Job racketeering: former federal character commission’s staff admits taking bribe, indicts chairman

A former Integrated Payroll and Personnel Information System desk officer at the Federal Character Commission, Haruna Kolo, accused of collecting bribes from job seekers in exchange for employment has owned up to the allegation.

Noting that he received over N75m from desperate jobseekers on the instructions of the Chairman of the FCC, Kolo claimed that the FCC boss instructed him to transfer the money to his (Kolo) personal account and pay her in cash which he did a couple of times in her house

Disclosing the revelation at the ongoing investigative hearing by the House of Representatives ad hoc committee investigating federal ministries, departments and agencies, parastatals and tertiary institutions on mismanagement of the IPPIS, the ex-IPPIS desk officer told the lawmakers that he resigned from FCC on November 2, 2022 to join the Asset Management Corporation of Nigeria but ended up getting salaries twice from FCC.

He added that the anomaly was reported to the Human Resource Officer who told him that the issue would be addressed.

He said, “When she came to FCC as the Executive Chairman, she appointed me as a protocol officer and I carried out my duty diligently.

On the allegations of job racketeering, the FCC Chairman instructed me to liaise with one Mr Shehu, who is a personal driver and Personal Assistant to the Taraba State Commissioner. As a desk officer, I was responsible to take whoever was employed to IPPIS for capturing.

No one could go there without a letter from the Chairman or Human Resource Officer of the FCC.

“When she came, she wrote a letter to the Accountant General of the Federation, instructing that no letter from the FCC should be honoured except she signs the letter.

So, whenever there was new employment, she signs, gives to me and I take it to the Accountant General’s office for capturing.

“Shehu is the one that brought those who paid money to my account for job, some paid N1m, others N1.5m, all to my personal account, my Ecobank account. She asked me to give cash to her, which I did through POS. So, there is no evidence of transfer.

“On the allegation of working at seven places, I was never at any time involved in seven jobs. They are making the allegation based on assumption.” He stated.,

“The second allegation on my subsequent employment at AMCON was a result of her personal favour to me. We were four in number, and she gave the appointment letter to me, Kadijah, and Olushola.

“We all proceeded for an interview at AMCON headquarters in Abuja after which we were called upon for training on the 16th January 2023.

“After the training, Olushola and I were called to Lagos. Unfortunately, Kadijah, who is the chairman’s biological sister, was rejected. The Chairman accused me of being responsible for her rejection.

“I see no reason why (sic) the chairperson would make allegations of such magnitude against me. I have been threatened even at gunpoint and had to leave Abuja.

“Sir, I want this committee to know that after this sitting if anything happens to me, the FCC chairperson should be held responsible, ” Kolo added.

Responding, the chairman of the committee, Yusuf Gagdi, promised to do every possible to unravel the truth and make the same available to Nigerians.

“This committee will not sit down and watch taxpayers’ money being embezzled.

“I know why we were asking Kolo to give us evidence and we know why we were deferring this sitting for other witnesses alleged to have had financial dealings with the FCC.

“Kolo will appear here tomorrow (Tuesday). We are calling the other witnesses. We will allow you to do your work. Whoever is found wanting will answer his father’s name, including Kolo Haruna,” he said.

The committee adjourned sitting till Tuesday, August 8.

FG withdraws suit against labour, NLC may suspend strike

The Federal Government has backtracked and withdrawn its contempt suit filed against leaders of the Nigeria Labour Congress and the Trade Union Congress for organising a nationwide anti-subsidy protests on August 2, 2023.

The development came on Monday,August 7 after the Federal Ministry of Justice sued the organised labour leaders for allegedly disobeying a court order barring them from leading the nationwide protest.

The National Industry Court had stopped the organised labour from going on strike but human rights lawyer and counsel to the organised labour, Femi Falana, insisted the union could proceed on the protest.

On Wednesday evening, the organised labour met with President Bola Tinubu and reached an agreement to end the one-day protest.

This came with agreements that the Federal Government would approve labour awards and expedite the implementation of subsidy palliative.

Despite the agreement the Ministry of Justice sued the organised labour for court contempt, a development that angered labour leaders who later announced plans to begin a nationwide strike on August 14.

However, the Federal Ministry of Justice on Monday said the government had backtracked from going ahead with the contempt suitThe ministry, in a letter dated August 7,2023, and addressed to the Nigeria Labour Congress through their counsel, Femi Falana SAN, said the contempt proceedings filed against the congress for embarking on a nationwide protest last Wednesday was no longer valid.

The letter, signed by the Permanent Secretary, Beatrice Jeddy-Agba, stated that the ministry filed the contempt proceedings before the interventions of the President and the National Assembly.

