FG orders NDDC to resume suspended scholarship scheme

The Minister of Niger Delta Affairs Umana Umana has ordered the Niger Delta Development Commission (NDDC) to resume the commission’s scholarship scheme suspended some years ago.

It was gathered that Umana gave the directive during a two-day retreat for senior staff of the NDDC and the Niger Delta Ministry, which ended in Abuja at the weekend.

An official of the ministry, who spoke in confidence, said Umana vehemently kicked against suggestions to scrap the scheme and insisted that it would be sustained, expanded and reviewed to eliminate all forms of corruption in the system.

The source said Umana wanted a scholarship scheme that would be home driven with a special focus on Nigerian universities.

“The idea is to retain the scheme and make it home-based instead of the usual practice of sending beneficiaries abroad to study courses offered in Nigerian universities.

“Foreign scholarship scheme will not be totally removed. But it will be de-emphasised. Niger Delta students will no longer be sent abroad to study courses offered in Nigerian universities.

“The commission can only sponsor interested scholars overseas
to study only special courses that are not found in our universities. Therefore, Umana has ordered the commission to review and relaunch the scholarship scheme.”

The source said other far-reaching decisions were taken at the retreat to reposition the NDDC in harmony with the recommendations of the forensic audit report.

He said it was resolved that NDDC would henceforth streamline its projects against the current practice of awarding many jobs in one fiscal year.

“Henceforth, the NDDC will work closely with the National Assembly to ensure that projects are streamlined. Projects that had been completed would be inaugurated and the commission will also stop issuing emergency contracts”, he said.

He said there was also hope for the contractors, who had finished their jobs but had yet to receive their money as a decision was reached that the commission should focus on clearing its debts.

The source said: “It was also agreed the NDDC should cancel all projects that had been awarded but the contractors refused to mobilise to their sites. The money for such projects will now be used to complete other abandoned projects.

“The forensic audit report is being implemented in phases. The area that concerned the National Assembly had been sent to the lawmakers. The areas that concern the anti-graft agency have also been directed to them.

“A staff audit has also been ordered to ensure proper placement of workers and retirement of those directors due for retirement. The Niger Delta stakeholders should expect a new NDDC that responds to their yearnings under the current minister”, he said.

Abuja Insecurity: Terrorists Bring Battle To Buhari’s Doorstep

Three daring attacks by terrorists within three weeks have raised questions about the security architecture in the nation’s capital.

Regarded as one of the most fortified custodial centres in the country, the Kuje Medium Custodial Centre was on July 5 successfully attacked by members of the Islamic State for West African Province, who freed 443 inmates, including 69 of their members. The terrorists, who were said to be over 100, reportedly operated for more than two hours and overwhelmed a battalion of the Nigerian Army, Operatives of the Nigeria Police Force, Nigerian Security and Civil Defence Corps, and the Armed Squad of the Nigerian Correctional Service, among others stationed at the facility.

The President, Major General Muhammadu Buhari (retd.); the Senate President, Ahmad Lawan; and the Minister of Interior, Rauf Aregbesola, were all totally befuddled at the sheer brazenness with which the attack was carried out.

The President and some of his cabinet members, as well as the Senate President, had yet to recover from the shock and were still apprehensive about the Kuje attack and the possibility of the escapees staying back to torment them when they woke up to yet another report of an attack on the Presidential Guards Brigade last Sunday.

The Presidential Guards Brigade, which provides security for the Presidential Villa, the nation’s capital, and neighbouring communities, was ambushed by terrorists, who killed two officers and six soldiers.

Again on Thursday night, some dare-devil terrorists went to a military checkpoint located at Zuma Rock and opened fire on personnel on duty. Although they were repelled, a soldier was killed in that attack while two were injured.

Presently, all institutions of learning in the Federal Capital Territory have been abruptly shut down due to the rising insecurity in the territory.

Before these attacks, there have been pockets of cases leading to the deaths and abductions of some residents in Robochi, Abaji, Kwali, and Kuje, among other neighbouring communities in the FCT.

