A wonderful world with with my whole heart. I am alone, and feel the charm of existence in this spot, which was created for the bliss of souls like mine. I am so happy, my dear friend, so absorbed in the exquisite sense of mere tranquil existence, that I neglect my talents. I should be incapable of drawing a single stroke at the present moment; and yet I feel that I never was a greater artist than now.

When, while the lovely valley teems with vapour around me, and the meridian sun strikes the upper surface of the impenetrable foliage of my trees, and but a few stray gleams steal into the inner sanctuary, I throw myself down among the tall grass by the trickling stream; and, as I lie close to the earth, a thousand unknown plants are noticed by me.

DEVELOP THE ECONOMY 

When I hear the buzz of the little world among the stalks, and grow familiar with the countless indescribable forms of the insects and flies, then I feel.

Expert flays NNPC N287B profit; describes it as a manipulated balance sheet full of deception

A financial expert, public issues commentator and good governance advocate, Dr. Nnaemeka Obiareri has described as deceptive,

manipulative and sheer distortion of standard accounting standards the recently announced profit of N287billion by the Nigeria National Petroleum Corporation NNPC, from its perennial operational losses.

He said that when the figures brandished by NNPC leadership is interrogated, it would be discovered that NNPC did not engage in any extensive or extra-ordinary productive or trading activities in 2020 to generate and report such huge profits in 2020 from a consistent six years loss (2015-2020). 

“From my desktop review and analysis, I knew straight away, that it is either they reported bubble paper profit to enable them debit a ledger for a particular nefarious game or they engaged in unwholesome balance sheet engineering games.

“What Melee Kyari presented as profit from direct  NNPC operations and activities is actually a retention  of 20% of the profits and dividends paid by independent entities,  which the NNPC   received on behalf  of the federation ( FGN, States and LGAs). This is the first time they are allowed to retain such.  

“According to a reliable source, before now,  the FGN and the states used to collect 100% of all the dividends paid by these independent entities . 

“However, in 2020, the NNPC decided to retain the 20% from the dividends paid the the NLNG, the NGC, the West African Gas Pipeline ( Operated by Chevron) etc and consolidated same in their balance sheet.  

“So, what they reported were retained portions of the dividends  paid by other entities for the Federation.  All the poppycock by Melee Kyari of improving efficiency at the NNPC and cut cutting cost  measures  over the last one year are just hogwash . NNPC as an entity under him,  its operations  and that of  the three  refineries are cesspool of losses and perfidy . Don’t be deceived by their tales by moonlight . 

”It is a grave affronts to our sensibilities and intelligence for these guys to receive about $2.5billion/N1trillion (using CBN official rates)  as combined dividends on behalf of the federation from independent entities established by acts of Parliament for the benefits of the federation,  consolidate the retained  20% portion of  dividends meant for the Federation accounts and then report it (N287bn)  as profits made from the activities of a  corporation that did nothing,  other than , import PMS at a loss under subsidies and ignorant people clap away without asking questions  

“The most painful thing here is that these people understand that IGNORANCE walks on all four in Nigeria.  So, they assumed rightly, that a majority of us have no common sense , capacity , competence and ability to dig beyond the surface.  They also realise that investigative journalism built on deep knowledge is absent in this clime. THEY ALSO realise that we do not have many people with the discipline, knowledge,  good conscience and integrity in the NASS to probe, dig , uncover and recover as we have it in the US Congress.  So, they  corner our resources,  throw pittance at us  and then rub it on our faces  ..

“For those,  who have the discipline,  knowledge, ability and time,  kindly fish out the 2019 audited financial reports of the following independent entities set up by acts of Parliament for the benefits of the federation: 

  • The  NLNG; 2. The West African Gas Pipeline Company ( Operated by Chevron);  3. The Nigeria Gas Company(NGC);  4. Duke Oil;  5. The NPDC; 6. C. 7 Wheel Insurance ; etc 
  • When you add up all of the dividends  for the year ended 2019, which was declared,  paid and  transferred to the NNPC accounts in 2020 on behalf of the federation , you will get in excess of over $2.5bn/N1trillion (using the CBN official rate). 

“These guys at the NNPC are not sincere one bit . It is the height of deceit and manipulation of numbers, for them to gleefully consolidate the profits and dividends of independent entities, with independently audited balance sheets , who have been making and reporting  consistent profits over the last 10 years retain 20% of such dividends,  use them to cover the huge losses and pillaging at the NNPC and report same as profit for the NNPC, for the first time over the last 43 years . 

