Nigeria is one of the few African countries that has leveraged on some road safety principles and have recorded remarkable progress in road safety administration and management despite a ‘gloomy’ beginning. The road safety situation in Nigeria was so deplorable that the World Health Organisation once described the country as ‘worst in the world to travel on’ only next to Ethiopia.

That narrative changed through government’s efforts by establishing the Federal Road Safety Commission as the Lead Agency to guarantee safety on every centimetre of Nigeria’s expansive road network of 204,000km. This establishment was done ten years prior to United Nations recommendation for all member states to establish agencies directly situated under the central government for ease of unfettered operation.

The vision behind the establishment of the Federal Road Safety Corps which is to eradicate Road Traffic Crashes on Nigeria roads is based on the premise that road crashes are caused and highly preventable. Over the last three decades or more, and arising from the above statistics of deaths, injuries and damage to properties, can Nigerians confidently posit that the Federal Road Safety Corps has made policies and embarked upon programmes and activities that are in harmony and consistent with global best practices on Road Traffic Administration and Safety Management? Can we possibly say that the paramilitary outfit has achieved its statutory mandate of eradicating Road Traffic Crashes on Nigerian roads? Can the FRSC be said to have educated the motoring public enough? Have they been able to entrench safe road use culture into drivers in Nigeria? Answers to these and many more questions on Road Safety will give us a sense of direction as to whether or not the 18 February, 1988 proclamation by the Military administration of President Ibrahim Babangida has actually saved the lives it was established to save.

Since coming on board, the Federal Road Safety Corps has as a matter of fact blossomed on all sides through strategic innovations and sheer resilience of it’s personnel, into one of the most professionally inclined and reputable national institution; and of course, a global brand and an exemplar of best road safety operations and practices in Africa.

Beginning from 18 February, 1988 when the Corps commenced full operational activities geared towards eradicating road traffic crashes, the Federal Road Safety Corps has brought down annual record of crashes from over Forty Thousand crashes per year to below Five Thousand at the moment.

The Corps is and will always remain the frontline agency in traffic regulations in Nigeria. Being the lead government agency for traffic superintendent and guardianship and evolving from a humble beginning with it’s technical and management headquarters located at no 9 Oshuntokun Street, Bodija Ibadan, Oyo State and the outpost and liason office located in three story building in Wuse zone 2, Abuja with just a dozen Staff and 200 Youth Corps Members operating from 6 locations and striving to get it’s feet, to transforming into a mega force amongst paramilitary organisations in Nigeria with thousands of formations scattered across the 774 local governments in the country.

Through unprecedented innovations in information and communication technology and effective operational tools, FRSC has grown to become a reference point in excellent service delivery in Nigeria; the benchmark for road safety management and administration in Africa and an exemplar of global best practices in it’s operations.

The Corps has also been well known in terms of it’s origin and trajectory which has the imprimatur of Africa’s first Nobel Laureate for Literature, Prof Woke Soyinka, who made it a project and agency to behold. From the pioneer Corps Marshal, Dr. Olu Agunloye to Chief Osita Chidoka all of whom were appointed from the civil population, the Corps witnessed a formidable foundation laying processes that has provoked effectiveness, efficiency and pragmatism in road safety administration in Nigeria. The icing on the cake on these developmental stride came with the appointment of career Staff as Corps Marshal from Boboye Oyeyemi to the present Corps Marshal, Dauda Ali Biu whose innate experience and expertise has and is still giving the Corps the needed push necessary for it to stay atop.

The luscious development is that in its thirty five years as lead agency in traffic and safety management, the Federal Road Safety Corps (FRSC) has recorded tremendous achievements in the area of Traffic Engineering, Road Safety Administration, Traffic Management, rescue operation,changing bad road use behaviour and Crash reduction. The road traffic management Agency achieved this glorious feat, through a chain of pragmatic leadership, sagacity of different generations of management, ingenuity of its Policy formulators and the dexterity of the handlers of policy implementation.

These leaders have entrenched within the Corps, a wealthy culture of professionalism and excellence in service delivery, which has positioned it as the lead agency in road safety management and traffic administration, with a passionate and enduring commitment to creating a safer motoring environment that is unequalled in the African sub-region. This unquenchable commitment asserts undue pressure on the Corps; thereby propelling it to more than ever before, continue to strengthen its strategies, programmes, knowledge and processes, capable of surmounting all challenges militating against effective and efficient administration of safety in Nigeria.