In March, residents of Chukuku in the Kuje Area Council blocked the Gwagwalada-Kuje express road and made bonfires to protest against the incessant abductions and killings in their community.

As of then, they claimed no fewer than 30 residents had been abducted since the year started.

However, security analysts believe these incidents and the spectre of insecurity witnessed in neighbouring states like Nasarawa, Niger, Kogi, and Kaduna should have put the security operatives and the government on red alert and measures capable of averting these attacks should have been emplaced.

Compounding the fears of the residents was the leaked memo from the Nigerian Security and Civil Defence Corps, which reported a planned attack by terrorists on the FCT.

In addition to this, there has been a litany of messages on social media platforms warning residents to refrain from some places within the territory.

Residents panic

In recent times, the FCT has been experiencing an influx of people from other northern states as a result of the few cases of insecurity recorded in the territory compared to others. The recent attacks by terrorists have, however, put paid to that.

Some of the residents who spoke with our correspondent said they couldn’t go about their normal activities as a result of the current situation in the FCT.

A resident who was recently transferred to the FCT, Mrs. Adebimpe Olayinka, said she did not feel safe at the moment.

She said, “When I got transferred to Abuja, I was not bothered about security as much because the FCT was regarded as one of the safest places to stay in the country. One should not have expected anything less because that is where the seat of power is. With the recent attacks and happenings in the FCT, I feel unsafe. Our community leaders have doubled our security, but I still feel that people that successfully attack Kuje, the Presidential Guard, tell me where they cannot attack. And with the news of strange faces being seen across the FCT, it shows they have surrounded Abuja. I hope and pray it doesn’t get worse.”

A trader at Karimo Market who gave her name as Lauretta said the rising insecurity in the FCT was affecting her business.

Govt efforts

The Nigeria Police Force said it had deployed additional assets to strategic locations within the country’s capital to avert imminent attacks.

The Force Public Relations Officer, Olumuyiwa Adejobi, stated that the Force Intelligence Bureau has been charged with gathering intelligence.

Similarly, the Guards Brigade has deployed more troops across the city to prevent another security breach.

The FCTA has also met with the governments of neighbouring states in order to rejig security operations. The security operatives in the FCT and their counterparts in contiguous states at the meeting agreed to take the fight to the terrorists’ camps.

Also, the terrified federal lawmakers, besides threatening to impeach the president, had met with the military high command to fashion a way out of the situation in the nation’s capital.

Risk management and security expert, Kabiru Adamu, lamented that despite the early signs, no corresponding measures to avert the attacks were put in place.

He said, “Outside AMAC, there have been constant attacks. If you ask us, the tell-tale sign was there. The Niger State governor had warned, even though his warnings were considered political, because the location he talked about was about 200 kilometres away.

“The governor of Kaduna had also warned. All of this points to the fact that these monsters had encircled the FCT and were planning an attack. The corresponding security posture would have limited or prevented the monsters from coming into the FCT. Unfortunately, we didn’t see that. Yes, it would be unfair to say the security department did not do much. They did.

“They carried out raids, which we didn’t see as a coordinated and systematic approach to the issue.” The forests, if you look at the ones that lead to Kaduna, would take you as far as Niger, through Katsina, Zamfara, Sokoto, and Kebbi. If you look at the one in Niger, there is no way you would carry out a raid and be successful without involving the neighbouring states to block the terrorists from moving around. The result is where we are today.”

He advised that reports about the planned attack on the FCT be handled with caution.

On his part, the former Director of the Department of State Services, Mike Ejiofo, said the police could not have prepared ahead to avert the attacks because they lacked the required manpower.

He said, “How do you prepare ahead when Police manpower is inadequate, they are ill-equipped and underfunded? That is why people must be involved in security.”

He called on residents to be security conscious and get involved in activities that would secure their communities.

Ejiofo said, “Everybody must not only be security conscious but vigilant. Residents must observe their environment. This is the time to form groups and employ vigilantes to look after the community to strengthen security within their environment. Also, they should ensure they have CCTV in their houses, although, it doesn’t stop crime from happening but it will help the police during its investigation.”

