FG strategizes to fund Nigeria’s HIV response after Trump halted foreign aid

The federal government has expressed commitment to intensify domestic resource mobilisation strategies towards ownership and sustainability of the HIV response in the country with a view to reducing the risks of donor aid policy shifts.

The Director General of the National Agency for the Control of AIDS, NACA, assured that efforts are in place to ensure that the country’s strategic goals and targets in the fight against HIV are achieved.

The agency’s Head of Public Relations and Protocol, Toyin Aderibigbe, said that through effective stakeholder collaboration, creation of favourable policies and enabling environment and advocacy to policy makers, Nigeria is committed to achieving the goal of ending AIDS by 2030.

In a signed statement, Aderibigbe said the Federal government was not unmindful of the concern and anxiety elicited by reports of the Trump administration’s suspension of aid for HIV/AIDS programmes and treatment in Nigeria, even as it said it was tackling the challenges of the HIV/AIDS national response.

The statement reads: “The recent executive order by the new U.S. Administration to reevaluate and realign United States’ foreign aid which includes a 90-day pause on foreign development assistance, has raised significant concerns among our stakeholders with regards to HIV/AIDS and TB technical support and funding.

“Nigeria has the highest number of people living with the Human Immunodeficiency Virus (HIV) in West and Central African region. Over the past two decades, partners in the global AIDS response have intensively supported the Nigerian government and institutions in the country, to scale-up prevention, treatment, care, and support for those living with and affected by HIV/AIDS.

“The U.S government through the President’s Emergency Plan for AIDS Relief (PEPFAR) has immensely supported Nigeria’s HIV/AIDS response over the years, particularly in sustaining the treatment of people living with HIV in Nigeria. PEPFAR Nigeria remains the biggest donor for treatment programme in the country as their contributions covers approximately 90% of the treatment burden.

“Last week, the Trump Administration issued an executive order halting foreign aid for 90 days. However, on Tuesday, January 28, 2025, the Administration issued a waiver for lifesaving medicines and medical services, offering a reprieve for a worldwide HIV treatment programme. This waiver allows for the continuous distribution of HIV medications (ARVs) and medical services supported by PEPFAR in Nigeria.

“The Nigerian government appreciates the U.S. government waiver and is mindful of the potential change to foreign aid in the near future under the new administration. The Nigerian government would intensify domestic resource mobilisation strategies towards ownership and sustainability of the HIV response in the country with a view to reducing the risks of donor aid policy shifts to the HIV response while ensuring that the country’s strategic goals and targets in the fight against HIV are achieved.

Nigeria’s flag designer, Taiwo Akinkunmi’s family gets FG N30m donation

The Federal Government has donated N30 million to the family of renowned National Flag designer, late Pa Taiwo Akinkunmi, two years after his demise.

The Director General of the National Orientation Agency, Lanre Issa-Onilu, accompanied by the Oyo State Director of the agency, Olukemi Afolayan, made the official presentation of the cheque on behalf of the Federal Government at the Elebu in Ibadan residence of the late National hero on Thursday.

PUNCH Online reports that the late Akinkunmi died on August 29, 2023, at the age of 87.

On September 4, 2023, President Bola Tinubu sent a government delegation led by the Minister of Information and National Orientation, Mohammed Malagi, on a condolence visit where it pledged to give the late Nigerian hero a national burial and financial support to the family.

The NOA DG said, “The donation of N30 million to the family of renowned National Flag designer was not to pay for the services of the late legend but to support his family in appreciation of his contributions to the country.”

One of the deceased sons, Akinwunmi Akinkunmi, expressed gratitude to Tinubu for the gesture.

Bauchi CoS Aminu Gamawa: From Harvard Intellectual to Communal Land Grabber

Aminu Gamawa the Chief of Staff to the Governor of Bauchi State should have been advised to stay out of these exchanges between his political leaders, though he works for Bala Mohammed, Amb Yusuf Tuggar of the APC is his leader by virtue of being the leading politician from his Gamawa constituency. Another reason he should have stayed out of it aside from being an apologist to the governor, he is also an enabler and as it is widely being alleged that he is also a beneficiary of the lands being grabbed. He is a beneficiary of stolen communal lands.

