University admission seekers to undergo mandatory drug test – NDLEA

The Commandant of the National Drug Law Enforcement Agency (NDLEA), Kwara State, Hajia Fatima Abiola-Popoola, has proposed that universities should require newly admitted students to undergo mandatory drug tests as part of their admission process.

She explained that this would “Serve as a preventive measure while offering early intervention and counselling for those already using drugs to prevent them from becoming problematic users”.

Hajia Abiola-Popoola disclosed this during a radio programme in Ilorin monitored by our correspondent. The NDLEA boss further expressed concern over the rising number of drug users in the country, particularly among females. She warned that this trend poses serious risks to families and society at large.

She said “A 2018 survey shows that 14.3 million people were using drugs in Nigeria. One out of 7 persons in Nigeria is a drug user and one out of 4 drug users is a woman.

“This shows that the society is in trouble because a woman is the administrator of the home.”

“I am poorer despite receiving over N840million in 5 years” says former lawmaker

Former Member of the Senate of Nigeria, Ishaku Elisha Abbo has stated that he became improvised as a senator despite receiving #14.2m monthly and over N840million in the last 5 years.

Abbo while speaking in a monitored interview on AriseTV stated that he would have preferred to continued his business enterprise but join politics because of his love for humanity which made him poorer as a senator.

According to Abbo, the N14.2m earned monthly was absolutely nothing considering the demands and challenges faced by his constituents on a daily basis.

“Let me say this on live television, am poorer, much more poorer as a man when I became a politician than when I was in business but I didn’t resign because I enjoyed serving the people,

“Go to my village and check, as a senator,I live in room and parlor I don’t have a house of my own, I was building a 23-bedroom mansion before I became a senator in the heart of mubi, when I became a senator I stopped it and took over people’s burden,”

Meanwhile, Abbo noted that governance has been taken far away from the people and that is where local government administration have to come to the fore adding that before now, local government chairmen were given money to do projects but today, the governors has hijacked the local government funds through Joint Account (JAC)

He however advocated that the National Assembly should create a fund in the office of our legislators who are the representative of the people to take care of constituency projects so that it will not be added to their salary.

‘FG lied, Food Prices are not coming down’ Nigerians lament

The Presidency’s statement that prices of foodstuffs have been falling recently has been rejected by Nigerians.

The Senior Special Assistant on Citizenship and Leadership to President Bola Tinubu, Rinsola Abiola, while speaking on AIT Weekend Show, on Saturday (10 August), said online vendors confirmed that food prices have started decreasing.

Mrs Abiola said the decrease in the prices of foodstuffs is a testament to the federal government’s initiatives towards addressing economic hardship and hunger, which are yielding results.

Nigerians on social media, X platform, said the statement from the Presidency did not tally with what is obtainable in the markets.

Nigerians made their opinions while reacting to a poll by Obianuju Udeh, known as DJ Switch, one of the leaders of the #Endsars protest.

DJ Switch, on Friday, wrote, “I have come across some tweets and a report saying food prices are down. My question is, is it true prices are down? If so, that would be good news. Please share what you are experiencing on ground.”

In reaction, Nigerians disagreed with the position of Rinsola Abiola. They said prices of food remained the same. On tomatoes price Mrs Abiola said came down from ₦180,000 to ₦35,000; an X user, Chinedu Okoli said there was more supply in the market due to the harvest period and not actually as a result of government policies.

For IBEZYMAKO, @Bis_realibeh, “Prices of food items remain the same. Transportation fare is on the increase because of cost of PMS and nobody is talking about it. Government of deceptive propaganda.”

Ozagu. enterprises, @OzaguE98786, argued that “it is only in the Tinubu market that items are cheap. Semo 10kg a year ago ₦6400, two months ago ₦12,300, now ₦16000-₦18000, Beans ₦5000, Yam(3) ₦7500, Milo refill ₦5500, Garri ₦2000, Rice bag ₦78000. The truth is, most have stopped eating a lot of food; Items are not affordable by most Nigerians.”

Joseph Olawale Bamidele, @olawale_bam, said, “A liter fuel now sells for at least ₦700 to ₦900. Black market goes for ₦1,300. Mudu of rice is still ₦2,700. Food price coming down is propaganda. APC will crumble.”

