ASUU strike: El-Rufai threatened to Sack All Kaduna lecturers

Governor Nasir El-Rufai of Kaduna State has threatened to sack all the Kaduna State University (KASU) lecturers if they continue to observe the Academic Staff Union of Universities (ASUU) strike.

It would be recalled that ASUU has been on strike since February over the failure of the federal government to meet its demands.

Many attempts by the government to make the lecturers return to the classrooms have not yielded results as of today.

Just on Monday, labour unions commenced solidarity protests in some parts of the country with ASUU.

However, speaking on a radio programme in Kaduna on Wednesday, El-Rufai told the lecturers to return to classrooms in order to avoid having their positions declared vacant, adding that KASU lecturers had no reason to join any strike.

According to him, ASUU had a problem with the federal government, not the state government.

He said, “The Acting Vice Chancellor has assured me that they will resume, but I have asked them to find out if they actually resumed work, because I initially instructed that their salary be stopped. But I was later told they didn’t join the strike, so I asked that it should be investigated and those that collected salary and joined the strike will be asked to refund the salary.

“This is because Nigeria’s law says ‘no work, no pay’. This is the law. So whoever joined the strike will not be paid a salary. We have been telling the KASU lecturers that they have no problem with the State government. ASUU’s problem is with the Federal government. Therefore, why will our staff who have no problems with us join the strike?

“If this continues, I will wake up one day to sack them all, I swear to God. We will sack them all and declare their positions vacant on the pages of newspapers. They once did the same thing and we gave them warning, now they repeated it. I’m only waiting to receive the report from the commissioner for education. I swear to God, we will sack all those that joined the strike if they refuse to resume work.”

Insecurity: Fear Grips FCT Residents as IGP Orders Security Beef Up

Following series of attack by bandits in the Federal Capital Territory, the Inspector-General of Police, Usman Baba, has ordered a beef up of security in the territory in order to fortify the nation’s capital against terrorists.

Residents of Abuja have been living in fear since the invasion of Kuje Prison by Islamic State in West Africa Province (ISWAP) on July 5, 2022.

Over 800 inmates, including all the Boko Haram suspects in detention were released during the invasion.

There have been several leaked memos of intelligence agencies on the plots to attack the nation’s capital.

However, the ambush of troops attached to the Presidential Guards Brigade heightened the worry of FCT residents.

Daily Trust had reported how a captain and two soldiers were killed by terrorists in the Bwari area of the Federal Capital Territory (FCT), on Sunday night

The deceased officers, who were attacked after they visited the Nigeria Law School in Bwari following a distressed call from the authorities of the school.

The school management was said to have alerted that terrorists had dropped a letter indicating an imminent attack.

In a statement on Tuesday, Force spokesman, Olumuyiwa Adejobi, said the IGP had charged the Force Intelligence Bureau (FIB) to collaborate with residents in order to ward off adversaries.

He added that the force is leaving no stone unturned in ensuring that the criminals are brought to their kneels.

”We are not leaving any stone unturned to fortify the Federal Capital Territory and its environs.

”The IGP has ordered for additional deployment of assets to Strategic areas of the FCT while the Force Intelligence Bureau has been charged on robust Intelligence gathering and information sharing amongst other agencies.

”All residents of the FCT are urged to synergise and be on the same page with the Police and other security agencies in making sure that we forestall any ugly incidences in and around the FCT,” the statement read.

FG Begin Nationwide Disbursement of Grant for Vulnerable Groups

The Minister of Humanitarian Affairs, Disaster Management and Social Development, Hajia Umar Farouq said the Federal Government will commence the second phase of the disbursement of 20,000 Grant to the vulnerable nationwide.

Farouq while speaking in Abuja at a media parley on Grant for vulnerable group noted that the Grant aim at increasing income and productive access of the target beneficiaries.

“We will flag off disbursement in FCT on Thursday 28th July 2022.

“With time, the program will be extended to the 36 states of the federation according to the time already scheduled”.

“A cash grant of #20,000 naira will be granted to these targeted groups across the 36 states of the federation and the FCT”.

She added that the Grant will provide financial inclusion among the unbanked and underserved in the population to improve their living standard.

Farouq explained that the federal government in 2021 launched the grant for vulnerable groups to further sustain the social inclusion agenda of president Buhari.

