2023: Ohanaeze Ndigbo urges on IPOB, others, to register as voters ahead of the general election

The Ohanaeze Ndigbo Worldwide has urged all Igbos, including members of the Indigenous People of Biafra (IPOB) and the Movement for the Actualisation of Sovereign State of Biafra (MASSOB), to ensure that they are registered as voters ahead of the 2023 general elections.

The apex group also implored President Muhammadu Buhari to fulfil the promise he made in Aba that he would make an Igbo man president in 2023.

Ohanaeze Ndigbo urged the Igbo, including members of IPOB and the Movement for the Actualisation of Sovereign State of Biafra (MASSOB), to participate fully in the voter registration exercise “to increase numeric stamina during the 2023 general elections”.

The group made it bare that it is only a Nigerian president of Igbo extraction that could assuage the grief of the Igbo people, adding that the marginalisation and injustice will end the clamour for secession.

According to a recent statement by the Secretary-General of the group, Okechukwu Isifuzoro, Ndigbo residing in the 36 states of the country must know the importance of the voter registration exercise and sacrifice time to participate in it.

He maintained that Biafra agitators, especially IPOB and MASSOB, must see beyond their noses and mobilise the people for the registration exercise as there might be a future referendum, stressing that it is only those with voter cards that will participate in the future referendum.

He urged the Ndigbo not to be discouraged by the manipulation of the Independent National Electoral Commission’s (INEC) allotment of least polling units to the South-East but capitalise on the Igbo presence in every 774 local councils for electoral pursuits.

“This is the finest time for the Ndigbo, including the youths that had never taken part in the voting exercise, to register for the first time, especially those that would be 18 years old this year.

“Our target Igbo population is 18-29 years old (those Big Brother Naija zealous youths).

“Diaspora voting privileges must be a focal point of the National Diaspora Commission as it will be a great legacy project that will outlast Buhari’s government,” he said.

The Secretary-General also added that Nigerians abroad have the right to take part in this electoral process, as Foreign Missions and Embassies must serve as centres for online voter enrolment.

“We are not advocating for South-East presidency, what we are advocating for is a Nigerian president of Igbo extraction.

“There are Ndigbo in Rivers, Delta and Benue states and so on, but the core zone that demands equity, justice and fairness are South-East, which has not produced a Nigerian president.

“If peradventure the injustice or any attempt to thwart 2023 Igbo presidency succeeds, it will not augur well with the unity of the country. It will strengthen self-determination and the agitation for Biafra. It is only a justified Igbo presidency that will unite Nigeria.” he said.

Meet A Lady That Blinded Herself To Fulfill Her Lifelong Dream of Being Blind

At age 21, Jewel Shuping purposefully blinded herself with drain cleaner, fulfilling her lifelong dream of being disabled. “I should have been blind from birth,” she says.

Since she was a child, she had dreamed of being blind. She used to spend hours staring directly at the sun, hoping it would blind her. But that didn’t work. Finally, she found a psychologist willing to pour drain cleaner into her eyes. With her psychologist’s help, Jewel finally went blind, fulfilling her lifelong ambition.

Jewel has body integrity identity dysphonia (BID), a condition characterized by a desire to be disabled. Some people with BID amputate their own (healthy) limbs. Others, like Jewel, blind themselves.

Another account says that Jewel Shuping blinded herself with the aid of a sympathetic psychologist.  The process was said to be very long and painful. But today, after nine years she blinded herself, Jewel is sharing her own stories to raise more awareness of BIID.  She encourages people who have this dangerous mental illness to seek professional help, instead of taking steps that may disfigure them.

Some doctors will assist BID patients, helping them amputate their healthy limbs. But the ethical considerations are complicated. In Scotland, one doctor lost his medical license after amputating the healthy limbs of people with BID.

Some people argue that BID is a form of human diversity, and that it should be accepted by society. Others call BID a mental disorder.

2023: : North May Ground Tinubu’s Presidential Quest; May “Compensate” Him In Other Ways

Ahmed Bola Tinubu may not be supported by the Northern power brokers come 2023, but may be compensated in many other ‘juicy ways’, according to a Northern power broker who does not want his name in print. 

The source who spoke to LeadingReporters  General Investigation Editor during a friendly chat hinted that the power brokers from the Northern part of Nigeria have resolved to withdraw their support from Ahmed Bola Tinubu’s presidential quest come 2023.  He said however, that the North would not be ungrateful for the role Tinubu played in bringing President Muhammadu Buhari to power.

