Breaking: Emiefele associate and former MD of MINT plunges into mental illness:

The former Managing Director of the Nigerian Security Printing and Minting MINT and an associate of the embattled erstwhile Central Bank Governor Abbas Umar Masanawa is currently undergoing treatment for mental illness, a close family member has told on LeadingReporters. The source said his mental illness may have followed his failed political ambition and series of money, property and investment seized by President Bola Tinubu-led government.

The source said that Mr. Masanawa was thoroughly de-cashed by the DSS and other anti-corruption agencies over official embezzlements that characterized his leadership when he held sway in MINT.

Mr. Masanawa is one of the associates of Godwin Emiefele who he picked along from Zenith Bank when he was appointed the Central Bank Governor.  Godwin Emiefele promoted him to the position of the Managing Director of MINT.

Mr. Masanawa resigned to contest Governorship Election in his home state, Katsina.  His political outing hit a bend as he lost the guber ticket to the former MD of Small and Medium Enterprises Development Agency of Nigeria SMEDAN Umar Dikko Radda.

As soon as he failed in his political attempt, Emiefele offered him a job in the Central Bank of Nigeria as his aide after which he was moved to NIRSAL, another affiliate of CBN to head the agency.

The source told LeadingReporters that Masanawa was among those indicted for official corruption that characterized Godwin Emiefele-led CBN and its affiliates.  This led to his detention in the facilities of the DSS.  His interrogation led to the uncovering of large sums of money he had hidden away in different locations. 

“He was de-cashed.  All the money he stole and hid was dug up and seized by the government.  He lost property and investments worth billions of Naira.  His investments in different banks were also seized and recovered by the government.  These could have led to the current mental illness he is suffering.  He was in a fast lane before he hit a bend. A lesson for many public office holders to learn from”.  The source said.

Census: CSOs Commend Preparedness of National Population Commission(NPC) to conduct credible Census exercise

A joint coalition comprising over (100) Civil Society Organizations across the six geo political zones of the country have commended the leadership of the National Population Commission (NPC) over the Commission’s preparedness to conduct a credible Census exercise at the earliest convenience of Mr President. The coalition under the umbrella of Conference of Harmonized Civil Society Organizations in Nigeria (COHSCN) in a joint communique released to journalists in Abuja on friday noted that Civil Society Organizations across the six geo political zones in the country have carried out a comprehensive assessment of the Commission’s preparedness to conduct a credible Census and indeed, from the interactions, engagements, surveys and evidence before our joint committees as collated from all the six geo political zones in the country, the Alh Nasir Isa Kwarra led management of the Commission is fully charged and ready to deliver a world standard census exercise once Mr President makes the proclamation.

National coordinator of the coalition Dr Richard Oduma specifically appreciated the Commision for digitalizing the entire census project in line with international best practices and to enhance the overall credibility of the census exercise” this feat by the Commission is unprecedented and must be encouraged by all stakeholders so as to give the Commission the necessary morale boost needed to deliver on the mandate.

“Above all, it is important to reiterate that the success of any census exercise largely depends on the continued advocacy and information available to the public hence the need for sustained conversation on this very important exercise.” As patriots we owe the Commission a duty to maintain advocacy in our various spheres of influence no matter the sacrifices. “Because it is in the best interest of the people to be informed of the advantages of the census exercise so as to key into it as expected”

‘Indeed, the significant investment of resources by the federal government and donor agencies to assist the Commission in the , acquisition and development of massive technological infrastructure and hardware in preparation for the census exercise as well as the elaborate recruitment and training of manpower to compliment the highly modernized process is sincerely worth the wait and in the best interest of the country. “Our country for the first time is equipped with the necessary technological tools as well as the manpower needed to conduct a credible Census exercise that would be acceptable to both the local and international community ” This is a feat that is worthy of our collective public commendation. “Our charge to the commision is to remain focused on the objective to deliver the first digital census in our history”

“The Commission has demonstrated unparalleled commitment to the success of the census exercise by the systems and structures put in place ahead of the exercise, for us, this is the major take home and hence our appeal for continued advocacy “

The coalition also noted that the Commission under the current leadership has remained commited and ready to deliver when called upon by the president. ” Regardless of the limited resources available, the Commision has continued to engage and rebrand her personel preparatory to the much awaited exercise ” Overall, from our assessment, the government is going to be the greatest beneficiary as only a credible Census will provide the needed statistics for planing, research and development of the people.