She added that the program is designed to provide a one time financial grant to women, men, the disabled, aged and poorest of the poor in the society.

“In 2019, we targeted rural women, The program has positively impacted their plight.

“We supported rural women because we know they are very enterprising. Anything you give them, they will use it to start a business and support their families.

“Because of the impact the program had on the rural women, in 2021, we decided to expand the program to include the men”.

Farouq stated that the grant will be paid through printed card, bank account or wallet and as such the
ministry has engaged the services of financial service providers who are registered with CBN to ensure disbursement of the funds to ensure accountability and reliability.

She however advised stakeholders to assist in identifying, selecting and mobilizing beneficiaries for the grant disbursement.

Insecurity: FG orders Closure of FGC Kwali

The Federal Government, Monday, ordered immediate closure of Federal Government Colleges, Kwali, in Kwali Local Government Area of the Federal Capital.

This was as it directed principals of Ulunity colleges across the country to liaise with security agencies within their jurisdictions in order to forestall any security breach in their schools.

Government also directed that arrangements should be made for final year students of the Federal Government College,Kwali, to conclude their Nationall Examinations Council,NEC0.

The Minister of Education,Malam Adamu Adamu,who gave the directives in a statement by the ministry’s Director of Press and Public Relations,Bem Goong, explained that the closure became necessary following security breach on Sheda and Lambata villages, suburbs of Kwali Area Council which also threatened FGC Kwali.

The statement read:”The Federal Ministry of Education has ordered the immediate closure of one of its colleges, the Federal Government College Kwali, located in Kwali Area Council of the Federal Capital Territory, Abuja.

“Education Minister, Adamu Adamu who gave the directive in the early hours of this morning said the closure became necessary following security breach on Sheda and Lambata villages, suburbs of Kwali Area Council which also threatened FGC Kwali.

“According to the Minister, the timely intervention of security agencies saved the situation.

“Adamu Adamu also directed that arrangements should be made for final year students to conclude their NECO examinations.

“The minister has also directed Principals of Unity Colleges across the country to liaise with security agencies within their jurisdictions inorder to forestall any security breach in our schools.”

Do Nigerian law enforcement agencies cherish promptings?

The unveiling of Senator Kashim Shettima as the vice presidential candidate of the All Progressive Congress APC for the 2023 presidential election was no doubt a major political event in the country last week. For several reasons, it made more news than the unveiling of the vice presidential candidates of the other political parties that are contesting the same election. One of the reasons had to do with the controversy over the decision of the APC to present a same faith team. As critical as the subject appears to be, it is not the only subject that the party’s presidential candidate, Asiwaju Bola Ahmed Tinubu is compelled to worry about.
Another silent but tricky subject which emerged three days ago was the decision of an Abuja High Court to grant the request of a group seeking to compel the Inspector General of Police to investigate certain allegations against Tinubu.

The group, a non-governmental organization known as the Incorporated Trustees of Center for Reform and Public Advocacy, said the legal action against the police and their boss, the IGP was necessitated by their refusal to take action on its petition against Tinubu over an offence of perjury which dates back to 1999. According to the group, an ad hoc committee of the Lagos State House of Assembly had indicted Tinubu for making false claims on oath about his eligibility for public office in Nigeria. It is this case that the group has now taken up to demand the disqualification of Tinubu. For the allegations to be conclusively investigated to the point of prosecution, the group presented its demand to the IGP in two letters dated June 16 and 27, 2022 respectively. With a feeling that the police were probably trying to ignore the demand, the group proceeded to court to compel the IGP to act.

Ruling on an ex parte application last Thursday, an Abuja High Court presided over by Justice Inyang Ekwo reportedly granted permission to the group to apply for an order of mandamus to compel the IGP to prefer charges against Tinubu for having allegedly lied on oath. Considering that Nigerian politicians are notorious for always placing legal impediments ahead of their rivals well before voting, it is difficult to distance the resurrection of this 23-year old case from politics especially now that the accused is aspiring to be President. But because it is not illegal to find ways and means of using the judiciary to get a rival off the way in an election, the present case is not unusual. However, that is not the interest of this column. What is of interest is that Nigerian law enforcement agencies have a habit of selective prosecution by ignoring certain allegations while using more force than is necessary to handle others.