“Honestly, if the misappropriation and cornering of our national resources at our MDAs like the  NNPC, Petroleum Ministry,  FIRS, Customs,  NIMASA, NPA, are checkmate and  the leakages plugged , Nigeria will not need to borrow to fund our critical infrastructure needs .

“This is why we clamour for urgent and  total constitutional, fiscal,  administrative,  socio-economic and autonomous RESTRUCTURING of this jungle to stop the ongoing  bleeding,  destruction and destitution of the masses.

Wanted in Nigeria: Better Health Sector Management

Several years back, many Nigerians would readily berate any citizen planning to migrate from our shores in search of greener pastures. The proverbial Andrew who in a television jingle, was seen happily checking out of Nigeria was greatly deprecated.

There is doubt if such spirit of patriotism will find same rhythm this time around, when migrating is in vogue. Indeed, in the last 6 years, there have been reports of numerous Nigerian professionals who have migrated or are still migrating to other parts of the world with no one feeling awful about it as before. In the medical profession, no less than 4500 doctors have reportedly left Nigeria to practice in the UK alone.

This figure was recently confirmed by Miranda Newey, Senior Medical Officer of the British General Medical Council. The spike which shows over 400 percent increase when compared with past figures has according to Newey, led to the opening of a bigger clinical assessment centre to test more Nigerian doctors who are anxious to work in the UK.

At home, medical doctors dissatisfied with remuneration and working conditions have gone on strike thrice in the last one year which appears to suggest that many more would be out of the country soon. But Chris Ngige, Nigeria’s Minister of Labour, is not convinced that the problem at hand can be anchored on poor working conditions. Instead, he thinks our doctors are playing God. The Minister, spoke last Thursday at the 2nd Summit of Medical Elders Forum (MEF).

Ngige, himself a medical doctor posited that Nigerian doctors have a propensity to embark on avoidable strikes when their colleagues are in political positions. Whereas Minister Ngige is better placed than an average analyst to have facts to validate his conclusion, it is disturbing that at each strike, there are issues from the last strike which are yet to be settled. Considering that a minister who ordinarily has ample perquisites of office cannot feel what young resident doctors go through in today’s Nigeria, we appeal to him to take a broader view of the problem and be more patient with our doctors.

It is wise to ask certain basic questions before making conclusive statements about workers’ strikes in Nigeria. In the case of doctors, it is necessary to find out why the strikes by the group have risen so sharply in the last couple of years. Is it a case of the medical profession losing its old privileged position in the country?

Why is the trend of strikes by doctors as well as their migration to other parts of the world occurring at a time when two Ministers in charge of Health and that of Labour are all medical doctors? Is it a case of prophets not accorded value at home or have doctors been expecting too much from their colleagues in government who should have come into office as ambassadors of the profession? If strikes are happening when the health sector is manned by doctors, what other options are available to the country? Answers to these questions will help find appropriate solutions for handling the recurring problem? Rather than do that, the nation is continuously fed with a rehash of same problem and same ineffective prescription now and again as if the sector can afford the continuing recycling of health challenges

What has been transparently perceptible by those who have followed the drama in our health sector has been a cat and rat game. Doctors threaten to go on strike on a fixed date which passes without adequate steps taken to abort it. Thereafter, negotiations begin only after the strike had taken a toll on the people. The public is later told that the strike had been suspended on account of a Memorandum of Understanding (MOU) between government and the doctors.

Months after, the doctors resume their strike as the MOU is not proactively implemented to their satisfaction. The next stage sees another set of negotiations between the parties which ends up this time as Memorandum of Action (MOA). What went wrong? Could it be that there was no understanding in the Memorandum of Understanding? Otherwise, why was the understanding breached? Who breached it and what are the consequences for the failure of the agreement? In honest one can only conclude that the agreement was perhaps not intended to be kept in view of the number of times it recurs in our clime, irrespective of which workers are involved, be it ASUU or doctors etc.

A curious segment of the strike story, is the ineffectual verse which blames doctors for the failure of government to meet her own side of the bargain. The story is usually that the doctors provided inaccurate figures which misled government into paying less or more or in fact paying wrong claimants.