Just as stated in previous publications, it is most imperative to bring to the fore that beginning from the second decade of the Corps’ existence, frantic efforts have been put in place to expand both the internal and external horizons of the Corps with more robust collaborations on all fronts that has led to a paradigm shift in road safety administration, from Traditional approach to Safe Systems Approach.

Through the use of state of the art Information Technology facilities; the Corps has been able to develop transformational initiatives focused on People, Processes and Technology (PPT) that is why today not only does it staff pride as the most disciplined, but the Corps stands as the best Information Technology (IT) driven organization in Nigeria with its robust data base and over 95 percentage digitalized administrative and operational procedures.

The current leadership of the Federal Road Safety Corps, headed by Dauda Ali Biu came on board in December, 2022 and from inception, the administration took bold steps towards the development of a vigorous framework for enhancing safe motoring environment in Nigeria. This strategic initiative has been the bedrock for the new innovations that have become ostensible in road safety administration and traffic Management in broad-spectrum. The laid foundation is premised on the resolve to place great attention to all the administrative variables that could enhance productivity, effectiveness and efficiency in the work process.

Part of these include, but not limited to improvement in equipment and other work tools such as the procurement of tow trucks for clearance of obstructions, patrol motorbikes, and patrol vehicles, (hilux), ambulances, and staff buses to convey staff to their workplace; employee motivation through improved welfare, and massive promotion of Officers and men which has been widely applauded by members of the FRSC nationwide; purposeful collaboration with all stakeholders such as transport stakeholders, media stakeholders, interagency collaboration, and civil society organizations. His administration is also upholding discipline in all areas.

With the strategies and tactics deployed for decisive continuity and innovation which the Corps has applied in the conduct of its affairs in the last few months, it is given that incredible improvements have been made in road safety management in Nigeria today; especially arising from the continuous involvement of staff in the process of strategy building and developments in operational front which is very significant and has stimulated buy-in in all policy areas.

The Corps has put in place an unambiguous vision and mission projections designed to guide its affairs on short, medium and long term endeavours.

Eid-el-Fitri Special Patrol: FRSC Records 35.3% Rescue Increase from 119 Road Crashes

Following high mobilisation and deployment of personnel and logistics for enhanced visibility of operatives on the highways during the just concluded 2022 EID-EL FITR , the Federal Road Safety Corps (FRSC) has stated that it rescued 360 people without injuries from a total of 119 crashes involving 701 people.

This figure according to the data released by the Corps, represents 35.3% increase in total number of people rescued without injuries.

The Corps Public Education Officer of FRSC, Bisi Kazeem who made this public stated that 266 people were rescued without injuries in the same period in 2021, while 360 were rescued during the 2022 Eid-EL Fitr special patrol without injuries, which marks 35.3% improvement on 2021 record.

However, he noted that the number of persons rescued with injuries from road traffic crashes during the celebration period is 292.

He added that of the 701 persons involved in road traffic crashes during the 2022 Eid-el Fitr celebration period, a total of 49 people were killed.

Quoting the Corps Marshal, Dr. Boboye Oyeyemi, Kazeem stated that the Corps now has a wider coverage due to the establishment of more FRSC Commands, Outposts, road side clinics and Zebra points who now feed in reports from different routes that were hitherto not thoroughly covered.

He stressed that the increase in number of road crashes, increase in the number of persons involved, and increase in the number of persons killed is due to the reports that emanated from the new FRSC formations.

It will be recalled that Dr. Boboye Oyeyemi had earlier directed that the 2022 Sallah special patrol to cover several corridors which include but not limited to Sokoto-Tambuwal-Jega-Birnin Kebbi; Mokwa-Birnin Yero-Zaria; Maiduguri-Biu-Numan-Jalingo-Wukari; Lafia-Langtang-Pankshin-Jos; Abuja-Lokoja-Okene; Lokoja-Auchi-Benin; Onitsha-Njaba-Owerri-Umuahia, Ibadan-Oyo-Ogbomosho; and Ibadan-Ogere-Shagamu.