In a desperate attempt to salvage what remains of Governor Bala Mohammed’s credibility after years of abysmal leadership in Bauchi State—and to fuel his futile political ambitions for the 2027 presidential race—Mohammed and his political lackeys have resorted to scapegoating President Tinubu’s unprecedented tax and economic reforms. However, even within his own party, the PDP, Mohammed’s credibility is in question.

Bala Mohammed’s theatrics are merely a smokescreen to distract the public from scrutinizing his government’s failures. But Nigerians, and particularly the people of Bauchi State, are not so easily deceived. His national media stunts and attention-seeking antics will not rewrite history.

Aminu Gamawa: A Political Pawn in Bala’s Game

One of the latest attempts to rebrand Bala Mohammed is a dubious article purportedly written by Dr. Aminu Hassan Gamawa, Chief of Staff to the Bauchi State Government House. In this piece, Gamawa exposes his ignorance of Nigeria’s foreign relations under the leadership of Ambassador Yusuf Maitama Tuggar. His writing is not only misleading but a desperate attempt to paint his paymaster as an angel while distorting facts about Tuggar’s tenure as Foreign Affairs Minister.

Gamawa’s weak and uninformed arguments validate the central thesis of Professor Isa Ali Pantami’s book Skills Rather Than Just Degrees—a work that should be required reading for individuals like him, whose academic titles appear to hold little correlation with actual knowledge.

Without any factual backing, Gamawa attempts a scathing critique of Tuggar’s leadership at the Ministry of Foreign Affairs, peddling outright lies to mislead the public.
Tuggar’s Achievements vs. Bala Mohammed’s Failures
First and foremost, the Ministry of Foreign Affairs is not a structural development agency but a diplomatic institution responsible for advancing Nigeria’s global interests.

Its effectiveness is measured by the quality of diplomatic representation and the foreign investment opportunities it secures for the country. By these standards, Tuggar’s achievements in under three years far outweigh Bala Mohammed’s nearly eight years of misgovernance.
Under Tuggar’s leadership, Nigeria has signed 87 memoranda of understanding (MOUs) worth $50.8 billion in just three years.

This milestone has significant developmental implications, reinforcing Nigeria’s leadership role in Africa. The global community now recognizes Nigeria’s renewed influence, as evidenced by the country’s admission into BRICS as a partner nation and its stellar performance at international summits—led by Tuggar.

Yet, Gamawa, blinded by his lack of understanding, dismisses these diplomatic engagements as mere “globetrotting.” What else does a Foreign Affairs Minister do if not represent national interests on the global stage to attract partnerships that benefit Nigerians?

Tuggar’s Commitment to Bauchi State

As a citizen and political leader from Bauchi State, Amb. Tuggar has every right to engage in discussions about the state’s leadership crisis. His interventions are not driven by personal ambition but by genuine concern for governance failures under Bala Mohammed. Contrary to Gamawa’s misleading claims, Tuggar remains deeply connected to Bauchi State.
For example, in December 2024, the Ambassador Yusuf Maitama Tuggar Foundation donated food items worth ₦35 million and provided over ₦12 million in direct cash assistance to Bauchi residents.

Additionally, Tuggar secured a $200,000 donation from ECOWAS through the Red Cross to aid flood victims in the state. His foundation has also empowered over 550 women and youths with essential tools such as tricycles, sewing machines, grinding machines, water pumps, and wheelchairs to foster self-reliance.

These tangible contributions expose Gamawa’s false claims that Tuggar is out of touch with Bauchi State’s realities.

Setting the Record Straight on ECOWAS and UAE Relations

Gamawa’s feeble attempt to blame Tuggar for ECOWAS’ ongoing crisis is laughable. The regional issues predate Tuggar’s tenure, yet he has worked tirelessly to manage and mitigate potential conflict between Nigeria and Niger. ECOWAS remains strong despite its current challenges, which involve multiple countries, not just Nigeria.

Similarly, Gamawa falsely attributes the UAE visa ban to Tuggar. Historical records show that the UAE imposed the ban in October 2022, affecting 20 African countries—well before President Tinubu’s administration took office. Since then, Nigeria has engaged in continuous diplomatic discussions with the UAE to resolve the issue. But given Gamawa’s limited grasp of international relations, it is unsurprising that he cannot comprehend the complexities of diplomacy.