Chinedu Okoli, @chineduokoli_,: “The truth is that this is harvesting period for some crops. It will slow inflation but this is just temporary cos once this phase wears off, the food prices will double.

“Prices that have gone down are perishable goods o, like tomatoes and pepper that can not be stored for long period.”

Saint Adaugoijele, @JustAdaugoijele, said, “Please, no food price is down. It’s still increasing.”

Daniel Alabi, @alabi_daniel, argued, “We bought rice last month btw ₦1,200 – ₦1,300 per Derica in Itele area of Ogun State and Lagos. We still buy it same today.”

SPECIAL, @special_Ada_Ide, said, “Which food prices come down? Shey for this Lagos Nigeria abi from other states?

“A bag of rice (my choice ) ₦82k, fuel ₦900 per liter, black market is more than this, beans – a derica cup is ₦2,200, semo ₦15k.”

Tinubu orders reduction of Nigeria’s official delegation to UNGA

President Bola Tinubu has directed reduction of the size of Nigeria’s official delegation to the forthcoming United Nations General Assembly (UNGA) meetings in New York, United States.

The President said only authorised officials who have business at the event should attend the 79th session of the event in September.

Special Adviser to the President, (Media & Publicity), Chief Ajuri Ngelale, in a statement informed this directive was passed on by the Chief of Staff to the President, Femi Gbajabiamila on Saturday in Abuja.

He said the instruction was passed on during a one-day retreat organised by the State House management for heads of government agencies under its supervision.

Addressing participants at the retreat, the Chief of Staff said the decision to streamline Nigeria’s delegation to the 79th session of UNGA in September is part of the administration’s commitment to ensure prudent management of resources and reduce the cost of governance.

“Highlighting the need for the State House and agencies under its supervision to ensure that its functions are guided by statutes, regulations, policy decisions, and presidential directives, Gbajabiamila hinted at upcoming policy announcements aimed at ensuring efficient service delivery in government operations.

”I just discussed with the President this afternoon. In the next few weeks, we are going to see a test of this policy during UNGA in New York.

”During recent protests, there were talks about reduction in cost of governance. Everyone is waiting to see if Nigeria, as in the past, will send the ‘largest delegation’ to UNGA.

”From experience, we know that some individuals use the opportunity of such international meetings to go about their personal businesses.

”I have received a directive from Mr. President that this time, we will be strict. If you have no business at the UN General Assembly, do not step foot in America and this is a directive from Mr. President,” Gbajabiamila said.

The Chief of Staff urged heads of agencies at the retreat to comply strictly, adding that the President is listening to the concerns of Nigerians and is committed to addressing them diligently.

On the retreat, Gbajabiamila noted that it will facilitate collaboration and coordination among government agencies, particularly those under the direct supervision of the State House.

”The idea is to ensure coherence as we jointly work together to achieve the objectives of President Bola Tinubu’s Renewed Hope Agenda.

”Coordination is not just a choice but a necessity for the government to succeed and for us to meet the expectations of the Nigerian people,” he said.

He said the retreat would be a continuous exercise, as governance is an evolving process that requires regular adjustments.

The Chief of Staff also urged the State House management and chief executives of agencies under its supervision to lead by example by ensuring compliance with statutes, laws, regulations, and various policies designed to enhance governance.

”We must demonstrate excellence in our compliance with the Public Procurement Act, Financial Reporting Council of Nigeria Act, the Finance Act, and various appropriation acts in operation.

”Compliance with the civil service rules and the scheme of service guidelines, especially regarding recruitment, promotion and presidential approvals is also non-negotiable,” Gbajabiamila said.

The theme of the one-day retreat was ‘Strengthening Institutional Mechanism for Effective Delivery.’

I mistakenly signed Ogun multibillion-naira trade zone to dubious Chinese investors, Ibikunle Amosun confesses

Former Governor Ibikunle Amosun on Saturday said he was deceived into handing over a free trade facility in Ogun State to an investment group from China, introducing a disturbing dimension to the ongoing legal battle that threatens the depletion of Nigeria’s assets abroad.

Mr Amosun, governor of the southwestern Nigerian state from 2011 to 2019, admitted in a statement personally signed by him that he didn’t do even a cursory assessment of facts before asking a Chinese team to take over the Ogun-Guandong Free Trade Zone in 2012. His decision marked the onset of a protracted legal crisis that led to aggrieved Chinese investors’ recent targeting of Nigeria’s assets in Europe and the United States.