BREAKING: Former LASU Vice Chancellor Dead

A former Vice Chancellor of Lagos State University (LASU), Prof. Lateef Akanni Hussein is dead.

He died after a brief illness in the evening of Sunday, July 31st, 2022 at the age of 75 years.

Prof. Hussein, a professor of Physics was the 6th substantive vice Chancellor of LASU; he served between 2005 and 2011.

The Vice Chancellor, Prof. Ibiyemi Olatunji-Bello, while confirming the news on Monday, expressed her deep shock at the passing away of her former boss, under whose leadership she served as the Deputy Vice Chancellor of the university.

He will be buried today, Monday, August 1st, 2022 according to Islamic rites at Atan Cemetery shortly after a Janazah prayer at LASUTH Central Mosque, Ikeja, Lagos.

Dubai Based Academy Opens Summer Football Camp In Nigeria

A Dubai-based global football academy, Yoshi Football Academy, has concluded plans to begin a summer football camp In Nigeria in order to provide a standard platform for talent recognition and development.

Yoshi Football Academy Summer is an annual football talent hunting camp designed to discover young talents and expand the scope and structure of football for career and sports development.

The football camp is slated to launch between the 13th to 27th of August at the Tuft Arena, Sani Abacha Way, Inside Riverplate Park, Wuse, Abuja is open to young talents aged 14-18.

According to the Founder and Head Coach, Ahmad Geidam the camping will offer participants various opportunities including access to international scouts and agents, player development, access to training facilities and techniques and automatic membership to YFA, Dubai. He added that a seminar will be conducted for players and parents in order to sensitize them against fake sports agents and failed opportunities.

He said, “YSC will provide participants opportunity to train and develop with experienced coaching and technical staff while also engaging in daily routine drills in order to keep them actively fit and healthy.

“As a growing football and talent development academy, we have been working hard to build the right connections in the process of creating a community of international scouts, agents and most importantly the best in terms of quality players.”

Geidam further stated that the academy will organize a football tournament at the end of the training camp with winners receiving awards and trophy and having access to join the academy membership program.

The Academy Senior Consultant and Nigeria National League brand ambassador, Coach Marcelo Anyanwu said the summer camp will provide an avenue for the development of Nigerian football and deepen the Nigerian football structure for a strong representation at continental and global competitions.

“The former Arsenal soccer school coach said the summer camp will definitely build a better future for grassroots football in Nigeria and create a pathway for the upcoming stars.”

Two Nollywood Actors Kidnapped

Two Nollywood actors, Clemson Cornel popularly known as Agbogidi and Cynthia Okereke have been reportedly abducted yesterday, while filming in Enugu State.

According to a statement released on social media, by the Director of Communications, Actors Guild of Nigeria, AGN, Mrs Monalisa Chinda-Coker, the family of the actors confirmed that they haven’t returned home since they left a film location at Ozalla Town, Enugu.

The statement reads in part: “The two members of the Actors Guild of Nigeria, Cynthia Okereke and Clenson Cornel aka Agbogidi were suspected missing after their family members confirmed they didn’t come back from a film location at Ozalla Town, Enugu State.

“The two members were suspected to have been kidnapped and this has increased fear amongst members about the safety of actors filming in the country.

“In view of this sad development, the National President of the Guild, Mr. Ejezie Emeka Rollas, has instructed all actors to avoid going to the outskirt of cities to film except full security cover is provided to ensure their safety,”

Mr Rollas, however, expressed shock over the ugly development while urging the security agencies to speed up investigations that would lead to their safe rescue.

N109b fraud: How suspended AGF diverted TSA, IPPIS funds, by witness

A prosecution witness has told the Federal Capital Territory High Court, Abuja how the suspended Accountant-General of the Federation, Ahmed Idris, compromised the Treasury Single Account, (TSA), Government Integrated Financial Management Information System (GIFMIS), Integrated Payroll and Personnel Information System (IPPIS) to carry out massive fraud against government.

Idris, Godfrey Olusegun Akindele and Mohammed Kudu Usman are currently standing trial in a N109 billion fraud case before Justice A. O. Adeyemi Ajayi.