In view of the directive of the Corps Marshal which is a move away from other years where the focus was on critical corridors, Kazeem noted that the Corps intensified its Patrol operations and Enlightenment campaigns by giving adequate coverage to all identified routes across the country.

Analysing the records for the 2022 special patrol, the spokesperson said that a total of 4701 offenders were apprehended; while a total of 5877 offences were recorded; and a total of 2259 impoundments were made.

Further to this, Kazeem disclosed that in 2022, enlightenment through Motor park rallies and Radio Programmes increased tremendously.

Kazeem noted that just like the Easter special operations, the Corps did not record any assault on its operatives and this could be attributed to enhanced stakeholders collaboration and engagement, increase in Public Enlightenment, and the introduction of the body and vehicle camera for operatives.

Oyeyemi Orders Officers to Beef Up Operations on Critical Routes

As the Eid-EL Fitr holiday-makers begin to travel back after the celebration, the Corps Marshal, Federal Road Safety Corps, Dr Boboye Oyeyemi has ordered Commanding Officers to ensure effective deployment of personnel and other logistics to critical locations across the country for enhanced visibility and to combat gridlock that might hinder the smooth flow of traffic.

According to statement on Tuesday by the Corps Public Education Officer, Bisi Kazeem, the Corps Marshal handed out the directive to Zonal Commanding Officers, Sector Commanders, Corridor Commanders and Unit Commanders all over the country.

According to the order, patrol teams must remain on their routes till 1900HRS when traffic volume is expected to have reduced drastically, while rescue teams are to be on standby in all commands to take care of emergencies.

Buttressing this further, the spokesperson quoted the Corps Marshal as saying; “In order to ensure good visibility of the Corps and proactiveness towards preventing traffic jams, Commanding Officers are to physically supervise the deployment of staff and other logistics to the identified critical locations”.

In addition, to guarantee efficient monitoring of the critical routes, the Corps Marshal also directed that pictures of traffic situations from critical locations prone to traffic gridlock must be forwarded to the monitoring and control room at the headquarters to reassure management of the free movement of vehicles.

“Expectedly, the Sector Commanders are to consistently supervise the activities of the unit Commanders under them to ensure adequate supervision of their routes,” he added.

The identified critical locations are: Hawan kibo, mararaban Jos, Zuba Junction, Giri Junction, Gidan waya, Iwo Road Roundabout, Sagamu Exchange, Ore /Ondo exchange, Oluku junction, Abia Tower, Odukpani Junction, Jebba, Mokwa, Gombe Town byePass, Jere, Tafa, Dikko U-Turn, and NATACO Junction.

Others include Kotonkarfe, Gwagwalada, Akungba Junction, Mowe, Ibafo, Ibuza Junction, Upper Iweka, Onitsha Head bridge, Ossisioma Junction, Benin byePass, Zariagi Junction, Okene township, Ewu Junction.

Oyeyemi commended the motoring public for their cooperation so far and enjoined them to continue complying with road traffic rules and regulations to achieve the envisioned zero road traffic crashes during the period and beyond.

He therefore called on the public to utilize the FRSC toll-free number 122 to report emergencies and gridlocks as well as tune to the National Traffic Radio 107.1FM for real- time traffic update.

EID EL FITRI: Oyeyemi Congratulates Muslim Ummah, Calls for Precaution and Compliance with Traffic Laws

As the Muslim Ummah end the Ramadan fast , the Corps Marshal of the Federal Road Safety Corps (FRSC), Dr Boboye Oyeyemi has sent his congratulatory message on the successful completion of the spiritual exercise as he calls for precaution and compliance with traffic laws.

In his Eid el fitri message, Oyeyemi preached love for one another, peaceful coexistence and care for the less privileged members of the society, saying these are the values of the Ramadan fast which people must imbibe beyond the Sallah celebrations.

The Corps Marshal called on the Muslim Ummah to sustain the positive lessons of the Ramadan fast, noting that acts of denial; selfless service and love which were practiced in the holy month are central to the success of the safer road campaign by the FRSC.

He emphasised that the wanton destruction of lives and property on the nation’s highways resulting from people’s impatience would been avoided, if people properly imbibe the lessons of the Ramadan fast.