“Furthermore, we commend the frugality and accountability in the management of budgeted resources that has become a culture in the Commission’s policies over the years” The open governance policy of Mr President has resonated strongly with the Commission activities which has given us access to critical information that has boosted our confidence in the Commission ” The Civil Society Organizations have therefore come together to commend the Commission’s leadership and to show solidarity and support to ensure that Nigerians get a credible Census whenever the opportunity presents itself. “

The coalition further expressed confidence that President Bola Ahmed Tinubu’s commitment to the development of the people and the country further emphasizes the need for a credible Census in the shortest possible time ” We hope Mr President is working in this direction, the statement added.

The coalition called on the Commission to join hands with Civil Society Organizations, faith based organizations and students groups to sustain the much needed advocacy ahead of the census exercise. “While the Commission is empowered by law to conduct periodic census, it is clear that the active awareness and participation of the citizenry in the exercise is what will make the objective realistic and we urge all stakeholders to volunteer on the advocacy needed for this noble exercise in the overall interest of development.

The Coalition while leading the charge on collective and sustained advocacy by stakeholders, maintained that the gesture was a vote of confidence on the Commission and her leadership demonstrating the organic endorsement of the census exercise by citizens.

Breaking:  Group calls for probe of Ms. Gloria Akobundu as Two terms tenure of eight years in NEPAD expires September 30th, 2024.

There are reports that the immediate past Chief Executive Officer of African Union Development Agency – New Partnership for African Development NEPAD, Ms. Akobundu’s era was allegedly characterized by corruption, nepotism, violation of Code of Conduct Act, among other allegations.

Meanwhile, a group League of Patriots has made a fresh call to President Bola Ahmed for the investigation of Ms. Akobundu over perennial corruption, criminal infractions, using her relatives as aides and sending them to man government offices in foreign lands and violations of the laws of the Federal Republic of Nigeria that characterized her tenure.

The group, League of Patriots consist of Nigerian professionals at home and the Diaspora.  In a communique issued via a unified telegraph delegate meeting drawn from members in Nigeria, Europe, America and Asia exclusively obtained by LeadingReporters, the group said that Ms. Gloria should be thoroughly investigated especially regarding allegation of flooding the agency with relatives and friends who act as her aides.

“From what we have gathered, The NEPAD Boss Ms Gloria Akobundu represents negativity in all its ramifications, corruption, and ineptitude and does not hold prerequisite qualities to hold the strategic position she held, let alone being given another opportunity to serve in illegality.

Speaking to LeadiingReporters International Correspondent, the Secretary of the League – Marshal Ndubuisi said that allowing Ms Akobundu to get away with such impunity in a strategic organisation like NEPAD will become a misnomer and a national misrepresentation which has continued to dent the image of Nigeria among the comity of nations and other strategic stakeholders.

“If not for dirty politics, how on earth can such a woman be allowed to serve in such strategic office going by her antecedents. We have verifiable information that highly suggests criminal infractions, mismanagement of resources as well as lack of managerial skills required to optimize the fortune of the agency for the good of Nigeria and Nigerians.   Ms Akobundu has continued to leverage her connection with politicians from her home state to stay put despite allegations of corruption and violations of the Code of Conduct Act hanging on her shoulder.  Now, she wants to take that impunity to an all-high level by seeking for extension of office. 

“For the avoidance of doubt, Ms. Akobundu sits on the board of many private companies not only as a shareholder but also as a director in violation of the Code of Conduct and Tribunal Act (CCB&T Act, 5th Schedule, Part 1, Paragraph 1-11 to the 1999 Constitution of the Federal Republic of Nigeria.  She uses these companies to carry out her corrupt and nefarious acts.  They include:

The group said their investigation revealed that none of the companies was declared in Ms Akobundu’s Assets and Liability Forms.