The second defendant, Akindele, was a staff in the office of the AGF, and Technical Assistant to the first defendant

Spokesman of the Economic and Financial Crimes Commission (EFCC) Wilson Uwujaren in a statement yesterday reported the Chief Investigative Officer of the case and Prosecution Witness One, PW1, Chief Superintendent of the EFCC, CSE Hayatu Sulaiman Ahmed, as telling the court that Idris manipulated key units under his care like the TSA, GIFMIS and IPPIS to siphon public funds as he liked.

The stolen funds, according to the witness, were allegedly diverted into the construction of properties such as Gezawa Exchange Limited, Gezawa Integrated Farms, and Kano City Mall.

Hayatu Ahmed was quoted as saying: “We had cause to invite several individuals who had transactions with the Gezawa Commodity and Exchange Limited and found one Baita Ibrahim Kura of B I Kura Ibrahim, a Bureau de Change (BDC) operator based in Kano.

“We invited him and cautioned him and he voluntarily wrote a statement, claiming he made several payments like N208 million into Gezawa Commodity Market with Jaiz Bank.”

Baita Ibrahim, according to the prosecution witness, admitted to having paid the sum of N866 million to one Architect Mustapha Mukhtar of Marsc Construction Limited for the construction of Gezawa Commodity Market and Exchange Limited.

He said: “My lord, investigation showed that Ibrahim received United States dollars from the first defendant. We also found that agitation from the nine oil producing states, regarding derivation from the excess crude account, was tabled before the Federal Account Allocation Committee (FAAC) and the committee came up with a figure of about $2.2 billion as what was due to the nine oil producing states, and this amount was to be deducted over a 60 months period on a quarterly basis.”

Hayatu Ahmed said N44.7 billion representing 11.5 per cent of the amount was set aside as gratification to some public officials to facilitate payments to the oil-producing states.

His words: “After the determination of this committee, my lord, some companies, Akindele and Co, a company owned by the second defendant, Godfrey Olusegun Akindele, was presented under the guise of consultancy.

Peter Obi, Okowa, Others Ask Christians To pray for Nigeria’s Peace, Unity

Presidential flag bearers of major political parties yesterday took turns to enjoin Christian faithful to intensify prayers against the myriad of problems facing the country.

Peter Obi of the Labour Party, PDP’s Ifeanyi Okowa and Adewole Adebayo of the SDP spoke at the 12th General Assembly of the Christian Association of Nigeria on Thursday in Abuja.

Mr Adebayo asserted that the present challenges bedevilling the country were “ordained for our time”.

“The problems that the church is facing today is the problem ordained for our time. They are not problems that should distract us because God remains constant,” Mr Adebayo said.

He urged Christians to pray for the unity and peace of the church and the nation.

“This is because the Church of Christ is not one side of Nigeria. It is not an opposition. It is a blessing to all Nigerians.

“The Church of Christ is the reason why Nigeria will be saved. The blessings go to all Nigerians, both Christians and non-Christians,” Mr Adebayo said.

He also advised clerics to pray for God’s will and not concentrate on predictions regarding the 2023 elections.

Meanwhile, the presidential candidate of the Labour Party, Peter Obi, who congratulated CAN for the peaceful transition in its leadership, urged the association to be united, saying, “the family of Christ is one, please let us be united “.

“Nigerians, please remember your country in prayers. Remember those of us going for public offices in prayers for us to use public offices and public money for public goods,” he said.

Similarly, Ifeanyi Okowa, the vice-presidential candidate of the People’s Democratic Party (PDP), said there was no doubt Nigeria was going through a lot in terms of security and economy.

He reiterated the need for Christians and their leaders to stand in for the country through prayers.

Telecommunications Subscribers To Pay 5% Tax On All Services

President Muhammadu Buhari regime has finalized plans to levy a 5% percent Excise Duty on all telecommunications services, including calls, SMS, and data services, a move that would further compound Nigerians’ economic woes

Finance Minister Zainab Ahmed shared the worrying news at a stakeholders’ forum organized by the Nigerian Communications Commission, NCC in Abuja on Thursday. Ms Ahmed said the decision was motivated by the federal government’s desperation to augment declining income from oil and gas.