In a press release signed by the Corps Public Education Officer, Bisi Kazeem, the FRSC Corps Marshal was quoted as expressing satisfaction with majority of motorist’s conduct throughout the period of the holy month particularly, with regards to compliance with road traffic regulations.

He therefore admonished the Muslims as well as members of the general public not to jettison the rules in the course of the celebration, but to continue to observe them in order to build on the gains made so far.

The FRSC Corps Marshal urged the Muslim Ummah to use the period of the Eid el fitri celebration to offer special prayers for Allah’s blessings, wisdom and guidance. He restated the commitment of the FRSC to sustaining its present collaboration with other security agencies towards effective enforcement of traffic rules and regulations.

Buttressing his point further, Kazeem quoted him as saying; “This year’s Eid el fitri is coming at a time when the Federal Government under President Muhammadu Buhari is working day and night to have the roads fixed. As such, every citizen must therefore, support the measures put in place by the Federal Government to ensure that the roads are motorable”.

Oyeyemi further reassured that Commanding Officers across the country have been given directives to be on the alert during the Sallah celebration to provide all necessary support to members of the public and to particularly attend to whatever emergencies that may arise.

He called on members of the public to join the FRSC in its ongoing campaigns for safer road environment by promptly reporting any road and other emergencies they notice to the FRSC Call Centre through the toll free line: 122 or directly to the studio of the National Traffic Radio through the telephone lines:08052998090 or 09067000015.

Concluding, the Corps Marshal stated that “I wish all the Muslim Ummah Allah’s abundant rewards for the Ramadan fast, and on this occasion of the Eid el fitri celebration, I pray for peaceful celebration to all,” .

Two operatives of Federal Road Safety Corps killed by unknown gunmen in Anambra State

A team of Patrol Operatives of the Federal Road Safety Corps comprising of an Officer, a driver and two other staff on patrol operations have been attacked by unknown gunmen leading to the death of two personnel with one sustaining severe injuries.

The Patrol team were conducting routine patrol operations today Sunday , 03 April, 2022 at about 2:45 pm along Igbo-Uku- Uga route in Anambra State when the armed men opened fire at them killing two of the Corps personnel with one escaping into the bush and the team leader rushed to the hospital after sustaining severe injuries from the attack.

The Corps Marshal, Dr Boboye Oyeyemi who was visibly touched says he decried the attack while condoling the families of the deceased staff, the Unit Commander and Staff of Igbo-Uku Command, and the entire Management and Staff of the Corps over the loss and prayed their souls to rest in peace.

Oyeyemi also assured that the Corps is already working with the Nigerian Police Force and other relevant Security agencies to ensure that the perpetrators of this wicked act are arrested and allowed to face the full weight of the law.

FRSC warns Against Selling Vehicles with Number Plate

The new Federal Road Safety Corps Sector Commander in Cross River State, Elizabeth Akinlade has warned Nigerians against selling their vehicles with number plates.

She gave the warning when she paid a courtesy visit to the Nigerian Union of Journalists, Cross River State Council in Calabar.

The Sector Commander said the warning became necessary to protect unsuspecting members of the public against selling their vehicles to people of questionable character.

According to Akinlade, the original owner of the vehicle will be held responsible if it is used to perpetrate a crime after it had been sold.

She said the corps had a data bank of the original owners of all vehicles in the country, adding that when a car is sold, a new buyer ought to do change of ownership.

She said: “Don’t sell your vehicle with the plate number because in our data bank, the name of the original owner of the vehicle, including his address, is stored.

“If the vehicle is used to carry out a crime, with the information in our data bank, the original owner may be arrested, even if he knows nothing about the crime, but sold the car with the plate number.

“One of our strategic goals is to have a robust data bank because without data you may not be able to do much.”

Akinlade said the main goal of the corps in Cross River State in 2022 would be to reduce road crashes by 15 per cent, adding that it could only be possible with a cordial relationship with the media.

“We have lost a lot of people, especially breadwinners, some of whom have been rendered incapacitated, that is why we continue to urge the media to help us push the message of defensive driving to the public,” she said.

In his remarks, Victor Udu, Chairman of the NUJ, Cross River State Council, thanked the Sector Commander for her visit and urged the command to make the process of getting vehicle licence easy.

