Japa Cycle: Recession is global, stay in Nigeria – NIS

The Nigeria Immigration Service (NIS) has warned Nigerian youths about the dangers inherent in illegal migration and human trafficking, adding that economic downturn is a global phenomenon. 

The NIS said many Nigerian youths have had their organs harvested and perished in the process of leaving the country for sweet promises. 

It insisted that illegal migration had become rampant following the national socio-economic downturn, but maintained that the “Japa Syndrome” embraced by the youths in recent times was not the solution. 

Mrs Kemi Nandap, the Deputy Comptroller General of Immigration in Charge of the Directorate of Migration, made the remarks at the weekend in Gwagwalada, Abuja, during sensitization visits to the District Head of Gwagwalada, the Government Day Secondary school, and the Gwagwalada main market. 

She said the sensitisation which was in commemoration of the 60th Anniversary of NIS was designed to educate the youths, parents, community leaders and other stakeholders about the danger of illegal migration and human trafficking especially through the Mediterranean and North African deserts. 

As she described the Japa Syndrome as alarming, especially amongst youths, 

Nandap revealed that over 1,200 youths died in the Mediterranean Sea and deserts last year alone. 

Nandap said many of those who reached some countries had their organs harvested by people they trusted.

She said, “Don’t be deceived, economic downturn is now a global phenomenon. If you have been watching events across the world, you would have noticed protests in some countries. So, it is not about Nigeria alone. It is a global issue. Stay here with us and let us pull our country out of this challenges together. 

“Don’t follow sweet promises that are not real. People who are telling you to follow them, ask them why they couldn’t carry their own children. Why didn’t they Japa with their cousins and other close relatives. It is dangerous.

“They deceived our youths, made them to pass through the deserts and the Mediterranean Sea, some died in the process and their bodies washed off the Sea. Some had their organs harvested by people who took them out the country.”

Bribery for tenure elongation rocks Nigeria Immigration Service: CGI Idris; DCG Anyalechi fingered

Allegations of bribery for tenure elongation has been made against the current Comptroller General of Nigeria Immigrations Service Idris isah Jere and the DCG Directorate of Passport and Other Travel Documents Mrs Modupe Anyalechi.  A close source who spoke to LeadingReporters on condition of anonymity revealed that the CGI may have parted with nothing less than N3billion in securing a one year tenure extension. It was learnt the CGI embarked on massive lobbying in the Villa and among other stakeholders who billed him in hundreds of millions. 

“I am certain that as much as over N3billion was collected by one single individual who is a power broker in the government today.  Other hundreds of millions were given to other stakeholders to facilitate the illegal tenure extension.  It has become a norm in Nigeria that top government functionaries who desire to stay put in their positions expends billions of tax payers money in bribery to remain in office.

The source further hinted that DCG Modupe Anyalechi leveraged her connection and tribal affiliation with some big shots in the ministry of interior to elongate her stay in the office.  DCG Anyalechi who is in charge of Directorate of Passport and Other Travel Documents was said to have attained her retirement age on 17th May, 2022.

“She refused to retire because of backing from Ministry of Interior”.

“DCG Anyalechi refused to go when she found out the game played by the CGI for his tenure renewal.  It was a case of I know what you know”.  The source said.

It was learnt that the CGI refused to compel DCG Anyalechi to proceed on her terminal leave for fear that the later would hit back by exposing what she knew about the CGI.

All efforts by this online news platform to get the issues addressed by immigration management were unsuccessful as at the time of filing this report.

How Staff of Nigeria High Commissions defraud Nigerians as much as $500 for ‘special’ appointment for passport renewals

Nigerians, both at home and overseas are paying the price of leadership without morality and empathy.  While Nigerians at home continue to bemoan untamed perennial corruption by public office holders, those living overseas are not left out from official exploitation by those saddled with the responsibility of protecting and aiding their fellow countrymen in distant shores. LeadingReporters investigation revealed that Nigeria High Commissions overseas compel Nigerians who are desirous of having their international passports renewed to part with as much as N250,000 to secure a not-too-distant date for data capturing.

LeadingReporters, following complaints by some Nigerians living in diaspora, launched an investigation into series of  allegations of exploitation by staff and officers in Nigeria high commission, especially the passport departments. This online media platform uncovered a well-planned-out strategy with which these staff of embassies, especially the diplomatic attaches from Nigeria immigration service hoodwink their fellow countrymen overseas into parting with their hard earned money.

How do they perpetrate this illegality?  Those in charge of capturing the applicants’ data intentionally lock appointment date for as long as six months, claiming that all the dates have been booked. After paying all necessary official fee for passport renewal, applicants are given a website to book for appointment for data capturing.  The website, upon opening displayed dates that have been booked and locked. This means that the applicants may have to wait for up to six months to be attended to.