“I can tell you that the North would not support Tinubu’s presidential activities come 2023.  This is not out of ingratitude. We are grateful for his support for a Northern President in the last two general elections.  It is not because he is not loved.  It is simply because there would be a lot of rescheduling and balancing come 2023 and Tinubu is not found in that equation.

“We are a people who do not turn their back on friends.  We would ensure that our dear friend and ally, Ahmed Bola Tinubu gets a fair deal.  He would be handsomely rewarded for his perennial support for the region.  The reward would not come as support for his presidential ambition.  It may come in other irresistible ways.

When pressed for a hint on what the “juicy compensation” may look like, our source simply replied that it was going to be an irresistible compensation which, according to him, Bola Ahmed Tinubu would never resist.

Recall that President Muhammed Buhari in a recent media chat with Arise TV media broadcast has hinted that “nobody is just sitting in Lagos and asking them what to do”.  This statement was seen in many quarters as being targeted at Ahmed Bola Tinubu, an APC stalwart from Lagos, South West Nigeria.

Social Media and Guerilla Legislation in Nigeria

The insurgency which began in the Northeast some years back has had a major impact on social life in the country. Several negative happenings; banditry, kidnapping etc. are largely seen as the impact of insurgency.

If nothing else, it has pushed the term ‘security’ far above all other sectors of the nation. In fact, the budgetary provisions for security have on an annual basis become larger than that of many other sectors combined. Yet, the nation is still in crisis. A major reason why the situation has lasted this long is because as big as Nigeria is, she has been unable to defeat a handful of insurgents due to the latter’s reliance on guerilla tactics – a strategy of irregular, hit and run set of attacks. Interestingly, our innovative politicians appear to be following the footsteps of the tactics by introducing guerilla legislation.

A cursory look at the intermittent attempts to shut down free speech in the country will no doubt reflect, hit and run, irregular guerilla legislation. Here, an overview of the efforts will suffice. In an attempt to muzzle dissenting voices and stifle free speech under the cloak of national security and defamation of character, Senator Ibn Bala Na’Allah (APC, Kebbi South) sponsored a Bill in 2015 that was described as an ‘Act to Prohibit Frivolous Petitions and Other Matters Connected Therewith.’ The Bill intended to make it unlawful for anyone to submit any petition, as well as statement intended to report the conduct of any person for the purpose of an investigation, inquiry without a duly sworn affidavit confirming the content to be true. It was overwhelmingly rejected by Nigerians. The Senate was forced to withdraw the Bill on two grounds. First, it was not supported by President Muhammadu Buhari and second the relevant Senate Committee on Judiciary, Human Rights and Legal Matters also found that most of the provisions of the bill had already been covered by other extant laws of the Federation.

After the withdrawal of the Bill which many thought would bring respite to the subject, two Senators from the same state – Niger, began their own scheme to introduce two Bills different in title but similar in content and intention to stifle free speech in the country. The first of the bills, titled ‘Protection from Internet Falsehood and Manipulations Bill, 2019’ was sponsored by Mohammed Sani Musa (APC, Niger East).

As usual because of the guerilla disposition of the senate to laws relating to media and free speech, articulate members of the red chambers distanced themselves from the Bill leaving only a few with problems of public perception. Among them was Senator Elisha Abbo (PDP, Adamawa North) who was earlier caught on camera doing what Igodomigodo would categorize as ‘vandalistic deliverance of blows’ with a young lady. Besides the woman-battering senator, there was also Senator Abba Moro (PDP, Benue South). Moro was not long ago Nigeria’s Minister of Interior who presided over a phantom hire for jobs at the Immigration Service which led to the death of many young Nigerians. Moro was probably still haunted by media publicity of public condemnation of his performance. As if in partnership with falsehood, Senator Musa’s Bill created offences for which truth was not to be accepted as a defence!

The second similar bill was on Hate Speech sponsored by Senator Sabi Abdullahi, (APC, Niger North). Following widespread criticisms, the Hate speech Bill was formally disowned by the Senate. The then acting spokesperson of the senate, Godiya Akwashiki told the media that contrary to general impression, the bill was not the idea of the 9th Senate; but rather the handiwork of Abdullahi, based on his conviction. The seeming merit of the Hate Speech Bill was its sponsor’s presupposition that it could dissuade violence.