“These companies have continued to be used as conduits to fleece the government including using the same to corner contracts from her benefactors in Imo State Government House.

League of Patriots therefore called on President Bola Ahmed Tinubu to save Nigeria from further embarrassment by not granting her extension in office but rather should get the anti-corruption and other concerned agencies to institute a probe of her abysmal two terms in office.

All efforts to reach the NEPAD Boss Ms Akobundu for clarifications were unsuccessful as at the time of publishing this report as all her known lines were switched off.

Education Minister: Don’t jump the gun on ‘dots’

The Minister of Education Professor Tahir Mamman, last week in a popular Channels Television programme Sunday Politics had his mind closed against all arguments for those he called ‘under aged’ candidates to sit for senior secondary school certificate (SSCE) examinations next year.

He said that the Federal Government had instructed the West African  Examinations Council (WAEC) and the National Examinations Council (NECO), which organise the senior secondary certificate examination  to comply with the directive on 18 years age limit for any candidate to be eligible for the two examinations. It means that such under aged students may not qualify to sit for the Unified Tertiary Matriculation Examination (UTME) for 2025.

Professor Mamman, an erudite scholar and a senior advocate of Nigeria (SAN), admitted that it was not a matter of age but a matter of years a student would have been through from early childcare, primary and secondary which would amount to seventeen and half years. To him, if they are too young, they won’t be able to manage properly. That accounts for some of the problems we are seeing in the universities.

From the interview, the limit is 18 years; it is not clear  whether those above 18 years are also  ‘over aged’.   In the same breath,  the Minister avoided the case of smart children which he said is a conversation for another day. The data of students including smart students that may be affected by the directive not available to the Education Minister.

 The numbers may be staggering and pretty grave if the Minister cares to find out. It is not just SS3 students that would be affected. As it cascades, each activates and affects other classes in primary, junior secondary and senior secondary.  These students are in the Generation Z (Gen Z) born 1997-2012, and more recently Generation Alpha (Gen Alpha) born 2013-2025. Majority of them are smart children whose educational pursuits the Education Minister may be suspending. That may amount to a government induced out-of-school children.  Is it possible for them to be volunteers in waiting for misguided elements in society to recruit them to fuel insecurity including terrorism which the government has been grappling with since 2009. Its variants, kidnapping and banditry, and recently cyberterrorism are there. Would smart children still be a conversation for another day as the Minister may be tempted to say? NO! The interest should not be just preventing them from registering and writing qualifying examinations for tertiary institutions, but the wider socioeconomic implications to the nation..

Ones appeal to the Minister is to look at this matter dispassionately as an experienced professor and suspend it. The Minister should view the whole system, analyse it rather than simply its individual components. One would rather go with President Bola Ahmed Tinubu’s approach who, on April 18, 2024, approved the DOTS initiative. The DOTS is an acronym for Data repository, Out-of-school children education, Teacher training and development, and lastly Skill development  and acquisition.  The President admitted that data was critical for planning, approved the conduct of an extensive census of all schools in Nigeria, from primary to tertiary level, their conditions, and live-in facilities, proximity to one another, educational infrastructure, etc. The DOTS which the Minister also alluded to, will take a census of all pupils, in primary, secondary and tertiary institutions, gender, examination grades etc.

The information gathered will guide federal and state interventions for teachers training as well as overall support. It will also provide data on gender ratio, their specific learning needs, and who is in school or who has dropped out based on daily monitoring with year-by year reporting. The President also approved a portal/dashboard in the Federal Ministry of Education, offices of State Governors, and local government chairmen, which will host and disseminate these information for the Federal Government, states, and local governments to monitor real time. The new data tracking architecture will enable government to track the progress of students, thus having a clear data-driven mechanism for interventions, especially concerning out-of-school children, girls and those with specific learning disabilities. Under the programme, the Federal Ministry of Education will support and train teachers in digital skills, to facilitate the use of technology in classrooms.