Cases against the elite especially high profile personalities are more often than not ignored in the hope that events would overtake them. The immediate implication is that Nigeria’s democracy is not premised on the rule of law in which every citizen is equal before the law. If the case in question concerned an ordinary citizen especially a media professional, the accused would have been bundled in the night to be detained hundreds of miles away from his normal abode while efforts would be made to keep the accused in detention beyond the duration approved by law. In other cases, a request would be made to the court to approve a longer period of detention to enable the law enforcement agency enough time to do its investigation. But when the case concerns politically exposed individuals, the allegations are ignored.

It therefore becomes necessary to interrogate the culture of law enforcement in Nigeria in which allegations made against certain persons would not be investigated until the agency concerned is legally prompted to do its job. If the police cannot immediately remember the sections of the nation’s constitution which make it mandatory for them to “prevent, detect and investigate criminal allegations brought to their notice by individuals, corporate bodies and institutions, they can hardly claim to be unaware of Section 4 of the Nigerian Police Act, 2020, which restates the same obligation. Indeed, the police cannot claim ignorance of Sections 31 and 32 of their own Act and Section 3 of the Criminal Justice Act, 2015 in respect of alleged crime laid out in complaint to them as captured by the Incorporated Trustees of the Center for Reform and Public Advocacy in their letter of June 16, 2022 demanding Criminal Prosecution of Senator Bola Ahmed Tinubu.

To pretend as though the petition was not received is patently unwise especially as the case concerns the leadership of the ruling party which no societal institution can afford to unsettle. If the intention was to assist Tinubu and his ruling party, the effort was virtually fruitless as the message which the handling of the case has produced is negative. A prompt investigation on the other hand, would have created a different scenario which would have made it easier for the public to appreciate a police finding that is same as the conclusion drawn in 1999 by the Ad Hoc committee of the Lagos State House of Assembly that the errors in Tinubu’s declaration were not intended. Now that police investigation into the matter would only commence after a court has so directed, only a negative finding will satisfy Nigeria’s cynical public and APC’s fault-finding political rivals.

It will certainly take a while for the ‘small men’ in the corridors of power in Nigeria to appreciate why democracy is the preferred system of government in progressive societies. Many Nigeria politicians only corrupt the system and bully institutions to favour them. They only imbibe western privileges but ignore the discipline which for example emboldened the police to investigate and indict the outgoing British Prime Minister for misdemeanor.

The point to be made is that the undue protection which Nigeria’s political class in general appropriate are neither restricted to the police nor the current ruling party. The other time, it was the Economic and Financial Crimes Commission EFCC that was reluctant to investigate gross allegations made against a former Edo state governor, Adams Oshiomhole who at the point of the petition against him had become the national chairman of the ruling party. Although the court refused to compel the EFCC to do the needful, the defence of the anti-grant agency made little sense to anybody. One of her points was that no one can dictate how she should do her job. Of course, it was a weak point because if the agency picked up former governor Ayo Fayose of Ekiti state on the very day he left office, how come the radar of the agency could not locate or catch-up with another governor whose alleged offences had earlier been highlighted for more than a year? The basic truth is that the EFCC wanted to prosecute one former governor and protect the other contrary to Section 15(5) of the 1999 Constitution which enjoined the State to abolish ALL corrupt practices. Luckily, from recent events, it appears that it is not in the character of the current EFCC to so discredit herself

Our police must quickly depart from the old order where they help those in authority to oppress ordinary citizens. Let’s recall the case of journalist Agba Jalingo who raised a weighty allegation of the diversion of huge sums by the governor of Cross River State. Rather than bring Jalingo to court to prove his allegation or be found guilty, the police detained him for several months. Later during prosecution, the charge stated that the journalist intended to “cause alarm, hatred and disturb public peace in Calabar, for the purpose of bringing down the reputation of the Executive Governor of Cross River State, His Excellency, Senator Professor Ben Ayade.” Jalingo’s illegal detention resonated to the embarrassment of Nigeria at the 2018 Convention of the International Press Institute (IPI). Our law enforcement agencies should therefore learn to work for the progress of society.

FG Suspends Dana Air operations Indefinitely

The Nigerian Civil Aviation Authority (NCAA) has suspended Dana Airlines’ Air Transport Licence (ATL) and Air Operator Certificate (AOC) indefinitely, with effect from midnight of Wednesday, July 20, 2022.

This is contained in a statement signed by Captain Musa Nuhu, the Director General of NCAA, on Wednesday in Lagos.