Udu appealed to members of the public to ensure that their papers were up-to-date and their vehicles in good condition, especially their tyres, side mirrors and rear glasses, to minimise altercations with FRSC officials.

“If we do what the law says, we will have less frictions with FRSC and whenever they stop you for breaking the law, be gentle enough to appeal to them and not claim right,” he said.

The News Agency of Nigeria reports that Akinlade took over from Ocheja Ameh at the Cross River State Command.

In 30 Days, FRSC Records 327 Deaths, 600 Crashes, Moves to Clampdown on Commercial Buses Without Speed Limiter

The Federal Road Safety Corps said it would start enforcing the installation of speed limiting devices on commercial buses after 327 people died from 600 road crashes in one month.

The FRSC said 4,649 people were involved in the road crashes that took place between December 15, 2021 and January 15, 2022.

The FRSC Corps Marshal, Boboye Oyeyemi, disclosed this during a press briefing on the agency’s ‘Operation Zero Tolerance Special Patrol’ on Thursday in Abuja.

The agency’s records showed that 1,916 people were injured during that period.

Also, 11,060 vehicles were impounded, and 20,845 motors booked for various traffic violations during the operation.

He further explained: “Also, a total of 20,845 offenders were apprehended and booked for violating 24,214 different traffic infractions with 11,060 vehicles impounded and 9,787 confiscations recorded.

“However, a comparative analysis of enforcement within the special patrol in 2021 and 2020 indicates 26 per cent increase in road traffic violators, 32 per cent increase in traffic offences, 18 per cent increase in the number of vehicles impounded and 35 per cent increase in the number of confiscations,”.

Oyeyemi attributed the crashes to speed violation, driving under influence of drugs and alcohol, continuous night journey leading to fatigue, dangerous driving, wrongful overtaking, worn out and expired tyres, and overloading.

The road traffic regulator targets a 15 per cent reduction in fatality resulting from road traffic crashes in 2022.

It also seeks to enhance road safety partnership for innovation intervention and consolidate on traffic data system for improved road safety policy formulation.

FRSC Clarifies Old Trending Video Encounter with Tricycle Operator in Benin

The Attention of the Federal Road Safety Corps (FRSC) has been drawn to an old video currently been recirculated on the socio media showing an erring tricycle rider who went on a face off with FRSC patrol team, after been caught destroying patrol vehicle along Sapele road Benin, Edo state.

In a statement by the Corps Public Education Officer (CPEO) Assistant Corps Marshal (ACM) Bisi Kazeem said that the Corps wishes to inform the general public that the incident did not just happen as purportedly misrepresented by social media operators.

Kazeem recalled that the video was recorded in Benin, along Benin/Sapele road on Thursday, July, 16,2020 and the Staff involved have been adequately disciplined in accordance with FRSC Regulations on Maintenance of Discipline at the instance of the Corps Marshal, Dr Boboye Oyeyemi and the outcome of the trial made public on 2 August, 2020.

According to Kazeem, as an organisation that does not condone indiscipline, the Corps had to punished the said staff for been uncivil towards the tricycle rider so as to deter other staff and compel them to be tolerant, more professional and gentlemanly while handling traffic violators.

However, A Magistrate Court sitting in Benin city, Edo State on Monday, Jan. 11 2021, sentenced the culprit, Mr Adeshina Adeyemo, the tricycle operator to 3 months imprisonment for attacking the patrol operatives and damaging of patrol vehicle belonging to the FRSC.

Kazeem said that Adeyemo was arraigned with a case file number MEV/117C/2020 before His Worship, Snr Magistrate F. Ojehumen of the Evbuoriaria Magistrate Court B on a 2 count charge bordering on conducting himself in a manner likely to cause breach of public peace; and for maliciously damaging FRSC patrol vehicle during patrol operations along Sapele-Benin road on 16 July, 2020.

He recalled that on the first count charge, the accused was to pay the sum of N5,000 or 1 month imprisonment and N41,000 or 2 months imprisonment for the second charge and both sentence are to run concurrently. The Defendant who failed to meet the option of fine was taken into custody at the Nigeria Correctional Service in Benin City.