Ignorance and Hypocrisy on Nigeria-France Relations
Gamawa’s claim that Tuggar aligns with “neocolonial powers” is another example of his intellectual laziness. Nigeria has long maintained a strategic partnership with France, a relationship built on mutual interests rather than subjugation. Unlike the military juntas of Niger, Mali, and Burkina Faso—whom Gamawa appears to admire—Nigeria remains a constitutional democracy governed by laws enacted through the National Assembly.

Any fundamental shift in Nigeria’s foreign policy would be a matter for the legislature, not an impulsive decision by a single individual.
A Dismal Comparison: Bala Mohammed vs. Tuggar
In his misguided attempt to elevate Bala Mohammed, Gamawa draws an absurd comparison between the governor and Ambassador Tuggar—a futile exercise that only highlights Mohammed’s failures.

Tuggar’s political career has been defined by excellence. As a former House of Representatives member, he chaired multiple committees and contributed to critical national policies. As Nigeria’s Ambassador to Germany, he distinguished himself with high-level diplomatic engagements, securing strategic partnerships between Nigeria and Germany. His tenure as Foreign Affairs Minister has only solidified his reputation as a competent and visionary leader.

In stark contrast, Bala Mohammed’s tenure—both as Minister of the FCT and Governor of Bauchi State—has been marred by incompetence. His failures have been further exposed by his successor at the FCT, Barrister Nyesom Wike, whose swift infrastructural developments have laid bare Mohammed’s years of mismanagement.

Conclusion: Tuggar’s Focus Remains Unshaken
No amount of blackmail or character assassination will deter Amb. Tuggar from delivering on President Tinubu’s Renewed Hope Agenda and his responsibilities as Minister of Foreign Affairs.
Neither Bala Mohammed, Gamawa, nor their enablers can silence Tuggar’s rightful criticism of the failed leadership in Bauchi State.

And if Tuggar harbors gubernatorial ambitions, it is well within his constitutional rights to pursue them—something no amount of political scheming can change.

Bala Mohammed should focus on using what remains of his wasted eight years to deliver meaningful governance to the people of Bauchi State instead of engaging in baseless propaganda.

JUST IN: Court Grants Sowore Bail

A Federal High Court in Abuja has granted Omoyele Sowore, Publisher of Sahara Reporters and former presidential candidate, bail in a cybercrime case instituted against him by Inspector General of Police Kayode Egbetokun.

Sowore stated on his X handle on Thursday that a condition to provide a civil servant as his surety was not part of the bail conditions.

“They granted the ‘bail’, but I am not going to be bailed out by a corrupt civil servant at Level 17 or 16, they got the memo and took the condition off their table,” he wrote.

“Even, then they still targeted my international passport but that too they will never have!”

Group accuses UBEC Chairman Dr. Hamid Bobboyi of false assets declaration and criminal infractions: Calls for Dr Bobboyi’s investigation and prosecution

The Universal Basic Education Commission of the immediate Past Executive Secretary, Dr. Hamid Bobboyi has been accused of perennial corruption, false assets and liability declaration, criminal infractions and violation of Code of Conduct Act.

ProJustice and Development Observers Initiative, in its monthly media parley said that it is disheartening that a commission like Universal Basic Education Commission is left in the hands of those who mostly care about their pockets more than they care for the educational upliftment of the rising generation.

“It is disheartening to note that UBEC is left to be manned by less patriotic elements that do not care about the educational need of the rising generation. Across the world, basic education is always kept in the priority status of any government. It helps the rising generation to gain a strong educational exposure and footage that can help them explore their talents and pursue self-reliance activities, that eventually rub off on the country”

The group said that it has found out that the Executive Secretary, Dr. Hamid Bobboyi sits in the board of ten private companies in violation of Code of Conduct Act, 2011 as it relates to CCB&T Act, 5th Schedule, Part 1, Paragraph 1-11 to the 1999 Constitution of the Federal Republic of Nigeria. According to the group, the companies have been used for activities that contravenes the laws of the Federal Republic of Nigeria and thus may have been used to commit criminal infractions.

“A man who sits on the board of as much as 10 private companies does not only arbitrarily violate the law of the country but can hardly find time to properly and creative position a sensitive commission as UBEC for optimum performance. He would never have the time. He is shortchanging the government and the Nigerian people. He is wasting a future and a generation that is in dire need of recovery.