The statement said that the suspension was made pursuant to Section 35(2), 3(b) and (4) of the Civil Aviation Act, 2006 and Part 1.3.3.3(a)(1) of the Nigeria Civil Aviation Regulations (Nig.CARs), 2015.

It said that the suspension order, handed down by Mr Nuhu, has since been communicated to the management of Dana Airlines.

According to the statement, the decision is the outcome of a financial and economic health audit carried out on the airline by the authority, and the findings of an investigation conducted on the airline’s flight operations recently.

It said that these revealed that Dana Air was no longer in a position to meet its financial obligations and to conduct safe flight operations.

“The NCAA acknowledges the negative effect this preemptive decision will have on the Airline’s passengers and the travelling public and seeks their understanding, as the safety of flight operations takes priority over all other considerations,” the statement said.

Dana Air Boeing 737 aircraft with registration number (5N DNA) had on Tuesday made an emergency landing at Abuja Airport.

The airline, after the incident, said that the aircraft had been grounded for immediate attention by engineers.

The airline’s Communication Manager, Kingsley Ezenwa made these known in a statement issued in Lagos.

Mr Ezenwa said that the incident was due to an indication on one of its engines.

He noted that the pilot-in-command briefed the passengers on the incident and landed the aircraft safely at the Abuja International airport at about 2:52 p.m.

“All the 100 passengers disembarked safely and the aircraft has been grounded for immediate attention by our team of engineers.

“The Nigerian Civil Aviation Authority (NCAA) have also been briefed on the incident,” he had said.

Mr Ezenwa apologised to passengers on board the flight and reassured customers that the airline would continue to maintain high safety standards.

The suspension of Dana Air operations also came soon after the Airline Operators of Nigeria wrote to the NCAA and the Federal Airports Authority of Nigeria expressing some concerns and seeking reliefs.

Discrimination and Assault, Double Criminality Against Us – Disability Group

The Founder and National Coordinator, Advocacy for Women with Disability Initiative (AWWDI), Mrs Patience Dickson has expressed worry over the lingering discrimination and assault against women and girls living with disability in the country.

Dickson while speaking in Abuja on Wednesday at a media interaction stated that it is double criminality against women and girls living with disabilities but are hell bent on fighting against it.

According to Dickson, Gender Based Violence is rampant this days and for women and girls with disability it is something else with the discrimination staring them in the face and when women and girls with disabilities are raped, it is often seen as if nothing was done that is double criminality against us and that is what they are fighting against.

Dickson reiterated that with collaboration with Federal Ministry of Women Affairs in the Gender Based Violence Dashboard, they want to increase the statistics of women and girls that has been assaulted and raped.

“So if you know you have any, please contact us so that we can go with some of the agencies that we work with that will help us identify if just one because one means a lot to us and if this one can get justice it is more than enough that can change and transform the mentality of many people and community that we work with”.

Meanwhile Resident Representative, United Nations Population Funds (UNFPA), Ms. Ulla Mueller disclosed that 15% of the world population lives with disabilities with cases of disabilities assault under reported.

Mueller also noted In the federal capital territory, 11.3% of human household between 15 above live with one form of disability or the other.

She explained that people living with disability are most at risk of Gender Based Violence because society does not give them a voice when they want to access justice.

Also, she Mueller stated that Gender Based Violence is a gross violation of human right, she averred that issues about ending Gender Based Violence of Women with Disability are being discussed, structures should be out in place , as women are often voiceless and unempowered.

“it is not just enough for women to stand up for women but stand for the women next to her, let’s speak she for she because we have within us what it takes to make the difference”.

She however charged them to get their Permanent Voters Card, participate actively in the upcoming 2023 General Elections.

“Please remember that as we move towards 2023, women with disability should register and empower to vote, so I am using this opportunity to say help women with disability to get registered so they can vote”.

Southeast Regional Coordinator, AWWDI, Nnenna Alaukwu berated the activities of the media in reporting cases of assault against women and girls living with disabilities as work done by Advocacy for Women with Disability Initiative and many other organizations hardly get reported.

Alaukwu noted that many media houses and media practitioners believe that issues of women and girls with disabilities are not newsworthy.

She however charged the media to take a stand for women and girls with disabilities where it matters, use thier platforms to condemn Gender Based Violence against Women and Girls living with disabilities.