The letter, addressed to NLC’s counsel, Femi Falana read, “ The attention of the Federal Ministry of Justice has been drawn to the Communique issued by the Nigeria Labour Congress on 3 August 2023 wherein NC announced the suspension of its nationwide protests and criticised the contempt summons issued by the National Industrial Court (*Court”), amongst other issues.“

Kindly recall the exchange of correspondence between the Ministry and your Office on the need for compliance with the extant court orders, restraining industrial action of any kind on the part of the Nigeria Labour Congress and Trade Union Congress.

The position of the Ministry was informed by the need to safeguard the integrity of the court and prevent avoidable service disruption or damages to public facilities.

“However, despite these exchanges/interventions, the labour unions on 2nd August 2023 proceeded with the industrial action through public protests which led to disruption of work and the eventual pulling down of the gate of the National Assembly. The foregoing prompted the Ministry to initiate contempt proceedings by filing Form 48 on the same 2nd August 2023 in accordance with Section 72 of the Sheriffs and Civil Process Act and Order 9 Rule 13 of the Judgment (Enforcement) Rules.”The letter further read, “

Upon the intervention of His Excellency, President Bola Ahmed Tinubu and the decision of the labour unions to call-off their industrial action after meetings with the President and leadership of the National Assembly, this Ministry did not proceed further with the contempt proceedings, which would have required the issuance of Form 49 within two days of the issuance of Form 48.

Atiku files fresh suit against Tinubu in US

The presidential candidate of the Peoples Democratic Party, (PDP), Atiku Abubakar has dragged President Bola Tinubu before the United States of America District Court for the Northern District of Illinois

In a statement released on Sunday, August 8 by the Special Assistant on Public Communications to Atiku Abubakar, Mr Phrank Shaibu, said the filing of the fresh suit was why Atiku withdrew an existing case before a Circuit Court in Illinois

Shaibu noted that Atiku’s suit against Tinubu is marked No. 23-5099 (N. D. III.)

Atiku, who was the presidential candidate of the Peoples Democratic Party in the February 25 presidential election, is challenging the declaration by the Independent National Electoral Commission that Tinubu won the poll.

According to the statement, “Atiku Abubakar only withdrew the case before a Circuit Court of Cook County, Illinois County, United States of America because he is pursuing the same matter in a higher court and he wanted to avoid abuse of court processes.

So, this is just the beginning.”

He argued that Tinubu’s academic records from primary school till university remained questionable, hence the President’s failure to identify a single former classmate of his.

“In the past weeks, Nigerians have been watching the ongoing ministerial screening at the Senate where nominees have been made to reveal their primary, secondary and university history. Some of the ministerial nominees were even classmates with the senators screening them.

“However, the man who nominated them has no educational history.

He has no primary school, secondary school or university classmates.

This is because he has no classmates. He actually fell from the sky.

“In recent years, past Presidents have invited their former classmates to Aso Rock Villa. Even President Muhammadu Buhari hosted his classmates from Katsina Middle School. But who did Bola Tinubu invite to the Presidential Villa? Governors from 1999 set.”

Coup: Tinubu hosts governors sharing boundaries with Niger

President Bola Tinubu has played to host to governors of States that share boundaries with Niger Republic.

The governors who visited the president are: Ahmed Aliyu (Sokoto), Umar Namadi (Jigawa), Mai Malam Buni (Yobe), Idris Nasir (Kebbi) and Dr Dikko Radda (Katsina).

It was gathered the meeting held at the State House, Abuja, was part of consultations by the President on the situation in Niger.

The Northern Elites have earlier kicked against the planned wage war against the military junta in Niger, while citing the likely consequence of such action on Nigeria.

Tinubu who is the incumbent Chairman of the Economic Community of West African States had issued a seven-day ultimatum to the military junta in Niger Republic to restore democracy by returning power to Mohammed Bazoum.

This led to quite a number of sanctions part of which resulted in the closure of borders with Niger, including an indefinite suspension of flight activities.

The president had written the leadership of the National Assembly to approve the deployment of military personnel to the troubled Niger.

The Senate however turned down the request while it asked Tinubu and other leaders of the region to tread with caution in addressing the political situation.

Nigeria records over 1200 death due to illegal migration in seven months – NIS

The Nigerian Immigration Service (NIS) has disclosed that more than 1200 Nigerians attempting to travel outside the country through illegal means died in seven months.

Speaking on Friday, August 4 during the grand finale of the three-day celebration of the 60th anniversary of NIS, in Ado Ekiti, the Comptroller, NIS Ekiti State Command, Ademola Abdulrashed bemoaned that Japa syndrome is a big challenge to those enrouting illegal ports of exit in the quest for greener pasture.