Unfortunately, members of the political class to which Abdullahi belongs are the greatest culprits of false statements which are made and denied now and again even where documentary evidence abounds. Yet, he is more keen on making laws that are targeted at the media and no other group. How we wish all those anxious to control the media can get better educated that all apprehensions about poor media reportage are covered by existing laws such as the Penal Code, the Criminal Code, the cybercrime Act, the Law of Defamation, the Nigerian Communication Commission Act etc.

With the contents of the Social Media and Hate Speech Bills, it became obvious that our senators were and are still working at cross purposes with themselves. They introduce a bill, withdraw it, and then reintroduce it severally with new titles. When the Human Writers Association of Nigeria (HURIWA) petitioned the Senate President, Dr. Ahmed Lawan on the recurring efforts to silence Nigerians, he gave assurances that the National Assembly would not pass any anti-people laws. It is also hoped that our legislators would not overregulate the media space in such a manner that Nigerians may become confused as to what can or cannot be said.

In truth, many Senators and other politicians do not appear willing to be held accountable which they hope they can easily achieve by constraining the media and free speech. They seem to be unaware that just as the Constitution gives them functions so does it mandate the media under Section 22 of the same constitution to make the government accountable to the people. If media professionals are caged through a multiplicity of laws who then would ensure that those in power are compelled to account to the people? In a country where government is not accountable to the people, the whole talk of power belongs to the people is reduced to a slogan in place of democracy

It is not an overstatement to imagine that it is the oxygen supplied by the legislature that has made the executive to become quite confident and active in the current drive to constrain free speech in the country. At a point the Federal Inland Revenue Service FIRS was contemplating introducing communication tax. According to the former Chief Executive of the FIRS, Babatunde Fowler, our people can afford to pay because they are always talking. We can only hope that the new boss is not similarly inclined. To do so would be to negate section 39 of our constitution which expressly provides for not just freedom of expression but also freedom as per subsection 2 to use whatever medium to receive and express opinions

In the last couple of weeks, moments of tension in the country have probably pushed government officials into seeking to control twitter and other digital platforms of the social media. While it can momentarily assuage government feelings, there are negative consequences. Luckily President Buhari has washed his hands off the scheme.

All government officials ought to note that the control of free speech can render the public docile and unable to meaningfully contribute to national development. It can also intimidate media professionals to lose their discretion, Under the circumstance, government messages to the public would neither be creditably delivered by the media nor believed by the people. By the time the current actors leave the public scene, they would have irreversibly turned back the engine of societal development. We therefore need to watch it because as we say in my part of the country, anyone who goes blind to avoid seeing his enemies would also not see his friends.

FG Looks to Drive Blockchain Adoption

The Federal Government of Nigeria is looking to drive blockchain adoption as part of its plans to establish emerging technology centers across the country.

This was made known by the Minister of Communications and Digital Economy, Dr. Isa Pantami during the Digital Africa Annual Conference with the theme: “Building A New Africa with AI and Blockchain.”

Pantami stated that the government was working toward establishing innovation centers that will explore capacity-building protocols for artificial intelligence, the Internet of Things, robotics, cloud computing, and blockchain technology, among other fields.

He noted that the seventh pillar of the National Digital Economy Policy and Strategy (NDEPS) focuses exclusively on developing emerging technologies among the populace.

As part of his address, the communications minister said the move was part of efforts to promote an innovation-driven culture in Nigeria, adding:

“We are also actively preparing to take advantage of blockchain technologies for our digital economy, and we recently developed a National Blockchain Adoption Strategy.

Back in October 2020, Nigeria’s National Information Technology Development Agency (NITDA) issued a draft strategy framework for blockchain. The document included a six-point agenda for utilizing the novel technology including national digital identity and regulatory sandboxes for pilot implementations.

Addressing the conference, NITDA director-general Kashifu Inuwa stated that Nigeria can be a growth driver for AI and blockchain in Africa. In November 2020, Inuwa remarked that the country could generate up to $10 billion in revenue from blockchain by 2030.

Back in February, Nigeria’s vice president, Yemi Osinbajo, stated that crypto and blockchain will revamp Nigeria’s financial landscape. The vice president’s comments followed on the heels of a ban imposed by the central bank prohibiting financial institutions from servicing cryptocurrency exchanges.

Pantami in his speech also addressed the need to expand broadband infrastructure, provide people with digital skills, and also providing an enabling environment for digital entrepreneurs to thrive.