Potable had in a viral video stated that he formed the deadly criminal gang in Lagos, One Million Boys’, a statement that has attracted wide condemnations among Nigerians.

Buhari, Atiku, Obi, others Congratulates Senator Adeleke As Osun Governor Elect

After Senator Ademola Adeleke was announced yesterday by the Independent National Electoral Commission (INEC), as the winner of Osun state gubernatorial elections, felicitations have poured in from various political dignitaries, celebrities and individuals.

President Muhammadu Buhari took to his twitter account to congratulate the senator.

He Wrote: “I congratulate Senator Ademola Adeleke, candidate of the People’s Democratic Party (PDP), on his victory in the Osun gubernatorial election.”

“The people of Osun have expressed their will through the Ballot. This is what democracy is all about; respect for the will for the people”.

Former vice President of Nigeria and the presidential candidate of the PDP, Alhaji Atiku Abubakar also relayed his congratulations to the senator.

He wrote: “Light has come to Osun”

“Congratulations, senator Adeleke Ademola on a well fought victory. Also, hearty congratulations to the PDP family and all stakeholders who came together to make this possible”

“Most importantly, congratulations to the great people of Osun State for proving that power indeed belongs to the people”.

Peter Obi, former governor of Anambra State and the presidential candidate of Labour Party (LP) also congratulated the incoming senator saying:

“I extend my warmest personal congratulations to Sen. Ademola Adeleke on winning the Osun State Gubernatorial elections”.

Governor Seyi Makinde of Oyo state wrote:

“On behalf of the government and good people of Oyo State, I congratulate the governor elect, Senator Adeleke Ademola and the people of Osun State on this victory.”

Dr Ifeanyi Okowa the governor of Delta state and running mate to Atiku for the 2023 presidential race shared a picture of him and Senator Ademola Adeleke and wrote:

“I congratulate the people of Osun State and my brother, Senator Ademola Adeleke, the PDP candidate for a decisive victory at yesterday’s polls.”

He continued saying “Senator Adeleke’s victory has shown the entire country that the PDP is ready, willing and able to rescue Nigeria in 2023.”

Governor Udom Emmanuel congratulated the in-coming governor saying: “I congratulate my brother, Senator Ademola Adeleke, the Osun state governor elect on this well-deserved victory. This electoral victory is indeed a triumph of the will of the people of Osun State and reward for hard-work and persistency.

Governor Darius Ishaku of Taraba state also congratulated senator Ademola stating: “on behalf of the good people and government of Taraba State, I wish to congratulate my friend and brother, Senator Ademola Adeleke, having been declared Governor-elect of Osun.”

“It was a victory well deserved. Congratulations to our great party, the PDP, all stakeholders and the people of Osun. Power has indeed returned to the Osun People.

Congratulatory messages were not exclusive to politicians. Many celebrities also took to their social media to share congratulatory messages for the governor.

Funke Akindele, popular Nollywood Actress and running mate to Lagos state PDP candidate wrote on her twitter: “Congratulations Senator Ademola Adeleke on your victory as the next governor of Osun State. Indeed power has changed hands. Imole De.”

Nigerian Singer David Adeleke ‘Davido’ who is Senator Ademola’s nephew wrote on his socials: “God won, Osun won. You won. We all won! Imole Deee”.

Singer Shina Peller congratulated the senator, writing

“Congratulations to Senator Ademola Adeleke on his well-deserved Victory. The people of Osun state made a bold statement at the polls and their will prevailed. Congratulations once again.

A middle-aged man identified as Sunday had on Sunday mistakenly shot himself while celebrating the victory of Senator Ademola Adeleke, the newly Governor-elect under the platform of the Peoples Democratic Party(PDP).

It was gathered that Sunday who is living at Iraye junction of Ile-Ife was over joyous while he was with his friends around his compound to celebrate emergence of Adeleke as the governor-elect.

A source disclosed that, “Sunday went into his house to picked his gun which was loaded. He was attempting to fire a shot to the sky when he shot himself. He is a member of vigilante group but he was claiming that he belong to Amotekun.

“The friends who were at the scene took him to the an hospital in Lagere, Ile-Ife for proper treatment but he was referred to an hospital I don’t know.”

When contacted, the Field Commandant of Amotekun, Comrade Amitolu Shittu confirmed the incident but denied that Sunday was a member of the outfit.
