FRSC boss Shehu Mohammed to spend N1.2b on tours, N350m on house rent out of N10.8billion 2025 overhead budget

The Federal Road Safety Corp Marshal, Shehu Mohammed has budgeted to spend the sum of N1,180,000,000 in local and international travels out of the N10,829,243,787 it budgeted for overhead expenses under the 2025 budget proposal of the commission, a LeadingReporters finding has revealed. The budgets which has organizational code no 0161007001, account code no 22020101, and programme code no POH001000687 has local travel and transportation expenses placed at N250,000,000, N800,000,000. Other travels include two international and local travels and transportation put at N65,000,000 each, totaling N130,000,000. Another N120,000,000 was earmarked for international training and another N650,000,000 for local training.

Other frivolous conduits through which monies are budgeted and diverted through overhead expenses include N87,500,000 to be spent as sitting allowance, another N87,500,000 earmarked for fumigation.  The Shehu Mohammed-led FRSC also earmarked N740,000,000 purportedly for publicity and advertisement.  This is despite owning and operating its own radio station. 

Our findings revealed that more than four years after floating a radio station, FRSC has not remitted any money as proceeds from that investment.  Rather, in its capital expenditure proposal, the commission is asking the national assembly to allow it spend N290,037,631.84 with which to acquire software for its radio communication renewal license fee for 2017 to 2023 vide programme code ERGP29227969, while the sum of N90,000,000 was budgeted for tea and meals.

The Corp Marshal 2025 residential rent is put at N350,000,000 while another N900,000,000 was requested for the purchase of two (2) units of 5 bedroom duplexes for Deputy Corp Marshals in Abuja N435,000,000 each, and purchase of 6 flats for senior officers’ official residence put at N30,000,000 each.

Another incredible spendings are N52,000,000 to be spent as grant to private companies and N70,000,000 to be spent in preparing and administering 2025 budget.

Buhari appoints Dauda Biu as acting FRSC corps marshal

President Muhammadu Buhari has appointed Dauda Ali Biu as the acting corps marshal of the Federal Road Safety Corps (FRSC).

The appointment was announced in a statement released by the FRSC on Monday.

Biu will replace Boboye Oyeyemi, the former corps marshal, who bowed out of service on Sunday.

Handing over at the FRSC headquarters on Monday, Oyeyemi wished the incoming corps marshal a successful tenure, adding that his appointment takes effect immediately.

Speaking at the event, Bukhari Bello, the FRSC board chairman, congratulated Biu and urged him to sustain the tempo and ensure the mandates of the corps are acted upon.

Bello lauded the former corps marshal for laying a good foundation and legacy.

On his part, Biu appreciated the management of FRSC and the presidency for the appointment, pledging his diligence and zeal in carrying out the FRSC mandate.

Biu holds a masters in business administration (MBA) from Ahmadu Bello University and was the assistant corps marshal, finance and accounts, in 2014 before becoming the deputy corps marshal in 2016.

He joined the FRSC in 1988 and has worked across several formations.

Federal roads rehabilitation has swallowed N621b; NUPENG alleges misappropriation

“This is an open day robbery, but we are assuring all and sundry, that our Union will go to all lengths to expose these unscrupulous individuals.

Amidst the growing fuel scarcity in the country, a face-off appears imminent between the Federal Ministry of Works, the Nigerian National Petroleum Company Limited and the Petroleum Tanker Drivers Branch of the National Union of Petroleum and Natural Gas Workers (NUPENG) that could complicate petroleum products distribution in the country.

The NUPENG on Wednesday accused the Federal Government of reneging on its promise to rehabilitate 21 critical federal roads across the country. It accused certain agencies of the Federal Government of lack of sincerity in implementing the agreement reached last October.

Addressing newsmen, the National Chairman of the PTD Branch of NUPENG, Comrade Salimon Akanni Oladiti alleged that information available to his union revealed that the fund in the estimate of N621billion through the Road Infrastructure Tax Credit Scheme for the rehabilitation of the 21 federal roads, were already being depleted.

He pointed fingers of scorn at those he called “some vultures in the garbs of being state governments, officials of Ministry of Works and Housing and politicians are already depleting these funds and misappropriating them on roads and projects not intended in the agreement as approved by the Federal Executive Council.”