With the theme, “Enhancing seamless regular migration”, the Comptroller said Nigerians could travel abroad for reasons best known to them while advising that such must be “safe, orderly and regular”.

Lamenting the increasing number of Nigeria youth who die in the Sahara Desert, the Mediterranean Sea and others, he stressed that “From available data from International Organisation for Migration, at least 1,200 Nigerians have died while trying to migrate through the Sahara Desert and the Mediterranean Sea in the year 2023 alone.”

“For those who survive, the dream of reaching their desired destination quickly becomes a mirage, some spend several months, even years in cells abroad for irregular migration, some are taken hostage by pirates who rob, maim and sometimes rape the female ‘japaists’.

“From the foregoing, Nigerians willing to ‘Japa’ are advised to reach out to any of our offices nationwide for necessary information and guidelines” to ensure safe, orderly and regular migration, he said.

The Comptroller said the NIS had in the last 60 years gone through a series of transformations taking the country from the analogue years to the digital era.

Abdulrashed added, “NIS has achieved a lot within these years in different areas of operations ranging from issuance of travel documents such as (passport, visa and residence permit), border management, migration management, national security and several others.”

He lauded the acting Comptroller General of Immigration, Caroline Adepoju, for deeming it necessary to celebrate the 60th anniversary of NIS with a funfair.

Kogi senator kneels to appreciate Yahaya Bello for nominating late Audu’s son as minister

The senator representing Kogi east, Isah Jibrin has been seen in a viral video kneeling down to appreciate the governor of the state, Yahaya Bello for nominating Shaibu Abubakar-Audu, son of the late Abubakar Audu for a ministerial position.

In the video, Bello could be heard telling the lawmaker that the nomination of Abubakar-Audu was a reward for his late father’s sacrifice.

”For all the sacrifices, I am rewarding Prince Abubakar Audu, for all his sacrifices too (possibly pointing to Shaibu who was not visible in the video), I no loss, I gain plenty. To God be the glory!” Yayaha Bello said.

Responding to the governor’s comment, the senator said the governor is “over rewarding us”.

Late Abubakar Audu was the first civilian governor of Kogi state.

He ruled the state twice — first in the third republic and in the fourth republic.

The late politician died in 2015 shortly after the announcement of the election results on 22 November.

He was seeking re-election as governor on the platform of the All Progressives Congress (APC).

NLC threatens nationwide strike if FG fails to withdraw lawsuit

The Nigeria Labour Congress (NLC) has said it would commence a nationwide strike on August 14, 2023, if the Federal Ministry of Justice fail to withdraw the lawsuit filed against the organized labour.

The NLC made the decision during its National Executive Council meeting which was held on Thursday, August 4, in Abuja.

A statement signed by NLC’s national president, Joe Ajaero stated that the Ministry of Justice and National Industrial Court have continued to allow themselves to be used as agents of “anti-democracy.”

President said that though it agreed to suspend protests based on its meeting with the President, it would embark on a nationwide strike starting from August 14, 2023, should the government fail to withdraw the lawsuit filed against it.

Stressing the decisions of the NEC to suspend further protest on the nationwide mass protest, Ajaero said the NEC resolved to support and affirm the decision and commit to maintaining the required vigilance needed to hold government accountable on its assurances and governance in general to commit to the terminal date of August 19, 2023, within which the issues around the Petroleum price hike will be agreed given the assurances of the President and the National Assembly.

According to Ajaero, “To go on total strike across the country any day labour leaders are summoned to court by the government through the NICN. To demand the immediate withdrawal of this litigious terrorism by the Federal Ministry of Justice before the end of work Friday, the 11th of August, 2023.

“To embark on a nationwide comprehensive strike beginning Monday, 14th of August, 2023 if this contemptuous court summons is not withdrawn by whosoever initiated it.”

FG to implement ‘no work, no pay’ for striking

The Federal Government has ordered the Chief Medical Directors and Medical Directors in the Federal Tertiary Hospitals to implement the no work, no pay policy because of the incessant industrial activities of members of the Nigerian Association of Resident Doctors.

The FG also stressed the need for hospitals to maintain an attendance register for all resident doctors willing to work.

In a memo obtained by The Punch Newspaper addressed to the CMDs and MDs of all Federal Teaching Hospitals across the country.

The letter released on August 1, 2023 and titled “Re: Incessant strike action by the Nigerian Association of Resident Doctors: Implementation of ‘No Work, No Pay’ policy of the Federal Government,” was signed by the Director of Hospital Services, Dr Andrew Noah.