PIB: PENGASSAN charges FG on Investors Oriented and Balanced Bill

The National President, Petroleum and Natural Gas Senior Association of Nigeria (PENGASSAN), Comrade Festus Osifo has charged the federal government to ensure an investor oriented and balanced Petroleum Industry Bill (PIB) when passed into law.

Osifo while speaking in Abuja on Friday at the 6th Triennal Branch Delegates Conference noted that government should include the investors’ interest in the bill which will not just make the bill balanced but will ensure reserve development and national production increase.

“What we are advocating is that as long as government want to make more money, government at the end of the day should also look at the investors so that it will be balanced, so that this investors will not run away to other countries that have crude oil, so it must be a balanced bill that was our advocacy which will encourage them to stay”.

“We have about 37 billion barrel reserve of crude oil, now if we have investors that put in money into it, they will continuously develop this reserves and our national production will increase.

Osifo explained that if investors are disincentivised, there will be low patronage and they will go to neighboring countries where crude oil is available

“If you disincentives investors, they will run to neighboring countries that is why we want a balanced bill and again we want the investors to also make money so that at the end of the day, our members will be better of for it, the welfare of our members is paramount”.

Speaking on the theme: Energy Transition and implication on PENGASSAN, Osifo stated that the world largely depends on fossil fuel which depict a gradual transmission to fossil fuel and as such, PENGASSAN must be prepared and begin to explore other energy dependable areas in order to maintain relevance in the oil and gas industry.

“We must be prepared as PENGASSAN and as an association to be ready so that when that time comes we will not be taken unaware, so what that means is that PENGASSAN as an institution should begin to look at how do we expand our tentacles to solar energy, the electricity industry and others, those are what we should be discussing today, so that in years to come, PENGASSAN will still be relevant in the scheme of things in the industry”.

Branch Chairman, Total E&P Nigeria PENGASSAN, Victor Ibeawuchi encouraged the management team of TOTAL E&P Nigeria to continue to foster the spirit of mutual respect, co-operation and collaboration with the Association as collaboration is legendary in the industry and has become a standard to be met by their peers.

“The industry needs more collaboration for all to progress and that include deeper Union Management engagement and co-operation”.

Ibeawuchi added that the industry is turning a corner to new grounds and changes surely are expected within the entire industry, both locally and globally and as such, it is imperative for the Association to steer itself from business-as-usual, re-create and re-invent its methodologies and action-templates towards maintaining its relevance and positivity to ensure that it continues to add value and contribute to the sustainability of our farmland in the best interest of members, families, the association and the industry.

“All eyes are set on the impact of the much-awaited Petroleum Industry Bill and therefore uncertainties abound, nevertheless, we can always achieve our objective through teamwork”.

“This speech is a direct appeal that both Management and the Unions must continue to collaborate to ensure the continuity of improved welfare for the staff and the sustainability of the Company”. He added.

Quality Control, Solution to Building Collapse – BSTAN GROUP

The President, BSTAN GROUP, Dr. Becky Olubukola has identified Quality Control as a panacea to reduce the incidences of Building Collapse in the country.

Olubukola while speaking in Abuja on Friday at the signing of four new brand Ambassadors for BSTAN GROUP noted that quality control, regulations and right orientation for the public will reduce incidences of building collapses and housing deficit in the country.

According to Olubukola, regulatory agencies in the building and construction industry must ensure regulations and enforce sanctions to defaulters.

“For me it is about quality control, building what people can live in while thinking about yourself, the COREN and other regulatory agencies should come out with regulations that can stop the deficit in housing and collapse of structures”.

Olubukola further stated that people should be orientated and be abreast of information in building and construction so as not to fall victim of building collapse.

“People should also have orientation about building, when an engineer serve you a bill, negotiate, don’t say the Bill is too high and you give a bricklayer,

“it is for both parties as far as we need to put regulation and sanctions in the industry, there is also a need for the people of Nigeria to know the right thing about good building”.

Meanwhile, Olubukola urged the new ambassadors to be of goodwill and represent the standard and quality of BSTAN GROUP brand anywhere they go.

“For our newly appointed ambassadors, we are expecting goodwill, good information, spread good news and represent the quality and standard of BSTAN GROUP brand, give out information to people on how they can afford affordable homes”.

FCT Residents to AEDC: We can’t keep paying for Darkness, Lacking other Amenities

Residents of Gbaukuchi and Gubausabo communities in Kuje Area Council say the lack of electricity and water supply in their communities was slowing down development.