The group said that although Dr. Bobboyi has resigned his directorship in one of the companies, Belloh Systems Company Limited, he maintains an active directorship status on the other companies which include: Reefland Technologies Limited, Executive Media Agency Limited, Formbina Publishing House Limited, Sankore Educational Publishers Limited, Karal Associates Limited, Sultanah Farms Limited, Belloh Systems Company Limited (resigned recently), MST Mobitech Systems Limited, Shore to Shore Shipping Company Nigeria Ltd, HDB Communication and Educational Services Ltd.

The Code of Conduct Tribunal Act requires that every public office holder should not only declare his assets and liabilities as at the time he was appointed, he should ensure that all assets and liabilities of spouse(s) and children are declared as well.

“Running a profit-oriented private companies while holding a public office is a criminal offence in law. More criminal is when those companies have been used for activities that highly suggest criminal infractions. When you route out contracts to proxy companies that in turn push those contracts to your companies to execute, you have committed criminal infractions.

The said Act specifically stated: “That a public officer shall not put himself in a position where his personal interest conflicts with his duties. The Act also made it mandatory that all assets related to relatives, including spouse(s) and children should be included and mentioned in public officers’ Assets Declaration Form.

Oyo residents attack officials for preventing them scooping fuel from fallen tanker

Officials of the Oyo State Fire Service have been attacked by some residents who were trying to scoop fuel from a fallen tanker in Sabo Market, Orile Igbon, along the Ogbomoso-Ilorin Expressway.

It was gathered that the tanker heavily laden with 33,000 litres of fuel had its tyre burst on Wednesday, January 29 at Sabo Market.

This led to a spillage of oil at the scene of the incident with many resident rushing to scoop products from the fallen tanker.

However, the presence of firefighters at the location seemed to cause tension as residents were adamant and insisted on scooping the spilling product.

While the officials tried to explain to the residents that there is the possibility of a fire outbreak of the spillage which could be quite disastrous, the desperate residents took to fighting the officials at the scene.

It was gathered that the residents attacked the Oyo State firefighters with stones and sticks until their colleagues from the Kwara State Fire Service arrived.

The spokesperson for the Kware State Fire Service, Hassan Adekunle said the fire truck of the of the Oyo State Fire Service team were destroyed by the residents.
Adekunle, “In the face of this hostility, they were forced to seek refuge at Owode Police Station.

“Through their swift and coordinated response, over 10,000 litres of PMS were safely siphoned into another tanker, minimizing potential hazards. Fortunately, no lives were lost.

“Any individual found guilty of assaulting fire service personnel will face the full weight of the law adding that firefighters risk their lives to protect people and property, and any act of violence against them is unacceptable,” he said.

Oyo State Governor Mandates Dress code for Civil Servants

Oyo State Governor, ‘Seyi Makinde, has approved a new dress code policy requiring all civil and public servants to wear native attire with a touch of traditional Aso oke fabrics every Thursday, in addition to the existing Friday native attire tradition.

The directive, communicated to heads of ministries and agencies on January 27, 2025, aims to preserve Yoruba culture while empowering local artisans and boosting the informal economy.

According to the circular issued by the Office of the Head of Service, the initiative seeks to “showcase and preserve Oyo State’s vibrant cultural heritage” while creating tangible economic opportunities.

In the circular, it was emphasised that the inclusion of Aso oke—a handwoven fabric synonymous with Yoruba tradition—will directly support local weavers, dyers, and tailors, thereby “sustaining livelihoods, reducing unemployment, and increasing income streams for artisans.”

The government projects that increased demand for these fabrics will spur growth in the informal sector, bolster tourism, and foster inclusive development.

“This policy is not just about dressing; it’s a strategic effort to validate our cultural identity while uplifting grassroots economies,” the circular stated. “Every Thursday and Friday, our workforce will become ambassadors of tradition and catalysts for economic transformation.”

Ogun State rejects sharia law

The Ogun State Government has warned against any attempt to establish a Sharia Court in the state.

The state government, in a statement signed by Governor Dapo Abiodun, on Tuesday, noted that sharia courts cannot be legally constituted by individuals or groups without legal backing.

The government was reacting to a notice announcing the launch of a sharia court in the state.

According to the statement, Ogun State only recognises courts established through the legal framework of the Nigerian Constitution, adding that a sharia court does not form part of the legal framework operating in the state.