The free trade zone was conceived in 2007 between Ogun State under Governor Gbenga Daniel and Guangdong Xinguang International China Africa Investment Ltd (or China Africa) to facility seamless trade between Nigeria and China in Igbesa, Ogun State. China Africa, the major investor at 60 per cent of the stake, was developing the 10,000 hectares facility when, in 2012, a year after Mr Amosun assumed office, another firm that identified itself as Zhongfu International Investment Ltd came in with tales about how the place was being poorly administered and thereafter sought to manage it.

Mr Amosun, in his statement, said he subsequently asked Zhongfu investors to take over as the interim managers of the trade zone before his administration could find time to investigate the allegations.

“Zhongfu International Investment FXE, pretending to be a concerned and genuine tenant and Zone stakeholder, volunteered very damaging and destructive information about the official representatives of Guangdong Province, the Joint Venturer and lawful Zone Managers, China Africa Investment FXE and subsequently requested to be appointed as Interim Zone Managers.

“Based on the information at the government’s disposal at the time, Zhongfu International Investment FXE was appointed interim zone manager on March 15, 2012, pending further evaluation. The whole idea was to ensure that someone was in charge and thereby prevent unwholesome and untoward development in the zone pending the completion of our fact-finding exercise.

“It was later discovered that the information and claims volunteered by Zhongfu International Investment FXE against China Africa Investment FXE were tissues of lies.

“Unknown to Ogun government at the time, Zhongfu International Investment FXE merely sought to de-market China Africa Investment FXE and to surreptitiously covert the state-owned assets of Guangdong Province in China together with the zone ownership and management rights of their business rival,” Mr Amosun said.

The former governor said Chinese authorities later directly intervened through several notes from the country’s mission in Nigeria.

“It was further discovered – much later – through the intervention of the Chinese Government via Diplomatic Note 1601, dated March 11, 2016,” Mr Amosun said, saying the Chinese government told him the company he had terminated was the rightful owner of the investment.

Mr Amosun said that after he ousted Zhongfu International Investment, the company approached Nigerian courts in different jurisdictions to ventilate its legal and business rights but lost all four cases filed. He didn’t list out the cases.

Consequently, the former governor urged the federal government and Ogun State to continue desisting from entering into any resolutions that would benefit Zhongfu.

“Nigeria should not give Zhongfu International Investment FXE any listening ear as doing so would amount to indulging and, encouraging an unlawful entity without locus standi to appropriate our common patrimon,” Mr Amosun said. “This matter of Zhongfu International Investment FXE should be treated the way Nigeria treated the P&ID case. There is no basis for negotiation.”

Mr Amosun has recently been criticised as the source of Nigeria’s confrontation with Chinese investors before international arbitration panels. The Chinese have been trying to seize private jets used by President Bola Tinubu in France.

On August 9, an appellate judicial panel in the United States authorised Zhongfu’s parent firm Zhongshan to proceed with its legal efforts to seize Nigeria’s assets in the U.S. Zhongshan had in 2021 obtained a compensation judgment in the United Kingdom to the tune of $60 million, which it has since been trying to enforce in France, the U.S. and other countries where Nigeria’s assets could be targeted.

Chinese firm releases one of seized Presidential jets

Investment Co. Limited has announced the release of one of the three Presidential jets seized based on the order of a French court.

Leading reporters learnt how the firm seized a Dassault Falcon 7X, a Boeing 737-7N6/BBJ and an Airbus A330-243 belonging to the federal government of Nigeria, stationed at Paris-Le Bourget and Basel-Mulhouse airports.

This is as a result of a contract was revoked by the Ogun state government in 2016.

The judgment is the latest arbitration effort against Nigeria by a foreign company alleging that Africa’s most populous nation reneged on an agreement.

In 2013, Zhongfu, a subsidiary of Chinese investment company Zhongshan Fucheng Industrial Investment, and the Ogun state government signed a contract to develop a free trade area.

Zhongfu was to own 60 per cent of the joint venture under the terms of the deal.

However, three years later, Zhongfu alleged that Ogun had backed out of the deal and wanted to take over the “significant” Chinese investment in the free trade zone.

The company said a “campaign of illegal acts” against it ultimately forced it out of the agreement.

