APC Convention: Amaechi Presented Deceased Persons, Defectors As Delegates

The Rivers State chapter of the party is embroiled in a scandal as the Sen. Magnus Abe-led faction of the party has alleged the inclusion of dead persons and those who had left the party on the list of authentic delegates from Rivers State.

The group is accusing the Minister of Transportation Rotimi Amaechi, of inclusion of the names even as the leadership of the Rivers APC has described the action as “an obvious overnight”

Abe’s group has already submitted a petition jointly signed by former Commissioner for Justice and Attorney General of Rivers state, Barr Worgu Boms, Senator Magnus Abe and Senator Wilson Ake among others, saying that it observed the deliberate inclusion of deceased persons on the delegates’ list already submitted for the convention by the Minister.

“We examined the list and found that it was inflated by adding names of deceased persons and persons who were never principal officers in the Rivers State House of Assembly (two categories of invalidity and nullity of delegates) status are attached to over twenty persons on the list in three broad categories of deceased persons, impostors, and persons who are no longer members of the APC”.

According to the petitioners such names as Chief D.U. Anucha, Hon. Apollos Amadi, Hon Martins Mannah, Hon Andrew Miller and Hon Felicia Tane who are included in the list had since died, yet they were named as delegates for the convention.

In another category, the petitioners stated that some of the names included on the lists were never in the position ascribed to them by the Minister and therefore should be regarded as imposters.

“They were so presented so as to bring them into the delegates’ category since being a member of House of Assembly is not. We do not say that they were not in the state legislature on the dates listed against their names. We state that it is not true that they were principal officers as claimed”.

The Abe faction of the party claimed that members like Hon Samuel Oguru, Hon Bob Fredrick, Hon Victoria Nyeche, Hon Collins Ordu, Hon Onari Brown and Hon Ibroma Kitchner were not principal officers in the Rivers state House of Assembly as described by the list.

Also in that category are Hon Gift Wokocha, Hon Lucky Odili and Hon Ishmael Singer on the delegates’ list in the category of present and past principal officers of the State Assembly.

Others are Hon Maureen Tamuno, Hon Chidiebere Okwu-Worlu, Hon Belema Okpokiri, Hon Charles Anyanwu and Hon John Bazia.

The petitioners said a letter they got from the Clerk of the Rivers state House of Assembly denied the claim that the above names were principal officers of the House when they were members.

Also, the petitioners alleged that three persons whose names appeared on the list had since defected to the PDP, hence are no more members of the APC in Rivers state and wondered why they should be included in the delegates’ list.

Hon Fred Igwe, Hon Aboko Agolia and Senator Osinakachi Ideozu, had since left or were not even members of the APC and therefore calls for questions why such names should be found on the list.

The petitioners however urged the convention committee to expunge such fake names from the list for the sanctity of the convention and the dignity of the party in particular.

Reacting to the allegation, Darlington Nwauju, Deputy Spokesman of Rivers APC described the inclusion of the controversial names as an obvious overnight saying that it was a pity that Senator Abe’s style of painting Rivers APC in bad light has not changed.

He explained: “The State Exco of the APC was only inaugurated on the 7th of February 2022 and inherited a list of delegates which only required to be updated”.

‘What would it have taken Senator Abe as a member of the Accreditation Committee to draw the attention of State Exco to an obvious oversight? Must he and his group of friends always seek media attention?

“We see this as Senator Abe’s way of showing his group’s frustration at the outcome of the party’s decision to adopt the consensus method in choosing party officers in the 26th of March National Convention”, Nwauju stated.

N91.7B Fraud Alert; Amaechi, Malami sued over alleged illegal rail line contract award

The Minister of Transportation, Rotimi Amaechi and the Attorney General of the Federation (AGF), Abubakar Malami (SAN) have been dragged before a Federal High Court in Abuja over an alleged unlawful award of 190 km rail line construction to a Chinese firm without due process of law.

