Ecuador’s youngest-ever president,Daniel Noboa vows to ‘restore peace’

by Nelson Ugwuagbo October 16, 2023
written by Nelson Ugwuagbo

Car horns in Quito blared in celebration Sunday as banana empire heir Daniel Noboa, 35, became Ecuador’s youngest-ever president-elect, vowing to “restore peace” to a country ravaged by a bloody drug gang war.

After the electoral authority declared him the victor and socialist rival Luisa Gonzalez conceded defeat, Noboa vowed that “tomorrow we begin work to rebuild a country that has been severely hit by violence, corruption and hatred.”

Long a peaceful haven between major cocaine exporters Colombia and Peru, Ecuador has seen violence explode in recent years as enemy gangs with links to Mexican and Colombian cartels vie for control.

The fighting has seen at least 460 inmates massacred in prisons since February 2021 — many beheaded or burned alive in mass riots.

The bloodbath has spilled into the streets, with gangs dangling headless corpses from city bridges and detonating car bombs outside police stations in a show of force.

In August, the violence claimed the life of anti-graft and anti-cartel presidential candidate Fernando Villavicencio, mowed down in a barrage of submachine-gun fire after a campaign speech.

He had been polling in second place.

A state of emergency was declared after former journalist Villavicencio’s assassination, and Noboa and Gonzalez both campaigned, and voted, in bullet-proof vests and with heavy security details.

On Sunday, Noboa told supporters in his home town of Olon in the southwest his goal was “to restore peace… to bring back education to the youth” and create jobs.

– ‘Destroyed’ country –

Ecuadorans voted for 10 hours Sunday with no reports of violence, watched over by some 100,000 police and soldiers.

“May we elect the best president because (he or she) will govern a country that is destroyed… to address all these problems such as insecurity,” Indigenous voter Ramiro Duchitanga told AFP in Cuenca in Ecuador’s south.

Ecuador mayor survives assassination attempt

“It is a critical election,” added Freddy Escobar, a popular 49-year-old singer in Quito, citing crime as his main worry. “I am voting in fear, not knowing what will happen.”

The main concerns of Ecuadorans, according to opinion polls, are crime and violence in a country where the murder rate quadrupled in the four years to 2022.

Noboa, who obtained some 52 percent of the vote according to a near-complete count, was elected to only 16 months in office to complete the term of incumbent Guillermo Lasso, who called a snap vote to avoid possible impeachment for alleged embezzlement.

Under the law, Noboa can run again for the 2025-29 presidential term, and the one after that.

Both runoff candidates were relative unknowns in politics.

Noboa is the son of one of Ecuador’s richest men, who himself has five failed presidential bids to his name.

The president-elect, whose only political experience is two years as a lawmaker, calls himself “center-left” but embraces neoliberal economic thinking.

He ran on the ticket of the brand-new National Democratic Action alliance, which incorporates parties from the center and left of the political spectrum.

Ecuador has a poverty rate of 27 percent, with a quarter of the population unemployed or holding down an informal job.

Opinion polls list unemployment as voters’ second concern.

Noboa reiterated Sunday that he intends to “give progress to a country… that has all the elements to be a global example.”

Gonzalez was the handpicked candidate of socialist ex-president Rafael Correa, who governed from 2007 to 2017 and lives in exile in Belgium to avoid serving an eight-year prison term for graft — another major concern in the country.

From eight candidates, Gonzalez took the most votes in the first round in August with 34 percent, followed by Noboa with 23 percent.

On Sunday, she offered her “profound congratulations” to Noboa, “because this is democracy.”

Addressing supporters in Quito, Gonzales also said she would not be claiming fraud.

With 13 lawmakers in his corner out of 137 in parliament, Noboa will not have an absolute majority backing his legislative projects, and with only 16 months in office, will face an uphill battle to push through any reforms, analysts say.

Voting is compulsory for 13.4 million eligible voters in the country of about 18 million, and the election authority said turnout was above 82 percent.

After images on social media showed a person appearing to fill out multiple ballots in favor of Noboa, the head of the National Electoral Commission, Diana Atamaint, promised an “immediate” investigation

Akwa Ibom: PSN demands employment of Pharmacists in govt hospitals

by Nelson Ugwuagbo October 16, 2023
written by Nelson Ugwuagbo

THE Pharmaceutical Society of Nigeria, PSN, Akwa Ibom State branch has expressed concern over Pharmacist per capita ratio in the country, demanding for employment of Pharmacists to fill the existing gaps in some government hospitals in the state.

According to a communique made available to newsmen on Sunday, the call formed part of the resolution reached at end of the 2023 Akwa Ibom Pharmacy week with the theme,”Pharmacists: Strengthening Health Systems”, held last week in Uyo.

It reads in part: “The society noted that pharmacy practice ramifies with all the six building blocks, as enunciated by the World Health Organization, that enhance a strong health system which are; Service delivery, Health workforce, Information, Financing, Medical products, leadership and governance.

” Identifies the lack of proper leadership and governance in our Hospitals and the Health sector at large as one of the key reasons for these sub- optimal health outcomes.

” The society is deeply concerned that the Pharmacist per capita ratio in Nigeria is 1: 22,000 ( based on 220M population) as against the World Health Organisation recommendation of 1: 5000.