The initiative will create a data repository that will address the paucity of coordinated, verifiable, and authentic data on all aspects of the education sector in Nigeria. It is indeed a plan or strategy designed to deal with problems in the education sector. From the beautiful initiative, it will ensure an overhaul of the sector for improved learning and skill development and ensure academic security of children. It gave a ray of hope in tackling the problems in our socioeconomic firmament if well implemented. These are all efforts at solving a protracted problem that requires a logical progression. And one does not believe that the President’s approval of DOTS meant when he speaks, you jump. 

 Education is the bedrock of any society’s development.  We are looking at maturity and education. No doubt age is important. But the age of Methuselah has nothing to do with the wisdom of Solomon. What have we made education to become in Nigeria?   We generally graduate in character and learning, but how many of us have really developed in mind, conscience and character? Would the Education Minister in good conscience affirm that those that were of age to sit for qualifying examinations since Independence have helped the development of Nigeria over the decades? If age is the problem, then we need to re-examine the concept of age and maturity. May one remind the Minister that many that had good and quality education and at the ripe age of admission as the Minister portrayed may have caused the leadership rot and  management diseases in our system today. Judging from massive looting of public treasury by some corrupt administrators and politicians who dip their hands in the till, loot  and send their children abroad for studies, we should not pontificate about age to the ordinary Nigerian.

The rot in the education system and indeed the polity is so much that we do not want to solve a problem and create a greater problem. How did we get here are the issues to interrogate. In solving the problem, we must look at the root causes and not the symptoms as the Minister is trying to do. Examine the issue of job and procurement racketeering in the public service. Many applicants and contract seeking Nigerians part with money, or lose ‘virginity’ (for our beautiful ladies), from the high and mighty in government that were mature when they wrote qualifying examinations. Ditto admissions into universities, etc. Apologies to good Nigerians. Universities lecturers have been battling the Federal Government over 2009 agreement and where are we? Nowhere! With the threat of ASUU going on strike in the next few weeks, some Universities are hurriedly conducting examinations even when they may not have concluded their semester courses. Parents and students have suffered enough that they should not be bogged down with age matter.

How can we challenge those in the academia to be more relevant to our industries and indeed solutions to the malaises of the nation. These rest on the shoulders of whoever is the Minister of Education, and for now Professor Tahir Mamman. The adage goes that one does not carry an elephant on his head and be pursuing a cricket to kill it. Government is to solve problem and not to compound it. From ones understanding, the DOTS initiative of President Tinubu, is a declaration of state of emergency in the education sector. The National Council on Education including State government buy in is imperative for it to work. There would be procurement in this regard and it takes time. For this project to be successful the Minister should be methodical by engaging a think tank comprising the academia, educationists, sociologists, psychologists, statisticians, mathematicians, economists, IT professionals, lawyers, religious and allied institutions, etc.  If we are not to increase the rate of out of school children, the Minister should  tarry a while to clear the issues. One does not think the Minister would categorically say how many students would be affected since there are no data. From the President’s frank admission of lack of data in the education sector, it would amount to the Minister jumping the gun.

NNPCL Announces Launch of New Utapate Crude Oil Blend, Targets 50,000bpd

NNPC has launched a new crude oil blend with a current production of 28,000 barrels per day, aiming for 50,000.

The Nigerian National Petroleum Company Limited (NNPCL) on Monday announced the introduction of Utapate crude oil blend, a new crude grade into the international oil market.

The new blend is from Oil Mining Lease (OML) 13 and is fully operated by NNPC Exploration and Production (NEPL), the national oil company’s upstream subsidiary.

A statement by the Chief Corporate Communications Officer of the NNPC, Olufemi Soneye, said that the Utapate crude oil blend commenced operations in July 2024, with its first cargo headed for Spain.

Located offshore Akwa Ibom State in Nigeria, Utapate’s current crude oil production is at 28,000 barrels per day, the NNPC said, with potential to increase it to 50,000 barrels per day.

In addition, the national oil company stated that the sulphur content of the new crude is 0.0655 per cent.

According to the NNPC, Spanish oil giant Repsol, won the tender for the initial cargo of the new crude blend which is comparable to the much sought after Amenam crude.