 “The issue of revenue is not something that need to be shy away from, our revenue can no longer take care of our needs as a country,” Ms Ahmed asserted. “Also, Nigeria is no longer making enough money in oil revenue hence the attention is shifting to non-oil revenue.”

Ms Ahmed, represented by Musa Umar, Assistant Director, Tax and Policy, urged stakeholders to support the implementation of the five per cent exercise duty on telecommunications services.

The minister defended the recently enacted tax by claiming that several African nations, including Malawi, Tanzania, Uganda, and others, have successfully tapped into this method of generating revenue.

She did however assure Nigerians, that the government is committed to implementing the regulation in a seamless manner that will not negatively impact Nigerians.

In response to the development, Engr. Gbenga Adebayo, Chairman of the Association of Licensed Telecommunications Operators of Nigeria, ALTON, described the new tax regime as a strange move and unusual development.

He bemoaned that the newly imposed tax was a mishmash of 39 different taxes payable by the country’s telecom operators, implying that the new tax burden would be passed on to subscribers.

“It is a strange move; it appears a bit unusual. Excise duty is supposed to be apportioned to goods and products, but we are surprised this is on services,” he said.

 “We currently pay a lot of taxes, running into 39 of them, so we can’t add more to our existing burden. We won’t be able to absolve this on behalf of subscribers. The five per cent excise duty will be paid by the subscribers. It will collect by the operators on all voice and data services including OTT and remitted to the Nigerians Customs”, he added.

It was reported that telecommunication companies under the umbrella of ALTON recommended an upward adjustment in call and SMS tariffs to cushion the increasing cost of operation in Nigeria.

The association claimed that the telecommunications industry had been financially harmed by an economic downturn that occurred in 2020 and the ongoing Russia-Ukraine war.

They claimed the war had resulted in a 35 per cent increase in their operating expenses due to an increase in energy costs

Ebonyi Governor’s Brother Rejects Buhari’s Appointment

Austin Umahi, the younger brother to Ebonyi State governor, has rejected President Muhammadu Buhari’s appointment to become the Secretary of Revenue Mobilization Allocation and Fiscal Commission(RMAFC).

Mr Umahi made this known in a statement he released stating that the appointment was good for job seekers or retired civil servants but not for someone of his age and with is qualifications. 

The statement read “I am honestly humbled by this show of love, however, I regret to inform you that I declined the appointment because it is at best for job seekers or retired civil servants or better still anyone who loves the job and secondly, I am convinced that at my age and work experience it is not in doubt that I know what I want in life.

He however urged interested persons to contact his brother the Governor of Ebonyi State.

Mr Austin Umahi was one of the three persons recently appointed by President Muhammadu Buhari into different parastatals of his administration.

Buhari Threatens Sanction On BBC For Banditry Documentary

The minister of Information and Culture Lai Mohammed says the government of Gen. Muhammadu Buhari will sanction the BBC for their documentary on banditry, accusing the platform of amplifying the voice of terrorists.

“Let me assure you, they will not get away with this naked glorification of terrorism and banditry in Nigeria,” Mr Mohammed said on Thursday in Abuja.

“When otherwise reputable platforms like BBC give their platform to terrorists, showing their faces as if they’re Nollywood stars, I want to assure them that they won’t get away with it, the appropriate sanctions will be meted.”

Mr Mohammed’s statement comes days after BBC Africa Eye published a documentary featuring interviews with bandit leaders. 

In the documentary, Abu Sani, a bandit kingpin said banditry “has become a business. Everyone wants money. That is why things are deteriorating, from the top to the bottom.”

Threats of sanctions against media platforms have become commonplace with the Buhari regime.

Before now, Mr Mohammed had threatened sanction against CNN for their documentary exposing how Nigerian soldiers opened live rounds on EndSARS protesters at Lekki Tollgate, Lagos.