Zhongshan initiated arbitration proceedings against Nigeria in 2018.

A three-person arbitration panel in London awarded the company $70mn in damages to be paid by the federal government in 2021. The award has since grown to about $81mn with interest.

But according to a company spokesperson on Friday, one of the jets was released after they were made aware that President Bola Tinubu would be needing it for a scheduled meeting with Frances president, Emmanuel Macron.

In a statement, he said, “Zhongshan has consistently sought to act reasonably and fairly in the course of a legal dispute with Nigeria which was not of its making.

“It has now been made aware that an Airbus A330, currently detained in France as a result of a French court order obtained by Zhongshan, is needed for the President of the Federal Republic of Nigeria to travel to a scheduled meeting with President Macron of France early next week.

“As a gesture of goodwill, Zhongshan has lifted the seizure of that aircraft immediately. This will allow it to be used for the President’s trip.”

The spokesperson mentioned that the company remains committed to talks with the Nigerian government with a view of reaching a “reasonable compromise rapidly”.

NMDPRA directs fuel stations to stop selling in kegs

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has instructed gas stations across the country to cease selling Premium Motor Spirit (PMS), commonly known as petrol, in jerrycans.

This directive comes amidst the ongoing petrol scarcity, which has led to long queues at the few gas stations that are still dispensing fuel in major cities.

In a video posted on X (formerly Twitter) on Thursday, NMDPRA officials were seen cautioning the management of a gas station to halt the illegal sale of fuel in jerrycans, citing safety concerns.

One of the NMDPRA officials, who appeared to be conducting a field assessment, was seen in the video threatening to withdraw the retail licences of gas stations that fail to comply with the directive.

“We will withdraw your licence. You have to take this seriously. No selling in jerrycans,” the official repeatedly warned in the video footage seen by Peoples Gazette.

As many Nigerians struggle with fuel scarcity and high prices following the removal of fuel subsidy by President Bola Tinubu, the latest development has sparked widespread backlash.

Some netizens who reacted to the news condemned the government’s action, arguing that it would further affect the poor, particularly those who rely on petrol to power their generators due to the unreliable power supply.

FG moves to secure power assets, meets civil- military committee on energy security

The Federal Government has began moves aimed at protecting the nation’s critical power infrastructure as it ramps efforts towards providing quality, stable and affordable electricity to Nigerians.

Speaking on Wednesday while receiving members of the Civil-Military Committee on Energy Security, in his office, Minister of Power, Chief Adebayo Adelabu said the issue of vandalism has been a major concern to the Federal Government, particularly on critical national assets, adding that the matter is being handled with all the seriousness it deserves.

He challenged Nigerians to take ownership of such national assets as continuous debasing of such national assets would continue to retard the nation’s development and efforts to provide electricity to Nigerians.

The Minister said that to demonstrate the commitment of the Federal Government to providing electricity to Nigerians, President Bola Tinubu assented to the legislation to deregulate the power sector, thereby making the sector free of the encumbrances that had hindered its efficient performance.

“This meeting with you today is very important and critical to us all. We must let the vandals know that it will never be business as usual. We all know what these vandals have done to our national asset. Daily, they deprived us of providing stable and affordable electricity to homes, industries, and to all critical sectors of our economy. That cannot continue and that is what we are determined to achieve.

“As a critical stakeholder, we appreciate your concern and the effort you have put in to help us secure our assets. Let me say here that power is instrumental to all we do and the protection of its infrastructure should be the greatest concern of all of us as Nigerians”, the Minister said.

As part of efforts to improve and build on existing infrastructure, Adelabu disclosed that he has taken measures to discard old structures that successive governments have ignored in addressing the problems with power supply to Nigerians.

“It is shameful for a nation of over 200 million people to still be on 5000 megawatts of electricity at this age. Let me tell you that some of the transformers we are still using today are 64 years old. How to you want such to give you what you desire at this age? Those maintaining them do not even understand them again. This is a reflection of the actions and inactions of the past 60 years. We have not done what is right in this sector in the past 60 years and that is what we are correcting now.

“So, it is the desire of President Tinubu to move away from this narrative and give Nigerians what they deserve in terms of energy and power supply and that is what we are set to achieve in the ministry now. We want to eradicate energy poverty among Nigerians. Our focus now is to engender a new energy development for Nigeria that will make electricity available to all Nigerians, where they reside.