Some of the residents who spoke with the journalists said the community had been without electricity for years.

Gbaukuchi and Gubausabo are communities along airport roads with street lights just at the entrance of the community but no power supply within.

Helen Samuel, a resident of Gbaukuchi said there had never been any form of social amenity in the community since she had been residing there for over 15 years.

She regretted that politicians would always go to the community for campaigns and promise better days for the residents but never fulfilled any of the promises.

“During election, candidates of political parties will always promise to provide us basic amenities, when we vote for them to win, they will never come back.

“We do not have health facilities, no clinic, chemist, not to mention a hospital or secondary school in our community. 

“The road is inaccessible owing to no bridge; during rainy season the river rises, which makes access to nearby communities difficult, resulting in loss of lives in the process.

 “The inability to construct the bridge has also prevented small investors from doing business in our community, thereby making us suffer unduly.

 “Construction of a bridge is needed urgently, as well as hospital, junior and senior secondary schools, to avoid children crossing the river to attend schools in nearby Ketti community. 

 Another resident, Mrs. Laraba Yakubu, said although a primary health care centre was provided in 2016, after years of agitation, “they are not maintaining it and no doctor to attend to patients”.

  “Our people are dying of waist pain, chest pain and eye issues; we need medical personnel in our community, to help reduce death of residents.

 “We carry sick people to Ketti General Hospital when the condition is critical, hence the need for a hospital, to ensure the safety of pregnant women, nursing mothers and babies in Gbaukuchi,” Yakubu said. 

  “I gave birth to my children at home because I cannot afford hospital fees, says Mrs. Grace Alex, a resident of Gubuasabo.

According to Alex, Gubausabo is a small community that lacks everything, not even a market for petty trading.

”If the Kuje Area Council can establish a market for residents of the community it will help people engage in trading and ease poverty and suffering. 

In the same vein,  residents of Gishiri and Kasablanca communities of Nicon area of Abuja, also solicited government’s intervention in the provision of a health centre.

Some of the residents also called for the provision of mosquito nets and proper knowledge of its usage.

Hajiya Medina, a resident of Gishiri, said she bought mosquito net from the market, adding that her family had formed the habit of using it at all times.

”My experience has been wonderful because it protects my family against mosquitoes.

”My family members hardly fall sick because we use it every night and it has helped me to save money from not buying malaria drugs and hospital expenses.

”Some people in my community don’t have knowledge of how the mosquito networks, that is why I think we need sensitization.

”We also need a health center that can provide us with mosquito nets and health education,” she added.

 ”Most people, who live here are poor and can’t afford money to buy mosquito nets, especially the pregnant women and they also need enlightenment on proper usage,”  Isah Gishiri another resident said.

According to Gishiri, I have one which i have been using for years, i cannot afford another one now, that is why we solicit assistance.

”I am sure mine would have expired that is why it is not as effective as before.

Western alliance: NATO to call out China’s behaviour as ‘systemic challenge’

NATO leaders warned on Monday that China presents “systemic challenges,” taking a forceful stance towards Beijing in a communique at Joe Biden’s first summit with an alliance that Donald Trump openly disparaged.

The new U.S. president has urged his fellow NATO leaders to stand up to China’s authoritarianism and growing military might, a change of focus for an alliance created to defend Europe from the Soviet Union during the Cold War.

The language in the summit’s final communique, which will set the path for alliance policy, came a day after the Group of Seven (G7) rich nations issued a statement on human rights in China and Taiwan that Beijing said slandered its reputation.

“China’s stated ambitions and assertive behaviour present systemic challenges to the rules-based international order and to areas relevant to alliance security,” NATO leaders said in the communique.

Biden also told European allies that the alliance’s mutual defence pact was a “sacred obligation” for the United States – a marked shift in tone from his predecessor, Trump, who had threatened to withdraw from the alliance and accused Europeans of contributing too little to their own defence.

“I want all Europe to know that the United States is there,” said Biden. “NATO is critically important to us.”

Biden stopped at the NATO headquarters’ memorial to the Sept. 11, 2001, attacks on the United States by al Qaeda militants, when NATO triggered its Article 5 for the first and only time. Under the article, the alliance treats an attack on one member state as being an attack on all.

Later at a news conference, Biden, who will meet Russian President Vladimir Putin on Wednesday in Geneva, said China and Russia were trying to split the transatlantic alliance and that, while he was not seeking conflict with Russia, NATO would respond if Moscow “continued its harmful activities”.