Oyeyemi Restates Commitment to Safer Road Campaign, urges Staff to Remain Focused on Improved Service Delivery.

As the year 2021 comes to an end in few hours, the Corps Marshal of the Federal Road Safety Corps (FRSC), Dr Boboye Olayemi Oyeyemi has restated the commitment of his management to the campaign to make the nation’s highways safer, urging the staff to remain focused on improved service delivery in justifying the national confidence reposed in the Corps.

The Corps Marshal stated this in his New Year message in which he expressed gratitude to God for the successes recorded by the Corps in the outgoing year, pledging to pursue continuous improvement in traffic management and safety administration in the country.

According to a press release signed by the FRSC Spokesperson, Assistant Corps Marshal Bisi Kazeem over the weekend, the Corps Marshal stated that even though the challenges of 2021 were multifaceted with great risks in which some personnel lost their lives on patrol duties while trying to save others, he enjoined all to remain undeterred in carrying out their statutory obligation of making the road safer for all. The Corps Marshal, according to the statement further expressed satisfaction with the sacrifices made by the staff in saving several lives that could have been perished to road crashes through the vigilance and commitment they have shown, enjoining them to remain more vigilant in the new year

While appreciating the contributions of government at all levels including corporate organisations, NGOs as well strategic stakeholders and individuals for the successes recorded by the FRSC in the outgoing year, Oyeyemi admonished staff not to rest on their oars, saying 2022 will come with its own peculiar challenges which they must overcome in the collective determination to create a safer road environment that could be conducive for social and economic activities.

“You must remain determined to be victorious in all facets of road traffic management and adhere strictly to the processes and procedures enunciated by the Corps to make the organization outstanding in its delivery of road safety to Nigerians” the Corps Marshal stated.

Bisi further disclosed that the FRSC intends to focus on three main goals of crash and fatality reduction, stakeholders partnership and improved data management in 2022 in line with the ongoing global campaign against the menace of road traffic crashes which the United Nations General Assembly is championing. “For the Corps to achieve these strategic goals, all Nigerians must join hands in projecting Nigeria as a nation that’s road safety friendly and has values for human lives,” he further stated.

On the ongoing campaign against the spread of COVID-19 and the new variant omicron, the Corps Marshal assured the nation that as the lead agency for road traffic management and safety administration in the country, the FRSC will remain at the vanguard of the campaign, conscious of its interactions with members of the public who travel from one place to the otter through road transportation system. He therefore urges every personnel of the Corps to always observe all the health protocols and ensure that travelers observe same to reduce incidences of infection through person to person transmission while traveling.

The Corps Marshal further solicited the cooperation of members of the public particularly the road travelers to continue to observe traffic rules and regulations in their return journeys and promptly report cases of road traffic crashes and other emergencies to the Corps for sustained safety in the new year.

“For the avoidance of doubt, the FRSC Call Center will remain open 24/7 through which emergency callers can reach the Corps using either the toll free line: 122 or the studios of the National Traffic Radio on 08056294021 or 08056295022 for prompt response,” Bisi added.

The Corps Marshal wishes all Nigerians good health and prosperous new year.

Motorists driving with earphones risk six months jail term – FRSC

The Federal Road Safety Corps says it is illegal to receive or make telephone calls while driving, regardless of any wireless gadget used for such communication.

The FRSC also said drivers who make or receive calls behind the wheels with AirPods, EarPods or any form wired or wireless earphones and handsfree mode risk six months in jail.

FRSC Corps Public Education Officer, Bisi Kazeem, over the weekend said driving requires total concentration and road users should not take any risk on their lives.

He said it is illegal to make calls or receive same while driving, according to the National Road Traffic Regulations, 2012.

Kazeem said, “It is illegal. Driving entails 100 per cent concentration so you cannot be distracted. It is there in the regulation.

“It is clear from the provisions of Reg 166 (1) that it is illegal to make phone call using EarPods earphone or whatever means.

“It is also clear that phone call is not restricted to telephone conversation between two or more people.

“Anything that will distract you while driving must be avoided. When we do public enlightenment, we even discourage drivers talking to passengers which could cause distraction.

“The law may not make it an offence but at the same time, it can distract you, even changing your cassette (while driving) can distract you and result to accident.”