Besides, it noted that Gulf Transport and Trading, another leading crude oil dealer, had also secured the cargoes’ tenders for August and September 2024.

During the Argus European Crude Conference in London last year, NNPC  announcedthe launch of Nembe crude oil, produced by the NNPC/Aiteo operated OML 29 Joint Venture (JV).

“Similar to the Nembe crude oil grade, the Utapate crude oil blend has a low sulphur content and low carbon footprint due to flare gas elimination, fitting perfectly into the required spec of major buyers in Europe.

“This remarkable achievement signals the commitment of the NNPC to increase Nigeria’s crude oil production and grow reserves through the development of new assets,” the statement added.

Although there are three key crude oil blends, namely: West Texas Intermediate (WTI), Brent Crude and UAE Dubai Crude, there are tens of other little known grades.

Typically, crude oil is grouped according to its chemical properties, that is mainly  byits density and sulphur content. Crude is said to be sweet when it has a sulphur content of less than 0.5 per cent and sour if it’s higher than 1.0 percent.

Benin Republic, Niger, Togo Owe Nigeria Over $14 Million Electricity Debt in Q1 2024 – NERC

According to a report released by the Nigerian Electricity Regulatory Commission (NERC), three African countries, namely, Niger, Benin Republic, and Togo, owe a total of $14.2 million in electricity debt in the first quarter of 2024.

The NERC directed the Electricity Market Operator (MO) under the Transmission Company of Nigeria (TCN) to enforce the necessary market rules for collecting the $14.2 million owed to Nigeria by international customers in Q1 2024.

NERC expressed concern that the countries receiving electricity from Nigeria still need to pay their dues. This information was outlined in NERC’s Q1 2024 report.

The report from NERC stated, “None of the four international bilateral customers receiving services from Generation Companies (Gencos) in the NESI made payment toward the total invoice of $14.19 million issued by the MO for services provided in 2024/Q1.
“As indicated in previous reports, the commission expects the MO to invoke the provision of the market rules to curtail the payment indiscipline being exhibited by local and international bilateral customers.”

It was also reported that two overseas clients settled a total backlog of $5.96 million in unpaid debt to Nigeria.
The three nations are also required to pay Nigeria a total of $1.2 billion for the electricity they received from Nigeria between 2018 and the first quarter of 2023.

– Enter the OTP on the portal as quickly as possible. The code expires in 30 seconds.

Rein Blackmailing Philip Agbese, ETI Charges Speaker Abbas

The Energy Transparency Initiative (ETI) expresses our profound concern and dismay over the recent statements made by Honorable Phillips Agbese, Deputy Spokesman of the Federal House of Representatives. In his recent media appearance, in Abuja, Honorable Agbese raised serious allegations that the Nigerian National Petroleum Corporation Limited (NNPCL) and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) are involved in a deliberate attempt to undermine the Dangote refinery, portraying this as an affront to the House of Representatives. Such remarks are not only misleading but also demonstrate a concerning departure from his responsibilities as a federal lawmaker. While we are not willing to be mouthpiece of both regulatory authorities, being accused by Mr Agbese, we cannot but remind Nigerians, that as an organization with over a decade of involvement in series of advocacy on Transparency and accountability in the sector, we have full knowledge of issues, that are responsible for the recent dispute between Dangote Refinery and the regulatory authorities. Moreover, as a CSO, we are very familiar with Agbese who used the civil society to butter his bread against its ethics, an action he has carried into politics.

It is troubling that Agbese has chosen to abandon his duty as a representative of the people and instead assumed the role of an advocate for the Dangote Refinery. His position should obligate him to act impartially, especially in matters involving multiple stakeholders. By aligning himself so closely with a single business interest, he undermines the very essence of his role as an unbiased arbitrator within any relevant committee. In the House of Reps, his voice has never been heard, no bills sponsored, no motions moved apart from seconding one as dictated by his belly and has also not carried out empowerment to his Constituency. He has suddenly found his voice when private refinery dollars echoed his name.