The statement read, “The Ogun State Government has noted the circulation of a digital notice announcing the launch of a Shari’ah Court in Ogun State. No Sharia Court is authorised to operate within Ogun State.

“The courts that are legally empowered to adjudicate disputes arising within Ogun State are those established by the Constitution of the Federal Republic of Nigeria or by State Laws, which are: Magistrates’ Courts, High Court, Customary Courts, Customary Court of Appeal, Federal High Court, National Industrial Court, Court of Appeal, and Supreme Court.

“No law operating in Ogun State has established a Sharia Court, and Sharia law does not form part of the legal framework by which the Ogun State Government administers and governs society.

“The Ogun State Government upholds and protects the rights of individuals to practise the religion of their choice, or to subscribe to no religion, and recognises the freedom of individuals to apply their faith in their personal and private matters.

“However, this freedom does not extend to the formation of unauthorised assemblies or institutions. No individual or group is legally permitted to constitute a court or present themselves to the public as a court without legal backing. Those behind that notice have no legal backing. They cannot set up a court or administer justice by fiat or public notice.”

The state government directed that all persons involved in the creation or operation of the unauthorised court must immediately cease all related activities and disband the illegal entity and all its apparatus.

“The Ogun State Government also advises members of the public to disregard any summons, documents, or persons associated with the illegal Sharia Court. Such occurrences should be promptly reported to the state.

“The Ogun State Government will uphold the rule of law, ensure respect for the legal and judicial framework within the state, and prevent a breakdown of law and order,” it concluded.

Atiku, Tambuwal, El-Rufai Indicted in Plot to Overthrow President Tinubu

Former Vice President Atiku Abubakar, ex-Kaduna State governor Mallam Nasir El-Rufai, and other prominent politicians have been accused of planning to overthrow President Bola Tinubu.

The allegation was made by a group known as Joint Action on Democracy (JAD).

According to JAD, these politicians are aggrieved because President Tinubu has initiated reforms that are already showing positive results. The group believes that this has made the politicians realize they have no chance of winning the next general elections, even if they work together.

JAD specifically mentioned that Atiku, El-Rufai, Peter Obi, Rotimi Amaechi, Aminu Waziri Tambuwal, and Abubakar Malami are involved in this alleged plot.

The group warned that these politicians should be held accountable for any harm they cause to the country.

“We have also seen in the past how the likes of Atiku and Obi incited public sentiments against the government, something they will continue to do irrespective of who occupies the office of the President of the Federal Republic of Nigeria.

“We are further concerned that given utterances from the recent meeting at which these people alluded to a ‘weak government’, desperate attempts to cobble together an alliance that is doomed to fail, and baseless attacks on the government, this collection of politicians are up to mischief that could undermine Nigeria’s democracy,” the statement added.

The group also criticized Tambuwal’s role in the rise of banditry during his time as Sokoto State governor. Similarly, they condemned El-Rufai’s alleged payment of millions of naira to herders, which they believe contributed to the emergence of kidnap for ransom and banditry in the country.

JAD accused the opposition politicians of planning to replicate a failed state scenario on a national scale.

The group called on the authorities to place these politicians, particularly El-Rufai, on a watchlist to prevent any attempt to destabilize the country.

Tarrif Hike: NLC announces nationwide protest February 4

The Nigeria Labour Congress (NLC) has announced plans to hold a nationwide protest on Tuesday, February 4, to oppose the recent 50% increase in telecommunication tariffs approved by the Nigerian Communications Commission (NCC).

The decision was reached during the ongoing National Administrative Council (NAC) meeting of the NLC, to send a strong warning to the government that workers will resist policies that worsen economic hardship.

NLC President, Joe Ajaero, in a statement titled “50% Telecom Tariff Hike: Another Burden Too Harsh!”, condemned the move, calling it an “assault on workers’ welfare.”

He argued that the tariff increase comes at a time when Nigerians are already struggling with unprecedented economic challenges.

“Telecommunication services are essential for daily communication, work, and access to information. Yet, an average Nigerian worker already spends approximately 10% of their wages on telecom charges.

“With this hike, workers earning the N70,000 minimum wage will see their monthly telecom expenses rise from N7,000 to N10,500—an unsustainable burden,” Ajaero stated.

The protest, backed by other labour and civil society organizations, is expected to take place across major cities, with workers and citizens voicing their opposition to the hike.