Investigations revealed that following the ultimatum issued by the PTD Branch of NUPENG demanding for the fixing of certain federal roads, an agreement was signed last October between the top officials of NUPENG, the management of the NNPC led by its Group Executive Director, Downstream, Engineer Adeyemi Adetunji and the leadership of the National Association of Road Transport Owners NARTO.

In the communiqué, the NNPC unveiled the plan to “finance the rehabilitation of the critical roads through the Road Infrastructures Tax Credit Scheme in collaboration with Federal Ministry of Works and Housing and the Federal Inland Revenue Services to repair sixteen road segments at an estimated sum of N621billion.”

Comrade Oladiti expressed disaffection over the indifference of the federal government agencies to the agreement signed where critical Stakeholders were in attendance, including FIRS, FRSC, Federal Ministry of Works and Housing, Nigeria Association of Road Transport Owners and the Union.

He further expressed concern that while his union members, particularly tanker drivers continued to be at the receiving end of fatal accidents and attacks from bandits on the bad roads, no one is giving information on when the roads would be fixed despite the huge fund allocated for the rehabilitation.

“We’re tired of accidents, being stranded on the roads for weeks, risk of attacks by kidnappers, bandits and terrorists. These criminals have taken over some of these roads. We’ve been on this matter of bad roads for more than three years and last year, we reached an agreement with the NNPC which promised to rehabilitate these critical roads and earmarked N621 billion for it. Some of these roads are less than 25km in length. Tanker crashes were almost a daily occurrence. Security challenges on these roads can’t be overemphasised.

“You will also recall, that to avert the situation of industrial action of the Union, the management of Nigeria National Petroleum Corporation apprehended the situation by calling the leadership of the Union for two separate meetings on the 10th of October 2021 in Ibadan and 12th October 2021 in Abuja.

“All critical Stakeholders were at these meetings, including FIRS, FRSC, Federal Ministry of Works and Housing, Nigeria Association of Road Transport Owners and the Union.

“These two meetings resulted in the signing of communique indicating the readiness and willingness of NNPC to finance the rehabilitation of identified 21 critical roads at an estimated sum of N621 billion through the Road Infrastructure Tax Credit Scheme.

“On the basis of this communiqué, we suspended the intended industrial action but with a very clear warning, that should the spirit and letter of the agreement not fully implemented with a focus on those jointly identified critical roads, the Union will not hesitate to resume the intended actions without further warning.

“To the delight of all of us, the issue was tabled before the Federal Executive Council and was expressly approved within two weeks as agreed.

“Unfortunately, and to our greatest shocks, we heard it from very reliable sources that some vultures in the garbs of being state governments, officials of Ministry of Works and Housing and politicians are already depleting these funds and misappropriating them on roads and projects not intended in the agreement as approved by the Federal Executive Council.

“Every kobo of the approved fund must be accounted for and we must see and broadcast the pre and post-rehabilitation of all the identified 21 federal roads to the whole nation. Tax payers’ money must be accounted for. We urge every patriotic Nigerian to rise up and join us in this struggle, this is not a fight for NUPENG alone, it is our collective fight. Our solidarity remains constant, for the union makes us strong,” he said. (Nigerian Tribune)

FRSC Reacts to Alleged Promotion Racketeering

The Federal Road Safety Corps has clarified a report alleging promotion racketeering in the organisation.

The Corps Public Education Officer, Mr Bisi Kazeem, made the clarification in a statement he issued on Saturday in Abuja.

“Having gone through the content of the publication, it has become necessary to clarify the disinformation and falsehood in the story, which regrettably mischaracterised the FRSC,“ the statement said.

Kazeem said that FRSC was guided by the principle that the purpose of promotion was for the advancement or uplifting of deserving officers who have met the necessary statutory requirements.

According to him, this is defined by a combination of extant regulatory documents such as the Public Service Rules, FRSC Conditions of Service, FRSC Scheme of Service and the FRSC Promotion Policy as approved by the Commission.

“The criteria for promotion to the next rank in FRSC is that the candidate must have satisfied the requirement of three or four years waiting period as applicable on rank.

“This provision excludes officers transiting from Assistant Corps Marshal to Deputy Corps Marshal (ACM to DCM) which is based on availability of vacancies in any of the six geo-political zones of the federation.

“It is noteworthy to realise that the corps has six DCMs only, each representing the six geo-political zones. This means that apart from ACM to DCM, others must observe a statutory waiting period.