Agbese’s actions reveal a troubling pattern of prioritizing the interests of a single entity over the broader collective welfare of Nigerians. The Dangote refinery, while a significant player in the industry, represents individual business interests that do not necessarily align with the national interest. The apparent bias demonstrated by Agbese risks neglecting the broader implications of the refinery’s operations on the general populace and undermines the regulatory framework designed to ensure fair play and transparency.

It is imperative to remind the baby lawmaker that his call for the dismissal of the Group Chief Executive Officer of NNPCL and the Authority Chief Executive of NMDPRA is not only misplaced but lacks merit. We had expected all parties involved in this NNPCL and Dangote feud to maintain their silence but shocked to realise that Agbese who’s a member of the committee set up by the House of Reps to investigate surrounding allegations chose to take a side and has made statement that are uncalled for. He should asked to be school on how both the NNPCL and NMDPRA works and not dabble into affairs that are beyond his literacy level.

The era where Agbese blackmails public institutions will not fly with government agencies as they won’t succumb to such. The agencies targeted for blackmail and pecuniary gains by Agbese and his team has outlived governments and individuals and will so continue, no matter the corporate or legislative blackmail.

The oil and gas sector business is too sophisticated a knowledge for little minds like Agbese to understand and meddle into. While it is understandable that he has pocketed few dollars from his sponsors, we urge him to immediately resign his position as the Deputy Spokesperson of the House of Representatives and send his CV to Dangote for employment to work under Chijiena. He can also chose to apply for employment in NNPCL if he choses to defend them, especially now that the recruitment exercise is ongoing. The only pain and regret in all of this is that the lovable people of
Ado/Ogbadibo/Okpokwu Federal Constituency made the biggest mistake of their life in electing a proper blackmailer as the representative. This is a grave error that they have to correct in 2027 by ensuring that their votes are not wasted on him. Benue indigenes are too sound to have a lawmaker turned to an errand boy by a corporate institution.

It is not even too late for Agbese go back to the good people of his Federal Constituency that he represents to tell them that he has taken over the role of the Dangote refinery spokesman so that they can send a credible hand to the House of Representatives.

We call on the leadership of the House of Representatives to address this matter with the seriousness it deserves. It is crucial that members of the House focus on their legislative duties and refrain from interfering in regulatory issues they do not fully understand. This will ensure that the integrity of the legislative process is maintained and that public trust is upheld.

The Energy Transparency Initiative urges the House leadership to rein in Honorable Agbese and his associates. Their current approach not only jeopardizes the effective functioning of regulatory bodies but also risks undermining the efforts to achieve transparency and accountability in the oil and gas sector. Agbese’s hands have been so corrupted with oil dollars and can no longer be allowed to speak for the hallowed chambers. He should step aside!

We further implore all stakeholders to remain vigilant and uphold the principles of fairness and transparency. The progress of Nigeria’s oil and gas sector depends on the collective efforts of all parties involved, and it is imperative that individual agendas do not derail this important endeavor.

The Energy Transparency Initiative shall remain committed to advocating for due process, transparency, and security in the oil and gas sector. We will continue to monitor developments and ensure that all actions and policies are aligned with the national interest, free from undue influence or partisan agendas.

Joe Biden has announced he is standing down as the Democrat’s nominee for the upcoming US election.

In a statement shared on X, the president said “it is in the best interest of my party” to stand down and “focus solely on fulfilling my duties as president for the remainder of my term”.

Mr Biden has faced increasing calls in recent weeks to stand down over concerns around his age, health, and ability to run the country

Democrat committee chair promises ‘transparent and orderly’ process

The Democratic National Committee chair has promised a “transparent and orderly process” in selecting its next candidate, following Joe Biden’s decision to step down. 

Jamie Harrison said the Democrats will share more about “next steps and a path forward” shortly.

“The work that we must do now, while unprecedented, is clear,” he added. 

“In the coming days, the party will undertake a transparent and orderly process to move forward as a united Democratic Party with a candidate who can defeat Donald Trump in November.

“This process will be governed by established rules and procedures of the party. 

“Our delegates are prepared to take seriously their responsibility in swiftly delivering a candidate to the American people.”
