where the discos are making a particular improvement not considering the infrastructure in other climes”.

“This software provides a platform for common training and synergy between all power sector players to work together using same software for training the engineers”. He added.

NCC Cautions Nigerians against TangleBot Malware Unleashed by Cybercriminals

The Nigerian Communications Commission (NCC) says mobile users should practice safe messaging practices and avoid clicking on suspicious links in texts.

The Nigerian Communications Commission (NCC), again, has been informed of a new high-risk, critical and Short Messaging Service-based malware, TangleBot, infecting Android mobile devices.

TangleBot employs more or less similar tactics as the recently-announced notorious FlutBot SMS Android malware that targets mobile devices. TangleBot equally gains control of the device but in far more invasive manner than the FlutBot malware.

The disclosure on TangleBot was made in a recent security advisory made available to the Commission’s New Media and Information Security Department by the Nigerian Computer Emergency Response Team (ngCERT).

TangleBot Android malware is installed when an unsuspecting user clicks on a malicious link disguised as COVID-19 vaccination appointment-related information in an SMS message or information about fake local power outages that are due to occur.

The aim behind both or either of the messages (on COVID-19 or impending power outages) is to encourage potential victims to follow a link that supposedly offers detailed information.

Once at the page, users are asked to update applications such as Adobe Flash Player to view the page’s content by going through nine (9) dialogue boxes to give acceptance to different permissions that will allow the malware operators initiate the malware configuration process.

The immediate consequence to this, is that TangleBot gains access to several different permissions when installed on a device, allowing it to eavesdrop on user communications.

The malware then steals sensitive data stored on the device and monitors almost every user activity, including camera use, audio conversations, and location, among other things.

Furthermore, the malware takes complete control of the targeted device, including access to banking data, and can reach the deepest recesses of the Android operating system.

The NCC, therefore, wishes to, once again, urge millions of telecom consumers in Nigeria to be wary of such wiles of cyber criminals, whose intent is to defraud unsuspecting Internet users.

In order to ensure maximum protection for Internet users in the country, the ngCERT has offered a number of preventive measures to be taken by the consumers.

These measures include an advisory to telecom consumers and other Internet users to refrain from opening Uniform Resource Locators (URLs) from unknown sources while using your mobile devices.

Additionally, telecom consumers should never respond or send reply to messages or call back a phone number that is associated with the text that they are unaware of. Should any telecom consumer or Internet user become curious and wish to ascertain the authenticity of any call or messages and wish to probe the incident, such persons may do a web search of both the number and the message content.

The NCC hereby reiterates that mobile users are under obligation to practice safe messaging practices and avoid clicking on any links in texts, even if they appear to come from a legitimate contact. Indeed, it is important to be judicious when downloading apps by reading install prompts closely, looking out for information regarding rights and privileges that the app may request.

Other risk-mitigating measures advised by ngCERT is for users to be cautious of procuring any software from outside a certified app store. Advisedly, it is safer to call the company directly rather than using the phone number on the message received, especially if the message is spoofing a company.

Finally, telecom consumers and other Internet users should report any incident of system compromise to ngCERT via incident@cert.gov.ng for necessary support and technical assistance.

The Commission expresses its commitment to continuously inform and educate mobile telephony subscribers and Internet users in Nigeria, on cyber risks, however they may manifest.

This is to insulate them from the dangers and losses arising from cybercrimes of any kind.

FRSC Reacts to Alleged Promotion Racketeering

The Federal Road Safety Corps has clarified a report alleging promotion racketeering in the organisation.

The Corps Public Education Officer, Mr Bisi Kazeem, made the clarification in a statement he issued on Saturday in Abuja.

“Having gone through the content of the publication, it has become necessary to clarify the disinformation and falsehood in the story, which regrettably mischaracterised the FRSC,“ the statement said.

Kazeem said that FRSC was guided by the principle that the purpose of promotion was for the advancement or uplifting of deserving officers who have met the necessary statutory requirements.

According to him, this is defined by a combination of extant regulatory documents such as the Public Service Rules, FRSC Conditions of Service, FRSC Scheme of Service and the FRSC Promotion Policy as approved by the Commission.

“The criteria for promotion to the next rank in FRSC is that the candidate must have satisfied the requirement of three or four years waiting period as applicable on rank.

“This provision excludes officers transiting from Assistant Corps Marshal to Deputy Corps Marshal (ACM to DCM) which is based on availability of vacancies in any of the six geo-political zones of the federation.

“It is noteworthy to realise that the corps has six DCMs only, each representing the six geo-political zones. This means that apart from ACM to DCM, others must observe a statutory waiting period.

“The officer can only be qualified for promotion after the required period is met and the officer must be free of any disciplinary case(s), ” he said.

Kazeem said that contrary to the author’s claim all promotions in the corps were based on merit, observance of Federal Character Principle and availability of vacancies as approved by the Office of the Head of Civil Service of the Federation on a yearly basis.

“Stating the above criteria has become utterly important to register the transparent and objective nature of FRSC promotion exercise to the minds of the public, the statement said.