Meanwhile, NARD embarked on an indefinite strike on July 26, 2023, to press home its demands after an strike expiration of a two-week ultimatum to the government to meet its demands.

The doctors are demanding the implementation of the one-for-one replacement policy for healthcare workers; the Medical and Dental Council of Nigeria to discontinue the downgrading of the membership certificate issued by the West African Postgraduate Medical and Surgical Colleges; the immediate payment of all salary arrears; the implementation of the Consolidated Medical Salary Structure; a new hazard allowance; and the domestication of the Medical Residency Training Act; among others.

The government stressed that the striking doctors are insensitive.

“The various conciliatory meetings by the Federal Ministry of Health, Federal Ministry of Labour and Employment with government stakeholders, Secretary to the Government of the Federation, and the National Assembly have proved abortive.

“I am directed to inform you that the Federal Ministry of Health has instituted the policy of ‘No work, No Pay’ against the striking resident doctors in line with circular Ref. No.58598/8.1/II/182 dated June 22, 2016.

“I am further directed to request you to maintain an attendance register for all residents willing to work and furnish the ministry of such name on a monthly basis,” the letter read in part.

Reacting to the development, the Secretary General of NARD, Dr Kelechi Chikezie, said the directive was not unexpected.

“We have seen the letter and we will meet as leaders of NARD to take a position on that.

But that policy is not new to us, and we would not say we were not expecting it. However, the position of NARD will meet and take a position on it,” Chikezie said.

Nigerians grill Fintiri for appointing 47 media aides

Criticisms have trailed and greeted the appointment of 47 media aides by Governor Ahmadu Fintiri of Adamawa State.

In a statement released on Thurday night, Fintiri announced the appointments on his official Twitter handle.

He tweeted, “I’m pleased to constitute my media team”The governor added that “I’m confident that this diverse and talented team will play a crucial role in enhancing our communication efforts and strengthening our public engagement, Together, we’ll work towards achieving our goals and serving the people effectively”

The statement followed the approval granted by the Adamawa State House of Assembly to the governor to appoint 50 special advisers on June 6, 2023.

Fintiri had been lying low since the announcement of Mr Humwashi Wonosikou as press secretary during his inauguration dinner on May 29

The governor’s inactivity however had been blamed on the loss of his cousin, Malama Laraba Mamman, who had died in a road crash while travelling to his inauguration.

Among those appointed are, two Special Advisers, 10 Senior Special Assistants, 34 Special Assistants on Social Media and Content Creation, and one Special Assistant and Master of Ceremonies Government Events.

Meanwhile netizens and social media users have been lambasting the governor and questioning the rationale for appointing such a large number of persons as media aides.

A tweep, Opeoluwa, described the appointment as an act of fiscal recklessness that must be stopped.He said, ‘This is why we need TRUE FISCAL FEDERALISM.

This is the fiscal recklessness we need to stop. Lagos&SS states will make money for 🇳🇬, states like Adamawa that contributes nothing will use same money to appoint over 25 members in a media team.

Allow Adamawa make&spend its own money”For Chidi Okereke, he described the appointees as incompetent fellows who couldn’t advise the governor not to make such post.

@ReneRodrig in his comment, said the appointment negates tenets of cutting cost of governance that many Nigerians have been preaching especially during this austere period.

He tweeted, “Omo cutting of cost of governance in the mud. See as special media adviser long. Is this Job creation??”

With 3.44 million poor people, Adamawa has the 18th poverty rate in Nigeria according to the 2022 data from the National Bureau of Statistics

Why Osinbanjo, Buhari were absent at APC caucus meeting — Aides

Laolu Akande, the spokesman for the immediate past Vice President Yemi Osinbajo, has said his principal was absent at the caucus meeting of the All Progressives Congress on Wednesday because he was not in Nigeria.

In a statement released on Wednesday, August 2, Akande noted that Osinbanjo was absent for some engagements to which he had long been committed.

Stressing that former Vice President commitment to the party, he apologized for Osinbajo absence.

He said: “In a letter of apology for his absence addressed to the Acting Chairman of the party (Abubakar Kyari), the former VP explained that he was already abroad for engagements to which he had long been committed, when he received the invitation to the meeting,” the statement partly read.”

He had in fact cancelled some of his engagements abroad to be available for the two previously scheduled caucus meetings of the party which had to be postponed due to exigencies.

As well the former President, Muhammadu Buhari as absent from the meeting.

The former president through his spokesman, Garba Shehu, however, explained he was unable to attend the meeting due to commitments he earlier made.