They were sued along with the Federal Ministry of Transportation and the benefitting firm, China Civil Engineering Construction Company (CCECC).
Plaintiffs in the suit marked FHC/ABJ/CS/1426/2021 Duluidas Nigeria Limited, Duliz Dredging and Construction Limited and Consortium of Duluidas Nigeria Limited, Duliz dredging and Construction Limited/Hebbelyixin Fastener Company Limited, China.

In their writ of summons issued by their lead counsel, James Okoh, the plaintiffs are asking the Federal High Court to cancel the letter of “no objection” issued by the Bureau of Public Procurement (BPP) in favour of CCECC for the award of the N91.5bn rail line contract in breach of procurement laws and re-issue same in their favour.

The disputed contract is for the reconstruction of the narrow gauge track from Minna in Niger State to Baro with an extension to the Baro River Port at a whopping sum of N91.5 billion and a completion period of 36 months.

The plaintiffs prayed the court for an injunction restraining the defendants from awarding or purporting to award the contract to the Chinese firm or any third party on the basis of the flawed bidding process.

In the alternative, they sought an order setting aside any purported award on the basis of the flawed and heavily compromised bid process by the Nigeria Railway Corporation (NRC) with the concurrence of other defendants.

They also asked for an order restraining the minister of transportation or any of his agents from presenting the CCECC to the Federal Executive Council (FEC) for the purpose of the award of the contract.

In the same way, they are asking the court to set aside any purported approval received from the Federal Executive Council awarding the disputed contract to any other company during the pendency of the suit.

The plaintiffs, who claimed to have quoted a lesser amount of N76.7 billion for the execution of the same project during their successful bidding, are alleging bias against them by the minister and undue favouritism in favour of the CCECC in the contract award.

They alleged that the minister on May 19, 2021, wrote the BPP for a certificate of no objection in favour of CCECC in the sum of N91, 580, 101, 710 and that by a letter of June 9, 2021, BPP rejected the minister’s request on the claim that such certificate can only be issued to them on the basis of their quotation of N76.7b to execute the job.

They asserted that along the line, other bidding processes were manipulated and compromised leading to receipt of an acceptance letter by the NRC from CCECC for the minister to be presented to the federal executive council for the purpose of the award of the contract.

Plaintiffs, therefore, prayed the court to make a declaration that the action of the minister and his agents in interfering with due process of the bid process for the contract damaged the integrity of the process of law. They also want the court to declare that the minister and his agents were biased in their assessment of the bidding in favour of the CCECC.

Plaintiffs applied for order of injunction against the minister, his ministry and the CCECC from continuing with the award of the contract and execution of same on the basis of a flawed process.

In the alternative, they sought general damages to be quantified against the defendants on a compensatory basis and compound interest for loss of use of money.

Meanwhile, a hearing in the matter has been fixed for February 17, 2022, by Justice Ahmed Ramat Mohammed.

No China loan: No more ongoing project – Amaechi

Minister of Transportation Rotimi Amaechi, has blamed the delay in the execution of major projects in the country including railways, on the failure of China to fund them. Rotimi sounded as though Nigeria will plunge if China does not give it loans. Recall that Amaechi in one of his leaked tape said that President Muhammadu has asked him to get loan wherever he finds it.

The minister who lamented the delays said the Federal Government has started looking towards Europe to get loans, following the refusal of the Chinese to fund Nigerian projects.

He expressed hope that if Nigeria could get loans from Europe, the existing projects will be completed.

According to Amaechi, “We are stuck with lots of our projects because we cannot get money. The Chinese are no longer funding. So, we are now pursuing money in Europe.

“And when I look at the money they are borrowing in other countries and compare it with the one we have borrowed, the kind of comments by Nigerians will put you off.”

Amaechi said the Abuja-Itakpe railway is underway, which will link the existing Itakpe-Delta rail line.

He said the link rail would have been completed but for a misunderstanding with the Chinese contractor.

Amaechi order Contractors to Complete Lekki Deep Seaport Project latest 2022

The Minister of Transportation, Rt Hon Rotimi Amaechi has directed contractors handling the Lekki Deep Seaport Project to complete the work latest December 2022.