“To this end, we call for the employment of Pharmacists to fill the existing gaps in some government hospitals in Akwa Ibom State. This will ensure that healthcare consumers have the benefits of pharmaceutical care and guarantee of safety in drug therapy

” It Commends the Governor of Akwa Ibom State, His Excellency, Pastor Umo Bassey Eno for his efforts in revitalizing Primary Health Centres in the state and the progress made in fulfilling his promise to deliver health insurance to Akwa Ibom people by setting up the State Health Insurance Agency”

According to the communique, the PSN recommended the utilization of unique skill sets of Pharmacists in Health financing and the involvement of community Pharmacies in the drive towards universal health coverage in the State.

It decried the existence of a master- servant relationship in our Hospitals and the healthcare sector at large, where the leadership was ceded to only a certain category of health professionals.

” It is only a team work approach to healthcare delivery, where every health professional with requisite training in Hospital or Health administration can have opportunity to superintend over our Hospitals, that would drive optimal health outcomes.

The communique drafting committee had Pharm. Mfonobong Enobong Okon as Chairman and Pharm. Omoefe Igri, Pharm Ifiok Udoubak; Pharm Odudu Akpaete, Pharm faith Robinson and Pharm.Itoro Obong as members

The Lagos State government has issued a seven-day ‘vacation order’ to all motorists and commercial bus drivers operating on some bridges across the state.

The Special Adviser to the state governor on Transportation Sola Giwa issued the order, Adebayo Taofiq, LASTMA spokesperson said in a statement on Monday.

The order takes effect from Monday, 16 October.

“Every motorist/commercial bus driver operating along ‘Apongbon’ and ‘Idumota’ (Cater) Bridges, ‘Elegbata:, ‘Ebute-Ero’ and ‘Ejalonibu’ must as a matter of urgency vacate these areas as LASTMA would commence strict enforcement operation immediately after the expiration of this ultimatum until zero tolerance is achieved across the state,” Mr Giwa said.

The order is based on the need to “remove every infraction impeding the free flow of traffic on bridges across the state.

Mr Giwa said that despite several warnings, Lagos motorists have continued to defy government order thereby causing serious obstructions around these bridges with great negative impacts on the integrity of the bridges and traffic.

He said the present administration is expending huge resources for the construction of standard bus terminals, and garages for commercial activities in every part of the state.

He further said the activities of these motorists on the bridges are contrary to provisions of the Lagos State Transport Sector Reform Law 2018 as amended.

The special adviser noted that after the expiration of the ultimatum, any vehicle found to have contravened the order would be immediately charged to the state’s mobile court for prosecution

SON Destroys Multi-billion Naira Fake Items, Mulls Life Imprisonment For Importers

by Nelson Ugwuagbo October 13, 2023
written by Nelson Ugwuagbo

The Standards Organisation of Nigeria (SON), yesterday, destroyed fake and substandard products worth several billions of naira in Lagos.

Products destroyed are engine oil, electrical cables and substandard tyres.

However, speaking during the destruction of the products seized by the organisation, the director general of SON, Mallam Farouk Salim, disclosed that the organisation was reviewing its Act to ensure importers of life threatening materials are jailed and not fined.

According to Salim, peddlers of these items are economic saboteurs and their activities sabotage our industry, people and cause loss for individuals who are innocently buying these products.

“This is one of the reasons why in the last National Assembly, we went to them to review our act to make sure that importers of life threatening materials are jailed not just fined. Thankfully they passed the law but unfortunately when the government was settling down, they did not get the opportunity for the president to sign the law.”

“So it is back in the national assembly for concurrence and hopefully very soon it will be with the president and I am sure the president will sign that amendment and those individuals selling threatening items will be jailed immediately they are caught,” he said.

The SON boss noted that some of the products to be destroyed today had gotten a court order to that effect.

On the seized tyres, he said that some of them are new tyres but unfortunately when the importer brought them in, other tyres were stuffed inside them.

“Due to this, these tyres lose their integrity and they become dangerous to society. The ones looking new are used tyres, they are pressed and polished to look new.

“The fakers of the motor oil lubricants intercepted in Calabar, use popular products so our Nigerian lubricant manufacturers that are successful have to deal with individuals trying to copy their product.

“Nobody copies a product that is not successful, the only problem is the copying is a bad one. The product you are seeing behind does not belong to that popular company, it was being copied and they have been taken to court, convicted and the court gave us the permission to confiscate the product and destroy them,” he said.

Salim pointed out that the Nigerian cable industry is successful and good and they key into associations to help identify these fake ones.

He noted that SON sometimes used their intelligence to fish these people out because their activities were affecting the economy of the country. Due to the policy on local content, we need to make sure that our indigenous companies are protected.

“These cables are supposed to be copper but they are either iron or copper coated, when used in a building, it gets hot and this leads to fire,” he said.

On the value of these products, the SON director general said that it ran into billions of naira, adding that they would keep seizing the products to force the perpetrators to stop.

“To your eyes these products don’t look nice but an unscrupulous person can take these, clean it up and send it to the market and make billions of naira from it.

“As regards this environment, the seized items are safe here as the place is twenty-four hours monitored by police, civil defence,” he said.