The spokesman explained that the five states, Rivers, Bayelsa, Nasarawa, Yobe, and Sokoto that were alleged to have been sidelined did not have a single personnel that was eligible to participate in the promotion exercise as at the time the promotion list was compiled.

“This is so because none of the senior officers from those states has completed the mandatory and statutory waiting period.

Having said that, it is important to also state, for the sake of clarity, that the states that were alleged to have been favoured which included Imo, Edo, Enugu, Oyo and Ebonyi all have candidates.

And they all met the necessary requirements for the promotion before they were considered for the promotion exercise,“ he said.

Kazeem said that as a media friendly organisation, the corps wishes to applaud the watchdog role of the press which had over the years entrenched transparency and accountability in Public Service.

Kazeem urged journalists to always balance their reportage by seeking appropriate clarifications.

The EFCC detained Okechukwu on Saturday after honouring an invitation to appear at its headquarters in Abuja, reports The Punch.

The anti-graft agency is said to be investigating the ruling All Progressives Congress (APC) member for allegedly misappropriating N1.3billion through his office.

Dumanis International Church has dropped Gospel Sammie Okposo from performing at the Church Gospel Concert in Abuja.

While the church did not make their reason known, It would be recall that Okposo had been in an extra marital affair with African Doll when she broke the news of her pregnancy on Instagram.

Meanwhile, Okposo, has taken down a post on Instagram in which he apologised to his wife and supporters after news broke out that he got a US-based lady pregnant.

The lady identified as African Doll, had on Monday called out the singer, saying he abandoned her after learning that their affair had led to pregnancy.

”We both know that we didn’t use protection. We both know that we were wrong. There is still a way to handle things. He didn’t handle it right. I am not saying he has to bow to me but there is a way you do things.

“Turning your back on me is wrong. Any woman on earth won’t feel okay about it. It doesn’t feel good to be abandoned or to be thrown to the side. I cannot be walking around thinking about it, life goes on,” she told Obodo Oyinbo TV.

On the plans she has for the pregnancy, African Doll said, “I will keep the baby, I don’t really believe in abortion. Fornication is a sin. The bible says he who is without sin should cast the first stone. It is not my intention to hurt anybody but to bring life to the situation.”

The lady’s allegation was followed by an apology from Sammie Okposo, which has now been deleted 24 hours after he posted it.

The singer’s apology read in part, “Dear Friends, I need to bring a very unfortunate incident to your attention as I am not proud of it but know that this is the right thing to do.

“On my recent trip to the USA (Late 2021), I got intimately involved with a lady, knowing that this was not appropriate as a married man and a minister of the gospel. I am ashamed and regret my actions as it has caused a lot of pain to my dear wife, Ozioma, my family and me.

“As I work in making peace with God, repenting and asking His forgiveness, I am suspending myself from all ministry work until full restoration as this is what is proper and what I know I owe God and His people.

“To my wife, Ozioma, I am sincerely sorry I put you through this shameful and embarrassing situation. I broke your trust and disappointed you.

“Your forgiveness of my moral failure and poor judgement is important to me. I pray I will eventually be able to build back the trust and confidence every single day forth.”

‘There’s Sufficient Petrol’, Says NNPC As Long Queues Resurface In Abuja

The Nigerian National Petroleum Corporation (NNPC) has asked Nigerians not to panic amid the ongoing scarcity of fuel in Abuja.

Residents of Abuja are currently struggling to purchase fuel at different filling stations in the nation’s capital.

From Kubwa to Maitama, Utako, Asokoro, among others residents are scrambling for petrol as black marketers are smiling to the bank.

Commenting on the development in a statement on Wednesday night, Group General Manager, Group Public Affairs Division, Garba Deen Muhammad, said it has sufficient petrol stock to meet the needs of Nigerians.

NNPC in a statement said, “Please do not panic, NNPC Ltd wishes to assure the public that the Company has sufficient PMS stock to meet the needs of Nigerians.

The public is therefore advised not to engage in panic buying of petrol and to ignore all rumors that may suggest otherwise.

“In line with the existing laws of the land, NNPC Ltd is deeply committed to ensuring energy security for the country,” it said.

Prayers won’t Elect Leaders, Get Your PVC and Vote– Kumuyi

Pastor William Kumuyi, Founder of Deeper Christian Life Ministry, says the outcome of the 2023 elections will not be decided by prayers only.

The General Superintendent charged citizens to get their voter’s card and participate in the process.

Kumuyi gave the counsel on Wednesday in Ibadan while speaking on the church’s crusade to commence on Thursday.

The religious leader urged Christians to pray to God to enthrone leaders that would make Nigeria better and also vote.

“While we pray, we should take action to come out and vote. We need to understand that our destiny is in our hands”, NAN quoted him saying.

Kumuyi noted that men of spiritual authority capable of influencing the condition of the country through prayers are needed.

“Men who will stand in the gap for our nation, just like the few righteous in Sodom who Abraham asked God to consider when He wanted to destroy the nation,” he said.

On visions about Nigeria, he said prophecies can be fulfilled at an appointed time, while some on conditions such as the case of Hezekiah in the Bible.

“One can prophesy about a nation or continent, but one’s prayers and faith can always influence/affect the fulfilment of the prophecy”, the cleric added.