“The power sector is a priority to this government and when we get it right here, all other sectors will also get it right”, he said.

The minister commended members of the group for their patriotism, zeal and commitment to safeguarding the nation’s assets and admonished them to continue in that spirit. He also promised the ministry’s co-operation and collaboration with them in their assignment. He said the protection of the nation’s assets should be the collective responsibility of all Nigerians.

He intimated the group of the ministry’s mandate and how those mandates would be realised in the new dispensation. Adelabu also told them that part of the challenges the ministry is facing is the refusal of some Nigerians to pay for the electricity they consumed while some others bye pass their meters thereby not paying for what they consumed. He described such power theft as not helpful to the transformation that the Federal Government desires in the power sector.

Speaking about the Ministry’s activities in the last one year of taking over the power, the Minister informed the group that within his one year in the office, he had been able to increase generation from 4000 that he inherited to over 5000 megawatts.

“By August 21, I will be one year in office. Due to the policy initiative that President Tinubu has put in place and which we have vigorously pursed, we have been able to increase our megawatts from 4000 that we inherited to 5050. We are moving and we will get better as we move ahead. But Nigerians must co-operate with us. We have consumers who refused to pay their bills. We have the issue of power theft. All these must stop as we intensify our efforts to serve Nigerians better”, he said.

Speaking, the leader of the group, Mr. Adams Otako said the importance of the energy sector in the nation’s development motivated their desire to embark on their effort to provide security for such national assets.

According to him, the Committee was formed in 2019 and they have devoted their time towards guarding the assets of the country in their little way.

“We believe that the energy sector is the bedrock of the National security. Guarding it is a collective responsibility and we want to also tell Nigerians that until we begin the ownership of governance, we can not develop. If the power sector does not function properly, we cannot function maximally as a nation and as a people.

“We also realised that a lot of your engagements and policies are often misunderstood by people. We want you to take us along, so that in such circumstances, we can relay the truth and say, ‘stop that propaganda’.

“We are made up of patriotic Nigerians. When we wanted to form the committee, we approached the Defence headquarters and that is why you can see that we have virtually all the security agencies present among us. We also have as our member the National Orientation Agency . We have the Civil Defence, the State Security Department, the Fire Service, other civil society groups among us” Otako said.

“It’s a Skit” – Husband Whose Passport Was Allegedly Torn at Airport Breaks Silence

The man at the centre of a viral video controversy, in which his wife appeared to tear up his passport at the Murtala Mohammed International Airport (MMIA) in Lagos, has finally spoken out.

In a new video shared on the family’s TikTok page, the husband clarified that the entire incident was staged as a skit.

The husband, who appeared in the video with his children, begged Nigerians to forgive him and understand that the incident was not real.

He explained that what his wife tore was not a passport, but rather a prop used for the skit.

“We are sorry, we cannot defile the law of Nigeria,” he said. “We are full bonafide Nigerians, we cannot go against the law by destroying the passport of Nigeria, it is not possible.”

The controversy began on Monday when a video circulated on social media showing the man’s wife destroying a Nigerian Standard Passport at the airport.

In reaction, the Nigeria Immigration Service (NIS) said it has launched a formal investigation into the incident and identified the individual involved.

Service Public Relations Officer, DCI Kenneth Udo said, “If the allegations are substantiated, her actions would have constituted a breach of Section 10(b) of the Immigration Act 2015 (as amended), with corresponding penalties outlined under Section 10(h) of the same Act.

“The Nigeria Immigration Service remains steadfast in its commitment to upholding the provisions of the Immigration Act in the interest of national security, and to preserving the dignity and integrity of the nation’s legal instruments.”

Reps withdraw Bill seeking jail term for those refusing to recite new national anthem

Speaker of the House of Representatives, Abbas Tajudeen. has withdrawn the controversial Counter Subversion Bill which stipulates that any Nigerian who refuses to recite the national anthem shall be fined N5 million, face a 10-year prison sentence, or both.

The withdrawal followed the outrage and opposition that trailed the provisions of the planned legislation which many have described as draconian and anti-democratic.

The Bill, sponsored by Speaker Tajudeen Abbas, is set for its second reading, where its general principles will be debated.