Amaechi stated this on Friday during the Executive session of the 16th National Council on Transportation, held in Kano.

The Minister expressed worry over the delay of the project stated that the project was scheduled to be completed by the end of this year.

According to him, “I have given them till December 2022 to deliver the project for commissioning. The NPA should follow up on this and make sure we meet that target.”

Meanwhile, Amaechi announced the completion of the National Freight Office (NFO) in Illela, Sokoto State, a pilot scheme which is being replicated in Jibiya, Katsina State and Idiroko, Ogun State.

Similarly, he recognised the achievements made by the Nigerian Maritime Administration and Safety Agency (NIMASA), including the take-off of the Deep Blue project, with all assets, vessels, aircrafts and other gadgets acquired.

He also recognised the Ministry’s achievements in the Rail transport sector and the efforts of the Nigerian Railway Corporation (NRC), the Nigerian Ports Authority (NPA), particularly with the Lekki deep seaport and efforts in decongesting Apapa Port.

He also expressed satisfaction that the work at Dala Inland Dry Port is progressing, as well as the primary school he mandated the contractor to build in the area.

“The last time I visited the site, many children were following us all the way into the Dala Dry port. Those were obviously out of school children, and I asked the contractor to build a primary school there and offer free education to the children in that area. The Permanent Secretary has briefed me that the school is now under construction”.

When we come for commissioning, we will commission both the school and the dry port. And it is not enough to commission the school, so we will not commission the dry port, nor the school, except we see teachers and the children in the school. The last time I was there, the contractor assured me that it will be completed by December,” Amaechi said.

He urged all sectors to work towards attracting private investors – local and foreign, to fast-track the growth of the nation’s economy and closing the transport infrastructural gaps in the country, while thanking the Kano state government for their magnanimity in hosting the 2021 National Council on Transportation.

The Nigeria Port Authority MD and CEO, Hadiza Bala Usman has been sacked, all thanks to the Rt. Hon. Rotimi Amaechi.

The shake up followed an alleged memo by the minister for the suspension of Hadiza Bala Usman who this platform learnt was lobbying for second tenure behind the back of the supervising Minister of the Agency.

Meanwhile, President Muhammed Buhari has approved the appointment of Mohammed Koko as the acting Managing Director of NPA, to replace Hadiza Bala Usman. Until his new post, Koko held fort as Director of Finance in the organisation.

Aso Rock sources informed Us that her suspension was approved by the President following the recommendation of Rotimi Amaechi, the Minister of Transportation.

However, sources in government disclosed that she might have lost out over her second term ambition that she bulldozed through in a clandestine manner inimical to due process.

They pointed out that although Hadiza secured her first tenure appointment in July 2016, she got close confidants of Buhari, including the Chief of Staff, to pressure him into rolling her over for a second term, which he did in January 2021, six whole months before her first term lapsed.

When Amaechi got wind of this clandestine move, he drew the President’s attention to this anomaly, additionally pointing out that he, as Hadiza’s supervising Minister, never recommended her for tenure elongation.

Moreover, the Minister ordered a probe into her administration at NPA, which made astounding discoveries of fraud and financial misappropriation directly indicting her office.

Moreover, her style of running NPA affairs dripped with insubordination as she essentially shielded its affairs from the supervising Ministry of Transportation.

An independent probe ordered by the President confirmed all the allegations.

Embarrassed at this development, the President promised to redress the situation.

Coincidentally, a formal letter had not been issued for her second tenure expected to commence in July 2021.

From that point on, serving her the Red Card was a matter of time and it happened on Thursday.

Not only did she fail to get the second tenure she lobbied so hard for, technically, she did not even finish her first tenure, officially lapsing in July 2021.

A former Chief of Staff to Governor Nasir el-Rufai of Kaduna her home state (2015), Hadiza had been a key figure in the Bring-Back-Our-Girls Movement and was first appointed NPA Managing Director in 2016.

She is also a founding member of the ruling All Progressives Congress (APC).