Why does the government which recruited doctors rely on figures presented by the doctors for remuneration? Was there no official enlistment figure at the point of engagement? If there was one, could it be that it was not properly documented and kept in the custody of the relevant Human Resources Department? Are submissions made by doctors not expected to be verified before payments are made? Put differently, are doctors in charge of Finance and Administration Departments in government hospitals? If not, why do we need the offices of Chief Medical Director CMD and Directors of Administration in each hospital? It is issues such as this that tend to make the ordinary citizen who is at the receiving end of the adverse effects of strikes blame government for lapses which accentuate unending strikes by doctors in Nigeria.

At other times, the problem is attributed to malfunctioning digital platforms such as GIFMIS or IPPIS procured supposedly to improve the financial payment system. But whereas such platforms perform well with other categories of workers, doctors are usually not that lucky. It is strange that the same technologies which have been resolving public sector financial management problems in parts of the world including African countries often perform worse than analogue platforms in Nigeria.

We urgently need to critically study the reason such digital platforms create omissions in our country’s records. While, all well-meaning Nigerians would wish that neither doctors nor any other professional group finds cause to go on strike in our fragile nation, a strike is better managed than argued. Those who frequently remind doctors of the tenets of the International Labour Organization ILO and provisions of Labour laws on the popular “no work no pay” seem to forget that definition often calls for counter definition. If the consequence of no work is no pay, what is the consequence of no pay – can it be “no pay more work?” Is it not bizarre that an employer who failed to pay workers their salaries and allowances can be the one to publicise the popular no work no pay rule?

These are hard times for the nation and a large chunk of her citizens. It is a time which challenges managerial skills and which reminds us that organizations such as hospitals are not mechanical contraptions but human cooperatives where management must have a human face.

Those who manage resident doctors are telling them to appreciate the nation’s poor economy which accounts for shortfalls in their entitlements; but no one is talking to citizens whose newspaper allowances surpass the full salaries of doctors. Under the circumstance, it is difficult for doctors to comprehend the message that this is not the best time to go on strike. If the template designed by Rivers state where there is no strike, is followed, we will condemn doctors’ strike. For now, we think it should be better managed.

Social Media and Guerilla Legislation in Nigeria

The insurgency which began in the Northeast some years back has had a major impact on social life in the country. Several negative happenings; banditry, kidnapping etc. are largely seen as the impact of insurgency.

If nothing else, it has pushed the term ‘security’ far above all other sectors of the nation. In fact, the budgetary provisions for security have on an annual basis become larger than that of many other sectors combined. Yet, the nation is still in crisis. A major reason why the situation has lasted this long is because as big as Nigeria is, she has been unable to defeat a handful of insurgents due to the latter’s reliance on guerilla tactics – a strategy of irregular, hit and run set of attacks. Interestingly, our innovative politicians appear to be following the footsteps of the tactics by introducing guerilla legislation.

A cursory look at the intermittent attempts to shut down free speech in the country will no doubt reflect, hit and run, irregular guerilla legislation. Here, an overview of the efforts will suffice. In an attempt to muzzle dissenting voices and stifle free speech under the cloak of national security and defamation of character, Senator Ibn Bala Na’Allah (APC, Kebbi South) sponsored a Bill in 2015 that was described as an ‘Act to Prohibit Frivolous Petitions and Other Matters Connected Therewith.’ The Bill intended to make it unlawful for anyone to submit any petition, as well as statement intended to report the conduct of any person for the purpose of an investigation, inquiry without a duly sworn affidavit confirming the content to be true. It was overwhelmingly rejected by Nigerians. The Senate was forced to withdraw the Bill on two grounds. First, it was not supported by President Muhammadu Buhari and second the relevant Senate Committee on Judiciary, Human Rights and Legal Matters also found that most of the provisions of the bill had already been covered by other extant laws of the Federation.

After the withdrawal of the Bill which many thought would bring respite to the subject, two Senators from the same state – Niger, began their own scheme to introduce two Bills different in title but similar in content and intention to stifle free speech in the country. The first of the bills, titled ‘Protection from Internet Falsehood and Manipulations Bill, 2019’ was sponsored by Mohammed Sani Musa (APC, Niger East).

As usual because of the guerilla disposition of the senate to laws relating to media and free speech, articulate members of the red chambers distanced themselves from the Bill leaving only a few with problems of public perception. Among them was Senator Elisha Abbo (PDP, Adamawa North) who was earlier caught on camera doing what Igodomigodo would categorize as ‘vandalistic deliverance of blows’ with a young lady. Besides the woman-battering senator, there was also Senator Abba Moro (PDP, Benue South). Moro was not long ago Nigeria’s Minister of Interior who presided over a phantom hire for jobs at the Immigration Service which led to the death of many young Nigerians. Moro was probably still haunted by media publicity of public condemnation of his performance. As if in partnership with falsehood, Senator Musa’s Bill created offences for which truth was not to be accepted as a defence!