According to the proposed legislation, anyone who destroys a national symbol or a place of worship shall be liable to the same punishment.

The Bill “stipulates that anyone found guilty of destroying national symbols, refusing to recite the national anthem and pledge, defacing a place of worship with intent to incite violence, or undermining the Federal Government shall face a fine of N5 million, a 10-year prison sentence, or both”.

The Bill also “states that anyone who sets up an illegal roadblock, performs unauthorised traffic duties, imposes an illegal curfew, or organises an unlawful procession will be subject to a fine of N2 million, five years in prison, or both upon conviction”.

Also, any person who “forcefully takes over any place of worship, town hall, school premises, public or private place, arena, or a similar place through duress, undue influence, subterfuge or other similar activities, commits an offence and is liable on conviction to a fine of N5 million or imprisonment for a term of 10 years or both”.

“A person who professes loyalty, pledges or agrees to belong to an organisation that disregards the sovereignty of Nigeria, commits an offence and is liable on conviction to a fine of N3 million or imprisonment for a term of four years or both,” it also added among others.

But following the outrage and opposition that trailed the planned legislation, the Speaker announced the withdrawal of the bill, on Wednesday.

The withdrawal was announced in a statement issued by his Special Adviser on Media and Publicity, Musa Abdullahi Krishi on Wednesday

“In response to the voices and concerns of the people, the Speaker of the House of Representatives, Rt. Hon. Abbas Tajudeen, Ph.D., has decided to withdraw the Counter Subversion Bill and other related draft legislation.

“This decision follows his extensive consultations with a broad range of stakeholders and a careful consideration of the nation’s current circumstances.

“Speaker Abbas Tajudeen, a champion of the people’s interests, has always prioritized listening to the citizens and fostering unity. His decision reflects his commitment to ensuring that the House remains truly the People’s House.

“He acknowledges the significance of the concerns raised and the attention the Bill has garnered, reaffirming that he will never support any action that might disrupt the peace and unity of our nation.

  • FCT Bye-Law: Court bans AMAC from arresting private vehicles not used for commercial purposes while using Abuja roads The Federal Capital Territory (FCT) High Court has barred the Abuja Municipal Area Council (AMAC) from arresting private vehicles not being used for any commercial purposes while using Abuja roads within the AMAC Territory. In a suit filed by an Abuja resident, Salimon Abdulhakeem Abiodun through his counsel Qousim A. Opakunle Esq. against the Abuja Municipal Area Council (AMAC) and its chairman over the arrest and confiscation of his vehicle or any other private vehicles not being used for any commercial purposes while using Abuja roads within the territory of the Abuja Municipal Area Council. Delivering judgment on Wednesday, 4th February, 2026, in the suit number No: CV/1157/2025, Justice Y. Halilu said, “consequently judgement is hereby entered for the claimant against the defendants as follows; “An order of this honourable court prohibiting the Defendants, their agents, partners, subordinates from arresting the claimant`s vehicle or any other private vehicles not being used for any commercial purposes while using Abuja roads within the territory of the Defendants is hereby ordered. Other orders granted by the court also include; * A declaration that the arrest and confiscation of the Claimant`s car with Chasis Number 5TDZA23C75S264195 and registered with private plate number KWL-63CE is unlawful, oppressive and clear violation of Claimant fundamental right to own a private property. * A declaration that the forceful collection of the sum of N50,000 (fifty thousand naira only) on 11th January 2023, N50,000 (fifty thousand naira only) on 8th of February 2024 and sum of N20,000 (twenty thousand naira only) on 3rd of March 2025 from the Claimant by the Defendants for Mobile Advert fees and Daily and Yearly Ticketing fees are illegal, oppressive and amount to extortion. * An order directing the Defendants to refund with immediate effect all the sum of N120,000 (one hundred thousand naira only) being the amount of money forcefully and unlawfully collected by the Defendants from the Claimant in the year 2023, 2024, and 2025 for Mobile Advert Fees and Daily and Yearly Ticketing The court also awarded general damages of the sum of N2.5 million in favour of the claimant. It would be recalled that Abuja resident, Salimon Abdulhakeem Abiodun, has in March last year sued the Abuja Municipal Area Council (AMAC) and its chairman over the arrest and confiscation of his vehicle Among other things he sought for interpretation of the bye-laws of the Abuja Municipal Area council.