He described Putin as tough and bright.

“Russia and China are both seeking to drive a wedge in our transatlantic solidarity,” Biden said. He also pledged to support Ukraine in its conflict with Moscow, although he was non-committal on whether Kyiv could one day join NATO.

“We are going to put Ukraine in a position that they will be able to maintain their physical security,” Biden said, without giving more details.

‘AMERICA IS BACK’

While there are still differences in strategies on how to deal with China across the West, Biden said NATO was united under U.S. leadership. “America is back,” he said, seeking to reassure Europeans that a Trump-like populist would not be back in the White House in four years.

“The leadership of the (U.S.) Republican Party is fractured and the Trump wing of the party is the bulk of the party, but it makes up a significant minority of the American people”.

German Chancellor Angela Merkel, at her last summit of the alliance before she steps down in September, described Biden’s arrival as the opening of a new chapter. She also said it was important to deal with China as a potential threat, while keeping it in perspective.

“If you look at the cyber threats and the hybrid threats, if you look at the cooperation between Russia and China, you cannot simply ignore China,” Merkel told reporters. “But one must not overrate it, either – we need to find the right balance.”

In NATO’s glass and steel headquarters on the outskirts of Brussels, Secretary-General Jens Stoltenberg said China’s growing military presence from the Baltics to Africa meant nuclear-armed NATO had to be prepared.

“China is coming closer to us. We see them in cyberspace, we see China in Africa, but we also see China investing heavily in our own critical infrastructure,” he said, a reference to ports and telecoms networks.

Stoltenberg also said the leaders had agreed to increase their contributions to the alliance’s common budget. The vast bulk of military spending in NATO is handled separately by member countries.

CHINA’S REPUTATION

G7 nations meeting in Britain over the weekend scolded China over human rights in its Xinjiang region, called for Hong Kong to keep a high degree of autonomy and demanded a full investigation of the origins of the coronavirus in China.

China’s embassy in London said it was resolutely opposed to mentions of Xinjiang, Hong Kong and Taiwan, which it said distorted the facts and exposed the “sinister intentions of a few countries such as the United States”.

“China’s reputation must not be slandered,” the embassy said on Monday.

British Prime Minister Boris Johnson said there were risks and rewards with Beijing. “I don’t think anybody around the table wants to descend into a new Cold War with China,” he said.

From China’s investments in European ports and plans to set up military bases in Africa to joint military exercises with Russia, NATO is now agreed that Beijing’s rise deserves a strong response, although envoys said that would be multi-faceted.

Allies are mindful of their economic links with China. Total German trade with China in 2020 was more than 212 billion euros ($257 billion), according to German government data. Total Chinese holdings of U.S. Treasuries as of March 2021 stood at $1.1 trillion, according to U.S. data, and total U.S. trade with China in 2020 was $559 billion.

Nigeria economic growth lags Africa, poverty rising

Nigerian economic growth has resumed after the COVID shock but is lagging the rest of sub-Saharan Africa, with food inflation, heightened insecurity and stalled reforms slowing growth and increasing poverty, the World Bank said on Tuesday.

Presenting its six-monthly update on development in Africa’s most populous country, the organisation gave a GDP growth forecast for Nigeria of 1.9% in 2021 and 2.1% in 2022, compared with 3.4% this year and 4.0% next year for sub-Saharan Africa.

He said the COVID-induced crisis was expected to push over 11 million Nigerians into poverty by 2022, taking the total number of people classified as poor in the country to over 100 million. The total population is estimated at 200 million.

The World Bank expects the Nigerian inflation rate in 2021 to be 16.5%. The forecast for sub-Saharan Africa, excluding Nigeria, is 5.9%.

Hernandez said increased insecurity across the nation — ranging from mass abductions at schools, kidnappings for ransom, armed conflict between herdsmen and farmers, armed robberies and various insurgencies — was a drag on growth and job creation.

He said it was critical for the government to maintain reform momentum, but that some important reforms had stalled

He cited petrol subsidies, which have recently returned after the government had established a market-based pricing mechanism, and electricity tariff reform, an area where planned adjustments to bring prices in line with costs have been paused.

Hernandez said Nigeria had the largest number of people without access to electricity in the world, and that electricity subsidies benefited mainly richer households.

Only 22% of the poorest households have access to electricity, while 82% of the richest are able to access power.