The second similar bill was on Hate Speech sponsored by Senator Sabi Abdullahi, (APC, Niger North). Following widespread criticisms, the Hate speech Bill was formally disowned by the Senate. The then acting spokesperson of the senate, Godiya Akwashiki told the media that contrary to general impression, the bill was not the idea of the 9th Senate; but rather the handiwork of Abdullahi, based on his conviction. The seeming merit of the Hate Speech Bill was its sponsor’s presupposition that it could dissuade violence.

Unfortunately, members of the political class to which Abdullahi belongs are the greatest culprits of false statements which are made and denied now and again even where documentary evidence abounds. Yet, he is more keen on making laws that are targeted at the media and no other group. How we wish all those anxious to control the media can get better educated that all apprehensions about poor media reportage are covered by existing laws such as the Penal Code, the Criminal Code, the cybercrime Act, the Law of Defamation, the Nigerian Communication Commission Act etc.

With the contents of the Social Media and Hate Speech Bills, it became obvious that our senators were and are still working at cross purposes with themselves. They introduce a bill, withdraw it, and then reintroduce it severally with new titles. When the Human Writers Association of Nigeria (HURIWA) petitioned the Senate President, Dr. Ahmed Lawan on the recurring efforts to silence Nigerians, he gave assurances that the National Assembly would not pass any anti-people laws. It is also hoped that our legislators would not overregulate the media space in such a manner that Nigerians may become confused as to what can or cannot be said.

In truth, many Senators and other politicians do not appear willing to be held accountable which they hope they can easily achieve by constraining the media and free speech. They seem to be unaware that just as the Constitution gives them functions so does it mandate the media under Section 22 of the same constitution to make the government accountable to the people. If media professionals are caged through a multiplicity of laws who then would ensure that those in power are compelled to account to the people? In a country where government is not accountable to the people, the whole talk of power belongs to the people is reduced to a slogan in place of democracy

It is not an overstatement to imagine that it is the oxygen supplied by the legislature that has made the executive to become quite confident and active in the current drive to constrain free speech in the country. At a point the Federal Inland Revenue Service FIRS was contemplating introducing communication tax. According to the former Chief Executive of the FIRS, Babatunde Fowler, our people can afford to pay because they are always talking. We can only hope that the new boss is not similarly inclined. To do so would be to negate section 39 of our constitution which expressly provides for not just freedom of expression but also freedom as per subsection 2 to use whatever medium to receive and express opinions

In the last couple of weeks, moments of tension in the country have probably pushed government officials into seeking to control twitter and other digital platforms of the social media. While it can momentarily assuage government feelings, there are negative consequences. Luckily President Buhari has washed his hands off the scheme.

All government officials ought to note that the control of free speech can render the public docile and unable to meaningfully contribute to national development. It can also intimidate media professionals to lose their discretion, Under the circumstance, government messages to the public would neither be creditably delivered by the media nor believed by the people. By the time the current actors leave the public scene, they would have irreversibly turned back the engine of societal development. We therefore need to watch it because as we say in my part of the country, anyone who goes blind to avoid seeing his enemies would also not see his friends.

Contest Election: It is a Money Spinner – Reno Omokri Tells Nigeria Girls

Former President Goodluck Jonathan’s media aide, Pastor Reno Omokri has advised girls who live in Africa to contest elections, if they intend to make money.  He described politics in Africa as a money-spinning venture. 

Reno, in his official page advised the ladies to free their slaves (boyfriends) who they always ask money from, by either getting a job, or starting business or contesting election, which he said is a money-spinner that would give them all the money they want.

“On your birthday, your boyfriend threw a party for you.  On his birthday, you want him to take you out for a romantic dinner.  When you visit him, you ask for transport fare.  If he visits you, you demand for money. 

You use his phone and exhaust his data, then ask for more data.  Be honest with yourself, is he (your boyfriend) in a relationship, or is he in bondage? “Slavery officially ended on Monday, December 18, 1865.  Free your own slave.  If you need money, ask your father or get a job or start a business. If you live in Africa, you can also contest for election.  It is a money-spinner”
