FG bans importation of oil pipelines

The Federal Government has announced a ban on the importation of oil pipelines into Nigeria.

The Minister of Petroleum Resources (Oil), Heineken Lokpobiri, stated this on Thursday during the launch of Monarch Alloys 33LPE and concrete weight coating facility in the Ikorodu area of Lagos State.

According to Lokpobiri, the country has to stop importing pipelines to patronise local producers.

Lokpobiri told the Nigerian Content Development and Monitoring Board not to give waivers for the importation of Chinese pipelines any longer.

While acknowledging that pipelines are very important to the oil and gas industry, he said one of the reasons the NCDMB was created was to enable Nigerian companies to build capacity to service the industry.

He expressed happiness that for the past 15 years, Monarch Alloys had laid a solid foundation, expressing concerns, however, over its sustainability.

“I’m very happy that companies like this are now springing up in Nigeria.

But what is more important is not what all of us are getting here to witness. What is more important is the sustainability of this company. If this company is not patronised by companies in the oil and gas industry, this company will die naturally.

“In the past, Nigeria used to be a dumping ground for companies importing these pipes from China. I also do know that a couple of companies like this were set up and they found it very difficult to survive because we allowed dumping to take place.

“Let me take this opportunity to say today that under the leadership of President Bola Tinubu, dumping will be no more. We have a duty to support our industries to grow and render the services that are relevant to the survival and sustainability of the oil and gas industry,” the minister said.

Speaking to the NCDMB team, he noted, “I’m very happy that I see the entire NCDMB family seated here. The ES is here. I saw all the directors who are here. Let me use the opportunity to publicly say that, look, there should be no more waivers to bring in Chinese pipes.

“The pipes the industry needs are right here in Monarch Alloys Limited. And what I see and the complaints I get is that, instead of implementing a local content act, what is being done is that waivers are being given for Chinese products to be brought in, thereby killing companies like this one. That’s why I’m saying it’s very important for us to gather here today.

I want to see how, in the next year, this company will grow. You know, in its capacity to be able to provide services, not just to Nigeria, but the entire African continent. The whole of Africa is looking up to Nigeria for services, for knowledge sharing. Whatever you think about the oil and gas industry, the rest of Africa is looking up to Nigeria. And for Nigeria, one of the most fundamental problems we have is the integrity of our pipelines.”

The oil minister maintained that Nigeria can easily produce 3 million barrels of oil per day, but the challenge is that the pipelines are old.

BREAKING: APC suspends minister of state for petroleum, Heineken Lokpobiri

The All Progressives Congress (APC) has suspended Nigeria’s Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri, and its 2019 Bayelsa governorship candidate, David Lyon, over alleged anti-party activities.

In addition to Lokpobiri and Lyon, several key figures, including Commissioner for Power Kharim Kumoko, Commissioner for Lands and Survey Peres Biewari, former APC state chairman Jothan Amos, NEC ex-officio member Godbless Diriwari, and Southern Ijaw APC Youth Leader Sabi Morgan, were also suspended.

The suspensions followed a disciplinary review conducted by the party’s leadership in Bayelsa State.

Announcing the decision in Yenagoa, Mitin Eniekenemi Senator, APC Chairman for Ekeremor Local Government Area, accused Lokpobiri of leading factions and working with the opposition Peoples Democratic Party (PDP) after his unsuccessful bid for the APC governorship ticket in 2019.

He alleged that Lokpobiri and his supporters actively supported Bayelsa Governor Douye Diri and the PDP in the 2023 election, receiving appointments and contracts as rewards.

His words, “In the 2023 gubernatorial election in Bayelsa State, he led a group of disgruntled party members to openly support and work for Gov. Douye Diri of the Peoples Democratic Party and was compensated by the PDP-led government of Bayelsa State.

“His personal aide, Kharim Kumoko, was nominated by the Minister of State, Petroleum Resources (Oil), Sen. Heineken Lokpobiri and appointed as the current Commissioner for Power in Bayelsa State.

It is on record that since the day he was appointed as minister, he has been fighting the party in Bayelsa State and has refused to make peace despite all entreaties.”

Similarly, the APC Southern Ijaw LGA leadership, led by Ebikazi Gbefa, announced the suspension of David Lyon and seven others for undermining APC’s National Assembly candidates and conspiring with the PDP in the 2023 governorship race.

Gbefa said “The same set of stakeholders and their supporters openly worked against our National Assembly candidates” pointing out that they also worked for Diri and the PDP in the 2023 governorship election in Bayelsa State.

“Some of them were compensated with contracts and appointments. For example, Perepuighe Biewari who was Chief David Lyon’s Personal Assistant, was nominated by Chief David Lyon and appointed as the current Commissioner for Lands and Survey in the Gov. Douye Diri administration in Bayelsa State.

“As we strive to rebuild the party ahead of 2027, it is our resolve to strengthen the party and build confidence in party grassroots members who believe in and have sacrificed remarkably to the party in the state.”

South Korean investors to build four refineries in Nigeria — FG

The Federal Government announced on Tuesday that a consortium of South Korean investors is set to build four refineries in Nigeria, each with a capacity of 100,000 barrels.

This development was revealed by the Minister of State for Petroleum Resources, Heineken Lokpobiri, during the inaugural summit organized by the Crude Oil Refineries Owners Association of Nigeria in Lagos.

Lokpobiri emphasized the government’s commitment to fostering a conducive environment for investment in the refining sector. He disclosed that approval has been granted to welcome the consortium, although he did not disclose its name.

“We are promoting the establishment of limited refineries by ensuring an open investment climate. Recently, we approved the invitation of a South Korean consortium intending to build four model refineries, each with a capacity of 100,000 barrels, across different locations in Nigeria,” he stated.

The minister explained that the government is adopting a public-private partnership model to attract investments in both the midstream and downstream oil and gas sectors. This strategy aims to facilitate the creation of additional modular and mega refineries.

Lokpobiri expressed confidence that these initiatives would bolster energy security in Nigeria, as the government is receptive to equity investments in both modular and new refinery projects.

He highlighted the efforts of the Nigerian Upstream Petroleum Regulatory Commission in developing domestic crude supply obligation guidelines, which aim to ensure transparency within the oil industry and guarantee access to feedstock for local refineries.

In addition, he noted, “We are collaborating with stakeholders to effectively implement the Modular Refinery Committee’s recommendations, which will provide special concessions to local refinery owners and secure feedstock for their operations.”

Lokpobiri further stated, “We are committed to fully deregulating the downstream sector and will establish a framework to mitigate its impact on the economically vulnerable.”

The ministry is also facilitating easier access to tax exemptions and other incentives related to the importation of refinery equipment, which forms part of its strategy to make Nigeria self-sufficient in petroleum production and establish it as Africa’s refining hub.

He mentioned that the Petroleum Industry Act (PIA) has led to the creation of the petroleum ministry and the National Gas Infrastructure Fund, with plans to allocate part of the fund to support refinery infrastructure development, similar to initiatives in the gas value chain.

“To achieve this, we will initiate a review of the PIA. Additionally, CORAN should spearhead this campaign. We are prioritizing partnerships with international institutions through the Petroleum Technology Development Fund and the Nigerian Content Development and Monitoring Board to enhance knowledge transfer for refinery operations and invest in research and development for technological advancements in the sector,” he added.

Finally, Lokpobiri revealed that to combat crude oil theft and illegal refining activities, the ministry has established an international emergency committee focused on developing home-grown solutions for refining in Nigeria.