“The officer can only be qualified for promotion after the required period is met and the officer must be free of any disciplinary case(s), ” he said.

Kazeem said that contrary to the author’s claim all promotions in the corps were based on merit, observance of Federal Character Principle and availability of vacancies as approved by the Office of the Head of Civil Service of the Federation on a yearly basis.

“Stating the above criteria has become utterly important to register the transparent and objective nature of FRSC promotion exercise to the minds of the public, the statement said.

The spokesman explained that the five states, Rivers, Bayelsa, Nasarawa, Yobe, and Sokoto that were alleged to have been sidelined did not have a single personnel that was eligible to participate in the promotion exercise as at the time the promotion list was compiled.

“This is so because none of the senior officers from those states has completed the mandatory and statutory waiting period.

Having said that, it is important to also state, for the sake of clarity, that the states that were alleged to have been favoured which included Imo, Edo, Enugu, Oyo and Ebonyi all have candidates.

And they all met the necessary requirements for the promotion before they were considered for the promotion exercise,“ he said.

Kazeem said that as a media friendly organisation, the corps wishes to applaud the watchdog role of the press which had over the years entrenched transparency and accountability in Public Service.

Kazeem urged journalists to always balance their reportage by seeking appropriate clarifications.

FRSC Reads Riot Act on Tokunbo Tyres, Others

The Federal Road Safety Corps (FRSC) has said the use of expired tyres, popularly called tokunbo, is a death trap, hence, users are in violation of the law and liable to prosecution.

Also, any driver carrying fake and forged documents will be arrested and fined. Likewise, any road safety official caught receiving bribes, as well as any member of the public caught giving bribes will both be arrested and punished according to law.

Akwa Ibom Sector Commander of the FRSC, Matthew Olonisaye made this known in Uyo recently.

Olonisaye said that tyres expire three years after manufacture, adding that anyone driving with expired tyres that may burst anytime is endangering his life, as well as that of the passengers.

In the same vein, Olonisaye lamented the attitude of some motorists plying the road with fake documents and patronising touts instead of visiting the assigned centres. He advised the public against the act

However, Olonisaye warned that any FRSC official caught receiving bribes will face the law.

He said: “Giving and receiving bribes is an offence. I use this opportunity to warn my officers against collecting bribes and anybody caught will be dealt with in accordance with our laws.”

The Sector Commander stressed that motorists using illegal, fake plate numbers will also face the law.

Road Safety Officials Rescue Passengers From Drunken Driver In Ogun State

The Ogun State Sector Command of the Federal Road Safety Corps has in a quick response to a distress call, rescued passengers by arresting a drunk driver who was spotted driving so recklessly in such a manner that could lead to road traffic crashes.

According to Bisi Kazeem, the Corps Public Education Officer, the drunk driver was arrested in Kyakyama, Ogere, Ogun State at about 1335HRS when the Sector Commander received a distress call from a passenger who noticed the dangerous way the driver of the vehicle she boarded was driving.

The passenger, one Mrs Matina reported that few minutes into their journey, they noticed that the driver was driving under the influence of alcohol which prompted the passengers to caution him against his recklessness. She revealed that it was when the driver refused to hid to the warning from all the passengers that the passengers got the FRSC call line from the internet and hurriedly put the call through to the FRSC for rescue.

Kazeem stated that upon receiving the call, the Sector Commander ordered a patrol team from RS2.24 Ogere Unit Command immediately to effect the arrest of the driver and ensure the impoundment of the vehicle, whuch was reported to be a white colour Toyota Hiace bus with the following registration details FKJ 991 YA.

Upon arrest and impoundment of the vehicle, the driver was subjected to BAC test and the result was 0.18%, which is extremely higher than the 0.05% permissible by road traffic regulations.

The Corps Marshal, Federal Road Safety Corps, Dr Boboye Oyeyemi while thanking the passengers, expressed joy over the bravery. He noted that the conduct did not only prove that they were observant enough to discover the recklessness of the driver, but also proves that Nigerians are also courageous to report dangerous road use behaviour.

He therefore called on the motoring public to emulate the actions of the passengers, emphasising that road safety is a collective responsibility and every body’s business. As such all road users must play their role to ensure their own safety and that of other road users.

He also said that the FRSC toll free numbers 122 is always available 24/7 for emergency and prompt rescue services.