For instance, a visit to the passport renewal site of Nigeria Embassy in Abu Dhabi leaves a message that the mission would only attend to passport application on appointment basis ONLY for Tuesdays and Thursdays.  In the site, applicants are asked to select a month then choose a spot for their passports renewal.  A click on the month and date of an applicant choice would reveal that such date has been booked and locked. 

LeadingReporters made an attempt to book a mock-appointment via the Embassy’s sign up site https://signup.com/client/invitation2/secure/6787879060110/true#/invitation. The site showed that all other months and days have been booked up to September 7th, 2022.

We targeted some countries with high level of complaints by applicants.  Countries like United Arab Emirates, Turkey, and other European and African countries. LeadingReporters Dubai correspondent who was detailed to act as an applicant.  She visited the office and was told that with a whopping $500, she could get an earlier appointment within the next week . 

When she asked the officer how he hoped to do fast track it for her since other applicants have booked up till September 7.  She was told that all she needed to do was to pay the bribe and she would have her capturing done within 7 days.  It was at that point that she was told by the officer who already has developed an emotional feeling for our correspondent that they (the staff in charge of data capturing) intentionally locked those dates and sell them eventually to applications who are willing and able to pay their way through. 

The officer told our correspondent during a lunch date that they could charge as much as $700 and $1000 depending on the level of urgency. “Money makes things happen”.  He told our correspondent.

Buhari Appoints New Boss For Nigerian Immigration Service

Idris Isah Jere a Deputy Comptroller General in charge of Finance and Account, will take over in an acting capacity pending the appointment of a substantive Comptroller General by President Muhammadu Buhari.

The Comptroller General of the Nigeria Immigration Service, Muhammad Babandede, has retired from service.

Babandede was appointed as the Comptroller General of the NIS on the 15th of May 2016.

He took over from Martin Kure Abeshi.

At a valedictory session on Friday, Babandede said; “I have left Immigration better than I found it.”

The retired CG, who promised to be an ambassador of the NIS, said he will always be ready to assist whenever he is called on by the Service.

Babandede spent five years and four months as the Comptroller General of the Service.

A valedictory service on Friday at the headquarters was attended by serving, retired officers as well as Babandede’s family/members and friends.

Babandede noted that tremendous changes were made under his leadership with the assistance of officers and men.

“I am very proud today. I am leaving the Service better that I met it. I have made my contributions and I pray that successive leaders will improve on what we have done,” he said.

Dr. Sam Nwosu, Dr. Tony Luka Elumelu of the ECOWAS Commission and Mr. Rafael Rois Molina of FIAPP /ATPSOM hailed Babandede for his efforts and achievements.

The former CG passed the baton of leadership to Deputy Comptroller General, Idris Isah Jere who becomes the acting CG.

Until now, Jere was in-charge of the Directorate of Finance and Accounts.

A pull-out parade for Babandede will be held on Monday, 13th September at the parade ground of the headquarters in Abuja.

45,000 Passports still domicile with NIS – FG

The Federal Government has said that at least 45,000 passport booklets are yet to be collected by applicants at the various Nigeria Immigration Service enrolment centres worldwide.

This is coming as the government extends the deadline for clearing passport backlog initially slated for Monday, 31 May, 2021 by one week. The date for the beginning of the new passport regime is now Tuesday, June 8, 2021.

At a review meeting with the management of the Service, it was however revealed that 230,000 passport booklets have been produced so far and members of the public enjoined to visit their enrolment centres for collection.

The Minister of Interior, Ogbeni Rauf Aregbesola who chaired the meeting, noted that the Government will not stop on its oars in making booklet shortage a thing of the past.

“We extended the deadline for clearing of backlogs by one week, because we found out many were yet to collect their passports which had already been produced. The new Passport Regime will now begin on June 8,” Aregbesola stated.

According to the Public Relations’ Officer (PRO) of the Nigeria Immigration Service (NIS), Sunday James, 45,000 passport booklets are yet to be collected across the world. He noted that though text messages have been sent to applicants who are yet to pick up their passports, their names have been published on the service official website via: https://immigration.gov.ng/uncollected-passports/

“Members of the public are enjoined to visit their enrolment centre to pick up their passports. Efforts are also ongoing to paste the list at each enrolment centre, however, there are concerns on Covid-19 so that protocols put in place by Nigeria and other host nations are not bridge,” Sunday noted while addressing the press.

It would be recalled that the Minister of Interior, Ogbeni Rauf Aregbesola had at a meeting with Passport Control Officers and Attaches of the Service from across the world on April 22 rejigged the Passport Application Processing by announcing sweeping reforms.

However, before the beginning of the new passport processing regime, a promise was made to Nigerians to clear all passport backlog
